New figures show incomes for upland farmers are facing a massive hit, as payments under the new ELMs scheme do not come up to the level of previous payments under the old EU system. The expected income for upland farm businesses, published by DEFRA, for 2022/23 is just £16,300 - that's a 65 per cent reduction. Hill farmers have always relied more heavily on subsidies, and the EU system of paying per hectare underpinned their income. It was hoped that post-Brexit, the new Environmental Land Management scheme or ELMs would pay farmers for providing public goods, such as carbon sequestration, wildlife habitat and flood mitigation, but upland farmers say they are getting less money for providing public benefits than lowland producers. A leaked document is said to show that the Department for Environment Food and Rural Affairs, DEFRA, is lagging behind its official target of implementing green policies to combat climate change, and that it is in danger of missing a legal deadline to submit a climate plan for agriculture by the end of this month. DEFRA has faced criticism by government advisers on the climate change committee. We speak to the journalist who's seen the leaked documents, and hear from the chair of Climate Change Committee, Lord Deben. Most dairy farmers graze their herds outdoors on pasture for most of the year, only bringing them in during the winter. However, around a fifth of UK dairy farmers keep some or all of their cows indoors, all year round. We speak to a farmer in Staffordshire who's made the switch. To start our week looking at peat, we hear from Professor Martin Evans from the University of Manchester on why our peatlands are so important to preserve. A 12 day conference with diplomatic negotiations, a blue zone (for ‘parties' and ‘party overflows') and a green zone (for the general public) and many side events all over the city; attended by around 30,000 people.  A lot of work goes into preparing for a COP – not just the physical structures but also ideas, conversations and agreements. And the work continues after.  It is important to establish “the mood music” as Jill puts it, so all the work before, during and after, delivers what we need.  Ece and Jill are up in Glasgow for COP26. They will do daily summaries – supported by Sabine, Neil and Anna back at the HQ. If they manage to find each other in the chaos they may even upload a chat. In a world where net zero is mission critical, how can Defence balance the urgency of climate change with the importance of operational strategy to deliver on its sustainability targets?“We are faced for the first time in human history with an existential challenge,” warns Lord Deben, chairman of the UK's Committee on Climate Change. “The truth is, we don't have much time,” he says. “And yet we have an answer. We know how to do it.” Against this backdrop, “organisations – and the MOD included – can't afford to stay still,” says Howard Lungley, Principal Consultant at Frazer-Nash. It's a warning that comes amidst mounting competition over scarce resources, increasing frequency and severity of environmental emergencies, and the growing threat of health crises and civil unrest. And it's one not to be ignored by the MOD, the department that accounts for approximately 50% of central government emissions. Maj Gen David Southall, the Army's Director of Basing and Infrastructure, echoes this sentiment. “The political consequences, the economic consequences, as well as the environmental consequences of not tackling this challenge are simply far too grave, far too profound,” he says. “Success in this arena is going to require something very different tomorrow to what we have done from a rear-view mirror perspective: a more digitised force, a lighter more agile force and more expeditionary force,” says Maj Gen Southall.So how can the Ministry of Defence take a long-term strategic approach to sustainability? In 1997, he was also awarded the Royal Society for the Protection of Birds Medal and was described by Friends of the Earth as "the best Environment Secretary we've ever had". We also hear from Fawaz Gerges, Professor of International Relations at the London School of Economics. On Wednesday Jews will be celebrating the festival of Purim. It commemorates the salvation of the Jewish people in ancient Persia from Haman's plot to kill all the Jews as recorded in the book of Esther. It's a time when Jews raise hundreds of thousands of pounds for causes important to them by performing dances and entertaining one another. Reporter Rajeev Gupta has been to meet a group preparing for the festival. Recent figures show that there is a severe shortfall in the number of people training to become RE teachers. Trevor Barnes has been finding out why. Church of England churches might have to host non-Anglican wedding ceremonies if a Private Member's Bill introduced by Lord Deben in the House of Lords becomes law. Tom Heap asks if the Environment Agency is fit for purpose. After seven years of deep cuts to its staffing and budgets, Tom Heap asks the EA's Chair, Emma Howard Boyd, to respond to her critics. We hear from those who are concerned that the EA is doing too little, too late when it comes to protecting the quality of our rivers and the environment, and that it can appear toothless when dealing with the rising tide of waste crime. Senior Conservative politician, John Gummer, now Lord Deben, created the Environment Agency in 1995. He tells us that the organisation has become too cosy to government and has lost its independence. Emma Howard Boyd responds to these and other concerns, such as the EA's shedding of one third of its frontline enforcement officers over the last five years. Can it still safeguard our environment? Australia has offered an emissions reduction target for the Paris talks that is significantly below that of the European Union and which even falls short of the United States target. Australia needs to re-engage with the rest of the world, which is increasingly aware of the impact of dangerous climate change. It is simply too urgent to opt out - we need action now. The Rt. Hon John Gummer, Lord Deben, is a former UK Secretary of State for the Environment and is currently the Chairman of the UK’s Climate Change Committee and Special Advisor to the United Nations on Carbon Pricing. His sixteen years of top-level ministerial experience also included Minister for Agriculture, Fisheries and Food, Minster for London, Employment Minister and Paymaster General in HM Treasury.
