Summary In this article, I estimate the cost-effectiveness of five Anima International programs in Poland: improving cage-free and broiler welfare, blocking new factory farms, banning fur farming, and encouraging retailers to sell more plant-based protein. I estimate that together, these programs help roughly 136 animals—or 32 years of farmed animal life—per dollar spent. Animal years affected per dollar spent was within an order of magnitude for all five evaluated interventions. I also tried to estimate how much suffering each program alleviates. Using SADs (Suffering-Adjusted Days)—a metric developed by Ambitious Impact (AIM) that accounts for species differences and pain intensity—Anima's programs appear highly cost-effective, even compared to charities recommended by Animal Charity Evaluators. However, I also ran a small informal survey to understand how people intuitively weigh different categories of pain defined by the Welfare Footprint Institute. Im sowjetischen Litauen konnte man drei Radios anhören, die eigentlich verboten wurden und die anzuhören war es höchstriskant. Aber die Litauer haben es trotzdem gemacht. Hier kamen die Nachrichten aus dem freien Westen. Das waren „Voice of America“, „Radio Free Europe“ – beide Stationen durch USA finanziert, und „Radio Vatikan“ – aus Italien. Auch wenn man erstmal nicht glaubt, diese Radios waren eine der einflussreichstenen Waffen gegen sowjetisches Regime. Saulius Kubilius ist mein besonderer Gast. Ich kenne ihn als sehr vertraute Radiostimme und jetzt konnte ich ihn live erleben – als Mensch. Er hat in zwei von erwähnten Radiostationen gearbeitet. Around 1.2 to 1.9 trillion fish fry have been produced by artificial propagation (breeding) annually in China, and it seems those farmed for direct human consumption and pre-harvest mortality can only account for at most around 460 billion of them (more). 2. I estimate that 170 billion to 700 billion animals (my 80% credible interval) - probably almost all artificially propagated fish - are fed live to mandarin fish (or Chinese perch), Siniperca chuatsi, in China annually, with 9 to 55 billion of them (my 80% credible interval) alive at any time (more, Guesstimate model). 3. By contrast, the number of farmed fish produced globally for direct human consumption is around 111 billion per year, and 103 billion alive at a time, with another 35 to 150 billion raised and stocked per year (Šimčikas, 2020). 4. It's unclear how bad their deaths are as live feed to mandarin fish, but I'd guess they die by suffocation, digestion (stomach acid, enzymes), or mechanical injury, e.g. crushing, after being swallowed live, and probably a common way for aquatic animals to die by predation by fish in the wild (more). 5. It's unclear if there's much we can do to help these feed fish. There's been some progress in substituting artificial diets (including dead animal protein) for live feed for mandarin fish, but this has been a topic of research for over 20 years. Human diet interventions would need to be fairly targeted to be effective. I give a shallow overview of some possible interventions and encourage further investigation (more). Fish fry production in China One of the early developmental stages of fish is the fry stage (Juvenile fish - Wikipedia). Šimčikas (2019, EA Forum), in his appendix section, raised the question of why hundreds of billions of fish fry were produced artificially (via artificial breeding, i.e. artificial propagation) in China in each of multiple years, yet only "28-92 billion" farmed fish were produced in China in 2015, "according to an estimate from Fishcount". He found that if the apparent discrepancy were due to pre-slaughter mortality, then this would indicate unusually low survival rates. He left open the reason for the apparent discrepancy and recommended further investigation. Before going into potential explanations for the discrepancy, I share some more recent numbers for the artificial propagation of fish: 1.9143 trillion fish fry in China in 2013 (Li & Xia, 2018) and 1.252 trillion freshwater fry and 167 million marine fish fry in China in 2019 (Hu et al., 2021). The 2019 numbers seem substantially lower than in 2013, so the trend may have reversed, one of these numbers is inaccurate, there's high variance across years or one of the years was unusual. Li and Xia (2018) also plot the trend over time up to 2013, along with total freshwater aquaculture: 28 to 92 billion farmed fish produced in China in 2015 (Fishcount) from 1 to 2 trillion artificially propagated fish fry, would suggest a pre-slaughter/pre-harvest survival rate of 1.4% to 9.2% (from the fry stage on). Survival rates are typically at least 20% for the most commonly farmed species, including carps and tilapias (Animal Charity Evaluators, 2020, table 4), for which China accounts for most production. And Šimčikas (2019, EA Forum) notes: Since hatchery-produced juveniles are already past the first stage of their lives in which pre-slaughter mortality is the highest, mortality during the grow-out period shouldn't be that high. This is: I bet Greg Colbourn 10 k€ that AI will not kill us all by the end of 2027, published by Vasco Grilo on June 4, 2024 on The Effective Altruism Forum. Agreement 78 % of my donations so far have gone to the Long-Term Future Fund[1] (LTFF), which mainly supports AI safety interventions. However, I have become increasingly sceptical about the value of existential risk mitigation, and currently think the best interventions are in the area of animal welfare[2]. As a result, I realised it made sense for me to arrange a bet with someone very worried about AI in order to increase my donations to animal welfare interventions. Gregory Colbourn (Greg) was the 1st person I thought of. He said: I think AGI [artificial general intelligence] is 0-5 years away and p(doom|AGI) is ~90% I doubt doom in the sense of human extinction is anywhere as likely as suggested by the above. I guess the annual extinction risk over the next 10 years is 10^-7, so I proposed a bet to Greg similar to the end-of-the-world bet between Bryan Caplan and Eliezer Yudkowsky. Meanwhile, I transferred 10 k€ to PauseAI[3], which is supported by Greg, and he agreed to the following. If Greg or any of his heirs are still alive by the end of 2027, they transfer to me or an organisation of my choice 20 k€ times the ratio between the consumer price index for all urban consumers and items in the United States, as reported by the Federal Reserve Economic Data (FRED), in December 2027 and April 2024. I expect inflation in this period, i.e. a ratio higher than 1. Some more details: The transfer must be made in January 2028. I will decide in December 2027 whether the transfer should go to me or an organisation of choice. My current preference is for it to go directly to an organisation, such that 10 % of it is not lost in taxes. If for some reason I am not able to decide (e.g. if I die before 2028), the transfer must be made to my lastly stated organisation of choice, currently The Humane League (THL). As Founders Pledge's Patient Philanthropy Fund, I have my investments in Vanguard FTSE All-World UCITS ETF USD Acc. This is an exchange-traded fund (ETF) tracking global stocks, which have provided annual real returns of 5.0 % since 1900. In addition, Lewis Bollard expects the marginal cost-effectiveness of Open Philanthropy's (OP's) farmed animal welfare grantmaking "will only decrease slightly, if at all, through January 2028"[4], so I suppose I do not have to worry much about donating less over the period of the bet of 3.67 years (= 2028 + 1/12 - (2024 + 5/12)). Consequently, I think my bet is worth it if its benefit-to-cost ratio is higher than 1.20 (= (1 + 0.050)^3.67). It would be 2 (= 20*10^3/(10*10^3)) if the transfer to me or an organisation of my choice was fully made, and Person X fulfils the agreement, so I need 60 % (= 1.20/2) of the transfer to be made and agreement with Person X to be fulfilled. I expect this to be the case based on what I know about Greg and Person X, and information Greg shared, so I went ahead with the bet. Here are my and Greg's informal signatures: Me: Vasco Henrique Amaral Grilo. Greg: Gregory Hamish Colbourn. Impact I expect 90 % of the potential benefits of the bet to be realised. So I believe the bet will lead to additional donations of 8 k€ (= (0.9*20 - 10)*10^3). Saulius estimated corporate campaigns for chicken welfare improve 41 chicken-years per $, and OP thinks "the marginal FAW [farmed animal welfare] funding opportunity is ~1/5th as cost-effective as the average from Saulius' analysis", which means my donations will affect 8.20 chicken-years per $ (= 41/5). Therefore I expect my bet to improve 65.6 k chicken-years (= 8*10^3*8.20). I also estimate corporate campaigns for chicken welfare have a cost-effectiveness of 14.3 DALY/$[5]. I graph the relationships between various foods and feeds, and provide background on them. Focusing on the impacts on farmed animals, the most important takeaways are probably the following: 1. Increasing the catch of wild aquatic animals for feed, increasing the utilization of aquatic animal byproducts for feed, increasing/improving non-animal fishmeal substitutes or pushing for lower fishmeal requirements (promoting herbivorous species, R&D to reduce fishmeal inclusion rates) per farmed aquatic animal 1. is likely to increase aquaculture (Costello et al., 2020, Section 4, Figure S2 and Tables S13-S16; Kobayashi et al., 2015, Table 3 / World Bank, 2013, Table E.2; Bairagi et al., 2015, Table 1 / Bairagi, 2015), including shrimp aquaculture in particular, as they are major fishmeal-consuming species. 2. is likely to decrease insect farming, by reducing the need for or the relative appeal of insects as a fishmeal substitute. 3. has unclear effects on the use of live brine shrimp nauplii and other live feed for crustacean larvae, and fish larvae, fry and fingerlings. I have not investigated this, but it's worth flagging the possibilities of complementation and substitution. 4. Conversely, decreasing the catch of wild aquatic animals for feed is likely to decrease aquaculture and increase insect farming, but has unclear effects on brine shrimp nauplii and other live feed. 2. Decreasing the catch of wild aquatic animals for food (direct human consumption) has unclear impacts on farmed (and bred) animals. 1. By substitution, it would probably increase aquaculture (and other animal agriculture) overall by weight, but this may not say much about numbers or welfare impacts, given shifts between farmed species. 2. It could increase (by substitution) or decrease (by reducing the availability of fishmeal from fish/crustacean byproducts) shrimp farming and the farming of other animal-consuming species. This could also then respectively increase or decrease insect, feed fish and/or brine shrimp nauplii production for feed. 3. It would also reduce fishmeal from byproducts, which could increase insect farming. 4. The effects on fish stocking depend on how the reduction is achieved. If achieved through an increase in overfishing, fish stocking could increase. If achieved through a reduction in fishing pressure where fishing pressures are already low, fish stocking could decrease. This would have an effect on brine shrimp nauplii production in the same direction as that on fish stocking, assuming brine shrimp nauplii are fed to fish raised for stocking. Note that demand shifts for wild-caught animals can have the opposite sign effects on their catch due to overfishing (St. Jules, 2024a). The above considers the actual quantities supplied directly, not the effects of demand shifts. All of this also ignores the effects of shifts in food production on wild animals, both aquatic and terrestrial, which could be good or bad and more important in the near term (Tomasik, 2008-2019a, Tomasik, 2008-2019b, Tomasik, 2015-2017, St. Jules, 2024b). Summary Where there's overfishing, reducing fishing pressure or harvest rates - roughly the share of the population or biomass caught in a fishery per fishing period - actually allows more animals to be caught in the long run. Sustainable fishery management policies are generally aimed at maximizing or maintaining high levels of catch - the biomass of wild aquatic animals caught - in the long run. More restrictive policies that would actually reduce long-run catch generally seem politically infeasible, and less restrictive policies that increase long-run catch don't seem like a stepping stone to more restrictive ones that decrease it. Demand reductions for wild-caught aquatic animals may increase or decrease actual catch, and it's very unclear which. My highly uncertain tentative best guesses are that they seem slightly more likely to increase than increase catch in the near term but bioeconomic "long run", e.g. over the next 10-20 years, and persistent demand reductions and cumulative work towards them seem slightly more likely to decrease than increase catch over longer timelines with more sustainable fishery management and eventual population decline, but it's not clear if and when catch would actually be consistently lower on average than otherwise. Basic terminology I use 'fishing' to include the capture of any wild aquatic animal, including crustaceans, not just fish. I refer to the long run (and long-run) in fishing as long enough for all production factors, including the number of boats/vessels, amount of fishing equipment, employment and the number of fishing companies or businesses to increase or decrease and approximately reach a new equilibrium in response to a permanent shift in prices, supply or demand. I'd expect this to typically be less than a decade. This is a standard term in economics. Introduction Reductions in fishing pressure or harvest rates - roughly the share of the population or biomass caught in a fishery per fishing period - can result from reductions in demand or from improvements in fishery management, like the use of quotas, smaller fishing net mesh sizes, seasonal closures or restrictions on fishing vessels or their numbers. However, these reductions can also lead to increases in catch where there's overfishing, by allowing stocks to recover, resulting in more fish to catch. Fishery management policies that preserve or increase stocks are also typically aimed at increasing long-run catch. If we're concerned with reducing total exploitation, injustice or harm caused by humans or moral/rational agents, then this would count against this kind of work (see also Tomasik, 2015, who made this point earlier). The same could hold for a (weighted) average level of exploitation, injustice or harm by humans across all animals or moral patients.[1][2] I don't personally take exploitation or harm by humans in particular to be worse than other types of harms, independently of their effects on subjective welfare,[3] but this seems to be a common position. Furthermore, harm caused by humans might matter more for indirect reasons related to subjective welfare in practice, tracking our willingness to help or make other sacrifices for other animals.[4] Or, if fishing deaths are particularly bad compared to natural deaths and will continue to be so (e.g. humane capture and humane slaughter won't become widespread), and bad enough to be worth preventing regardless of the population effects and effects on natural deaths, then...

On May 11, 2023, the Supreme Court of the United States upheld a 2018 California law, Proposition 12, which banned the sale of certain animal products that did not meet minimum welfare standards. Especially now that such ballot initiatives have withstood legal challenges, a relevant question we might ask is: how cost-effective were initiatives like Proposition 12 at reducing farmed animal suffering? Below is the executive summary of a report I wrote for Rethink Priorities analyzing the cost-effectiveness of not just Proposition 12, but also three other historical animal welfare ballot initiatives in the United States. In this report, I also compared the results to the cost-effectiveness of corporate campaigns. The full report is viewable here with a detailed discussion of the methodology and results. Executive Summary Key Results In this report, I estimated the impact and cost-effectiveness of four historical United States ballot initiatives that either restricted the use of common animal confinement methods (including extremely confining stalls and tethering for veal calves, extremely confining gestation crates for breeding sows, and conventional cages for egg-laying hens), set minimum per-animal space requirements, and/or mandated cage-free systems for egg-laying hens. These initiatives are Arizona Proposition 204 (2006), California Proposition 2 (2008), Massachusetts Question 3 (2016), and California Proposition 12 (2018). The three metrics of impact I estimated were: The number of years of improved animal welfare produced per dollar spent passing the initiatives for three animal types (veal calves, breeding sows, and egg-laying hens); The estimated years of disabling pain-equivalent suffering alleviated per dollar for veal calves, breeding sows, and egg-laying hens; and The relative years of improved hen welfare and disabling pain-equivalent suffering avoided per dollar per year of counterfactual impact compared to corporate cage-free campaigns, rated using an equivalent metric. I estimated these metrics by building a Monte Carlo model in Causal that used data on state population sizes, per-capita animal product consumption, state animal populations, and campaign fundraising amounts to estimate the number of animals whose quality of life was improved over the first four years in which the ballot initiatives were in place. In addition, for egg-laying hens specifically, I used data from the Welfare Footprint Project to estimate the years of suffering alleviated by the transition away from conventional cages for the ballot initiatives that included egg-laying hens (Welfare Footprint Project). Finally, I compared the per-dollar years of improved welfare generated and suffering avoided by ballot initiatives to that accomplished by corporate campaigns, using cost-effectiveness estimates from Saulius Šimčikas, the estimated number of animals whose lives were improved, and the Welfare Footprint data. The key takeaways are: Among all species, about 5.0 years of animal life were improved per dollar spent (with a 90-percentile range between 3.9 and 6.4 years per dollar). This translates into approximately 0.10 years of suffering avoided per dollar spent on all four ballot initiatives, with a 90-percentile range from 0.05 years per dollar to 0.14 years per dollar. Helping egg-laying hens is, by far, the most impactful farmed animal welfare reform. Nearly all (about 99%) of the reductions in farmed-animal suffering by these four initiatives can be attributed to bans on battery cages and/or cage-free requirements.
