Keir Starmer commissioned a number of high-profile reviews into difficult policy areas on taking office, but the prime minister seems to have become more sceptical about their value in recent weeks.   At this event, to mark the launch of a new IfG report on lessons from past policy reviews, a panel of former reviewers and commissioners of reviews explored when reviews can lead to real change – and what needs to be done to ensure they succeed.     When is it the right time to launch a review? How should ministers best set up, work with and respond to reviews? And has the prime minister changed his view of reviews – and, if so, why?   Discussing these questions, and more, were:    Rt Hon Ed Balls, former Secretary of State for Children, Schools and Families and Special Adviser at HM Treasury (and commissioner of several reviews) Dame Carol Black, leader of multiple past reviews, including: the Review of Drugs (2021), Drug and Alcohol Addiction, and Obesity: effects on employment outcomes review (2016), Health at Work Review (2011) and Working for a Healthier Tomorrow Review (2008) Dame Tracey Crouch, former Minister for Sport and Civil Society and Chair of the Fan-led Review of Football Governance (2021) Sir Howard Davies, Chair of the Airports Commission (2012–15)   The event was chaired by Jill Rutter, Senior Fellow at the Institute for Government. The UK's income inequality has remained stable since the 1990s, but household wealth has nearly doubled, mainly driven by soaring house prices. This has widened the wealth gap between generations, with younger people less likely to own homes. Furthermore, weak income growth since the mid-2000s has disproportionately affected younger cohorts. This lecture unpacks these economic trends to reveal how they have created tensions between generations by exacerbating disparities in their respective living standards. This lecture was recorded by Mike Brewer on 18th February 2025 at Barnard's Inn Hall, London.Mike is Interim Chief Executive of the Resolution Foundation. He is also a Visiting Professor at the Department of Social Policy at the LSE. Between 2011 and 2020, he was a Professor of Economics at the University of Essex. Nature is essential to our survival and wellbeing, yet we are rapidly destroying it. Human activities like urbanisation, pollution, deforestation and commercial fishing are all degrading Earth's biodiversity at an alarming rate. While they have historically been treated as two separate issues, climate change and biodiversity loss are deeply connected. In this episode, James and Daisy discuss nature. Why is protecting nature important? What exactly is natural capital? What emerging incentives are there to prevent biodiversity loss? SOME RECOMMENDATIONS:The Dasgupta Review – an independent, global review of the Economics of Biodiversity led by Prof. Sir Partha Dasgupta, commissioned in 2019 by HM Treasury. It looks at how we think, act, and measure economic success to protect and enhance the natural world. The Taskforce on Nature-related Financial Disclosures (TNFD) has developed a set of disclosure recommendations and guidance that encourage and enable business and finance to assess, report and act on their nature-related dependencies, impacts, risks and opportunities.Radical Realist – the weekly newsletter from The Conduit, that “brings you the biggest impact stories from across the globe.” OTHER ADVOCATES, FACTS, AND RESOURCES:Living Planet Report (WWF) – a comprehensive study of trends in global biodiversity and the health of the planet. Over the past 50 years (1970–2020), the average size of monitored wildlife populations has shrunk by 73%, as measured by the Living Planet Index (LPI). Stop Ecocide International – Polly Higgins was a British barrister who fought for ‘ecocide' to be recognised as a crime, just as genocide is. Philippe Sands KC helped draw up the definition of ecocide.   Climate Asset Management – formed in 2020 as a joint venture of HSBC Asset Management and Pollination, with the ambition to grow the world's largest asset management company dedicated to natural capital.Nattergal is a company with a mission to deliver nature recovery at scale, to provide vital benefits for society and sustainable financial returns.Highlands Rewilding seeks to help rewild and re-people the Scottish Highlands by increasing carbon sequestration, growing biodiversity, creating green new jobs and generating sustainable profit for purpose.Faith In Nature – this beauty company has appointed a director to represent nature on its board. Ingka Young Leaders Forum – a global youth advisory council where Ingka Group's senior decision-makers and the Young Leaders Forum members co-create actionable and transformational strategies together. Ingka Group is the largest IKEA franchisee. Kunming-Montreal Global Biodiversity Framework (GBF) – the framework agreed at COP15 consisting of global targets to be achieved by 2030 and beyond to safeguard and sustainably use biodiversity. It includes the “30x30” conservation target, that calls for 30% of the earth's land and sea to be conserved through the establishment of protected areas (PAs) and other area-based conservation measures (OECMs).Thames Tideway Tunnel (or super sewer) – a £4.5 billion project to increase the capacity of the sewage system. It is a 25km tunnel running from west to east London which will help protect the River Thames from sewage pollution.Earth Overshoot Day – this year's date was Thursday, 1 August 2024.The Joni Mitchell song James mentioned is called Big Yellow Taxi. Today, I am joined by doctors Daisy Lund and Clare Day. Drs Lund and Day are two plant-based health professionals working as Family Physicians within the National Health Service ( NHS) in London, UK. They have their own podcast with the aim to improve nutritional education about the benefits of a whole-foods plant based diet for individual and planetary health. Dr Day has worked as an NHS General Practitioner ( Family Medicine Physician) in a range of settings including community and prison healthcare, having qualified as a doctor in 2011.  Prior to studying Graduate Medicine she studied Science Communication and Policy, joined the Civil Service and worked at HM Treasury as a Policy Advisor.  She has been vegan for a number of years and is convinced of the benefits for long term health of eating whole food plant based. Explanations of how dietary change can help long term conditions is something she tries to put at the very centre of consultations with curious patients. She also does plant-based teaching for trainee GPs and colleagues. Like the rest of us she is learning everyday about food and health, and most importantly the barriers to change for individuals.  Dr Lund is a practising General Practitioner ( Family Medicine Physician) with over 20 years' experience of working in the NHS. She is a GP trainer and medical educator at Imperial College in London, UK. Dr Lund has an interest in preventative medicine and holistic health and incorporates diet and lifestyle into her consultations. In this episode Rachel Wolcott, senior editor, welcomes special guest Justine Walker to the podcast. Justine is the Association of Certified Anti-Money Laundering Specialists' (ACAMS) global head–sanctions, compliance, and risk and its vice-president for thought leadership. She is an expert on sanctions, counterterrorism, and financial crime she has held specialist positions within the UK's Financial Conduct Authority, HM Treasury, the United Nations Office on Drugs and Crime and UK Finance.Russia's invasion of Ukraine in 2022 ushered in a new set of unprecedented sanctions, including the imposition of a novel oil price cap, meant to stop Russia selling oil above $60 a barrel. But Russia seems to be able to get everything it needs to keep the war going. Justine expects enforcement action to unfold as the year progresses."We're entering into a much more aggressive phase regarding the price cap, we've got new price capacitation requirements, we've had a flurry of new guidance. We're probably going to see this play out in terms of more enforcement, and I think this year is going to be pretty informative in terms of how the oil price cap will end up being in terms of a longer-term tool," Justine told Compliance Clarified.Justine emphasized the importance of Executive Order 14114, signed last year by President Biden, which ratchets up secondary sanction risk for non-U.S. financial institutions which give direct support to Russia's military-industrial base but also for indirect assistance, such as facilitating customers' dealings or providing services to customer transactions related to Russia's military-industrial base.Justine explained the convergence of export controls with anti-money laundering (AML) and sanctions compliance. She emphasized the need for financial institutions to be proactive in identifying sensitive technologies and strategic trade, which are increasingly becoming a focus for the Group of Seven governments."One of the big challenges is this merger between export control requirements, AML and sanctions. There's been more of a nexus between AML and sanctions, but the nexus with export controls has not been there to what we're now seeing is being asked. We're seeing much greater expectations from governments, that financial institutions will become more proactive in their thinking around their role in sensitive technology, strategic trade, export control, and that is a whole area of speciality in itself" Justine said.Links:ACAMS's Global Threat Report: https://www.acamstoday.org/global-afc-threats-report/INSIGHT: Latest U.S. warnings to foreign banks doing significant Russia business may herald sanctionsenforcement action Inside Paywall: http://go-ri.tr.com/3ZIw6BOutside Paywall: https://regintel-content.thomsonreuters.com/document/I899083B0DCA811EE925AD4411E508A2D/INSIGHT:-Latest-U.S.-warnings-to-foreign-banks-doing-significant-Russia-business-may-herald-sanctions-enforcement-action-07-03-2024U.S. targets Russian "malign activities" linked to Wagner Group in Central African Republic: https://regintel-content.thomsonreuters.com/document/I87D16B80DD8D11EE985CDDFFB3F5522A/U.S.-targets-Russian-'malign-activities'-linked-to-Wagner-Group-in-Central-African-Republic-11-03-2024EU sanctions: new rules to crack down on violations | News | European Parliament: https://www.europarl.europa.eu/news/en/press-room/20240308IPR19002/eu-sanctions-new-rules-to-crack-down-on-violationsPrevious episodes:Season 10, Episode 5: How Mekong region organized crime built a global cryptocurrency money laundering network: https://podcasts.apple.com/gb/podcast/season-10-episode-5-how-mekong-region-organized-crime/id1548510826?i=1000646371712Season 9, Episode 8: Hamas, terrorist financing and the U.S. response to the 7 October attack: https://podcasts.apple.com/gb/podcast/season-9-episode-8-hamas-terrorist-financing-and-the-u/id1548510826?i=1000635015943Series 9, Episode 3: North Korea, Russia, crypto and changing attitudes to sanctions in Asia: https://podcasts.apple.com/gb/podcast/series-9-episode-3-north-korea-russia-crypto-and/id1548510826?i=1000631061413Contact us:Rachel.wolcott@thomsonreuters.comMore information about Thomson Reuters Regulatory Intelligence: https://legal.thomsonreuters.com/en/products/regulatory-intelligence Compliance Clarified is a podcast from Thomson Reuters Regulatory Intelligence.Listen to wide-ranging, insightful discussions on all things compliance for financial services firms. Nick Bloom, Professor of Economics at Stanford University and co-Founder of wfhresearch.com and wfhmap.com, has studied remote work for over two decades. Nick discusses fundamental data issues, sources, and collection as well as understanding macro and firm level productivity. He talks about the demise of RTO (Return To Office) efforts and the stabilization of hybrid models. Nick describes the changing attitudes and demographics of people working from home. He also shares insights about HR's rising strategic importance as talent management increases in complexity.   KEY TAKEAWAYS   [03:02] Born and educated in the UK, Nick starts off consulting and working at HM Treasury.   [03:35] On a speaking engagement in California, Nick is offered a job and returns to live long-term.   [04:42] Nick was interested in management practices early on and, as a child, experienced both parents working from home.   [05:22] One of Nick's students is a travel agent. Their randomized WFH trial generates much interest.   [04:42] Focused on daily commuting, early WFH data only tracked fully remote or fully in the office.   [06:50] Nick begins bridging the gap and finding multiple sources as government data collection lags.   [07:35] Nick finds ways to collect reliable and more frequent data from many businesses.   [09:41] Productivity is easy enough to measure at the macro level, critical for setting interest rates.   [10:31] At the firm level, productivity is very hard to measure for many disciplines and jobs.   [11:34] Initially surprised at the pandemic's duration and effect on WFH, Nick then visualizes the tombstone for Return To Office.   [12:35] Nick explains the inherent bias in Kastle'a data for trending upwards.   [14:01] The perception of working from home is much more positive than a decade ago.   [15:28] People working remotely are now more likely to be higher paid professionals.   [16:25] The leisure boom resulting from reduced commuting—why not play golf then?!   [17:57] With hybrid stabilizing, HR is more important to manage more complex talent dynamics.   [20:55] In-person outperforms virtual teaching for now, but Nick expects this to evolve.   [22:11] How important coordination is to improve in-office experiences and activities.   [23:34] MOOC (Massive Open Online Courses) learning is likely to improve dramatically with technology advances (e.g. new headsets).   [25:58] Why CEOs tend to have the most negative opinions about remote working.   [26:49] At all levels, most people find no change to corporate culture caused by working from home.   [27:32] A reasonable cadence of in-person connection to build and maintain culture.   [28:49] Nick was amazed hybrid stabilized so quickly.   [29:33] Top human resources pay has risen steeply recently to support new work- and talent-related developments.   [31:10] How work arrangements are best tailored for the target audience, product/service, and talent.   [32:16] IMMEDIATE ACTION TIP: Your priority should be getting your hybrid model to work. If compliance is low for four days a week in the office, try one or two days and make those a success so people feel it's valuable time spent in the office (not on Zoom).     RESOURCES   Nick Bloom on LinkedIn wfhresearch.com wfhmap.com     QUOTES   “Hybrid's going to get better in the sense of more coordination, better use of space.”   “At the end of 2022, there's a little tombstone somewhere that says “Return To Office, Rest In Peace.” And since then, work from home levels have been stable.”   “I could easily see a norm being two or three days a week in the office and two, three days. The thing for me is that coordination really matters.”   “Mid-managers tend to actually be relatively positive working from home because they have houses and kids.”   “Meeting up once a month for a day or once a week for one or two days, you can really get a big boost to culture building and there are diminishing returns which is why hybrid is so popular. You just don't need to be in all five days.”   “There's been a leisure boost. The typical professional is working from home two and a half days a week. You typically save 70 minutes a day when you work from home. If you add it up, you're looking at two, maybe three hours. And you can easily sneak in a game of golf.”   “I think now we have stabilized in hybrid. I know you occasionally read scary headlines from Elon Musk or Jamie Diamond, but in the data I'm looking at, you just don't see that.”

But having focused already limited resources on election campaigning, and often lacking the knowledge and experience of being in government, how can opposition parties prepare for an overnight transition? Which issues do they need to consider ahead of a possible election win? And what challenges might arise on that first day in power? As the Institute's research shows, proper preparation can make the difference between success and stagnation once in office. The first proposal involves the implementation of recovery planning regulations to aid insurers in proactively addressing adverse scenarios, enabling them to make informed decisions and develop credible survival strategies for severe stress situations. The second proposal suggests that the Bermuda Monetary Authority could mandate insurers to undertake recovery planning measures.

Over many years Sajid Javid held some of the most senior roles in British government, serving as a secretary of state in six different departments under three different prime ministers – including as Chancellor of the Exchequer and Home Secretary. Javid, who will stand down from parliament at the next election, is now a commissioner on the Institute for Government's Centre Commission. At this ‘in conversation' event he shared his experiences at the heart of government to evaluate the strengths and weaknesses at the centre and how they could be fixed. What are the biggest problems with the centre of government? What are the tensions between No.10 and the Treasury? How does the centre work with the rest of government? And how can the priorities of a prime minister best be delivered? To discuss these questions and more, Sajid Javid was in conversation with Dr Hannah White, Director of the Institute for Government, followed by a Q&A. Follow us on Twitter @ifgevents and join the conversation using #IfGCentre. The Institute for Government's Commission on the Centre of Government is looking at why No.10, the Cabinet Office and HM Treasury do not always work as well as they should and what could be done to radically improve the centre of UK government. The Centre Commission's purpose is to produce concrete recommendations for a confident, proactive, coherently-structured centre of government equipped to meet the challenges and take the opportunities of the 21st century and deliver for the people of the UK. The Commission will report in February 2024.

What lessons should the Treasury learn from the pandemic?

HM Treasury – the UK's economics and finance ministry – played a crucial role in the government's response to the Covid pandemic. While the crisis was fundamentally one of public health, shutting down the country saw the government pay the wages of around a third of the workforce and spend billions supporting businesses. So how successful were the Treasury's policies and how well did it work with the rest of government? What lessons should the Treasury learn from its pandemic response? How can the department be better prepared to handle future crises? And what can be done to improve how the Treasury operates in normal times? This event presented and discussed the findings of a new report from the Institute for Government which examines how the Treasury implemented labour market and business finance support schemes, delivered an unprecedented amount of support to the country at incredible speed and under huge uncertainty, and worked with other government departments during the crisis. To explore these questions, the IfG brought together an expert panel including: Rushanara Ali MP, Member of the Treasury Select Committee Olly Bartrum, Senior Economist at the Institute for Government Prof Sir Charles Bean, former member of the Budget Responsibility Committee at the Office for Budget Responsibility (2017–21) Tracey Brown, Director of Sense about Science Sir Charles Roxburgh, former Second Permanent Secretary of HM Treasury (2016–22) The event was chaired by Dr Gemma Tetlow, Chief Economist at the Institute for Government.
