Robert Hahn is an experienced CEO with a demonstrated history of working in the non-profit industry. He is the CEO and founder of the Central American Training Foundation (CATF) which seeks to empower the people of Honduras, Guatemala and El Salvador to better prepare their region for emergencies and natural disasters through the creation of the Central American Training Center (CATC).  The Center will be a 49,000 square foot complex comprised of training rooms, a large auditorium, simulations rooms, classrooms and a state-of-the-art “Situation Room”.  The campus will include at least five acres of actual emergency simulation elements, and the property is 6 miles from the Palmerola International Airport in Comayagua. Palmerola Airport will act as the gateway hub for all of South and Central America. Currently no centralized training facility exists nor there is a region-controlled facility which trains, equips and stands ready to respond to any crisis on its own. Central America is now overly-dependent on the resources of countries from outside the region. While international cooperation and assistance will always remain important, the current situation leaves the area too reliant upon the resources, budgets and goodwill of outside governments. As the global economy staggers back from impact of the Covid-19 Pandemic, and more countries focus their efforts inward, Central America has never been more at risk.  Robert is also the chairman of Honduras Compassion Partners Inc (HCP), along with the leadership team, he works with the gov't of the city of La Paz to improve municipal infrastructure such as the Women's Empowerment and Entrepreneurship, revitalizing the city-wide water system, up-grading medical facilities, firefighter training and equipping, and outfitting the school system. HPC also has a strong grassroots arm which has sent over 2,000 people on short term missions to Honduras, including medical teams. Further, he is the Senior Pastor at Chesapeake Church as well as the director of End Hunger In Calvert County Inc., a network of more than 150 partner churches, food pantries, businesses and other non-profits who are committed to feeding the hungry. Robert Hahn has studied avalanches and still managed to get caught in one.  He works for the Northwest Avalanche Center.  He shares his personal avalanche survival story. Robert Hahn discusses his recent paper responding to the US Federal Communications Commission's request for guidance in designing a national broadband plan. William Dutton responds from a comparative perspective with a response to the Digital Britain Report. The paper responds to the US Federal Communications Commission's request for guidance in designing a national broadband plan. It argues that the US market for Internet services is working well overall, as evidenced by nearly ubiquitous coverage, rapid adoption, large investments, and increasing speeds. Still, the market is not working well for all people in all places, and the paper offers a framework for considering policies intended to mitigate those issues. The core of the paper consists of nine recommendations. Two of our recommendations are general. First, the government should ensure that its interventions do more good than harm. Second, the government should define clear, measurable, goals that do not benefit particular firms, technologies, or regions. The remaining seven recommendations provide specific guidance for a US broadband plan. They include: liberalizing spectrum, gathering and analyzing data on broadband demand, targeting resources to where they are most needed, defining broadband access to maximize social gain, designing mechanisms that will achieve the government's broadband goals at the lowest social cost, vigorous antitrust enforcement, and designing policies to facilitate rigorous evaluation.

It argues that the US market for Internet services is working well overall, as evidenced by nearly ubiquitous coverage, rapid adoption, large investments, and increasing speeds. Still, the market is not working well for all people in all places, and the paper offers a framework for considering policies intended to mitigate those issues. The core of the paper consists of nine recommendations. Two of our recommendations are general. First, the government should ensure that its interventions do more good than harm. Second, the government should define clear, measurable, goals that do not benefit particular firms, technologies, or regions. The remaining seven recommendations provide specific guidance for a US broadband plan. They include: liberalizing spectrum, gathering and analyzing data on broadband demand, targeting resources to where they are most needed, defining broadband access to maximize social gain, designing mechanisms that will achieve the government's broadband goals at the lowest social cost, vigorous antitrust enforcement, and designing policies to facilitate rigorous evaluation.
