Mahalli idarelerde görev yapan memurlara ve diğer personele yapılan bazı ödemeler diğer kamu kurumlarında görev yapan memurlara yapılmamaktadır. Bu ödemeler tutar olarak önemli meblağlara tekabül etmektedir. Bu bağlamda mahalli idarelerde görev yapan memurlara ikramiye ödemesi yapılması hem Belediye Kanunu'nda, hem Büyükşehir Belediye Kanunu'nda hem de İl Özel İdaresi Kanunu'nda düzenlenmiştir. Her üç kanunda da farklı tutarlarda da olsa benzer düzenlemelere yer verildiğini görüyoruz. Ayrıca, mahalli idare personeline sosyal denge tazminatı ödemesi de yapılmaktadır. Yine büyükşehir belediyelerinin bulunduğu illerde il özel idaresi kaldırılmasına rağmen kanunda hala bu ifadeleri görüyoruz. Aşağıda bu konuları detaylarıyla 2024 yılı Ocak ayı maaş verilerine göre açıklamaya çalışacak ve bazı önerilerde bulunacağız. I BELEDIYE PERSONELINE YILDA IKI DEFA 19.021,77 TL ÖDENMEKTEDIR Belediye Kanunu'nun 49'uncu maddesine göre, belediyelerdeki toplam memur sayısının yüzde onunu geçmemek kaydıyla belediyede çalışan memurlara yılda iki defa ikramiye ödenebilmektedir. Bu ödemelerden gelir vergisi ve damga vergisi kesintisi yapılmaktadır. Bu konuyla ilgili olarak 5393 sayılı Belediye Kanunu'nun norm kadro ve personel istihdamı başlıklı 49'uncu maddesinde; “....Sözleşmeli ve işçi statüsünde çalışanlar hariç belediye memurlarına, başarı durumlarına göre toplam memur sayısının yüzde onunu ve devlet memurlarına uygulanan aylık katsayının (25.000) gösterge rakamı ile çarpımı sonucu bulunacak miktarı geçmemek üzere, hastalık ve yıllık izinleri dâhil olmak üzere, çalıştıkları sürelerle orantılı olarak encümen kararıyla yılda en fazla iki kez ikramiye ödenebilir” hükmüne yer verilmiştir. Bu hüküm çerçevesinde belediye memurlarından başarılı olanlara encümen kararıyla yılda en fazla iki defayı geçmemek üzere her defasında 25.000 x 0,760871 = 19.021,77 TL tutarında ikramiye ödenmektedir. Maaş katsayısındaki artışlara göre ikramiye tutarı da artmaktadır. I BÜYÜKŞEHIR BELEDIYESI PERSONELINE YILDA IKI DEFA 27.391,35 TL ÖDENMEKTEDIR 5216 sayılı Kanun'un 22'nci maddesine göre, büyükşehir belediyelerinde çalışan başarılı memurlara her defasında 27.391,35 TL tutarında olmak üzere en fazla iki defa ikramiye ödenmektedir. 5216 sayılı Kanun'un personel istihdamı başlıklı 22'nci maddesinde; “.....Sözleşmeli ve işçi statüsünde çalışanlar hariç belediye memurlarına, başarı durumlarına göre toplam memur sayısının %15'ine ve devlet memurlarına uygulanan aylık katsayının (36.000) gösterge rakamı ile çarpımı sonucu bulunacak miktarı geçmemek üzere hastalık ve yıllık izinleri dahil olmak üzere, çalıştıkları sürelerle orantılı olarak encümen kararıyla yılda en fazla iki kez ikramiye ödenebilir” hükmüne yer verilmiştir. Bu hüküm çerçevesinde büyükşehir belediyelerinde çalışan memurlardan başarılı olanlara encümen kararıyla yılda en fazla iki defayı geçmemek üzere her defasında 36.000 x 0,760871 = 27.391,35 TL tutarında ikramiye ödenebilmektedir.

Zig At The Gig with Eliy Orcko Part 3 Former skate punk Eliy Orcko was born in a small town west of Cleveland, OH. His family relocated to South Florida where he spent a majority of his formative years. His first outlet in music started out in the punk scene in South Florida that quickly pushed him into the hardcore & post hardcore genre as he developed. Eliy constantly expresses he had no interest of being anything until recently, finding much of himself in his current years rapping after a long time of “bumming” around the west coast and coming back to Ohio to collect himself. Eliy's music is a mixture of Hiphop, Soul, Jazz, Indie, Punk, and Folk pulling from influences like Mos Def to Bon Iver, Jeff Rosenstock, Kid Cudi, The Ink Spots, Kanye West and BloodStone. Allot of vocal melodies shine in Eliy's music that gives him a different sound than most artist in the “Hiphop” genre, really giving him a sound of his own to hone in on while still using the classic boom bap format. Eliy is a very versatile artist with allot of content, and creativity willing to explore new sounds & mediums to grow and develop as an over all artist. Eşi Ercmend Bânû'ya olan sevgisiyle ünlüydü. “Mümtâz-Mahall” diye anılan bu hanım yaşadığı müddetçe Şâh-ı Cihân, başka bir kadınla ilgilenmemişti. 14. çocuğu olan Gevher-Ârâ Beğim'i doğururken öldü. Şâh-ı Cihân, sonsuz derecede kederlendi. Bu kederden, birçok mimarî tarihçisinin dünyanın en güzel mimarî eseri olduğunu söyledikleri Tâc-Mahall doğdu. Eşini kaybedince bütün saçları ağracak derecede üzülen Şâh-ı Cihân, Ercmend Bânû'nun adını ölümsüz kılmak için, büyük bir kabir yaptırmaya karar verdi. Bütün dünyadan mimarlar ve sanatkarlar çağırıldı. Şâh-ı Cihân, İstanbul'dan gelen ve Mimar Sinan'ın talebesi olan Mehmed Îsâ Efendi'nin projesini beğendi. Bu suretle inşası 22 yıl devam edecek olan dünyanın en zarif anıtına başlanıldı. Tâc-Mahall'e ve etrafındaki ilâve anıtlara 1984 paramızla yaklaşık 675 milyar TL harcanmıştır. Bu miktar, Tâc-Mahall'den yüz yıl kadar önce Kanunî Sultan Süleymân'ın İstanbul'da yaptığı Süleymâniye külliyesine harcanan paranın iki misli kadardır. Tâc-Mahall'in inşaatında yalnız beyaz mermer kullanılmıştır. Âbidenin bahçesine, başlı başına bir şaheser olan büyük bir cümle kapısından girilmektedir. Tâ uzaktan Tâc-Mahall'i gören bahçesinin cümle kapısından âbideye yaklaşmaya başlayan bir ziyaretçi, her adımda yeni bir güzelliği farketmekte ve heyecandan heyecana düşmektedir. The coronavirus pandemic has dealt a devastating blow to the region’s live music scene. Most independent venues have been closed for nearly six months, with no re-opening date in sight. After two years in business, Stella’s Music Club in Cleveland shut its doors for good Aug. 20, making it the first major music venue in the city to close during the pandemic. Thursday’s Lounge , an Akron staple for alternative and dance music for 40 years, will officially close Aug. 29. Both venues cited challenges related to the COVID-19 outbreak as major reasons for their closures. Mahall’s in Lakewood has launched a “Keep The Lights On” crowdfunding effort. But there are some venues that are trying to reinvent themselves to keep their doors open.
