Today we speak with the Honourable Ahmed Hussen, Member of Parliament for York South-Weston, and Minister of Housing and Diversity and Inclusion. Minister Hussen speaks about the national housing strategy, how racial gaps affect economic gaps, and how the housing market remains affected by immigration. Minister Hussen explains to host Pamela Ritchie that while 68% of Canadians own a home, housing still needs to be built for everyone, including those experiencing homelessness. Canada's National Housing Strategy, launched in 2017, aims to get people off the street and into permanent housing. He also cites programs like the first-time homebuyer incentive and tax-free savings account, as additional ways home ownership can be supported. Disparities in homeownership, Minister Hussen says, are even more pronounced among Indigenous and black Canadians. He describes some of the steps being taken to address the gap, which includes the recent allocation of $4 billion to invest in housing on reserves through the Urban, Rural and Northern Indigenous Housing Strategy. Speaking about how the housing market is affected by immigration, Minister Hussen says that Canada is at an advantage because of a strong immigration system that remains effective in attracting skilled workers for housing construction. Canada's inflation dropped more than expected this month and came down to 5.2% from 5.9% the previous month. This was the first year-over-year drop as inflation registered at 5.7% last February. The 0.7% drop was the largest since April 2020. However, year-over-year base effects still make this an almost 11% growth over the last year. For example, groceries still lead the pack in growth, up 10.6% year-over-year, driven by supply chain issues and bad weather. The energy sector was a significant contributor to the drop in inflation but what was very significant about this print was that mortgage interest costs are showing up as an ugly component of the CPI basket, and that metric is surging. 0.7% of the 5.2% is from this! Meaning the Fed is creating the very same inflation they're trying to fight. March of 2022 inflation was at 6.7%, so base effects should see next month's inflation print continue to drop at a similar pace to last month's, placing it around the mid to high -4s should the trend continue.This trend will impact mortgage rates eventually. The 5-year Canadian bond is now sitting at 2.79% and trending lower since bonds corrected downwards. If 5-year Canadian bonds stay low, mortgage rates in Canada are likely to follow suite as well. This is because mortgage rates are influenced by long-term interest rates, and 5-year bonds are one of the benchmarks for long-term rates in Canada. The last time bond rates were at 2.8% was back in 2010 when fixed mortgage rates were 5.4% and variable rates were 2.2%. While mortgage rates don't always move in lockstep with the central banks, expect to see variable and fixed rates continue to fall if we continue in this direction.Did you hear population grew by over 1 million people last year in Canada? This is certainly an interesting development for Canada, as a population growth of over 1 million in a single year is very significant. It's worth noting that Canada has long been a destination for immigrants, and it seems that international migration is the primary driver behind this recent population growth. It will be interesting to see how this trend continues in the coming years and what impact it has on various aspects of Canadian society, such as the economy, healthcare, and infrastructure. This marks the first 12-month period in Canada's history where population grew by over 1 million people, and the highest annual population growth rate (+2.7%) on record since that seen for 1957 (+3.3%). The previous record population growth rate in 1957 was related to the high number of births during the post-war baby boom and the high number immigration of refugees following the Hungarian Revolution of 1956 - however this did not break the 1 million mark. The reason behind Canada's record-high population growth is definitely different, since international migration accounted for nearly all growth recorded in 2022 (96%).How will the government deal with this? According to CMHC Canada needs to build 3.5M additional homes (over and above current projections) by 2030 in order for housing to be affordable again  (500k per year!)  Our government's solution is the Housing Accelerator Fund. According to the National Housing Strategy this will be implemented in June 2023. If we don't, we will see productivity and generational fairness challenges only further exacerbated.Now, we have a mayoral election ahead of us, and an opportunity for greater ambition here in Toronto. At the provincial and federal levels, we have upcoming budgets, and an opportunity to revisit and reinvest in our National Housing Strategy, for example.But as I think about Liberal and progressive politics more broadly, we have to send a strong message that we are ready to build and especially to build housing and transit. There is no reason for us to cede that ground to anyone else.

The 2022 Federal Budget says that 44% of its investments are gender neutral, 42% benefit men more than women, and just 14% benefit women more than men. What this all means can be a bit confusing. Why should we look at the budget with a critical lens, and can it really move the needle on gender justice? Ann Decter, Senior Director of Community Initiatives and Policy at the Canadian Women's Foundation, provides helpful explanations, starting with the basics: what, why, and how. In her work at the Foundation, Ann focuses on a transformative intersectional response to the gendered economic impacts of the pandemic as well as on advancing social enterprise in the women's sector. Ann joined the Foundation in 2018 after a decade as Director of Policy and Advocacy at YWCA Canada, where she founded a women's housing advocacy campaign that led to the commitment of 25% of Canada's National Housing Strategy to programs and services for women and girls. Julia shares her insights three months into her role as President and CEO of Habitat for Humanity Canada.  She shares her thoughts about priorities for the organization and how they make a bigger impact particularly given COVID-19 and the impact it has had on them, as a retail organization, construction organization,  community developer, while counting on volunteer engagement, corporate and government support - all facets that are affected by the crisis. Yet she thinks it's time to be collaborating and making a bold contribution towards the National Housing Strategy; and not just addressing housing issues but also issues such as climate change, in how they build those homes and create an example from Canada for the rest of the Habitat world, and perhaps others, to learn from. In this episode we discuss how Habitat for Humanity Canada’s mission fits into the federal government’s National Housing Strategy – and how Habitat’s model of affordable homeownership solves critical housing needs in communities across Canada. It all begins with the premise that decent and affordable housing is a basic human right.  We’re joined by Mark Rodgers, President and CEO of Habitat for Humanity Canada, and the Honourable Jean-Yves Duclos, Canada’s Minister of Families, Children and Social Development. Minister Duclos’ portfolio oversees the Canada Mortgage and Housing Corporation and Canada’s National Housing Strategy. Canada's federal government launched the first National Housing Strategy in November of 2017. It's a comprehensive $40 billion plan intended to fuel the economy, strengthen the middle class and create inclusive, sustainable homes and communities across the country. Mark Rodgers welcomes this ambitious initiative. "Communities are only as secure and stable as the housing in that community," he says. "I believe very strongly that, apart from food and water, that housing is the most basic human need that we have." Minister Duclos says Habitat for Humanity Canada has demonstrated real leadership and vision "to show how individual dignity and safety is complimentary of social and economic development at the community level." Research conducted by the Boston Consulting Group for Habitat for Humanity Canada reviewed the impact of Habitat’s model both on Habitat homeowners and the community. The study showed that for every family empowered by homeownership through Habitat, there are $175,000 in social benefits back to the community. These benefits come in the form of reduced reliance on social housing and food banks, better educational and employment outcomes and improved health. In Canada, Habitat’s affordable homeownership program has created a social return on investment of over $590 million since 1985. Mark Rodgers says Habitat is preparing to extend its successful model to address the critical housing needs of Canadian veterans and in Indigenous communities.
