Assessing Climate RisksAs climate change accelerates, climate risks are beginning to impact every aspect of society from infrastructure and transportation to health, biodiversity, and air and water quality. A climate risk is the potential for climate change to have adverse consequences for a human or ecological system. Climate risks have implications for property and infrastructure, posing a threat to the global financial system at large. The rate at which climate change and its associated risks are increasing can be reduced through mitigation and adaptation actions such as investing in green infrastructure and implementing energy efficiency standards. The assessment of climate risk involves the identification and quantification of the potential impacts of climate change on an organization, region, or community. Many organizations utilize climate risk assessments, which involve evaluating current and future vulnerabilities to climate-related hazards, taking into account factors such as infrastructure resilience, economic stability, and social vulnerability. To quantify those impacts, assessments typically estimate the level of damage in financial terms. Foi assinada e publicada no Diário Oficial da União (DOU), nesta semana, a medida provisória que cria a "CNH do Brasil", com novas regras para obtenção da Carteira Nacional de Habilitação. A iniciativa, segundo o governo federal, tem como objetivo modernizar e baratear o processo de obtenção da carteira de motorista. A expectativa do Ministério dos Transportes é que o novo modelo reduza em até 80% o custo para tirar o documento, além de diminuir os entraves e a demora no processo de renovação da carteira. A resolução simplifica etapas, retira a obrigatoriedade de passar por autoescola para fazer a prova de direção, amplia formas de preparação do candidato e reduz em até 80% o custo total da carteira de motorista.O texto prevê curso teórico gratuito e digital, flexibilização de aulas práticas e abertura para instrutores credenciados pelos departamentos de trânsito (Detrans). A abertura do processo pode ser feita pelo site do Ministério dos Transportes ou pela Carteira Digital de Trânsito (CDT). Já o aplicativo "CNH do Brasil" vai viabilizar a obtenção da CNH sem necessidade de passar por uma autoescola, disponibilizando o material para que os pretendentes a condutor estudem as regras de trânsito. Quem quiser ainda poderá fazer aulas teóricas e práticas em uma autoescola.Dados da Secretaria Nacional de Trânsito (Senatran) mostram que 20 milhões de brasileiros conduzem sem habilitação e outros 30 milhões têm idade para obter o documento, mas não o fazem por causa dos elevados custos do processo atual. No total, há 161 milhões de brasileiros em idade legal para dirigir. Em entrevista à CBN Vitória, o Diretor de Habilitação e Veículos do Detran, Raphael Piekarz, fala sobre o assunto.
