In this episode of the FreightWaves Morning Minute, we discuss how the 2026 AV bill a game changer for heavy trucking aims to replace a patchwork of state regulations with a unified federal framework for autonomous vehicles. The legislation would allow driverless, cab-less trucks to move from testing tracks to interstate commerce, marking a major shift for the industry. The new year has started on a rough note, as Layoffs, bankruptcies batter U.S. logistics and manufacturing at start of 2026 with over 2,200 workers losing their jobs in just the first few weeks. Rising operating costs and shrinking demand have forced widespread restructuring and Chapter 11 filings across the supply chain sector. Finally, we look at why Prolonged post office closures focus of House bill, forcing the USPS to create a transparent database for service suspensions. In this episode of the FreightWaves Morning Minute, the U.S. Department of Transportation has officially withheld $160 million in safety funding from California following a dispute over commercial driver's licenses. The state missed a critical deadline to revoke thousands of licenses issued to foreign drivers, a situation federal officials describe as a systemic collapse of safety protocols. Shifting to the rails, the Surface Transportation Board has introduced a proposal designed to give captive shippers access to competing lines through reciprocal switching. By removing the requirement to prove anti-competitive conduct, this regulatory change aims to foster competition and offer more options to businesses served by a single railroad. Additionally, a new quarterly report from U.S. Bank and DAT warns that a shrinking carrier pool could cause shipping costs to spike rapidly if demand rebounds. The episode wraps up with a preview of today's FreightWaves TV lineup, featuring discussions on trucker wages, the Logistics Manager Index, and the outlook for manufacturing in 2025. The enforcement, which began on Wednesday, July 1st, 2025, is already causing significant operational changes for the trucking industry and leading to an increase in rates on northbound trucking lanes. The episode also covers the dramatic decline in trans-Pacific container rates from the Far East to the U.S. West Coast, with market average spot rates plummeting 39% since June 1st to $3,317 per forty-foot equivalent unit. While rates to the U.S. East Coast also declined by 9% since June 1st, they still stand at $5,990 per FEU, maintaining a significant $2,673 spread between the coasts, the highest in 10 months. This episode of FreightWaves Morning Minute covers the ongoing debate in Congress regarding rail safety technology, with a House subcommittee hearing highlighting the partisan divide over its implementation. Republicans advocate for technological innovation and modernization of regulations, while Democrats emphasize that advancements should not compromise worker safety. Much of the discussion centered on automated track inspection and the extent to which railroads should be allowed to reduce traditional visual inspections.  FedEx has permanently retired 12 freighter aircraft and incurred a $21 million impairment charge in the fourth quarter as part of its effort to streamline its air network and modernize its fleet. The removed aircraft include seven Airbus A300-600s, three MD-11 tri-engine freighters, and two Boeing 757-200s, in addition to 22 Boeing 757 cargo jets decommissioned in the fourth quarter of 2024. FedEx plans to reduce aircraft investment to $1 billion in the current fiscal year and maintain that level for several years.  A recent surge in layoffs impacted the food production, distribution, and retail sectors across the U.S., with over 1,500 job cuts announced since the beginning of May. Notable companies affected include United Natural Foods Inc. (UNFI), which is closing a distribution center and eliminating 716 jobs, and Albertsons, which has laid off 275 corporate employees in Phoenix. Additionally, Amazon Fresh closed a grocery store in Seattle, leading to 125 job cuts. Learn more about your ad choices. Visit megaphone.fm/adchoices

Tune into this episode of the FreightWaves Morning Minute for crucial updates impacting the freight industry, including the recent doubling of tariffs on imported steel and aluminum. These duties now stand at 50%, effective Wednesday, aiming to bolster domestic metals manufacturing and shield American steel worker jobs. This move has prompted Canada to negotiate for tariff removal, while Mexico has denounced the hike as a violation of the United States-Mexico-Canada Agreement (USMCA). We also delve into the latest from LTL carrier XPO, which reported a modest 5.7% year-over-year decline in tonnage for May. This decline aligns with previous guidance and typical seasonality, as the industry continues to await an uptick in demand. The company's monthly declines show an improvement compared to the first quarter.  Additionally, the episode covers Descartes' significant announcement of a 7% workforce reduction, impacting approximately 200 jobs. This action is an expansion of an earlier restructuring plan, designed to manage the uncertainties facing the freight industry due to changing trade policies and volatile economic forecasts. Despite these challenges, Descartes reported a 12% year-over-year increase in revenue, although it fell short of wider market estimates for earnings per share.  Finally, we highlight upcoming FreightWaves TV events, including episodes of Freightonomics and The Long Haul. Mark your calendars for the Enterprise Fleet Summit on July 23rd and the Supply Chain AI Symposium on July 30th in Washington D.C., and be sure to register at live.freightwaves.com.
