El periodo de entreguerras presenció el colapso de buena parte de las democracias parlamentarias que habían surgido en Europa durante el siglo XIX. La primera en caer fue la italiana con el ascenso del fascismo y ese proceso alcanzó su apogeo ya en la década de los treinta con el nacionalsocialismo alemán. Para 1939 había más regímenes autoritarios que democracias en el continente. Pero, a excepción de Italia y Alemania, la mayoría eran regímenes nacionalistas de derechas que no encajaban bien en el molde fascista. Eso sí, muchos adoptaron la estética y los gestos del fascismo para ponerse al día y aparentar modernidad. En los años veinte los intentos de imitar el fascismo fuera de Italia no tuvieron demasiado éxito. Todo cambió a partir de 1933. El triunfo de Hitler convirtió al fascismo en una moda. Los jóvenes, en una Europa que estaba llena de ellos, lo veían como la ola del futuro frente a una democracia liberal que creían moribunda y el comunismo revolucionario. Esto explica la proliferación de milicias uniformadas y la retórica inflamada que proliferó en toda Europa en aquella época. Pero un grupo de países del noroeste europeo (Reino Unido, Francia, el Benelux, Escandinavia y Suiza) resistió a la tentación autoritaria. En todos ellos aparecieron movimientos fascistas o semifascistas, pero nunca superaron (salvo excepciones puntuales y breves) el 2% del voto en las elecciones. Como consecuencia fueron intrascendentes y quedaron políticamente marginados. Las razones de su fracaso eran de tipo estructural. En democracias consolidadas, sin que el nacionalismo irredentista hiciese acto de presencia, con alto nivel de vida, propiedad privada extendida y arraigada tradición parlamentaria, no existía necesidad objetiva de un nacionalismo revolucionario. Francia es el caso más interesante por su tradición política de propensión a los extremos y porque allí nacieron muchas de las ideas fascistas. En Francia aparecieron decenas de ligas, partidos y movimientos como Acción Francesa, el Fascio, las Juventudes Patriotas, las Cruces de Fuego, los Francistas y un largo etcétera. El más exitoso fue el Partido Social Francés de François de La Rocque, que aseguraba tener casi un millón de afiliados, pero nunca llegó a ser un partido propiamente fascista. El Partido Popular Francés de Jacques Doriot, un antiguo dirigente comunista, fue el más profascista y con mayor base obrera, pero tampoco logró despegar. La Tercera República, a pesar de sus periódicas crisis, se mostró muy resistente . En Bélgica apareció el rexismo de Leon Degrelle que empezó bien pero luego perdió atractivo. En los Países Bajos el Movimiento Nacional Socialista de Anton Mussert despertó mucha atención, pero luego decayó. En el Reino Unido la Unión Británica de Fascistas de Oswald Mosley nunca pasó de la irrelevancia. Irlanda tuvo unos efímeros “camisas azules”, Escandinavia y Suiza, docenas de grupúsculos insignificantes. El fascismo necesitó un terreno abonado por derrota en la guerra y su corolario de humillación, crisis y sistemas democráticos débiles y poco legitimados. Allá donde no se dieron esas condiciones el fascismo quedó reducido a a una ruidosa curiosidad que vivía en los márgenes. Cuando estalló la guerra en 1939 incluso esas minorías perdieron todo atractivo y los movimientos se disolvieron o fueron prohibidos. El fascismo, que a mediados de la década preludiaba el futuro, resultó ser un fenómeno muy coyuntural ligado a una crisis concreta. Sin ese combustible no podía prosperar.
