City Council to question agencies on Brooklyn Homes shooting

We begin with the latest in the investigation into the shooting at the Brooklyn Homes over the July 4 weekend that left two people dead and 28 others, mostly teenagers, injured. A 17-year-old is being held without bond in connection to the shooting, after video of him allegedly pulling a gun out of a backpack surfaced on social media. The teenager's lawyers says the gun was a toy. The Baltimore Sun reports that in the charging documents against the teen, police speculate that at least three people fired weapons. Gun casings found at the scene suggest as many as 12 different guns were used in the attack at a party which was attended by hundreds of people in the Brooklyn community. Joining Tom is Baltimore City Councilman Mark Conway. He represents the 4th District and he chairs the Public Safety and Government Operations Committee, which will hold a hearing later today to assess how various city agencies responded to the event that is likely the worst mass shooting in the history of our city. Over the past decade, Maryland hospitals filed more than 140,000 lawsuits against patients, to recover unpaid bills. The median amount owed was just $944. Left unpaid, this debt can lead to a lien on a person’s home or car, or even garnished wages. Marceline White, of the Maryland Consumer Rights Coalition, describes the crushing burden of an unpaid hospital bill. This interview originally aired Dec. 21, 2020.             Rick Weldon served in the United States Navy from 1976-1980 in the submarine service. We later worked as a civilian employee within the Navy Department from 1982-1994. Today we continue our series of Conversations with the Candidates, in the run up to Maryland’s June 26th primary elections.Tom’s guest is Del. Pat McDonough. He is a Republican, and he has represented parts of Baltimore and Harford Counties in the Maryland Legislature for the past 15 years. He also represented District 7 as a conservative Democrat for one term, from 1979 until 1983. He has been a member of the Health and Government Operations Committee since 2003. In 2016, he ran for Congress in Maryland’s 2nd Congressional District and was defeated by incumbent Dutch Ruppersberger.Besides his many years in Annapolis, McDonough was, until recently, host of a show on WCBM Radio. Del. McDonough is 74 years old. He was born in Baltimore. He attended City College and the University of Baltimore. He and his family live in Middle River. Today, a look at what was accomplished by our legislators in Annapolis during the 2018 MD General Assembly, which ended on Monday night. Governor Hogan has signed more than a hundred bills into law since then, and he’s let several become law without his signature. More than 3,100 bills were introduced this year, a record number. Tom talks with two Republicans and two Democrats this afternoon to get their impressions of what the Governor has said is the most productive session of his tenure. Two of our guests represent Baltimore City. Two represent Baltimore and Harford Counties. In the first segment today, a Senate view of the 2018 Session. Senator J.B. Jennings is a Republican who represents the 7th District, which includes parts of Baltimore and Harford Counties. He was elected in 2011 and has served as the Minority Leader since 2014. He joins us on the line from the campus of the University of Maryland - Baltimore County, in Catonsville.Senator Bill Ferguson represents District 46, in Baltimore City. Like Senator Jennings, he was also elected in 2011. He’s been a member of the Budget and Taxation Committee since 2015, and last year, he became the Chair of the Executive Nominations Committee. He’s here with me in Studio A.In the second segment, perspectives from two members of the MD House: Republican Delegate Kathy Szeliga, like Senator Jennings, with whom we spoke earlier, represents District 7 in Baltimore and Harford Counties. She was first elected in 2011, and she has been the Minority Whip since 2013. She serves on the Health and Government Operations Committee. She joins us on the line from her office in Perry Hall.Democratic Delegate Luke Clippinger represents Baltimore City, in District 46. He chairs the Democratic Caucus, and serves on the Economic Matters Committee. He’s on the phone from Annapolis.

The state legislative session in Albany is now behind us, as lawmakers grappled with a second pandemic-focused year. Early fears of a multi-billion budget gap were eventually eased by federal COVID relief, majority Democrats pressed new criminal justice reforms, and the status of embattled Governor Andrew Cuomo loomed large. Joining us now to talk about what got done, and what didn't, is Hudson Valley Democratic Senator James Skoufis of the 39th district. Skoufis also chairs the Investigations and Government Operations Committee.
