European leaders have had cause to rethink their roles within Nato recently, in light of statements coming from the US Government. The Trump administration's dealings with Russia to try and broker a peace deal in Ukraine, have called into question America's support for the alliance. But whilst the Trump administration say they are not pulling out of Nato and remain committed to the defence partnership with Europe, they have warned that they will ‘no longer tolerate an imbalanced relationship with encourages dependency'. Nato currently asks member states to spend at least 2% on defence, but US President Donald Trump has consistently told European allies to spend much more than that target. The alliance's famous Article 5 holds that Nato members will come to the defence of an ally which comes under attack and the assumption has always been that the US would continue to be the anchoring power. But now Europe's leaders are having to consider whether they could potentially go it alone without American military aid. A relatively minor breakthrough for the US in its attempts to end hostilities between Russia and Ukraine. Russian President Vladimir Putin's agreed to pause attacks on energy infrastructure for 30 days and progress talks about a maritime ceasefire in the Black Sea. It follows a call with Donald Trump, who had been seeking a temporary ceasefire on all fronts. Edward Lucas from the Centre of European Policy Analysis told Mike Hosking Putin's tardiness prior to the call could be perceived as a weapon. Until recently he was the Pershing Chair in Strategic Studies, at the Centre for European Policy Analysis, specialising in NATO, Transatlantic relationship and international security. ----------Over the past week, Russia sent 1,220 glide bombs, 40 missiles and more than 850 drones into Ukraine, including a couple of high explosive drones that hit the Chornobyl nuclear power plant. The idea that Putin wants peace is a dangerous delusion. Yet at the Munich Security conference last week several things came into sharp focus. The Trump administration seems desperate to secure peace and is prepared to grant any concession to get Putin to simply agree to negotiations. The victim of the war, Ukraine, and its largest supporter in monetary terms, Europe, are being cut out of the negotiation process. Ukraine is denied the security of NATO membership. Sanctions against Russia may be eased, and war criminal Putin normalised on the world stage. Moreover, the US under Trump is prepared to extort and blackmail victims of war and terror such as Ukraine, to strip its mineral resources, deny its agency and negate its sovereign borders. Europe is being told it's on its own, with the implication it comes under Russia's Eurasian imperial sphere of influence. One of then Trump teams first decision may be to allow long range, or deep strikes. Strikes on Russian oil refineries have a significant impact on Russia's ability to conduct warfare. Lieutenant General Ben Hodges, Commander of U.S. Forces Europe in 2014-17, stated this during the 16th annual Kyiv Security Forum. “Of course, attacks on oil refineries have a significant impact. Russia is less able to pay for this war, and it also deprives it of the necessary fuel to continue hostilities. I would recommend ignoring the calls for an end to such attacks.” The Lieutenant General emphasized that sanctions against Russia need to be strengthened. He also added that 2024 will be the year of industrial competition. “Ukraine and the West should win this competition. I am talking about of course building up ammunition supplies, but also moving forward maintenance capabilities so that the Ukrainian soldiers can fix forward equipment that is broken or damaged on site, as well as increasing their ammunition stocks.” According to Hodges, Ukraine should put pressure on Russian logistics, particularly in Crimea, to make the peninsula unusable for Russian troops. “I would not expect a dramatic drop in Ukraine's ability to defend itself. About the Lecture: In 1991, Ukraine's independence set the tombstone for the USSR, and the U.S. regained its global primacy. Where are we today? How is it possible that In 2004, a top American expert argued, “stop criticizing Putin and start helping him”? Or that In 2021, Ukraine was not even mentioned in the new administration's Interim Global Security Guidelines? And what do our dealings with Moscow from the end of WWI through 1991 tell us? About the Speaker: Mr. Victor Rud practiced law for forty years and served as special counsel to a member of the U.S. Delegation to the Madrid Review Conference on Security and Cooperation in Europe. Before the fall of the Soviet Union, he represented, in the West, Soviet dissidents persecuted by the KGB. Mr. Rud has spoken, domestically and internationally, before various audiences on issues bearing on U.S./Russian relations, including specifically Ukraine. Among them are the State Department, West Point, American University Kyiv, and the UN. His analysis and commentary have been carried by The Hill, Center for European Policy Analysis, The Messenger, Kyiv Post, and Forbes, among others. Mr. Rud is past Chairman of the Ukrainian American Bar Association, and Senior Advisor to the Centre for Eastern European Democracy in Canada, and to Open Court, an NGO in Ukraine. He received his undergraduate degree from Harvard College and law degree from Duke University.

Last week at the NATO summit in Lithuania, the world watched as Ukraine was offered denied an actionable plan for membership in the alliance. It was almost a rinse and repeat from 2008, when Ukraine and Georgia pushed for membership, and were offered a similarly passive statement – save for one major exception: today, Ukraine is actively fighting for its life every single day. In fact, Ukraine is doing NATO's job for it: defending Europe, upholding sovereignty, and keeping Russia's imperialist ambitions at bay. And, notwithstanding the ire of National Security Adviser Jake Sullivan – who has labeled Ukraine ungrateful -- nobody (much less Zelensky) is arguing for membership during a hot war. Ukrainians want a secure plan forward, not a vague and gauzy set of commitments that about to “maybe.” A roadmap is not actually hard to formulate (Marc and former Deputy Secretary of State Steve Biegun wrote one for Washington Post) so what is the hold-up? Are we really going to let Putin bully 31 (soon to be 32) countries into icing out a staunch ally? Ambassador Kurt Volker is the former U.S. Ambassador to NATO, the former U.S. Special Representative for Ukraine.
