In this episode, we sat down with Dr Will Roper. He is the prior Assistant Secretary of the Air Force for Acquisition, Technology and Logistics. As the Air Force's Service Acquisition Executive, Dr. Roper was responsible for Air Force research, development and acquisition activities totaling an annual budget in excess of $60 billion for more than 550 acquisition programs. In this position, Dr. Roper served as the principal adviser to the Secretary and Chief of Staff of the Air Force for research and development, test, production and modernization efforts within the Air Force. Prior to that position, Dr. Roper was the founding Director of the Pentagon's Strategic Capabilities Office. Established in 2012, the SCO imagines new—often unexpected and game-changing—uses of existing government and commercial systems: extending their shelf-life and restoring surprise to the military's playbook. Since 2012, SCO has grown from an annual budget of $50 million to the current $1.5 billion request in the President's 2018 budget with projects spanning new concepts such as hypervelocity artillery, multi-purpose missiles, autonomous fast-boats, smartphone-navigating weapons, big-data-enabled sensing, 3D-printed systems, standoff arsenal planes, fighter avatars and fighter-dispersed swarming micro-drones which formed the world's then-largest swarm of 103 systems. During his tenure as SCO Director, Dr. Roper served on the Department's 2018 National Defense Strategy Steering Group, Cloud Executive Steering Group and Defense Modernization Team. Previously, Dr. Roper served as the Acting Chief Architect at the Missile Defense Agency where he developed 11 new systems, including the current European Defense architecture, advanced drones, and classified programs. Before this, he worked at MIT Lincoln Laboratory and served as a missile defense advisor to the Under Secretary of Defense for Acquisition, Technology and Logistics.

However, in order to understand, build, and execute those tests, the right strategies and preparation must be in place. To walk us through the future of test in virtual reality, host Derek Burrows first heads over to the Yard of Bricks at the Indianapolis Motor Speedway, the most iconic place in the world for motorsports. There, he meets Paul Mitchell, Chairman and President of the Indy Autonomous Challenge, and learns how Paul's team has pioneered virtual testing for their races. He then meets with Dr. Will Roper, Professor, and Former U.S. Air and Space Forces Weapons Chief. Will has worked with the Missile Defense Agency and the Air Force to develop exciting new systems, some of which might not even exist yet in the physical world. The Air Force wants a flying car, and according to a report from Defense One, they want it to replace the V-22 Osprey tiltrotor.Agility Prime is the name of a new U.S. Air Force (USAF) project to replace the V-22 Osprey tiltrotor aircraft with a combat-ready flying car. According to Defense One, the program will begin this fall as the Air Force tries to tap into commercial flying car innovation.At the Air Force Association's Air, Space & Cyber Conference, USAF Assistant Secretary for Acquisition Will Roper announced that he had asked the Air Force Research Lab to look into a flying car "acquisition strategy" -- be it a competition or challenge. According to Roper, the competition would challenge teams to perform specific tasks, everything from transporting small cargo to moving heavy weaponry. Roper hopes the Agility Prime program will help identify potential commercial partners. While a flying car might not be able to do everything an Osprey can do, it remains a "compelling option."The idea seems torn for the DARPA playbook, which has held competitions in everything from subterranean robotics to drone swarms. The agency has used it as a way to identify investment targets and technology partners that have advanced national security since the 1950s.It will be interesting to see the field of competitors. It could be an opportunity to see which flying car designs are legitimate, and which ones are still rendering.

The Golden Rule is a more Western way to say the same thing: Use the means on others that you would like to have used on you. Let’s take a seat in our favorite theater and watch a particularly powerful scene from “A Man For All Seasons.” This is a conversation between Sir Thomas More, Lord Chancellor to Henry VIII, and Will Roper, the young hothead who want to fix all perceived injustices immediately and by any means necessary. Will Roper: “So, now you give the Devil the benefit of law! Sir Thomas More: “Yes! What would you do? Cut a great road through the law to get after the Devil?” Will Roper: “Yes, I'd cut down every law in England to do that!” Sir Thomas More: “Oh? And when the last law was down, and the Devil turned 'round on you, where would you hide, Roper, the laws all being flat? This country is planted thick with laws, from coast to coast, Man's laws, not God's! And if you cut them down, and you're just the man to do it, do you really think you could stand upright in the winds that would blow then? Yes, I'd give the Devil benefit of law, for my own safety's sake!” Yes, Sir Thomas would give the Devil the benefit of law for his--his--safety. As we all should. Remember the Golden Rule of means and tactics. And Karma; remember about Karma. Think back with me to the debate about waterboarding. Many people were defending waterboarding by saying that information gathered that way saved American lives. The late Senator John McCain, famously a long-term, tortured prisoner of war, was against it. I am not taking a position for or against “enhanced interrogation” here; I am taking the position that if we do it, we should expect others to do it to us. More recently, we saw how “enhanced” tactics can come back to haunt the enhancer. In 2013, then-Senate Majority Leader Harry Reid (D-Nev.) used a simple-majority vote to change the Senate’s rules, allowing confirmation of judicial nominees to non-Supreme Court posts by the same simple-majority vote. That greatly advantaged the Democrats at the time, but came back to bite them in the form of Neil Gorsuch and Brett Kavanaugh. And there’s the “Biden Rule.” “Trump gets to fill Kennedy’s seat — and it’s all thanks to Harry Reid.” Today’s key point: Employ only the means, the tactics,

Will Roper takes a listen to the evolution of the Brass Band sound of New Orleans. In an interview with expert Matt Sakakeeny, we hear how the tradition has changed from its early roots from slavery, through to its importance mingling with the sounds of jazz and later R&B, funk and hip-hop.
