"The Committee on Oversight and Accountability is continuing its investigation into the activities of the office of the Special Presidential Envoy for Climate (SPEC). But skeptics online are questioning whether a tiny home priced at over $140,000 is a fair deal.   Elm Trails is the first tiny-home community built by Lennar, a home construction company based in Florida. Rhonda Ober, a Lennar representative, told Business Insider that construction started eight months ago and is expected to be completed within a year. Around half of the 96 homes in the community have already sold, Ober said. The success may come as a surprise given that local coverage of the project in the past few months has highlighted a debate over whether the price tags are too steep. The controversy resurfaced on Tuesday after a Texas-based entertainment TikTok account shared a satirical real-estate tour of an Elm Trails property priced at upwards of $140,000.

New campaign to get radio broadcasters to pay more royalties to Australian musicians | Music News

The music industry has launched a campaign, including a petition, calling for radio companies to pay more royalties to artists. The new campaign, spearheaded by PPCA, is called Radio Fair Play. An accompanying petition calls on the House of Representatives to remove the broadcast radio caps on sound recordings from the Copyright Act, to ensure artists and rightsholders are paid fairly for the use of their music. The current cap limits the amount Australian radio broadcasters are required to pay artists and labels to no more than 1% of the station's gross annual revenue. “Radio has built a successful business playing music, yet artists and rightsholders are not being paid a fair market rate when their music is played on the radio,” the petition says. “Artificial caps, set in the Copyright Act over 50 years ago, limit how much radio stations pay to play their music (specifically sound recordings). There are no caps in any other form of copyright, and numerous reviews have recommended the removal of these limits. “The radio caps are unfair and uncompetitive. The caps should be removed allowing the market to determine an appropriate rate so artists and rightsholders are paid fairly for their music.” Data from PPCA indicates commercial radio paid approximately $4.4 million a year for all music sound recordings used in the 2022 financial year, and that the ABC pays approximately $136,000 per year for all sound recordings used across its radio networks. Despite the cap being 1%, PPCA said commercial radio broadcasters currently pay an all-industry fee of 0.4% of gross industry revenue to PPCA. Globally, the industry body said, rates are around 1.5% to 4%. It also cited numerous reviews which had endorsed the removal of the cap. In addition, in 2006, then Attorney General Phillip Ruddock announced the caps would be removed, but this never eventuated. The PPCA has recruited former Commercial Radio and Audio (CRA) CEO, Joan Warner, to consult on the initiative. TMN understands the PPCA and Warner are currently securing meetings with the Attorney General and relevant ministers, and looking to launch the campaign properly in June with prominent artists. In addition, it has launched proceedings in the Copyright Tribunal of Australia, where it will seek a determination on the appropriate and fair amount for royalty payments. Unless the existing 1% cap is removed from the legislation, however, the Tribunal will not be able to grant more than 1%, even if it determines a higher percentage would be a “fair fee”. A number of Australian live music organisations have called on the Federal Government to implement a government-backed insurance scheme that will help out with compensation for events that have been forced to cancel because of COVID-19. On Friday, 6th August, Live Music Australia, ARIA, APRA AMCOS, PPCA, the Australian Festival Association, and Live Entertainment Industry Forum all released a joint statement to the Federal Government In the statement, the groups are calling for a “UK-style insurance scheme”, to provide “certainty for the Australian live music and entertainment sector.” “The Australian live music and entertainment sector has long argued that a government-backed insurance scheme is the missing piece of the puzzle necessary to allow the sector to rebuild, maintain employment and rapidly restore the critical economic and cultural contribution to the nation.” “The industry calls on all levels of government to come together and establish a partnership approach with industry, delivering a government-backed insurance scheme.” “It will ensure that Australia continues to foster global best practice in incentives and schemes for our world leading live music and entertainment industry.” For context, the scheme in the UK – dubbed the Live Events Reinsurance Scheme – has been created in partnership with the UK government, and Lloyd's of London insurers. Through this partnership, the government have been able to “guarantee policies issued by commercial insurers to live events that are open to the general public.” This includes festivals, and business events. $75m COVID Arts Package | Music News

Alas, some good news! The Berejiklian government has announced a lifeline for live music and arts organisations punished by snap lockdowns. On Wednesday morning (July 14), New South Wales officials unveiled a $75 million stimulus package for the ailing live and performing arts industries, targeting small-medium businesses and workers “impacted by the cancellation of shows due to current COVID-19 restrictions,” a statement reads. The financial support will be delivered in two phases – immediately and later, to help organisations reschedule dates — and is meant to help venues and the performing arts to “continue paying staff and performers, and provide support for loss of box office income where shows have been affected by Public Health Orders.” Create NSW will administer the funds. Select not-for-profits and commercial organisations will be eligible, including those with “heavy reliance” on box office income, including businesses that were were staging, or prepping performances during the lockdown period, including “some live music venues.” For those who meet the criteria, evidence of performances scheduled, venues and average ticket prices will be required. Late Wednesday, APRA AMCOS, ARIA and PPCA issued a joint-statement welcoming the “much-needed” COVID-19 fighting fund. “First to be fired, last to be hired, delivering immediate Covid-19 financial assistance for artists and music industry businesses will be a critical lifeline to our industry right now as many artists, venues and events face the complete loss of income for the foreseeable future,” comments Dean Ormston, APRA AMCOS Chief Executive. “We look forward to working with both governments to ensure ongoing support is delivered where it's needed most.” “ARIA and PPCA wholeheartedly welcome any government support in this highly destabilising time and it is encouraging to see the cultural and economic contribution of Australian music recognised,” adds Annabelle Herd, ARIA and PPCA Chief Executive Office. “This is a great start, but as the situation continues to unfold we need to ensure adequate support is provided across all sectors of Australian music, and of course we need to find sustainable ways to reopen, rebuild and grow.” The cash couldn't have come at a better time. With federal handouts ending in March, and Sydney facing the prospect of a lengthy, miserable lockdown due to the spread of the highly infectious Delta variant, money is tight for performers. Probabilistic modeling for data mining and machine learning problems is a fundamental research area. The general approach is to assume a generative model underlying the observed data, and estimate model parameters via likelihood maximization. It has the deep probability theory as the mathematical background, and enjoys a large amount of methods from statistical learning, sampling theory and Bayesian statistics. In this thesis we study several advanced probabilistic models for data clustering and feature projection, which are the two important unsupervised learning problems. The goal of clustering is to group similar data points together to uncover the data clusters. While numerous methods exist for various clustering tasks, one important question still remains, i.e., how to automatically determine the number of clusters. The first part of the thesis answers this question from a mixture modeling perspective. A finite mixture model is first introduced for clustering, in which each mixture component is assumed to be an exponential family distribution for generality. The model is then extended to an infinite mixture model, and its strong connection to Dirichlet process (DP) is uncovered which is a non-parametric Bayesian framework. A variational Bayesian algorithm called VBDMA is derived from this new insight to learn the number of clusters automatically, and empirical studies on some 2D data sets and an image data set verify the effectiveness of this algorithm. In feature projection, we are interested in dimensionality reduction and aim to find a low-dimensional feature representation for the data. We first review the well-known principal component analysis (PCA) and its probabilistic interpretation (PPCA), and then generalize PPCA to a novel probabilistic model which is able to handle non-linear projection known as kernel PCA. An expectation-maximization (EM) algorithm is derived for kernel PCA such that it is fast and applicable to large data sets. Then we propose a novel supervised projection method called MORP, which can take the output information into account in a supervised learning context. Empirical studies on various data sets show much better results compared to unsupervised projection and other supervised projection methods. At the end we generalize MORP probabilistically to propose SPPCA for supervised projection, and we can also naturally extend the model to S2PPCA which is a semi-supervised projection method. This allows us to incorporate both the label information and the unlabeled data into the projection process. In the third part of the thesis, we introduce a unified probabilistic model which can handle data clustering and feature projection jointly. The model can be viewed as a clustering model with projected features, and a projection model with structured documents. A variational Bayesian learning algorithm can be derived, and it turns out to iterate the clustering operations and projection operations until convergence. Superior performance can be obtained for both clustering and projection.
