Au Sénégal, l'armée donnait le week-end dernier un premier bilan de l'opération « Djoko » lancée le 15 août, pour lutter contre l'émigration clandestine. Depuis dix jours, des forces de l'ordre patrouillent sur le littoral, pour empêcher les départs de migrants clandestins depuis les côtes sénégalaises. En tout, 453 personnes, dont plus de la moitié de nationalité sénégalaise, ont été interpellées. Et parmi elles, des membres de réseaux de passeurs. Le Premier ministre espagnol Pedro Sánchez commence aujourd'hui une tournée africaine, avec le Sénégal pour étape, pour évoquer l'immigration irrégulière. Y a-t-il eu un changement de politique depuis l'arrivée au pouvoir au Sénégal du duo Faye-Sonko ? Le sociologue Aly Tandian enseigne à l'université Gaston-Berger de Saint-Louis, et préside l'Observatoire sénégalais des migrations.  RFI : L'armée sénégalaise a déclaré avoir interpellé 453 personnes candidates à la migration irrégulière, parmi lesquelles des passeurs, dans le cadre de l'opération Djoko. Quel est votre regard sur cette opération lancée par les nouvelles autorités ?Aly Tandian : Les recherches n'ont cessé de montrer les limites de la sécurisation en matière de réponse sur les questions de migration irrégulière. Alors, je ne sais pas pourquoi l'État du Sénégal a pris cette option. Ce que d'autres n'ont pu faire en termes de sécurisation des frontières, je ne vois pas comment l'État du Sénégal pourrait le faire. Pour rappel, il y a Frontex qui a eu à mener durant plusieurs années un contrôle strict et sévère des côtes européennes et extra-européennes.Frontex est l'agence qui contrôle et sécurise les frontières de l'Europe…Frontex n'a pas pu apporter des réponses parce que les causes de la migration irrégulière sont d'abord sociales. Je pense qu'il faudrait plutôt chercher les réponses au niveau du social, mais pas au niveau sécuritaire.C'est vrai que l'opération militaire Djoko correspond au modèle répressif que l'on peut voir dans plusieurs pays luttant contre l'immigration clandestine. Avez-vous constaté une nouvelle approche depuis l'arrivée du président sénégalais Bassirou Diomaye Faye et de son Premier ministre Ousmane Sonko ?Ce qu'on a pu remarquer, c'était le grand silence. À ce jour, sans me tromper, il y a eu deux, trois petites sorties. Une première sortie par le président de la République lorsqu'il a reçu le Président du Conseil européen Charles Michel qui était là. Et la deuxième sortie qui a été constatée, c'est le Premier ministre lorsqu'il s'est rendu à Saint-Louis suite à un nouveau drame migratoire. Ce silence inquiète parce qu'entre-temps, il faut le dire, il y a eu beaucoup de pertes de vies. Pour rappel, du 1ᵉʳ janvier au 31 juillet 2024, près de 27 640 migrants ont atteint les côtes des îles Canaries à bord de 822 embarcations. Ce sont des chiffres qui interpellent, d'autant plus qu'il y a une augmentation de plus de 12 % par rapport à la même période de l'année précédente. Le deuxième élément, c'est que nous avons toujours mobilisé des hypothèses en soutenant qu'il y a eu des départs parce qu'il y a l'absence d'avenir pour plusieurs candidats à la migration irrégulière, parce qu'il y a une vie difficile. Mais qu'est-ce qui a changé ? On a changé d'acteurs politiques, mais cette population juvénile n'a pas encore trouvé une réponse qui pourrait les rassurer et qui pourrait leur donner l'opportunité de rester davantage. Au contraire, les choses se sont intensifiées. Entre-temps, il y a une juvénilisation des candidats à la migration irrégulière, une présence de plus en plus importante de femmes et de jeunes filles sur les routes migratoires et désormais, un éclatement des destinations. Si auparavant on parlait de « Barça » ou « Barzakh » pour évoquer ceux qui partaient à Barcelone, aujourd'hui il y a de plus en plus de jeunes qui partent vers des destinations de plus en plus lointaines, ce qui laisse penser l'absence d'espoir, de réponse à offrir à cette population juvénile. Et parmi ces lointaines destinations, il y a le Nicaragua, par lequel passent de plus en plus de migrants pour ensuite traverser plusieurs pays d'Amérique latine avant d'atteindre les États-Unis. D'après les statistiques américaines, l'an dernier, plus de 60 000 Africains ont rejoint illégalement les États-Unis par ce moyen, dont 20% de Sénégalais. Et ce n'est pas donné car il faut compter entre 8 000 et 10 000 dollars pour le voyage et les passeurs. Donc, c'est aussi toute une économie dont on parle ?Aujourd'hui, il y a toute une échelle qui est établie depuis les banlieues, les marchés et même les universités pour faciliter le départ des jeunes. Ces jeunes partent davantage, cherchant çà et là de l'argent en mobilisant des bourses, vendant le peu qu'ils possèdent pour partir, avec assez souvent la contribution de la parentèle. Les jeunes parlent du besoin de « se sauver », parce qu'en face ils n'ont rien d'autre que du noir et l'absence de perspectives. Quand les gens pensent que partir est une forme de suicide, c'est parce qu'ils ignorent les conditions de vie dans lesquelles les populations vivent dans leur territoire d'origine. Ces jeunes qui partent, ils veulent être au cœur de la mondialisation, ils ne veulent pas continuer à en être de simples victimes. Ce sont des acteurs qui profitent des technologies de l'information et de la communication, qui sont au courant du développement du monde. La grande difficulté que nous avons aujourd'hui, c'est que nous avons un éclatement des réponses, alors qu'on a plutôt besoin d'une mobilisation d'acteurs divers, d'une mobilisation des États pour trouver une réponse régionale, et non pas une réponse pays par pays.

One of the DEA's first female undercover agents, Patricia Naughton sits down with Giovanni and Dutch to talk about her experience inside the life. While bonding over the risks they were all willing to take, Naughton describes how she went from small narcotics buys as a city police officer to infiltrating outlaw motorcycle clubs and the Detroit Mafia as a woman in the 1980s. During an incredibly violent era in Detroit's history, Naughton had the unique experience of crossing paths and fostering relationships with some of the city's most influential and powerful criminals.  About Patricia Naughton: Beginning her career in law enforcement as a police officer in the 1970s, Patricia Naughton graduated as Indiana's first female class president and worked undercover narcotics for both her own agency and other jurisdictions throughout the state. In 1978, she joined the Drug Enforcement Administration (DEA) as part of the one percent of female agents. She began working clandestine labs and went on to become the DEA's first female weapons instructor, training her own division as well as a guest instructor for the FBI and DEA agents at the FBI Academy at Quantico, while also acting as her own hazardous response team's weapons trainer.
