The Salem City Council recently voted to censure two of its members, Councilor Deanna Gwyn and Mayor-elect Julie Hoy. The two potentially violated Salem’s city charter by participating in a land use vote involving a developer who donated to both of their campaigns. Sitting Mayor Chris Hoy brought the motion to censure, saying the councilors should have recused themselves from the vote after disclosing the financial relationship. Gwyn and Julie Hoy have said the censure is nothing more than an attempt to create division on council, while other councilors have said their failure to recuse themselves has created a conflict of interest. The Salem City Council sent a resolution to the State House asking for Mass. lawmakers to allow the city to implement automated traffic violation enforcement tools, which they argue will help improve road safety especially in school zones and around school buses. WBZ's Chris Fama reports.
Last Monday, the Salem City Council convened a meeting with the Marion County Board of Commissioners and Salem-Keizer school district leaders to discuss the findings from a recent report looking at the sharp rise in the city’s gun violence. Shootings in the Salem city limits have doubled in the past five years, according to the report, which did not include police shootings or those that were self-inflicted or done in self defense. The report also found that at least half the shootings involved gang members, and that the number of teens 17 and under who were either suspects or victims of gun violence has doubled in the past two years. The city of Salem is facing a massive budget shortfall. To help close it, the City Council recently approved a tax on anyone working in Salem who earns above the minimum wage. City officials claim the tax is needed to maintain and expand emergency services, including hiring more police officers, firefighters and sustaining homeless services. Oregon Business & Industry successfully petitioned to put the issue before Salem voters in a special election this November. Virginia Stapleton is president of the Salem City Council and co-founder of the Committee to Save Salem, which supports the ballot measure. Preston Mann is the political affairs director of Oregon Business & Industry which has raised more than $180,000 to defeat the measure. After hours of public testimony, Salem City Council voted to approve a payroll tax to help fund police, fire and homelessness services. The ordinance passed by a single vote, taxing wages for anyone who works in Salem, regardless of their home address. The policy could go into effect as early as next summer. The Salem City Council votes to make it easier for people in the city to use psychedelic mushrooms. WBZ Shari Small explains.
On April 24, a 75-bed navigation center for people experiencing homelessness will open in Salem. The facility will be open 24 hours a day, seven days a week and will be the first of its kind in Marion County. Case workers will be on site to help clients access medical care, behavioral health services and transition to stable housing. City officials say it is designed to be a “low barrier” shelter which does not require sobriety for entry, and accepts all genders, as well as pets. The Salem City Council has allocated more than $23 million in state and federal funds to expand shelter and homeless services, including launching this spring a third micro-shelter community of small living units to temporarily house young adults, 18 to 24 years old. The city is also opening 52 units inside a former Oregon State Hospital building to provide permanent supportive housing for unsheltered people who are disabled, mentally ill or have other complex medical and behavioral health needs. Joining us to talk about Salem's efforts to tackle a growing homelessness crisis are Salem Mayor Chris Hoy and Salem Housing Authority Administrator Nicole Utz.

The Salem City Council has proposed a plan to phase out camping in city parks. In March, the city passed an emergency declaration to allow people who were homeless to camp in two city parks in order to prevent the spread of COVID-19. Now, they plan to open more shelter options as camps are phased out in the coming months. Jimmy Jones, the executive director of the Mid-Willamette Valley Community Action Agency, joins us to discuss the proposed plan.
