There's an area southeast of Lake Merritt that's lined with abandoned buildings, boarded up storefronts, vacant lots, and decrepit warehouses. The neighborhoods here, Clinton and San Antonio, are some of Oakland's oldest. Although there are also beautiful Victorian houses, long-established churches, and several thriving immigrant communities, including a stretch of Vietnamese establishments known as Little Saigon, this area has suffered from disinvestment and high crime rates for decades – why? Answering that question requires a trip through more than a century of Oakland history – from the Gold Rush up through the Urban Renewal era and beyond. Exploring this story illuminates not only the problems of these neighborhoods, but helps explain the rise and fall of entire cities. “The leading edge of development follows the wealthiest residents,” according to Mitchell Schwarzer, the author of “Hella Town: Oakland's History of Development and Disruption.” In this episode, Schwarzer unpacks that diagnosis, and what it means for older neighborhoods left to crumble as investors chase new frontiers. One of the bills signed into law this session will make three changes to urban renewal in Idaho: allowing cities to dissolve an urban renewal agency, allowing extensions for districts with a single industrial user, and allowing fire districts to opt out of inclusion in an urban renewal district. A long-vacant block on North Russell Street and North Williams Avenue, which was once part of a thriving African American community in Portland, will finally house people once again. The site was razed in the 1970s as part of an urban renewal project to expand the hospital there. Tomorrow, construction will begin on an 85-unit apartment building, 20 single-family homes and office and retail space for Black-owned businesses. Bryson Davis, chair of the board of the nonprofit behind the project, Williams & Russell CDC, joins us, along with developer Anyeley Hallova, to talk about the project.

On today's show, we bring back one of our all-time favorite guests (and emeritus co-Producer / co-Founder of re:verb) Dr. Derek G. Handley to talk about his newly-published book, Struggle for the City: Rhetorics of Citizenship and Resistance in the Black Freedom Movement. This episode is a spiritual successor to our first episode with Derek (all the way back in Episode 6!), which focused on the rhetoric of 20th-century urban renewal policies in Pittsburgh, and African American citizens' resistance to those policies and practices that threatened their homes and businesses.Derek has now expanded his analysis of urban renewal rhetorics - and the modes of citizenship and resistance practiced by African American community members in response to them. His new book, Struggle for the City, focuses on urban renewal policy struggles that played out across three Northern cities in the 1950s and ‘60s: St. Paul Minnesota, Pittsburgh, Pennsylvania, and Milwaukee, Wisconsin. In each of these case studies, Derek deftly traces the rhetorical contours of the master narrative (such as the use of the “blight” metaphor) that shaped how urban renewal policies, including highway and infrastructure development, ultimately uprooted and destabilized African American communities. In turn, his case studies center on the voices of these communities, showing how they responded using a framework he calls “Black Rhetorical Citizenship.” The rhetorical practices inherent within this mode of citizenship - which include deliberation and community decision-making, the circulation of multi-modal counterstories, and a forward-looking focus on public memory - are not only essential touchstones in the less-publicized history of Civil Rights struggles in Northern cities during the 20th century; they also provide an important scaffold for current rhetorical strategies in ongoing Black freedom and justice struggles in the US writ large.In this conversation, Derek also shares some details of his ongoing public scholarship project (co-directed with UW-M Geography Professor Dr. Anne Bonds) Mapping Racism and Resistance in Milwaukee County, which seeks to document restrictive and racist housing covenants in the city of Milwaukee, Wisconsin and its surrounding suburbs, as well as community resistance to these and related practices. You also have people living longer, and you have all people forced into this system that they don't own … and they can't transfer it to their heirs,” says Star Parker. The State of Black America Star Parker I grew up in tumultuous times of the late 1960's and early 1970's. I remember the riots in Detroit and other cities. I remember the assassination of Martin Luther King, Jr. Our entire school system, where I grew about 60 miles north of Detroit, had 3… that's it… 3 black students – in the entire school system.So watching these events on TV, as a young, impressionable teenager, taught me some things that were flat out wrong…racism, discrimination, etc.It was not until I went in the Army in the mid-70's that I discovered how wrong my upbringing was. Not only did I realize I was wrong on my perceptions – but some of my co-workers and fellow soldiers and who became my best friends, who were black, discovered they were wrong about ME in their perceptions, too.Why am I leading off with this? Because perceptions – I should say “misperceptions” – can lead to disastrous policies, disastrous incidents and out of these things – nothing good can ever come. Amen!Our guest today grew up in that same time frame that I did… but from looking at things, let's just say, from the other side of the tracks.Star Parker, grew up as a military brat…my kids can relate to that… but after moving to St. Lous in 1969, right after the MLK assassination, she found herself swept up in the racial tensions that was sweeping the nation. This led her down a path that took her years to recognize was - the wrong path.With several abortions, living on Food Stamps and Welfare and seeking work that paid, “under the table” (so she could continue on Government subsistence), she found herself pregnant, but wanting to keep this baby.That one decision led her to make another – where she accepted Jesus as her Lord and that led to another decision… to change her life for the better.Today, Star Parker is a nationally syndicated columnist and hosts a weekly television news show, CURE America with Star Parker, which is broadcast on the National Religious Broadcasters Network, the TCT Network and others as well as on the streaming services. She has served on the Executive Board of the National Religious Broadcaster Board of Directors, and the Board of Directors at the Leadership Institute.
