So this just coming thru today Earlier this week the body of 38 year old Coral-Rodriguez-Lorenzo was found near Camp Namanu….All evidence seemed to point to homicide as the cause of death. She had been listed has a missing person. Her husband Martin Gallo-Gallardo, 45, who has admitted to the murder …is un-documented,had been living in Southeast Portland and has been in custody before. Maxine Bernstein writes in the Oregonian Federal officers say they placed an immigration hold in March on a man facing domestic violence allegations but the Multnomah County jail wouldn't recognize their civil detainer. As I’m piecing this together today, new information is being released by Multinomah County Sheriff’s office statements concerning their perceived lack of co-operation with ICE officials. This is the latest I have as of this afternoon from MCSO KXL’s Jim Ferretti put out a statement request from Multnomah county Ill read. Good morning, KXL is requesting an interview with Sheriff Mike Reese regarding a case involving Martin Gallo-Gallardo. Mr. Gallo-Gallardo, a man in the country illegally, is accused of murdering his wife Coral Rodriguez-Lorenzo and dumping her body in a wooded area in Clackamas County. It has come to our attention that Mr. Gallo-Gallardo was arrested in March on assault charges, lodged in the Multnomah County Jail where an ICE Detainer was placed on him. The Immigration and Customs Enforcement Agency says Multnomah County Jail refused to work with ICE and released Gallo-Gallardo. Sheriff, what is your response to the claim of refusal to work with ICE? Do you feel this is a man that should have been handed over to federal officers? What is your message to the citizens of Multnomah County following the news a man in the country illegally, who was in custody at the county jail, is now accused of murder? Here is MCSO’s response. Have a great day, Multnomah County Sheriff's Office is committed to public safety and keeping people in custody under current state and federal law concurrent with the authority and direction from the court. Portland Police arrested Martin Gallo-Gallardo on March 4, 2018 for Domestic Violence Assault IV. Martin Gallo-Gallardo was held in MCSO custody until March 8, 2018 when he posted bail and was released. At no time prior to his court authorized release did MCSO receive a civil detainer or a criminal warrant from ICE that would have allowed us to keep him in custody. If federal immigration authorities had reason to keep Martin Gallo-Gallardo in custody they failed to take the steps necessary to make that happen, including entering information into any law enforcement criminal databases. We received no communication from ICE in regards to Martin Gallo-Gallardo. Additionally, as our Federal partners are aware, even if ICE had sent a civil detainer, Oregon Jails cannot hold people due to the Federal court case: Miranda Oliveras v. Clackamas County. Portland Ore – City Council candidates Jo Ann Hardesty and Loretta Smith. Asked what they thought was the public’s greatest misconception of them. Hardesty said,”That I’m a raving lunatic, jumping up and down on a regular basis. I do my homework, I read the reports. Multnomah County commissioner Smith said, “I have been effective for eight years, passing over 80 resolutions,” including an employment program for young people. Hardesty and Smith split on their approaches to the homeless crisis. Smith reaffirmed her previous promise to open Wapato for the homeless. Hardesty criticized Mayor Ted Wheeler for talking to Wapato’s owner Jordan Schnitzer — about possible public uses for the never-used facility. Rick Data is a former Portland resident who has survived the loss of his home to fire years ago in Portland. He also survived the Clackamas Town Center shooting in 2012. He moved to Redding to rebuild his life and now he is in the middle of one of the most dangerous wildfire seasons in California history. Portland, Oregon- A $3 Million grant from the Federal Economic Development Administration was announced by Governor Kate Brown. The funds are going to support a trans-formative project in Northwest Oregon. The grant will be received by the Oregon Manufacturing Innovation Center. Representative Suzanne Bonamicci says not only is the increase in technology education and research and development a benefit to the Columbia County region but to all of Oregon. She says having a highly skilled workforce will assist in business attraction while now seeing a significant commitment from several companies. Companies like Boeing, Daimler, and the ship building company Vigor are showing more interest in Oregon. All seven members of Oregon’s delegation made a joint request for the funding to Sec. Wilbur Ross in January. Bonamici also sent a letter of support for the grant directly to EDA in November. The “OREGON WAY” approach of working together to find solutions has produced great news for economic development and education in rural Oregon. Three-Million-Dollars worth of that great news. In the 21st century with constant changes in advanced manufacturing technology Suzanne Bonamicci says Oregon leaders want to make sure people have the skills they need to do cutting edge work. A 3-Million dollar grant from the federal economic development administration will help us do just that. The Oregon Manufacturing Innovation Center in Scappoose receives that grant in order to help industries to not only compete but to thrive. Three people were displaced after a fire AFFECTING two homes in Oak Grove. A CAT inside one home was ALSO rescued. Firefighters locate the unresponsive pet. Introducing the Lazarus Cat. One person taken to the hospital after the fire around 2 am SUNDAY on SE Silver leaf Lane. The fire spread to another nearby home. Everyone got out safe and Clackamas Fire was able to put it out quickly. The homeowners cat had to be resuscitated and was taken to a local vet for smoke inhalation. Shemia Fagan served in the State House of Representatives and is the Presumptive Senator for mid county having defeated Rob Monroe in a Primary. Oregon voters will decide this fall whether to ban state funding for abortions. The proposal just qualified for the ballot Friday. It was close. GARNER COMPLEX FIRE UPDATE JULY 28, 2018 12:00 PM News Release from Oregon State Fire Marshal Posted on FlashAlert: July 28th, 2018 12:21 PM Members of the public have a chance today to get information firsthand at a public meeting. The meeting is at 3 p.m. Saturday at North Valley High School, 6741 Monument Drive, Grants Pass. Volatile, erratic fire activity continues, particularly on the Taylor Creek Fire. The hot, dry weather conditions in the region promote fire growth and make it harder for firefighters to suppress the fire. Fire managers say there is active fire behavior on just about every area of the fire, particularly around the perimeter. Taylor Fire: Oregon State Fire Marshal’s structure task forces and wildland firefighters are working together, especially in the following road areas: Limpy Cr. Rd, Shan Cr. Rd, W. Pickett Rd, Pickett Rd., Galice Rd, and Taylor Cr. Rd. areas where the fire is nearing structure protection areas. To date, no structures have been damaged or lost. In the southwest corner, the Unmanned Air System (drone) located a 10’ x 10’ spot that firefighters were able to contain. Grave Creek Fire: The fire was active along the south end of the fire perimeter. Firefighters continue today to establish control lines in that area. Other areas are stable. Firefighters are involved in mopping-up operations, up to 100 feet inside the perimeter. “Ready, Set, Go! (Levels 1-3) evacuation levels are changing daily. To check the status of a particular residence or address, call the Southwest Oregon Joint Information Center at 541-474-5305 (hours: 7 a.m. to 11 p.m., with a recorded message for after hour calls). The Red Cross evacuation center is at Grants Pass High School, 830 NE Ninth Street. The estimate containment is 27% and 29,039 acres. Listen to the full story of Joe's flag and the men he served with. In MAY KXL shared a story about an American Flag stolen from a truck in White Swan Washington. That flag was owned by Shawn Marceau. His SON Marine Lance Cpl. Joe Jackson was killed at 22 years old in Helmond Province Afghanistan by an improvised bomb. The flag was signed by JOE and the MARINES in his Platoon. Every Tuesday, Shawn visits his son’s grave at Tahoma Cemetery in Yakima. And yesterday July 3rd, 2018, he arrived to find that a folded flag with signatures had been placed on Joe's grave. Shawn says that the flag with its signatures holds an even deeper meaning than just being that of his son. Surviving the Korean War she came to the United States speaking no English. 6 months ago she recieve a Global Award For Lifetime Achievment. When South Korea was on the brink of bankrupcy, President Moon Jae In approached her and asked if she would inspire the nation. Her books are taught in South Korean Schools and cand be found in any library or bookstore. Now highly regarded in the country were she was once forced to leave for her unwillingness to compromise with traditions that placed women in the feilds and households where they were beaten by their drunken husbands, cheated on and the marriages were arranged by their parents by which every word was meant to be obeyed. Dr. Tae Yun Kim shares with me some of her perspecective on the situation on the Korean Penninsula and obstacles she faced and overcame being a young girl in Korea during the war. In 2018, we are seeing a different breed of abuse and obviously a different breed of demons that are being used to conjure darkness from the abyss. Trying a unique approach, the teachers are holding a tailgate party to rally for competitive wages and optimal class size. Library Media Specialist Hillary Marshall says that because of the McCleary vs. State of Washington case it's now up to the educator’s unions to negotiate their own salary scales, medical benefits, and optimal class size situations. That case claimed that Washington State wasn’t properly funding basic education. Hillary says they would like to have the contracts finalized by June 20 The district superintendent will be making the final decision on what provisions are granted to the WAE. And he's not necessarily the bad guy. Teachers were slated for a 0% raise this year until he wrote a letter to the state garnering 6 percent for educators. In a community of tradition and collaboration Hillary Marshall has been a teacher for 22 years but she hasn't had a raise since she topped out at 16 years with the State. Teachers, classified employees, parents, and students will gather at 4pm Wednesday May 28, hoping to catch the district's bargaining team on their dinner break. The tailgate's purpose is to show solidarity and support for the provisions addressed by the Washington Association of Educators toward the Washougal School District. Their main goals this session on top of the salary increase are to create smaller classrooms at the elementary and middle school level and to provide incentive for incoming teachers. In the full interview Hillary describes parts of the bargaining process, the benefits to students, and gives a full rundown of the tailgating event and its purpose. She also provides some very insightful numbers when it comes to increases in pay for teachers. The percentages may surprise you. One issue these schools face is retaining the teachers they have. What we are now absorbing electronically can be part of a massive mind control or influence strategy to manipulate and trigger a response. Portland, Oregon- Cody Sullivan is the first known college student with down syndrome to complete four years of higher education in Oregon. He graduated this year with a Certificate of Acheivment in the College of Education and he already has a job as a Kindergarten Teacher's Assistant at Kairos PDX! More at KXL.com He walked Saturday morning in Concordia University-Portland’s 10 a.m. Spring Commencement, celebrating at his graduation party around 3 p.m with over one hundred guests in attendence. Of 265 colleges in the U.S. only 76 offer a modified or accommodating degree for those with learning disabilities. Cody was highly involved in his student life. He particpated in sports such as wrestling and baseball, he took Math, Crisis Management, and Children's Literature. He even performed in Handel's Messiah during his Freshman and Sophomore years, something he says was one of the biggest challenges he faced at the University. He also has many friends, of which he is sad as some go their seperate ways after Graduation. Working with Think College Oregon, Sullivan intends to be an advocate for those that have been perceived as disadvantaged. College Graduate, Cody Sullivan, visits the KXL studios in Portland He works with many organizations including but not limited to Northwest Disability Support and a program called Bike First where he assists others in learning how to ride a bike. Specialized bikes are brought from California with the goal of the week long course, to get those with disabilities, and those without, riding a normal two wheeled bike by themselves. His very proud Mother, Ann Donaca-Sullivan, says BOTH Cody AND his classmates have benefitted from a lifetime of inclusive schooling, when in many instances people just like Cody are kept away from normal instruction or activities with the rest of the kids. Now that he’s made history as the first person with down syndrome to finish four years of college in Oregon, he has that new dream gig working with children at Kairos PDX Charter School. Portland, Oregon- “I wish we would have done something before this happened”, words from students in Florida that remain with Lincoln High School Junior Gabrielle Cosey. Working with the Bus Project, she is the organizer in Oregon of today’s nation-wide school walk out. She is also 16. For these students 4/20 means a day of action. The walk out begins at 10am. Participants will then reconnoiter on the steps of the Capitol building in Salem for a Town Hall with lawmakers and elected officials from 12:30-2pm. Gabrielle says that today will focus on three key issues in gun legislation. Raise the age to buy guns from 18 to 21 to minimize contact between high schoolers and guns because some high schoolers are 18. To ban the use of various ease of use implements and to lower ammunition capacities. Their most ambitious specific goal is to ban semi-automatic assault rifles. I spoke with Gabriele about the steps she took to organize Oregon’s participation in the walk out. If anything, I was impressed with hearing about the process these students are going through to achieve their goals. She talks about the importance of networking, surrounding yourself with those that will encourage you, and having passion for what your trying to achieve. The full interview is here. Salem, Oregon- Governor Kate Brown’s signing of Senate Bill 1528b keeps tax breaks for 23, 000 Oregonians that’s the good news, but Anthony Smith, Oregon State director for the National Federation of Independent Business, suggests that the signing brings a loss to upward of 400, 000 business owners. One of the reasonings given for that loss is the existence of a break that only effects 23,000. Anthony spoke with FM News 101 this weekend after the signing of the bill in a year he says Oregon had to do nothing to balance its budget or receive a significant break on the federal level. The NFIC has worked hard for a big win at the federal level with the Tax Cuts and Jobs Act, but they call the signing of 1528b a major blow to Oregon small business and an unnecessarily proactive approach in taking away that federal benefit Is there a course of action to provide some relief? Recourse? By courts or the way of the ballot box? The question remains in Anthony’s mind, can the State of Oregon spend independent business owners’ hard-earned money more effectively than the owners themselves? Portland, Oregon- April 11 marks the 50th anniversary of the Fair Housing Act, which prohibits housing discrimination on the basis of race or color, religion, sex, national origin, familial status or disability. The Act was created with the belief that every person has the right to rent, purchase or get a mortgage on a home without fear of discrimination. Katy Barber, History Professor at PSU filled me in on Portland's racial covenants before Fair Housing. I spoke with Professor Barber about a variety of topics including the history of racial land and housing discrimination in Portland, as well as Vanport and the flood that forced the black population at the time to inhabit the Albina neighborhood. Do you want to know why? Click the audio link below for a free history lesson. Today the Portland City Council will proclaim April, Fair Housing Month. Mayor Ted Wheeler will sign the proclamation. Katy Barber and her students have been researching policies in an attempt to catch discriminatory language and make things easier for the minority community in Oregon. The last battle of the civil war was at the Appomattox Courthouse in May of 1865 but the United States didn't adopt the Fair Housing Act until 1968. Until then many states and cities had policies with language that excluded minorities from owning land or starting business. Feedback from GPS trackers prove an “Elephant Lands” success story. You’re familiar with FIT-BIT. The Oregon Zoo is now using similar GPS technology to map Elephant activity. One Borneo elephant is walking close to 11 miles a day now. Sharon Glaeser elephant research associate a the Zoo and PHD Student at Portland State University says they’ve tracked the elephant progress using a band style GPS recorder. How did they get bands big enough for a 6 ton mammal? Using GPS bands specially made by a local Master Craftsman to fit the 12,000 pound elephants. Researchers at the Oregon Zoo are now getting positive feedback concerning the habitat expansion in the Elephant Lands exhibit. The Elephant Lands expansion habitat opened in 2015 nearly doubling opportunities for activity. Female Asian elephant Sung-Surin now walks 9.6 miles per day compared to 4.7 in 2012. So what has changed? The expansion adds a number of feeding opportunities and enrichment features unavailable before. For one thing they don’t just hand the elephant’s food. With more room to roam the elephants are given more choices. They can forage for food, they can spend some time alone, or hang out with friends. I spoke with President of the Student Body at Oregon Episcopal School and now activist, Jack Morningstar afterwards about this "Call to Action". About 300 students, teachers and administrates gathered on the 50th Anniversary of the assassination of Dr. Martin Luther King Jr. to discuss legislation concerning guns. This meeting comes after the school shooting at Marjory Stoneman Douglas High School in Parkland, Florida where 17 people, mostly students, were murdered.
