Multnomah County District Attorney Nathan Vasquez has filed charges against 33 of the 37 people arrested by Portland Police officers in protests in 2025. That’s a much higher percentage than is predecessor, Mike Schmidt, who announced early on in his tenure that he wouldn’t be charging for certain types of behavior at protests. Portland Police have arrested 40 people outside the ICE facility since June. It’s unclear how many arrests federal officers have made. We talk to DA Vasquez about his approach to the challenges of this moment.

For over 100 nights, Antifa has turned a federal ICE facility into a war zone—windows boarded up, graffiti everywhere, firebombing, and residents can't even sleep due to noise violations. Yet Portland Police Bureau has been completely MIA, doing nothing but "monitoring from a distance" while federal agents handle violent criminals alone. But the moment Trump announces federal troops are coming to protect the facility, suddenly Portland police are "Johnny on the spot" making arrests. Could you imagine if the Proud Boys did this for even one night outside City Hall? Game over instantly. This is pure partisan politics—ICE is literally deporting criminal illegal aliens who've committed crimes, doing exactly what they're supposed to do. But because it's Trump's federal government, Portland leadership would rather support the anarchists firebombing buildings than law enforcement protecting their community. Several hundred people gathered outside the U.S. Immigration and Customs Enforcement building in Portland on Sunday to protest the Trump administration’s decision to send 200 members of the Oregon National Guard to the city. Although the protest was mostly peaceful, more than a dozen counterprotesters verbally clashed with protesters and several protesters were hit with pepper balls as ICE agents attempted to escort cars into the building.    On Monday, Portland police announced the arrest of two individuals on assault charges outside the ICE building. “We will not accept or tolerate people coming down to the south waterfront for the purpose of engaging in violence,” Portland Police Chief Bob Day said at a press conference on Monday morning. He also praised the role of dialogue officers to reduce tensions during protests, which he cited as an example of the bureau’s reforms to how it manages crowds since the 2020 racial justice protests.   Chief Day talks with us to share the agency’s approach to handling protests outside the ICE facility, planning for a possible uptick in protest activity once the Oregon National Guard has been deployed to the city and how Portland police will communicate with a federalized National Guard.

On Sunday, the Trump administration sent a memo to Oregon Gov. Tina Kotek authorizing the deployment of 200 Oregon National Guard members in Portland immediately for 60 days. The memo says the troops will be deployed to protect federal property and personnel in Portland, which President Trump has called a “war-ravaged city.” Portland and state officials responded by filing a lawsuit and, on Monday, a temporary restraining order to block the Trump administration’s federalization of the Oregon National Guard.    Gov. Kotek, AG Rayfield and Portland Mayor Keith Wilson held a news conference on Sunday to announce the lawsuit and counter President Trump’s characterization of Portland. “To bring this narrative to Portland, to say that we are anything but a city on the rise, is counter what truth is,” Wilson said. Gov. Kotek said she had spoken with President Trump and told him that there was no public safety threat that required military intervention in Portland.    Several hundred people gathered outside the U.S. Immigration and Customs Enforcement building in Portland on Sunday afternoon and evening to protest the deployment of federal troops in the city. More than a dozen counterprotesters verbally clashed with protesters, several of whom were hit with pepper balls as ICE agents attempted to escort cars into the building. In our previous episode, Alisha introduced you to Anna Marie Hlavka. She was a 20-year-old woman who had been living with her boyfriend and sister at the Tudor Arms apartments in downtown Portland. On June 24th, 1979, Anna's sister Rose Ann returned home from the McDonald's where both sisters worked, and she discovered her sister had been murdered. On July 26th, 1979, the front page of the long-defunct Oregon Journal had coverlines “Playboy's perfect ‘playmate'”, “taxpayers missing the boat” and “Democrats back Carter gas plan”. Just beneath those, the main headline read “Woman, 20, strangled in bed here”. Paired with a photo of a young woman's face adorned with a now heartbreaking smile. Her name, was Anna Marie Hlavka. This week, a coalition of over 100 elected officials, arts organizations, labor unions and chambers of commerce signed a letter urging calm and “thoughtful civic engagement” on election day, and to preserve the “hard-won but still fragile progress” in Downtown Portland.  Amid rising concerns about possible civil unrest next week, Portland Police Chief Bob Day said there would be increased police presence, with officers canceling days off and working 12-hour shifts. A special unit of officers under the recently reconstituted Rapid Response Team will also be deployed for crowd control. Portland Police Chief Bob Day joins us to share more details about the agency’s preparedness for election day, what lessons it learned from its response to the 2020 racial justice protests and an update on what the police know about the suspected arsonist who placed incendiary devices into ballot boxes in Portland and Vancouver recently.

Portland police ramp up efforts to curb retail thefts

The Portland Police recently announced it had made 13 arrests and recovered two stolen vehicles during a mission targeting thefts of large amounts of retail goods in the Hollywood and LLoyd districts. About two dozen retail theft missions have taken place since last March, mainly at locations in North Portland like the Cascade Station shopping mall, according to North Precinct Portland Police Commander Rob Simon. He said the missions can involve up to 15 officers and require the participation of retail staff to inform the police of thefts of large amounts of merchandise such as Nike sneakers, North Face jackets and crates of wine. The crackdowns come amid a new Oregon law which took effect in January that toughens the penalties for organized retail crime, such as allowing a judge to impose a two-year prison sentence for a person with prior convictions for retail theft. Portland Police Sergeant and public information officer Kevin Allen joins us to talk about the police’s response to these crimes.

Seven out of every 10 adults in the Oregon Department of Corrections have abused drugs or alcohol, and 1 out of 5 are classified as having severe mental health issues. People who are released from custody are 10 times more likely overdose on opioids than the general public. These are among the many challenges facing the new director of the Department of Corrections, Mike Reese, who took over the job late last year. Reese joins us to talk about his philosophy for managing the department.

Sgt. Aaron Schmautz is the President of the Portland Police Association (PPA). The PPA is an independent labor organization representing Portland police officers and other employees of the Portland Police Bureau. Sgt. Schmautz discusses his recent trip to Portugal with other Oregon leaders to learn about Portugal's decriminalization of drugs and how it compares to the decriminalization of drugs in Oregon. Sgt. A few months ago we were discussing the deaths of six women in the Portland area. One of those ddeaths was obviously not connected, but the others certainly shared a lot of similarities. However, the Portland Police department said that the deaths were not related. Well, that's until they walked their original statement back and admitted that the deaths were connected afterall but then they told us that they had a suspect in custody. However, that suspect has not been charged in any of the murders and if he isn't charged by June he will be walking free. So the question is, do the police already have their man or is the killer stil out there lurking in the dark?With questions still swirling, the families of the victims are now offering a reward for information. In a letter obtained by KGW sent to Portland Mayor Ted Wheeler earlier this month, Multnomah County District Attorney Mike Schmidt outlined his concerns with Portland's daytime ban on homeless camping.The ban itself has been somewhat of a never-ending saga, leaving Portlanders confused over how it would be enforced, which was the crux of Schmidt's letter. If a homeless person violated the ban three times, they could face fines or jail time. Though unable to talk with KGW on camera, Schmidt's letter stated that the ban required Portland Police officers to give his office the following documentation when someone violated it:Police report(s) documenting the date, time, location, and nature of the camping violation on each of the three dates.Copies of the two prior written warnings required by PCC 14A.50.025(A).If police are issuing a citation on the grounds that the subject is not “involuntarily homeless,” in addition to the items listed above, we also need an identified witness, with contact information, who can establish that shelter or other options for housing were accessible to the subject on each date in question.Support the show

Portland Police brings closure to a long-unsolved mystery involving the death of a newborn found at a recycling facility.    In a breakthrough announcement, Portland Police reported the resolution of a decade-old cold case involving the mysterious death of a newborn. On May 28, 2013, the infant, who was later named "Baby Precious," was discovered by workers at a recycling facility located at 4325 N. Commerce St. The child's demise had been ruled as a homicide by the Medical Examiner, but the identity of Baby Precious remained an enigma.    The infant was found full-term with her umbilical cord still attached. According to the initial press release from the police, the child was believed to be of African American or biracial descent.    The trail into Baby Precious' tragic end went cold for several years. However, hope was renewed in 2019 when the case was taken up by the Portland Police Cold Case Unit. Detective Brendan McGuire took charge and made an effort to uncover the mystery by sending DNA samples to a forensics laboratory. Despite their endeavors, the results did not yield any leads.    It was only in 2021 that McGuire stumbled upon a potential family connection. Interestingly, this connection had been made by a relative who had submitted their DNA anonymously.    Fast forward to 2023, a significant development brought clarity to the case. Detectives successfully identified Baby Precious' parents. The child was named Amara.    On Sept. 18, a Multnomah County grand jury indicted Alnath Omar Oliver, Amara's father. Oliver, 53, faces charges of two counts of second-degree manslaughter, two counts of first-degree criminal mistreatment, third-degree rape, and concealing the birth of an infant. Three days later, on Sept. 21, Oliver was arrested. As per jail records, his bail stands at $100,000.    The revelations regarding the circumstances surrounding Amara's birth and subsequent death are alarming. As reported by The Oregonian/Oregon Live, the third-degree rape charges against Oliver emerged from the fact that he had a sexual relationship with Amara's mother when she was just 15, while he was in his 40s. Oliver has been accused of not allowing Amara's mother to avail medical care during her pregnancy or provide the newborn with "adequate food, physical care, and medical attention" post-birth.    According to the reports, Amara's mother gave birth in Oliver's apartment. She was under the impression that Oliver had taken the baby to a hospital for her to be placed in state custody. Oliver, however, had a different account. He informed officials that baby Amara ceased breathing while he was on his way to the hospital. Consequently, he made the heart-wrenching decision to abandon her in a recycling bin.    The most tragic part of this narrative lies in the mother's belief. As per McGuire, the mother had remained under the impression that her child had been safely taken to a hospital. Learning about the true fate of her child was understandably devastating. "The news really sort of devastated this family," said McGuire.    This case's resolution serves as a testament to the relentless efforts of law enforcement officers and their commitment to delivering justice, no matter how long it takes. The city of Portland has had the dubious distinction of being the only city of its size where police officers do not wear body cameras. Last spring, the police union and the city came to an agreement to move forward with body-worn cameras. Now, 150 officers are wearing them in a 60-day pilot project that began this week. OPB’s Jonathan Levinson joins us with details.
