It's Wednesday, April 24th, A.D. 2024. This is The Worldview in 5 Minutes heard at www.TheWorldview.com. I'm Adam McManus. (Adam@TheWorldview.com) By Jonathan Clark Sudanese Muslim militants have damaged 150 churches Last April, a civil war broke out between factions in Sudan's military government. The U.S. Commission on International Religious Freedom reports the conflict has damaged or destroyed over 150 church buildings. Combatants are targeting houses of worship and religious leaders. Pastors and congregants have faced threats over their faith and even death. Evangelical Pastor Kowa Shamal noted that both military factions dislike Christians. Combatants threatened the pastor and even killed his nephew. Shamal recounted, “[My nephew] refused to remove the cross he wore around his neck, so the [fighters] killed him.” Revelation 2:10 says, “Do not fear any of those things which you are about to suffer. Indeed, the devil is about to throw some of you into prison, that you may be tested. … Be faithful until death, and I will give you the crown of life.” According to Open Doors, Sudan, Africa is the eighth most dangerous country worldwide in which to be a Christian. Scotland no longer gives puberty blockers to gender-confused kids Scotland is halting new prescriptions of puberty blockers for children with gender confusion. The move comes after England's National Health Service released a report it commissioned on the issue. The report found that medical evidence surrounding so-called transgender treatments for children is “remarkably weak.” England already halted new prescriptions of transgender drugs for children last month. Belgium and the Netherlands are also questioning the use of the drugs following England's report. Scottish buffer zone around abortion mills Speaking of Scotland, the country is considering a bill to create buffer zones around abortion mills. Pro-life advocates who try to persuade abortion-minded women not to kill their babies would face hefty fines. A Scottish Parliament consultation on the issue received nearly 6,000 submissions from the public. Seventy-seven percent of submissions disagreed with the buffer zone, and only 22% agreed. Catherine Robinson with Right To Life UK warned, “This Committee has totally ignored the overwhelming opposition to this bill and instead is supporting the introduction of the world's most extreme [abortion clinic] buffer zone law in Scotland.” California Governor wants to kill more babies In the U.S., California's Democratic Governor Gavin Newsom is pushing for more abortions. Arizona's Supreme Court upheld a near total abortion ban earlier this month. In response, Newsom proposed legislation allowing Arizona abortionists to come into California to kill more unborn babies. On Monday, a day after Newsom's proposal, thousands of people joined the fourth annual March for Life California in Sacramento. Biden includes sexual preference and gender identity under Title IX Last Friday, the Biden administration announced changes to Title IX. The 1972 civil rights law protects people from discrimination based on their sex. The new rule requires schools to protect children from sex discrimination. And it expands the meaning of sex discrimination to include discrimination based on so-called “sexual orientation” and “gender identity.” The new protection for students living sexually perverted lifestyles goes into effect in August. Isaiah 10:1-2 says, “Woe to those who decree unrighteous decrees, who write misfortune, which they have prescribed to rob the needy of justice, and to take what is right from the poor of My people, that widows may be their prey, and that they may rob the fatherless.” Trump stands with House Speaker Johnson Former President Donald Trump issued support for Republican U.S. House Speaker Mike Johnson this week. This comes after several Republicans in the House called on Johnson to resign for supporting a $1.2 trillion spending bill. On Monday, Trump supported Johnson during an interview with radio host John Fredericks. Listen. TRUMP: “We have a majority of one. Okay? So, it's not like he can go and do whatever he wants to do. I think he's a very good person. It's a tough situation when you have one [person in the GOP Majority]. I think he's a very good man. I think he's trying very hard. And again, we've got to have a big election.” Florida greenlights volunteer school chaplains Florida Republican Governor Ron DeSantis signed House Bill 931 into law last week. Now, schools in the state can have volunteer chaplains. DeSANTIS: “It's totally voluntary for a parent or a student to participate. No one's being forced to do anything. But to exclude religious groups from campus, that is discrimination. You're basically saying that God has no place. That's wrong. That's not what our Founding Fathers intended!” Texas authorized a similar chaplain program last year. Spiritual State of Nation survey And finally, Coral Ridge Ministries released its 2024 Spiritual State of the Nation Survey last week. The survey of hundreds of evangelical Americans showed broad support for religious liberty and human life. When asked about the three most critical issues facing the new Congress and presidential administration, 56% of respondents included immigration. Other issues were America's sovereignty at 33%, abortion at 32%, federal spending at 30%, and religious freedom at 24%. Today our discussion turns to book 5 in the Honorverse. Let's continue our journey!“Flag in Exile” is 443 pages, published by Baen Books in September 1995. I'm not sure it's quite accurate to say Honor takes a break after her duel with Pavel Young. Our hero is forced into retirement from the Royal Manticoran Navy due to the political fallout and consequences of lawfully killing Young. Honor takes the opportunity to move to Grayson (sort of an exile) to fully establish and settle into her leadership and business responsibilities as a Steadholder. In this role, she's the newest member of the government of Grayson, and first female to hold the office in Grayson's history. It's also a time to heal as she strives to move past the loss of Paul Tankersley. Things don't go quite as planned or intended. The People's Republic of Haven's attack on Manticore failed and set the stage for an authoritarian element to stage a coup (blamed on, but not conducted by Haven's military). David Weber does a great job of keeping Haven a fictitious place, but draws from historic periods of time. It parallels the behavior of similar governments when they've seized power in the real world, such as the French revolutionary period, the Soviet Union, and Nazi Germany. Haven's new government uses the false claim that their Navy attempted the coup, then purges much of their former civilian and military leadership as “enemies of the people.” It establishes the powerful “Committee for Public Safety” to ensure governance continues during the “crisis”. This Committee is supposedly temporary while the turmoil and danger of the coup fades and a new government is formed. Even so, it institutes draconian rules in the name of ensuring “safety” for the people, setting itself up to weaken threats to itself and the ability to maintain power rather than transition it to a form that supports a free society. The war with Manticore also continues, now rooted firmly in a conflict between the ideologies of freedom and authoritarianism. While there's a significant space battle that occurs, this book is also a strong part of Weber's world-building. He lays big pieces of the ideological foundations for conflict between great powers. As a result, the book is as much an education in government, domestic, and foreign affairs as it is a military adventure!Honor, with all her accomplishments and true talent as a military leader, is settling into her life on Grayson. Before the dust settles, the government of Grayson offers her a commission in its Navy. Not just any commission. They offer her the flag rank of Admiral and a position that would make her the second highest ranking officer in the Grayson Space Navy. While this would have been highly unusual within the RMN, Grayson's Navy lacks the experience and leadership needed to defend itself and to fully participate as an effective ally of Manticore. Honor is hesitant, but ultimately accepts the position, driven by her sense of duty. In this position, she not only helps Grayson, but helps Manticore by presenting a more capable allied military to fight against the People's Republic of Haven. She's serving her new “nation” as a Steadholder and Admiral, and still serving her Queen by supporting Manticore's war efforts.Amid all this, Honor's civilian responsibilities do not go smoothly. While she's openly recognized as a hero of Grayson, and responsible for saving them, there are still many on Grayson who take offense at the power and position Honor holds because she's a woman. Grayson society is changing, fueled by (but in no way forced) their exposure to Honor. Even so, elements loyal to past objectors take action to undermine and destroy Honor's influence, wealth, and even take her life. While some of this begins while she's on Grayson, the worst happens while she's away on Naval duty, and therefore unable to defend herself and her honor. Through acts of sabotage and...

Yesterday concluded the two day meeting of the Federal Reserve's Open Market Committee. This Committee is the one that put in place the Fed's on-going monetary policy. And as is traditional, the Fed Chairman, Jerome Powell concluded the meeting with a statement and a question and answer period. I supposed this is designed to let us feel that we have some insight into the current thinking of our central bank.
On this episode Steve introduces his special guest, Rebecca Fenneman. Rebecca was previously former general counsel at the Federal Maritime Commission (FMC). Today the Federal Open Market Committee will begin their 6th meeting of the year. All together they will hold 8 such meetings, designed to implement the Fed's current monetary policy. Now the Federal Reserve is the nation's central bank. And its primary responsibility, by Congressional mandate, is to promote full employment and stable prices. This Committee the Federal Open Market Committee or FOMC, actually puts the Fed's policy to work, by buying and selling primarily US Treasuries.

Using the 3.5 to 28MHz contest bands, the exchange is simple the serial number of the contact. On Tuesday the SHF UK Activity Contest runs from 1930 to 2230UTC. Using all modes on the 2.3 to 10GHz bands, the exchange is signal report, serial number and locator. On Wednesday the UK EI Contest Club 80m contest runs from 2000 to 2100UTC. Using CW only, the exchange is your 4-character locator. Next Sunday, the 2nd of February, the 432MHz AFS contest runs from 0900 to 1300UTC. Using all modes, the exchange is signal report, serial number and locator. Don’t forget that the UK Six Metre Group’s Winter Marathon runs until the end of January, so you have a few days left. There are no specific operating modes or periods. Just work as many locator squares as you can on the 50MHz band. Now the radio propagation report, compiled by G0KYA, G3YLA and G4BAO on Friday the 24th of January. This week saw a decline in Sporadic-E conditions on 10m. This may be due to a repositioning of the jet stream or just the end of the winter Sporadic-E season, but more of that in the VHF section. On the face of it, last week saw the Sun behaving itself, with zero sunspots. But look a little closer and it has actually been quite active. Two solar events were launched off the Sun’s surface, one on Sunday the 19th, which was preceded by an X-ray solar flare, the other from a coronal hole on Monday the 21st. There was a slight increase in the solar wind at times this week due to the coronal hole’s solar wind stream. This pushed the Kp index to three. Next week, NOAA predicts the solar flux index will remain around 72, with mainly settled geomagnetic conditions. The Kp index is predicted to remain around two, at least until the first of February when an unsettled region of the Sun rotates back into view. The most interesting propagation this week has been on the low bands, notably Top Band and 80 metres. Derek, G3RAU reports on the CDXC reflector that he worked Mexico on 80m at 0900UTC, while Chris, G3SJJ worked NA5G in Louisiana on 160m at 0745UTC. Victor, G3JNB reports working JT5DX in Mongolia on 80m in the late evening. The JT5 station has also been active on 160 metres. This really is an optimum time of year for low band DXing, so keep an eye on 160, 80 and 40 metres, especially around dawn for DX from the west. The DX net around 3.795MHz every morning is always a good test of your station’s 80m DX capabilities. And now the VHF and up propagation news. It’s goodbye to the high pressure as we go through this weekend and the Atlantic weather systems start to move in from the west. This will set up a very unsettled period of weather again during most of the week with strong winds, especially in the north, but also in southern areas at times. As for propagation, there should be some GHz bands rain scatter options as squally fronts cross the country, and from scattered showers in the unstable westerly flow which follows the cold fronts. Although high pressure remains over the southern half of the continent, it will be well out of reach from most of the UK and Tropo is unlikely to be a feature of propagation this week. It’s always just possible for out of season Sporadic-E, and the jet stream over the UK is likely to strengthen again next week. If this were high summer it would be a very positive steer, but in mid-winter it’s not a good prospect, except perhaps for paths to Scandinavia and the Baltic if you are really lucky. Moon declination is rising this week, going positive on Thursday. Apogee is on Thursday, so it is not a great week for EME due to high path losses. 144MHz sky noise is low. There are no major meteor showers this week so continue to look for random QSOs in the early morning around dawn. And that’s all from the propagation team this week.

A few years ago when I was investigating different methods of teaching children I encountered a teaching method that was gentle yet effective. A small widespread school district in Alaska had adopted a method of teaching where every child learned at their own pace. The method had some elements of the Glasser system which includes a heavy reliance upon choice. The method that was used in Alaska, which I called the Chugach method after the school district that originated it, was a definite paradigm shift. It changed the factory model of education where time is the constant and learning is the variable to a model where learning is the constant and time is the variable. I spoke with Bob Crumley the superintendent of the district and learned about the program. In the ensuing years I have spoken to many people about this method of teaching. I have to confess after this period of time I am still in enamored with the method. Bob Crumley joins me again and we discuss his districts use of this IEP for all and everyone at their own pace method of teaching. In 2008, the San Francisco Unified School District's Special Education department decided to illegally censor the Community Advisory Committee for Special Education’s newsletter. This Committee is state-mandated to provide oversight of SFUSD’s special education department and reports directly to the School Board. The School Board did not support the Committee and allowed the Committee to be censored. As an aftermath of this cataclysmic event, the director of special education retired. Shortly after that, the head of the Special Education Local Plan Area (SELPA) also left the school district. After one interim special education director, in the spring of 2010, the school district engaged the services of the Urban Special Education Leadership Collaborative to audit SFUSD’s special education department. David Riley, Executive Director of the Urban Special Education Leadership Collaborative, joins me to elaborate on this far-reaching audit.Stan tells us about swimming issues
