In the early 1880s, visitors in the Klickitat Valley, just across the Columbia River from The Dalles and Biggs Junction, recalled seeing some very singular signs posted regularly along the right-of-way: NOTISE: All land in woods past Draper Springs is for Settlers cattle. No sheep is allowed. Sheep men take notise. — Comitee By “Comitee,” it was clearly understood, the writer meant some sort of vigilance committee, a coalition of cattle ranchers and sodbusters who had come together to fight the encroachment of the flocks of sheep that seemed to be taking over the public rangeland. Similar signs, and “comitees,” were springing up all across the Columbia River basin. And over the decades to come, the problem would only get worse … and bloodier. Luckily, nearly all of the blood would be coming from sheep, not men. Marion County once burned its trash — and generated some of its electrical power — using the Reworld incinerator. But since that facility has previously announced it would be closing and stopped accepting residential waste, the county’s garbage is now going to the Coffin Butte Landfill in Benton County. However, as reported in the Statesman Journal, Reworld is challenging state regulations that it blamed on the closure. Regardless, since space at Coffin Butte is limited, Marion County commissioners have already approved the trucking of some of the waste to a landfill in The Dalles in Wasco County. A spokesman for Marion County told OPB that move is scheduled to begin in the next few weeks. Marion County — like many others in Oregon — faces tough choices about how to environmentally dispose of the unwanted materials its residents throw out. We spoke earlier this month about the environmental challenges presented by both landfills and incineration. Joining us to discuss these policies and the financial considerations involved are Marion County Commissioner Kevin Cameron and Environmental Services Division Manager Brian May.
About a dozen years ago, Wasco County Sheriff Lane Magill became aware of a growing need for treatment services for residents experiencing mental health crises in his county. Faced with a lack of residential care services in the region, he struggled to find help for people experiencing homelessness or veterans who suffered from PTSD. The surge of fentanyl-related overdoses in the county since 2021 also highlighted the link between behavioral health and substance use disorders, and the lack of local treatment options.But that may now soon change. As first reported in the Columbia Gorge News, Magill expects to break ground this year on a new residential treatment facility in The Dalles. It would offer 16 beds to treat residents in Hood River, Wasco and Sherman Counties for substance use disorders, along with a walk-in center for people in mental health crisis. Sheriff Magill joins us to talk about the status of the $50 million project, and the regulatory roadblocks it faces.

It's Oct 2nd as I write. The Oak Island area on Sauvie Island, near Portland Oregon closed to recreational use for the season yesterday. For the coming Fall and Winter, it will serve as a haven for the birds, save for the occasional hunters. Last winter, when I brought my Soundwalk podcast to Substack, I embarked on a series touching down at certain points in the greater area I referred to as the Columbia Lowlands. I'm pleased to say I'm taking us back there, covering some spots that I didn't get to last time through. Lewis and Clark called this area the Wappato Valley, after the edible tuber, Wapato, that the Native Americans harvested here on Sauvie Island. The island was also named Wappato Island, the geographical center of Wappato Valley. (Both the double P spelling and the geographic names didn't really take.) Today, this area is also referred to as the Portland Basin.Oak Island in the early 1800s would have looked pretty similar to what it looks like now—only without pastures—and the name would have made more sense than it does today, because the land mass used to be surrounded by shallow lakes. Today it more resembles a peninsula. Like the lakes of the Columbia Bayou (slough) on north side of Portland, many lakes on Sauvie Island were drained in the early 1900's, and dikes were built, hardening the river bank. Now, as far as I know, the only marker honoring the stewardship of this land by Native Americans is found a few steps into the Oak Island Nature Trail. There you will see wood post with a line drawing of a two people in a canoe with a QR code underneath. Focusing on that QR code with a smartphone will pull up a page, offering the following:Two hundred years ago, Native Americans walked on this very spot. Each year, just before winter, tribes from up and down the Columbia and Willamette rivers gathered on Oak Island for a trading fair which included dancing and festivities.I want to know more about that. I want to imagine what that looked like, what that sounded like. Of the environmental sound, Capt. William Clark leaves only this description on November 5th, 1805, from the vicinity of Sauvie Island:I could not sleep for the noise kept by the Swans, Geese, white & black brant, Ducks etc. on a opposit base, & Sand hill Crane, they were emensely numerous and their noise horrid. Immensely numerous and horrid. Ha! We will hear numerous birds soon enough in our extended soundwalk survey. For now, on our Oak Island Road Soundwalk, we hear just a handful of bugling Sandhill Cranes, small flocks of geese, wintering songbirds, Pacific tree frogs and light rain showers. Anything but horrid to my ears. Dig a little deeper and you'll discover 200 years ago is just the tip of the iceberg. Native Americans lived in various village sites on the island dating back 2500 years; one thousand generations! (Archeological sites upriver near The Dalles increase that time horizon to human occupation of the area going back well over 10,000 years ago). And all they got was a QR code.How do we know Native Americans lived on Sauvie Island so long? Well, less than a mile south of Oak Island is Merrybelle Farm. Several archeological digs occurred here, beginning in 1958. Analyzing the projectile points and found here with others found on the island and throughout the region, Richard Pettigrew points to an estimated timeline of village occupation at the Merrybelle site from 600 BCE to 200 CE. There were 16 known village sites on Sauvie Island. Several have been the subject of formal archeological excavation. Many were picked over by amateur artifact collectors. Some were buried or partially buried under tons of dike soil. One was “sunken”, preserving woven baskets in the mud for up to 700 years. Today there's no physical reminder of the civilization that existed here before Euro-American settlers; no formal mention or marker, save for a recently renamed bridge. Wapato Bridge. It's a start. Scholars believe the Wapato Valley once sustained the highest population density north of Mexico in aboriginal times. Isn't this a story that should be told?In fourth grade we had a “Pioneer Day”. We came to school in costume: bonnets for the girls. Cowboy hats for boys. Did some boys bring toy guns? Did anyone dress up as an Indian? Seems plausible. We rolled out pasta from scratch, cutting broad noodles for chicken noodle soup “like the pioneers did”. We pledged allegiance to the flag every morning. We did not learn we were inhabiting what was once the cradle of the largest Native American population center, in the Portland Basin, in the United States. When I walk around on Sauvie Island, I try to picture the long house villages, and the multitude of dugout canoes. When I went paddleboarding on Sturgeon Lake a month ago my feet sank up to my calves in mud as I clumsily launched my craft. I imagined Wapato growing there, plentifully. I imagined Native Americans loosening the root bulbs with their toes, harvesting them in floating baskets. The land of plenty. People of the river.This soundwalk was recorded on mild December evening last year, on Oak Island Road, adjacent the Wildlife Area. There are half a dozen farm houses on this quiet spur road. It was very relaxing, and nourishing. I totally recommend this to anyone in the area. Like last time, the composition is almost entirely solo performances strung together. Four voices: piano, a clean Wurlitzer electric piano, a modified Wurlitzer electric piano, and a piano with heavy tape effects. All taking turns. It won't always be like this, though. In fact, next week I have a whole new direction I'm excited to unveil! A highly respected higher education administrator and a first-generation college student born of immigrant parents, Dr. Cronin has served in community colleges for more than two decades. Before beginning her presidency at Delaware County Community College in July 2023, Dr. Cronin spent five years as president of Columbia Gorge Community College in The Dalles, Oregon. Dr. Cronin is the second woman and the first Latina to lead the College. Since her arrival her priorities have included providing greater accessibility to education to students in eastern Delaware County—via the future Southeast Center in Drexel Hill, Pa.—and in Chester County, where the College is expanding its offerings. She has focused on increasing high school dual enrollment with pilot programs such as the Teacher Education and Social Work programs for high school student. Passionate about inclusion, she has overseen the growth and expansion of the College's Center for Equity and Social Justice as well as the College's intercollegiate athletics programs She serves on the boards of the Chester County Economic Development Council and the Riverfront Alliance of Chester County. Dr. Cronin served as co-chair of the Oregon Community College Association's Diversity, Equity and Inclusion Committee, co-chair of the Board for the Oregon League of Minority Voters and president of the Comunidades board, a bi-state organization dedicated to advocating for and empowering Latino women and youth in the region. She also served on the American Association of Community Colleges' Commission on Small and Rural Colleges, as a commissioner for the Northwest Commission on Colleges and Universities, and on former Oregon Governor Kate Brown's Regional Solutions Advisory Committee. Under Dr. Cronin's leadership, Columbia Gorge Community College secured funding for a $16.4 million capital project, which led to the design and construction of the Columbia Gorge Regional Skills Center and Chinook Residence Hall on its main campus. Prior to that Dr. Cronin served in administrative and faculty roles at Indian River State College in Fort Pierce, Florida, including vice president of Academic Affairs, dean of the School of Education, department chair and full professor. She also has more than a decade of K-12 teaching experience in Florida. While there Dr. Cronin served on several Florida Department of Education committees and advisory groups, as the Florida Delegate for the American Association of Colleges for Teacher Education, and as a representative for the college on the Achieving the Dream Core Team and the American Association of Community Colleges' National Guided Pathways Project. She also has more than a decade of K-12 teaching experience in Florida. Among the awards Dr. Cronin has received over her 30-year career in education are a Phi Theta Kappa International Distinguished Advisor Award and a League for Innovation in the Community College Innovation of the Year Award. Dr. Cronin holds a Doctor of Education with an emphasis on curriculum and instruction from the University of Sarasota, a Master of Science degree in Reading from Barry University and a bachelor's degree in French from the University of Miami.

Last Friday, Klickitat County commissioners voted 2-1 during a special session to close the county jail following disturbing incidents that have called into question conditions in the facility and the treatment of inmates detained there. In January, the family of Ivan Howtopat filed a $20 million wrongful death lawsuit. Howtopat was withdrawing from fentanyl at the time of his detention and was found dead in his jail cell last May. Last November, a female inmate at the county jail was transferred to a local hospital after her health severely deteriorated while in custody. Commissioners indicated they would transfer the roughly 30 inmates in the jail across state lines to the Northern Oregon Regional Correctional Facility in The Dalles. Joining us to talk about the recent developments and what they mean for controversial Klickitat County Sheriff Bob Songer is Troy Brynelson, OPB’s Southwest Washington bureau chief. Columbia River Locks close for annual maintenance this week Today we'll talk about an annual event that began this week: it's the annual, temporary closing of the US Army Corps of Engineers Portland District locks at the Bonneville, The Dalles and John Day dams. Each year the locks close for two weeks to allow technicians to inspect them and repair and maintain the equipment. It's an essential preventive step that helps keep the Columbia Snake River system carrying commerce year round. Downriver ports know it's happening so they can plan around it, and some even do their own maintenance during that time.

According to the national database Shelter Animal Counts, the number of dogs and cats awaiting adoption at animal shelters grew by nearly 250,000 last year. Meanwhile, the rate of adoption for dogs has decreased, with nearly 60% of shelter operators reporting requests from owners to surrender their dogs. As reported in Columbia Gorge News, Hood River Adopt a Dog and Home At Last Humane Society in The Dalles are emblematic of the challenges animal shelters are currently facing, including a surge in the number of dogs being surrendered or simply abandoned at their doorstep. In 1851, before Oregon was a state, a young schoolteacher named Elizabeth Millar stepped off a sternwheeler in Portland for the first time. These are her memories of that time, as recounted to her daughter, Mrs. J.T. Peters, 45 years later. In those 45 years, Miss Millar (now Mrs. Wilson) went on to become a very important person in frontier Oregon, the wife of a U.S. Congressman and Postmistress at The Dalles from 1884-1886. The Oregon Sweet Cherry Commission recently sent a letter to Gov. Tina Kotek asking her to issue a State Disaster declaration for the cherry industry. The commission’s request for assistance follows a similar appeal made by a state lawmaker on behalf of growers in Hood River and Wasco Counties, as reported earlier by the Oregon Capital Chronicle. A wet, cold spring impacted cherry growers not only in Oregon but throughout the West, and led to a glut of cherries from California, Washington, Oregon and British Columbia reaching the market at the same time. According to the Oregon Sweet Cherry Commission, some farmers in Wasco and Hood River Counties decided to forego harvesting as much as 40% of their crop because of plummeting cherry prices. Ian Chandler is the Chair of the Oregon Sweet Cherry Commission and a cherry farmer in The Dalles. Mike Omeg is a cherry farmer and the director of operations at Orchard View in The Dalles. They share details about this year’s harvest and how a disaster declaration could help the industry cope with recent challenges.

Gasping for hard currency to finance the Civil War, and awash in raw gold from two Eastern Oregon gold rushes, the federal government tried to build a mint in The Dalles in 1863. But the Oregon delegation, dominated by Portland interests, held up the plans for years trying to switch its location to Portland ... finally, the gold rush petered out, and the feds said, 'Never mind!' When archaeologists Eric Gleason and Jacqui Cheung bought a run-down building in The Dalles' downtown in 2000, they had a vague sense of its history. 210 E. 1st St. was simply known as “the Chinese building,” having operated as a Chinese laundry and merchandise store from the late 1800s to the 1920s. But the building had long since fallen into disrepair, and information about its owners and occupants proved elusive. Gleason and Cheung's renovations and research over the last 20 years have revealed a deeper history of the Wing Hong Hai Company store — and the small but vibrant Chinatown that surrounded it. The artifacts and documents they've uncovered offer a glimpse of what life may have been like for Asian immigrants who came to The Dalles 150 years ago. Gleason and Cheung join us for a tour of the building and to share some of those insights.
Kenny LaPoint is the executive director of the Mid-Columbia Community Action Council, an organization that provides services to people experiencing homelessness in Wasco, Hood River and Sherman counties. MCCAC operates the only homeless shelter in Wasco County, a facility made up of 18 tiny homes in an industrial part of The Dalles near the Columbia River. It also conducts a federally mandated Point-in-Time count of people experiencing homelessness, and is in the process of acquiring a 54-room hotel to serve as transitional housing for families and clients with complex medical cases. This spring, MCCAC will break ground on a navigation center on the west side of The Dalles which will not only include shelter beds, but also office space for community agencies to provide wraparound services, including employment assistance. On Tuesday mornings, a mobile medical clinic operated by a non-profit medical center, One Community Health, visits the shelter to offer free medical services such as diabetes and cancer screenings. We hear from LaPoint and Kathryn Perkins, a client experiencing homelessness who has lived in a tiny shelter home for six months. Middy Tilghman, a family nurse practitioner at One Community Health and the lead medical provider at the mobile medical clinic, shares with us the impact it's having on improving health outcomes for unhoused patients.
Al and Nolan Hare are brothers and musicians who were raised in The Dalles. They also play lead and bass guitar in Brewer's Grade Band, a country western outfit that had a busy touring schedule until the pandemic shuttered live music venues across the nation. As in-person performances started up again last summer, Al approached local downtown business owners with a vision of making The Dalles a “Little Music City,” showcasing live music seven nights a week. Today, there are nearly two dozen live music venues and growing, with an outdoor event space to open in late spring. The Hare brothers and other members of Brewer's Grade Band perform original music for us while sharing their vision for making The Dalles a music and entertainment destination in the Columbia Gorge.
Todd Carpenter is the owner of The Last Stop Saloon, a bar and restaurant in The Dalles that dates back to the 1880s. He also owns two other taverns in Beaverton and Portland. He and his partner were drawn to The Dalles nearly six years ago by its “300 days of sunshine,” a community that rallies together and the proximity to myriad outdoor recreational opportunities. But one thing he doesn't care for is the low pay service sector workers make, along with a lack of affordable housing, affordable daycare and medical services such as vision and dental care. So Carpenter offers his staff a minimum salary of $17.25 an hour and provides paid time off. He also entered into an agreement with The Dalles to redevelop three downtown properties, including an outdoor event space scheduled to open in the spring. He also plans to refurbish two floors above the dining space in The Last Stop Saloon to convert them into rental units for service sector workers. But Carpenter's business decisions have not been without controversy. Last June, Oregon OSHA issued Carpenter a nearly $9,000 citation for his decision to allow indoor dining in violation of a public health order to limit the spread of COVID-19 in Wasco County. Carpenter joins us to share what the experience has taught him and why he thinks businesses in The Dalles need to play a greater role in making it a place where workers can afford to live and raise their families.
Nancey Patten is the director of Child Care Partners, a state-funded Child Care Resource and Referral program serving Wasco and neighboring counties. The program helps child care providers meet state licensing requirements and recruits new providers through trainings and enrollment in early childhood education classes. This past spring, there was not a single vacancy for an infant, toddler or preschooler at any child care provider in Wasco County, according to Patten. While the shortage has eased slightly since then, many parents continue to struggle to find full-time care which costs roughly $800 for a toddler or infant in Wasco County per month. Meanwhile, child care providers in the county and throughout Oregon have struggled to find help for a job which may only pay minimum wage. Ana Rivera is the owner and operator of Rivera's Bilingual Preschool and Child Care in The Dalles. Rebecca Schwartz is the dean of academic pathways at Columbia Gorge Community College and the mother of 8-month-old twins. They join Nancey Patten to share their perspectives on child care access in the Dalles and new efforts to ease the crisis.
