"This is a very enjoyable review of the first 25 years of Radio Nederland, hosted by Jerry Cowan. It is the complete broadcast with the news, which at the time was feed via HF from Hilversum to Bonaire. The panel of guests include Bruce Parsons, Neville Gray, as well as the head of the English Department of Radio Nederland, Van Dulken. It was recorded off air in Queens, NY on 11,730 kHz between 0200-0320 GMT (April 16 GMT).  It came from the relay site in Bonaire, Netherlands Antilles where RNW had a powerful relay transmitter site.  There is some interference but not enough to diminish your enjoyment." The vast majority of global development actors are experiencing challenges when it comes to 'Monitoring, Evaluation and Learning'. Many organisations use MEL for accountability, to ensure compliance and prevent fraud than actual learning and improving. Outdated logical frameworks, once used for military planning,  that are still being used extensively. Theory of Changes that are being used predominantly as 'shiny' visuals for communication purposes and not to continiously test assumptions. 5 year projects that only start to seriously validate their assumptions in 'Midlines' evaluations after 2 years, Vanity metrics that spread like a disease in global development where all non-profit websites mainly show many people have been reached and speak little about the effectiveness and efficiency. In this episode I talk with Elianne about Monitoring, Evaluation and Learning - the journey towards effectiveness. We will talk about the major challenges of MEL in global development, the ineffective use of MEL tools, the importance of assumptions, experiments and minimum viable products and the journey of how RNW media became a data-driven organisation. Elianne Anemaat works as a PMEL specialist at RNW Media, a centre of expertise that builds digital communities for change. Elianne contributes to the non-profit sector with her roots in social and cultural anthropology with a specialisation in impact evaluation and data-driven innovation. She has worked with organisations in the field of HIV/AIDS, sexual and reproductive health and rights, and inclusive governance to support them in becoming more effective.

Today is Sunday March 11 2018 as we record this, I'm Jonathan Marks, the producer and presenter of a programme called Media Network. Early on Saturday morning March 10th, I got a tip off from Rocus de Joode, a colleague who used to work in RNW frequency bureau. He told me to get in the car and drive to see what is left of the Flevoland shortwave transmitter site. There were reports a few months ago that the new owner, the Dutch Ministry of Defence, wanted to take down the towers. It was going to take a couple of months. So I packed a camera and headed for the Juttepeerlaan in Zeewolde, only to discover that everything except the transmitter building has gone. It's as though the giant antenna masts never existed. Now I remember that group of us ham radio operators were looking rather jealously at those curtain arrays. And on February 16 and 17th 1985, when the station was doing its first test transmissions, a group of us got permission to misuse the facility for that weekend. I decided to try my hand at live broadcasting for the first time, and so we did all the Saturday transmissions in English live from the new transmitter site. I kept two tapes and if you promise to remember that this is 33 years ago, when there is no mobile phone, no Internet, and no skype. Each show was actually broadcast over the old Lopik facilities. I'll come back at the end to tell you how you can get in touch with us and we gradually relaunch the programme.

The programme starts with the voice of the late Paul Holmes, a New Zealand broadcaster who worked at RNW in 1980. I did shifts with him. International broadcasters usually have friends all over the world, but few in their own country. That's because they don't target their own people - and politicians are often clueless as to what their role is, relying on hearsay. During its life as a broadcaster, Radio Nederland Wereldomroep would regularly become the subject of commissions. One of the most important reports was put together by the  (Media Council) in 1992, and triggered a major reorganisation of the station in 1994.  Trans World Radio has hired airtime from Radio Tirana Albania..unthinkable a few years before. WRTH reports that Radio Czechoslovakia International may shortly change its name again as the country splits in 1993. Marcel Rommerts has problems hearing BBC Radio 1 on 1053 kHz. Russian separatists are jamming a station. Andy Sennitt makes me a cup of tea. Lou Josephs says the new transmitter in Costa Rica from Spanish Foreign Radio is difficult to hear. John Catlett of Radio Luxembourg announces the decision to end the English language programming on the great 208.  The programme concludes with an interview with Pat Gowen, , who's fascinated by reception of satellites on the wrong side of the Earth.

Radio South Atlantic was a short-lived clandestine radio station started by the UK Ministry of Defence with programmes aimed at Argentine troops on the Falkland islands. This programme was broadcast from a transmitter on Ascension Island which was temporarily taken away from BBC World Service. The Falklands War (: Guerra de las Malvinas), also known as the Falklands Conflict, Falklands Crisis and the Guerra del Atlántico Sur (Spanish for "South Atlantic War"), was a ten-week war between  and the  over two  in the : the and . It began on Friday 2 April 1982 when  and  (and, ) in an attempt to establish . On 5 April, the British government dispatched a naval  to engage the  and  before making an  on the islands. The conflict lasted 74 days and ended with the Argentine surrender on 14 June 1982, returning the islands to British control. In total, 649 Argentine military personnel, 255 British military personnel and three Falkland Islanders died during the hostilities. This is a studio copy of Radio South Atlantic. In May 1982, the British government decided to set up a Spanish language radio station targeting Argentine troops. This was probably in response to an Argentine radio station (nicnamed Argentine Annie by the UK press) which appeared on shortwave some weeks earlier using the Beatles theme "Yesterday" as a signature tune.  I was editing the Media Network programme at the time. We could hear Radio South Atlantic in Hilversum - but the signal was very weak. So I rang the British embassy in the Hague and asked if it would be possible to get a studio copy of the programme to use in a documentary feature we were making. A few days later, a courier riding a large motorbike arrived at RN's reception and asked for me. I went down to the front-desk to sign for the tape. "But you can't keep this tape. You can only listen to it" was the message from guy in the helmet. "I have to take it back to the Hague in about half an hour". I said I'd look for an empty studio, gave the guy a large coffee and wandered casually round the corner. Then I made a mad dash to the fast copy-room used to make tape copies of RNW transcription programmes for other radio stations. It had a machine that could copy tapes at around 8 times faster than normal. Luckily, Jos, the guy in charge, saw my challenge, set up the machine immediately and 15 minutes later I was back in reception to return the tape to the messanger. And I had a copy. It seems the British dropped leaflets over the Falklands to try and spread the word that this shortwave radio station existed. And we later analysed the programme. It was classic Sefton Delmer (Black Propaganda), although rather poorly presented. Bit like calling up Vera Lynne if the British had a dispute with France. But this is one of the few surviving recordings of Radio South Atlantic. You be the judge of how effective it all was.

The sixth part of the history of Radio Netherlands was originally broadcast on October 1st 1997. It's presented here for academic interest. Radio Netherlands got a shock awakening in the seventies from its cocoon of request shows and Holland promotion. Pete Myers opens with words which could equally well apply to 2012. It was the decade of the attacks on Israeli athletes at the Munich Olympics in 1972 and the resignation of President Richard Nixon. The age of the common man had passed to become the age of the common crook. The US pulled out of Saigon. A Dutch correspondent was one of the last to leave Vietnam. No baggage allowed. Was Dr Spock was the architect of the permissive society? Spock says it was connected to his opposition to the war in Vietnam. ABBA wins the Eurovision Contest in 1974. After some internal opposition, Radio Netherlands added news and introduced current affairs coverage with Afroscene.  Tom Meyer took over Eddy Startz at the helm of the Happy Station interviewing the Dutch band Shocking Blue. Roger Broadbent, later head of Radio Netherlands English Department (later Radio Australia) says farewell to Fritz Greveling, the fourth DX editor of DX Juke Box.

The second half of this episode looks at clandestine broadcasting across Africa, illustrated with unique off-air recordings from the late Richard Ginbey. He was based just outside Johnannesburg at the time, but has managed to collect off-air clips from a multitude of stations. This includes the Voice of Namibia, Polisario Front - Voice of Free Africa, and the various stations targeting the warring factions in Angola. I believe the recordings of the Zimbabwean clandestines haven't been heard for years.  I wonder if anyone recognises the music used by the Voice of Truth (20 minutes into the programme). It sounds like a film score, but although I have tried various services like Shazam, still don't know the title. Be careful - it is very very catchy and even 30 years later I can hum the melody. Wish I knew where it came from!

We also looked at what happened to Radio West, an updated AM filter on a Philips D-2935 and a new communications receiver, the SRX-351 from Germany. We investigated why there is a pitch change to the Radio Netherlands interval signal and changes at RCI for SWL Digest.

This programme is typical of a listener supported edition. We talk to Linden Clark of Radio New Zealand International about budget reductions.  Derrick Lynch reported hearing Sri Lanka Clandestine produced in Canada Alan Weiner of Radio New York International fame gets a licence to build a SW transmitter in Maine to beam to Canada. RNW pages have been framed. Brian Clark reports on the Chatham Islands. Andy Sennitt says that FEBA is planning simplified English Bible lessons using no more than 1500 words. We also looked at the CIA public relations campaigns to publicise Radio Free Europe at the start of the sixties. RFE was "the in sound from outside".  By the way, the photo in this  is actually of the new HQ of Radio Free Europe/Radio Liberty a little further out from the centre of Prague than it was when this edition of Media Network was made.

Looking back through old radio magazines of about 25 years ago, you see some very strange articles. Speakers at international radio conferences like ANARC and the European DX Council proudly talked about short-wave turning to single-sideband by the year 2015 and that satellites would not play a significant role before the end of the century. They seemed to have totally misjudged the competition from commercial TV broadcasters like CNN, or the growing demand from the consumer for better quality audio and more choice. Another denial, this time from BBC World Service. They were reacting to an article in the Sunday Times of London which claimed on the 26th September that BBC's external service is about to shut some language services. (history is repeating itself in 2010). BBC's German service, which has just celebrated 60 years on the air, was supposedly to close together with transmissions to Nepal, Portuguese speaking Africa, Slovakia and Hungary. BBC told us that a decision on how to bridge a 5.7 million pound shortfall had not been taken. We also spoke with former RNW programme Director Frans Suasso, who had just returned from a trip to Kazakhstan to examine the media scene there.

I don't deny I had a lot of fun making this programme. It is March 1989 and I realise there is nothing in the RNW archive about the great work that goes on at the relay stations and the story of how the satellite changed an entire industry. I combined it with reportages on the other ABC islands. Curacao was nice, but the beauty on Bonaire, especially under the water, was spectacular. I remember meeting a great Aruban engineer working at the station who actually swam to work. This programme was made before the admin building in Kralendijk was closed and the building expanded for the DRM capable transmitters. In November 2012, the transmitter towers were blown up as part of the closedown of the facilities on the island. An era has closed.
