This series of Voices of Student Success focuses on adult learners in higher education, the various challenges they face and successful support mechanisms to aid their retention and completion. An estimated one in five college students has dependents, and research shows that parenting students are more likely to experience basic needs insecurity in their pursuit of a degree. A 2024 survey by Trellis Strategies found that 6 percent of student parents self-identified as unhoused and 17 percent indicated some level of housing insecurity since they started college, or during the 12 months leading up to the survey. A recent brief from New America and Princeton Eviction Lab tied the threat of eviction to negative student outcomes; student parents who face eviction are 23 percent less likely to complete a bachelor's degree compared to their housing secure peers, and more likely to have lower quality of life, including higher mortality rates and lower earnings years later. In the most recent episode of Voices of Student Success, Edward Conroy, senior policy manager at New America, and Nick Graetz, assistant professor at the University of Minnesota, discuss their research and how universities can better support parenting students experiencing housing insecurity. This week's SGV Connect reconnects with the Reclaimers (full coverage), the group of formerly homeless people that moved into Caltrans-owned houses at the start of the pandemic without the agency's permission. Over the past five years, the Reclaimers have been on a legal odyssey that's involved not just Caltrans and the three cities where the transportation agency owned houses in the right of way for a now cancelled freeway extension, but also the California Highway Patrol, and even the Governor's Office. This interview focuses mostly on the story of Benito Flores, a 76-year old handyman still residing at a Caltrans owned home in El Sereno. Flores has resisted eviction, and plans to stay in the house until he is forcibly removed. When the Sheriffs eventually arrive to remove him, he plans on escaping to a treehouse he has built on the property. He hopes his action continues to draw attention to how the housing system continues to work against people of lesser means and promotes a rent strike he hopes will materialize in December of 2026. Flores claims that the Housing Authority for the City of Los Angeles has lied about him in court filings when they stated that he refused permanent supportive housing. At Flores' request, we asked HACLA to comment on this. Their full comment is below, right before the audio from the podcast. Statement from HACLA: For the past five years, The Housing Authority of the City of Los Angeles (HACLA) has managed the El Sereno Temporary Housing Program under a lease with Caltrans, providing essential resources including utilities, case management, housing navigation placement support and financial subsidies to over 44 households and close to 150 individuals, including Mr. Benito Flores. This program has helped over 90% of our families find permanent housing, with more placements underway. We understand that for Mr. Flores, this is not just about a house but a home, which is why he has been provided with the fullest array of services and housing search assistance including referrals to multiple permanent affordable housing sites as well as access to an emergency housing voucher, which unfortunately, he refused. HACLA offered several housing referrals, including some deeply affordable options, including senior housing and permanent supportive housing. During the pandemic, HACLA offered Mr. Flores an emergency housing voucher which could be used in the private market to expand his housing options. Additionally, People Assisting the Homeless (PATH) attempted to complete applications on Mr. Flores' behalf so he could be prioritized in the Coordinated Entry System for placement into permanent supportive housing. Regarding documentation, it is our general policy not to release private information about our program participants and we have confirmed with PATH that we cannot release any of Mr. Flores' case notes. In the last two weeks of the Oregon legislative session, which ended late Friday night, housing advocates including the Community Alliance of Tenants, the Oregon Housing Alliance and the Urban League of Portland sounded the alarm and protested in Salem over funding cuts. They said the programs for emergency rent assistance and programs to prevent eviction must remain funded to prevent thousands of individuals and families with children from being evicted and becoming homeless. Lisa Bates is a professor of Black Studies at Portland State University and helps run a research program studying evictions across Oregon. We talk with Bates about the lack of legislative funding for homelessness and housing programs and what’s needed in her view to address the ongoing homeless and housing crisis.

Political analysts are thinking a lot these days about the rule of law: where it comes from, what sustains it, how it can break down. Those are hard enough questions in themselves. And, yet — they simplify away an important complexity. They assume that there is only one law that rules. As our guest today, Dr. Egor Lazarev – assistant professor of political science at Yale – points out to us, in many parts of the world, the question is not just whether the law will rule – it's also which of many legal orders will prevail. In his recent book State-Building as Lawfare: Custom, Sharia, and State Law in Postwar Chechnya, Egor studies a setting in which different legal systems have evolved over time and coexist side by side – with matters like marriage, divorce, and murder sometimes being adjudicated by state judges, sometimes by religious courts, and sometimes under customary rules.Egor first gives us a helpful primer on the Chechnyan civil wars and their central role in the making of Putin's Russia. We then talk with him about how customary law, Sharia law, and state law operate alongside each other in Chechnya and how those seeking the protection of the law decide which legal order to turn to. As Egor explains, Chechnya is far from unique in displaying what he calls “legal pluralism.” Scholars estimate, for instance, that over 60 countries formally recognize some form of customary or traditional law alongside state law.For the most part, this is a conversation about two things. First, we might expect that government actors would do all they can to suppress competing legal systems and ensure the primacy of state law. Why, then, do we sometimes see state leaders doing exactly the opposite? Egor tells us about the strategic conditions under which government officials will choose to intentionally strengthen customary or religious law relative to state law – and why a strategy that looks like it would diminish the power of state actors can actually enhance their legitimacy and authority.This is also a conversation about gender and the law. In his book, Egor argues that the core social divide at the center of legal pluralism is a gender cleavage. Many struggles over social control often revolve around the regulation of female sexuality, around marriage and divorce, property inheritance, and honor and shame – and the different legal orders handle these issues very differently. We talk with Egor about the gendered impacts of state, customary, and Sharia law and about why Chechen women – particularly in the wake of two brutal, socially disruptive civil wars – have been turning to the state judiciary far more than Chechen men.We hope you enjoy this conversation.
