Arbetsmarknadsministern om åtgärder mot den höga arbetslösheten, och om Liberalernas framtid. Lyssna på alla avsnitt i Sveriges Radio Play. Arbetslösheten i Sverige ligger på 8,7 procent, vilket motsvarar en halv miljon människor, visar SCB:s statistik för det tredje kvartalet. Sverige har för närvarande den tredje högsta arbetslösheten i EU, och runt 150 000 personer har varit inskrivna på Arbetsförmedlingen i mer än tolv månader. Arbetsmarknadsminister Johan Britz (L) tycker att arbetslösheten är för hög. ”Den stora utmaningen handlar om att många av de som är arbetslösa står väldigt långt från arbetsmarknaden”, säger Johan Britz.Det handlar bland annat om personer som saknar gymnasieutbildning, är födda utanför Europa, arbetslösa över 55 år och personer med en funktionsnedsättning som innebär nedsatt arbetsförmåga.Varför har ni inte lyckats bryta arbetslösheten?”Vi har ett strukturellt problem, men till det kommer också ett konjunkturellt problem”, säger Johan Britz (L). Hur många av de som är arbetslösa kan få jobb tror du?”Min utgångspunkt är att alla som kan jobba ska jobba, och att vi aldrig får ge upp om människor. Samtidigt är jag förstås inte naiv. Det finns människor som står väldigt långt ifrån arbetsmarknaden. Vi har räknat fram att det är ungefär ett helt Karlstad av utrikes födda, som saknar utbildning, som idag är arbetslösa. Och det är klart att insatser för dem är av en annan art än insatser för personer som har en utbildning, är födda i Sverige, och har blivit arbetslösa på grund av lågkonjunkturen. Men för mig är det viktigt att vi aldrig ger upp om människor”, säger Johan Britz (L).Han fortsätter:”Alla som i dag är arbetslösa ska ha insatser och hjälp så att de kommer närmare arbetsmarknaden. Eller olika typer av aktiviteter som gör att de inte fastnar i passivitet och bidragsberoende”, säger Johan Britz (L).Regeringens politik för att komma åt arbetslösheten handlar bland annat om utbildning, för att människor ska få den kompetens som efterfrågas, samt att det ska löna sig mer att arbeta än att gå på bidrag. Finanspolitiska rådet har granskat regeringens politik på området. De anser att ”Bristande ekonomiska incitament kan ha varit ett problem för några decennier sedan när det ekonomiska utbytet av arbete var väsentligt lägre än idag. Det framstår dock inte som någon huvudförklaring under nuvarande förhållanden”.Har de fel, Finanspolitiska rådet?”Om det lönar sig bättre att leva på bidrag än att arbeta, då kommer fler att leva på bidrag. Det är en väldigt enkel matematik. Det tror jag även Finanspolitiska rådet håller med om”, säger Johan Britz (L).”Vi behöver göra många olika saker. Att göra det mer lönsamt att arbeta, det är en pusselbit (...) Men den viktigaste pusselbiten på sikt, det är utbildning, gärna korta yrkesutbildningar och språkutbildning”, fortsätter han. Liberalernas framtidLiberalernas stöd i opinionen är rekordlågt på 2 procent, enligt Indikator opinions senaste mätning. Inför partiets landsmöte i november har partistyrelsens enats om att Liberalerna vill ha ett nytt Tidösamarbete och Ulf Kristersson som statsminister. Partistyrelsen har också slagit fast att de kommer fälla alla regeringar som Sverigedemokraterna ingår i. ”Skulle vi säga att vi tycker att SD kan sitta i en regering så är vi väldigt oroliga för att de personer som behöver komma till Tidöpartierna, det är ungefär 150 000 väljare, att de kommer skrämmas bort”, säger Johan Britz, som svar på frågan vad som är problemet med att låta SD ingå i en regering. Partiets analys är att exempelvis liberalt sinnade storstadsväljare accepterar Tidö-samarbetet i dess nuvarande form, men inte Sverigedemokratiska ministrar. Samtidigt kräver Sverigedemokraterna ministerplatser för att fortsätta Tidösamarbetet. Johan Britz medger att Liberalernas och Sverigedemokraternas linjer inte går ihop. ”Det är en korrekt beskrivning att de här två linjerna är oförenliga”, säger han. ”Vi tror att det bästa sättet att hålla Socialdemokraterna borta från makten är att vi inte har SD-politiker i regeringen och i Rosenbad. Det skulle innebära att många väljare blir tveksamma till att rösta på något av Tidöpartierna”, säger Johan Britz (L). Det verkar inte som att de andra Tidöpartierna riktigt tror på vad ni säger. Ulf Kristersson sa att man får ta det med en ganska stor nypa salt. Jimmie Åkesson säger i princip att Liberalerna kommer att få ändra sig. Har Ulf Kristersson rätt, ska man ta det här beskedet med en ganska stor nypa salt? ”Nej, det tycker jag inte man ska göra. Men däremot ska man vara på det klara med att Liberalerna vill ha en borgerlig regering. Vi vill ha ett fortsatt Tidösamarbete och vi kommer arbeta för det. Men vi kommer också säga nej till SD-ministrar i regeringen”, säger Johan Britz (L).
