This real-world registry study evaluated the safety, feasibility, and mid-term outcomes of pulsed field ablation (PFA) for cavotricuspid isthmus (CTI)–dependent atrial flutter. Acute bidirectional CTI block was achieved in nearly all patients, with a low complication rate and high freedom from recurrent flutter at mid-term follow-up. The findings suggest that PFA is an effective non-thermal alternative for typical atrial flutter ablation, though long-term durability and comparisons with conventional thermal energy sources require further investigation. De la 1 iunie 2026, Ministerul Finanțelor intenționează să introducă o nouă obligație pentru persoanele fizice care obțin venituri din drepturi de autor: emiterea facturii electronice în sistemul electronic e-Factura. Concret, asta înseamnă că foarte mulți oameni din zona culturală – jurnaliști, traducători, scriitori, artiști – vor trebui să se conformeze unor proceduri gîndite inițial pentru prestatorii de servicii. Această măsură nu schimbă regimul de impozitare al drepturilor de autor, dar adaugă o sarcină birocratică suplimentară într-un domeniu în care cîștigurile sînt în general mici. Ce presupune exact această obligație? De ce a apărut? Ne-a explicat avocata Luisiana Dobrinescu, specializată în drept fiscal.Ce se schimbă, concret, de la 1 iunie, pentru persoanele fizice care obțin venituri din drepturi de autor?Luisiana Dobrinescu: „Vor intra în lumea e-Facturii. Cel puțin așa arată textul reglementărilor de la acest moment. E posibil ca termenul să se mai amîne, e posibil să nu se mai amîne. Această e-Factura e introdusă din 2021 ca legislație și, din perspectiva implementării, acest lucru a avut loc etapizat, pe categorii. Prima dată cei obligați la e-Factura au fost cei care facturau către stat, apoi cei care facturau către alte persoane, firme către firme, să zicem așa, pe înțelesul tuturor. De anul trecut, inclusiv micii profesioniști, meseriașii, toți cei care erau identificați la Registrul Comerţului printr-un cod de identificare fiscală, PFA-urile, adică. Și acum, ultima etapă este a celor care au doar CNP, dar care obțin cu recurență venituri. Aceasta este ultima etapă de implementare a e-Facturii. România este campioană la implementarea e-Facturii, este cel mai avansat stat european. În state care o testează, au introdus-o, ca Spania sau Italia, încă nu este obligatorie pentru toată lumea. (...) Dar e-Factura va fi obligatorie pentru toate statele membre (ale UE). Noi avem cel mai mare deficit de TVA, dintre toate statele membre încasăm cel mai puțin din TVA. Atunci, prin planul PNRR, ne-am obligat la foarte multe lucruri: să luăm măsurile pe care guvernanții noștri de atunci s-au gîndit că ar fi oportun să le luăm pentru diminuarea micii și marii evaziuni. Și una dintre ele este această e-Factură.”De această dată este vorba însă de drepturi de autor, nu de TVA. TVA-ul este altceva, iar pentru drepturile de autor impozitele sînt reținute la sursă în România.Se schimbă ceva în această privință? Luisiana Dobrinescu: „Nu se schimbă nimic. Însă, facturarea aceasta vine din obligațiile de TVA. Directiva 112/2006 este directiva de TVA, care, din 2006, vă dați seama, obligă la facturare. Însă, la noi, în România, nu s-a aplicat. Practic, ce zice directiva aceea de TVA? Că orice persoană impozabilă – și vedeți, nu zice comerciant, nu zice activitate economică, ci orice persoană impozabilă – trebuie să emită facturi pentru operațiunile pe care le desfășoară cu regularitate. Ce înseamnă persoană impozabilă în accepțiunea acestei directive? Înseamnă orice persoană care, în mod recurent, prestează servicii sau livrează bunuri. Tot directiva aceea spune că gestiunea drepturilor de autor este o prestare de servicii. (...) Regimul drepturilor de autor cu reținerea la sursă vizează impozitele directe: impozitul pe venit și contribuțiile sociale. TVA-ul este un impozit indirect. TVA-ul se datorează pentru persoanele care depășesc un plafon de încasări pe an. La acest moment, de curînd, plafonul de încasări este de 395.000 lei. Și atunci trebuie urmărit cine depășește acel plafon. Deci, indiferent de partea de impozit pe venit și contribuții, care rămîn neschimbate. This study examined outcomes of patients with atrial fibrillation treated with pulsed field ablation (PFA) and found a notably high incidence of phrenic nerve injury during the procedure. Most injuries were transient, but some persisted beyond the immediate peri-procedural period, raising concerns about long-term safety.
