OA1132 - We resume our regularly scheduled rapid response to law in the news, starting with some good news (really) from the Supreme Court! Then: some-not-so-good news from the Supreme Court on the Trump administration's efforts to dismantle the US Agency for International Development. Why did a federal judge need to issue an order confirming that he really meant it when he told the new administration to resume paying out the funds that Congress intended, and why does John Roberts seem to be taking this nonsense seriously? Matt then provides some context for a recent announcement regarding the Trump administration's intention to require all undocumented people to register with DHS before dropping a footnote with recent developments in the unbelievable story of the most (allegedly) felonious Supreme Court litigator in modern US history.  Glossip v. Katherine is joined by Jeffrey L. Sturchio, Senior Associate (Non-Resident) with the CSIS Global Health Policy Center and co-author of the new report, The Ending the HIV Epidemic in the U.S. Initiative: An Interim Assessment and Policy Recommendations. The EHE initiative began in 2019 with a goal of reducing new HIV infections by 75% by 2025 and 90% by 2030. However, thanks to limited funding and the diversion of resources during the Covid-19 pandemic, it is not currently on track to meet those ambitious targets. Jeff explains the various factors that could prevent EHE from achieving the 2025 and 2030 goals and shares examples of innovative, person-centered programs in San Francisco, CA and East Baton Rouge, LA that “meet people where they are” and create incentives for people to seek testing and stay on treatment. Jeff and Katherine discuss the importance of adapting lessons from global HIV programs, including PEPFAR, to the domestic epidemic and the opportunity to educate a new cohort of elected officials about EHE as the new Congress takes office in 2023.   Jeffrey L. Sturchio a Senior Associate (Non-Resident) with the CSIS Global Health Policy Center, leading the work on the HIV portfolio. He is chairman and former CEO at Rabin Martin, a global health strategy consulting firm, and former president and CEO of the Global Health Council. Before joining the council in 2009, Dr. Sturchio was vice president of corporate responsibility at Merck & Co. Inc. and president of the Merck Company Foundation. He received a BA in history from Princeton University and a PhD in the history and sociology of science from the University of Pennsylvania.

Today I'm spotlighting an incredible, high-impact organization -- Global Health Council, a national organization that sits in a really unique intersection within the global health world. They don't just bring together stakeholders around and across specific health issues -- they address cross-cutting issues that really go to the core of strengthening and supporting all of the many individual issues in the space. They make sure the infrastructure, supportive policy, and resources are there to drive consensus, build inquiry and ensure security across the entire global health space - as a whole.Elisha and I talk about the intricacies of operationalizing a complex theory of change, the importance of engaging in system-level work, and how to think about and define meaningful impact in the advocacy space.  And we talk about the true meaning of health equity, and where GHC is going in the coming years -- how absolutely critical Elisha and the GHC members recognize it is for people from every part of the globe being at the same decision-making table and shaping policy together.
