Ep 216 Bill Tieleman Proportional Representation - Part 1 - No For the third time in the past 15 years, British Columbians are participating in a referendum to change the way the people of the province elect a government. In 2005, the Single Transferable Vote (or STV) was put to the people in a referendum that ran concurrently with the provincial election. The referendum required a super-majority that included approval of 60% of the voters overall and simple majorities in 60% of the 79 districts in order to pass. It fell short of the required 60% overall by an extremely slim margin. Four years later, STV was soundly defeated. The current government says it’s time to revisit proportional representation. It has scrapped the STV method and is providing voters with four options, with a 50 plus 1 threshold to pass. The first is to simply keep the current system. If, however, you think it’s time to change the way we elect the people who govern the province, you are then asked to rank your pick from three options. Bill Tieleman of the No BC Proportional Representation Society is adamant that the referendum proposal is a bad idea. He campaigned against it in ‘05, in ‘09, and he’s once again warning voters against proportional representation. In the fall BC will vote whether to adopt a system of proportional representation or maintain its current first-past-the-post electoral system. This week we'll have representatives from a group arguing for the current system and a group arguing for change. Arguing for "Yes PR BC" is David Moscrop. David is a political theorist and postdoctoral fellow in the Scholarly Communications Lab at Simon Fraser University. He studies democratic deliberation, citizenship, and how we communicate with one another and make political decisions. He writes for Maclean's Magazine and a few other outlets, and provides regular political commentary for television, radio, and print. He's currently working on a book about why we make bad political decisions and how we can make better ones (Fall, 2019). Arguing for "No PR BC" is Bill Tieleman. Bill is a political panelist regularly on CBC Radio and TV in BC and with other media. Bill has been Communications Director in the B.C. Premier's Office and at the BC Federation of Labour. Bill owns West Star Communications, a consulting firm providing strategy and communication services for labour, business, non-profits and government. As things roll on, it's not just about selling their services to potential clients. It's about their own image, credibility and delivering value on their work. When the story about pollsters getting predictions wrong is as big as the actual results, you know we have entered a new era. When the BC Series kicked off on The View Up Here, it started by talking about corporate media's influence over smaller, independent sources that weren't reliant on advertising revenue or subservient to ownership pushing their preferred political viewpoints. This show has done its best to give those independents a venue hitting topics from a different perspective. We come full circle to look at how politics are now changed forever. Over Fifteen years. By almost all political measurement standards, the shelf life has expired on the BC Liberals. Some efforts have tallied a list of demonstrable failures by this regime, and it nears 120 in total. There is a huge gulf between the claims and boasts made compared to the empirical evidence to counter them. But in this 21st century spin cycle of mis-information, photo ops, bribing people with their own money when politically convenient and using the power of the state, the band has played on for a decade and a half. The writ has been dropped for the British Columbia general election on May 9th. Discontent is at an all-time high against the incumbents, with plenty of good reason. Take your pick - Site C, VanRE, #bced, Health Department firings, Quick Wins, LNG, BC Hydro, BC Ferries, BC Rail, the list goes on and on. Current polling would indicate the Clark era is over. But we've seen this before. What is different this time around? Bill Tieleman may be one of the busiest people in BC in the next four weeks.
