“Ernie & Joe; Crisis Cops” is a multiple Award winning HBO documentary that follows two San Antonio police officers and their work to help persons experiencing a mental health crisis. It is estimated that 20-30% of a patrol officers' call load involves some sort of mental health crisis. Ernie Stevens joins us to share his journey from a “regular” cop to one of our nation's leading advocates for crisis intervention training for law enforcement officers. His book “Mental Health and De-escalation: A Guide for Law Enforcement Professionals" has reached #1 on Amazon. Ernie was initially not excited about the training. His entire attitude changed when a community member shared her story. Her adult son had schizophrenia and she feared calling the police because the police may shoot and kill her son during one of his violent episodes. Her next statement really changed Ernie's life. “But if you do show up and shoot and kill my son, it's okay. Because you have a family to go home to and I want you to be safe. You will never understand what it is like for me to live inside my son's illness.” Ernie immediately became an advocate for establishing a formal Mental Health Unit. It took five years from the time he took the training before his Chief agreed assign two officers. When Ernie retired, the unit was up to 20 officers and more than 100,000 persons had been diverted. In 12 years with the unit, Ernie never once had to use force. Ernie says that an internal mental health unit doesn't only save lives on the streets. Establishing a better mental health understanding throughout departments can also reduce officer suicide rates. Joe Smarro, Ernie's partner in Crisis Cops is a Marine Veteran and also experience childhood trauma himself. TAKEAWAY: “Psychological trauma is a real issue for military and first responders. She has worked for the Oneida Nation for the past 31 years. For 30 of those years, she worked within the Oneida Grants Office, writing and obtaining Federal, State, and private external funding for the Nation. She was promoted to the Grants Office Director position in 1993 and currently holds that job title today (28 years). She oversees the operations of the Oneida Nation's Grants Office in the development of grant applications, including grant compliance for the pursuit of external funding for all programs within the tribe. Cheryl also carries the responsibilities as Executive Manager of the Oneida Youth Leadership Institute, a tribal mechanism for fundraising utilizing the tribe's 7871 tax-exempt status. The purpose of Oneida Youth Leadership Institute is to operate and support programs and activities which promote leadership qualities in Oneida youth. Cheryl graduated High School from the Institute for American Indian Arts in 1977. She further earned a Certification of Accounting from Haskell Junior College in 1983 and a Bachelor's in Business Economics from Mt. Senario College in 1991. She is married to Ernie Stevens, Jr. Chairman of the National Indian Gaming Association. Together they have 5 children and 17 grandchildren! She was a 3-sport Collegiate athlete, High School volleyball and basketball Coach, volunteer Badger State Games Coach, and a volunteer Pom Pon Coach to a group of 50 young girls. She continues to be an avid volleyball player, and her and her family are active volunteers in their Oneida Nation community.
In almost three decades of law enforcement, Ernie Stevens served in various roles throughout his police career, including the DWI task force, Tactical Response Unit (TRU), Street Crimes Assistance Team (SCAT) and Field Training Officer but perhaps his most important role was to develop the San Antonio Police Department Mental Health Unit in 2008; a concept which was so effective and successful that HBO created an Emmy award winning documentary (Ernie and Joe: Crisis Cops) about the work he and his partner did. This was an important and inspirational conversation but I will let you know that parts of our chat might be confronting for some.
Ernie Stevens retired this year from almost 30 years in the San Antonio Police Department. The latter of which years his role within the specialised mental health unit (an area and direction of policing which Ernie himself pursued and established) lead to a multi award winning documentary, in which he also starred. Just quietly this is my favourite law enforcement chats to date! Ernie shares how this forward-thinking method of law enforcement evolved and how not just Ernie but also the civilian community and policing community somewhat began to evolve as a result. I feel like (not like I would actually know) but I feel like it's unlikely that we often take an approach that explores the mental health and likely trauma behind the behaviours that land on the police door step.. Ernest and his team took a brave and beautifully empathetic approach to stepping one foot out of their lane and joining forces mental health professionals and paramedics to introduce a new approach to being of service to the community. Ernie Stevens joins us for a conversation about mental health and law enforcement. Ernie was instrumental in changing the way the San Antonio Police Department handled calls dealing with citizens who have mental health issues. BIO Ernie Stevens started his law enforcement career in 1992 when he joined the Terrell Hills Police Department; he then transitioned to the San Antonio Police Department (SAPD) in 1994. Ernie has been assigned to a wide variety of units throughout his 28 year career, helping him gain a deeper understanding of the unique struggles police encounter on a daily basis. He has served with the Patrol, DWI, Tactical Response, and Field Training units, and he's currently assigned to the Mental Health Unit where he has been for 12 years. Ernie was one of the founding members of SAPD's Mental Health Unit where he pioneers innovative training to provide law enforcement with a deeper understanding of citizens living with mental health diagnosis and the real-world skills necessary to assist them. Ernie is an advanced instructor and has been certified by the FBI in hostage negotiation. He has served on the board of Directors of The National Alliance On Mental Illness. He holds a bachelor's degree in criminal justice and is currently enrolled in Graduate school. In 2019 Ernie was featuring in the EMMY®-Award Winning HBO Documentary, Ernie and Joe: Crisis Cops. He's also appeared on a number of television programs including: NBC's A Different Kind of Force and ABC's Nightline. Ernie is dedicated to continue the effort to find better ways for law enforcement and the community to connect with each other.
