Combating corruption to drive democratic renewal

On December 6, the Brookings Institution, the German Marshall Fund of the United States, the Center for European Policy Analysis, the Transatlantic Democracy Working Group, the FACT Coalition, and the Leveraging Transparency to Reduce Corruption initiative will co-host a seminar on the fight against corruption and its relationship to advancing democracy and addressing democratic backsliding globally.    The event began with a keynote address from Deputy Secretary of the U.S. Treasury Wally Adeyemo, who will focus on the Biden administration's domestic and international anti-corruption agenda. He then joined Brookings President John R. Allen in conversation to further address anti-corruption priorities such as advancing economic fairness, combating money laundering, stemming illicit financial flows, and implementing beneficial ownership transparency as well as opportunities for cross-sector collaboration to address these challenges.   A panel discussion then looked at anti-corruption issues through the lens of the upcoming U.S.-led Summit for Democracy and the release of the “Democracy Playbook 2021: 10 Commitments for Advancing Democracy.” This new report grounds possible commitments and deliverables to be made by governments and other participants in the summit. Defence Deconstructed is brought to you by Irving Shipbuilding and Boeing Participants' Bio: Jonathan Caverley is professor of strategy in the Strategic and Operational Research Department of the Naval War College's Center for Naval Warfare Studies and a research affiliate in the security studies program at the Massachusetts Institute of Technology. He is the inaugural director of the Bernard Brodie Strategy Group. He was formerly assistant professor of political science at Northwestern University, where he founded and co-chaired the working group on security studies at the Roberta Buffett Center. He previously served eight years as a submarine officer in the U.S. Navy and as an assistant professor of naval science at Northwestern University.   Vice Admiral Paul Maddison (Ret'd) is a CGAI Fellow and Director of the UNSW Defence Research Institute. Although located at the UNSW Canberra campus, Paul is responsible for enabling, facilitating and integrating UNSW Australia's ground-breaking defence research capacity across the whole of the university in both Sydney and Canberra. Paul is a graduate of Canada's Royal Military College – St. Jean (1980) and served in the Canadian Armed Forces for 37 years. He commanded at all levels, both at sea and ashore, and retired in 2013 from his appointment as Commander of the Royal Canadian Navy. He also served as Canada's High Commissioner to Australia. He is a graduate of the Canadian Forces College Command and Staff Course in Toronto, as well as the Advanced Military Studies Program. Paul's decorations include: Commander of the Order of Military Merit (Canada), Commander of the Legion of Merit (USA), and Officer of the Legion d'Honneur (France).   Professor Dr. Julian Lindley-French is a CGAI fellow, leading advisor, strategist, and author with eleven published books to his name and many articles who has four advanced degrees and has held three professorial chairs (Professor of Military Art and Science and Eisenhower Professor of Defence Strategy, Netherlands Defence Academy and Special Professor of Strategic Studies, Leiden University). He recently published a major book entitled Future War and the Defence of Europe for Oxford University Press with General (Ret.) Jonathan Stromseth, a senior fellow and Lee Kuan Yew Chair in Southeast Asian Studies at Brookings, interviews Brookings President John R. Allen about the strategic significance of Southeast Asia, US relations with countries in the region, and the China challenge. President Allen recently returned from an extended trip to East Asia, where in June he opened and participated in a Brookings conference in Taipei on “The Risks of the Asian Peace: Avoiding Paths to Great Power War.” That conference is part of a broader Brookings project focused on Sustaining the Long Peace in East Asia. Subsequently, President Allen traveled to Singapore where Stromseth had an opportunity to join him for a series of dialogues with senior officials and regional policy experts. The Lowy Institute hosted the President of the Brookings Institution for a conversation about the world. John R. Allen and Michael Fullilove discussed US foreign policy, trends in international politics, and the transformative effects of technology on international affairs. John R. Allen was appointed President of the Brookings Institution in November 2017. He is a retired US Marine Corps four-star general and former commander of the NATO International Security Assistance Force and US Forces in Afghanistan. He served as senior adviser to the Secretary of Defence on Middle East Security and Special Presidential Envoy to the Global Coalition to Counter ISIL. Michael Fullilove has served as Executive Director of the Lowy Institute since August 2012. Over the past decade and a half, Dr Fullilove has played a central role in the establishment and development of the Lowy Institute. He previously served as Program Director, Global Issues at the Institute and has also worked as a lawyer, a visiting fellow at the Brookings Institution, and an adviser to Prime Minister Paul Keating. He is a Nonresident Senior Fellow at Brookings. The Lowy Institute is grateful to the United Services Institute of the ACT for their support of this event.
