Heather McGhee made her career in pushing for economic policy changes at the think tank Demos. But she couldn't help but feel that something was missing from her work. So she embarked on a cross-country road trip to understand what's at the heart of what ails America's economy and our democracy. The result is her book The Sum of Us, which she joins us to talk about in this episode. In the book, McGhee explores what we lose when we buy into the zero-sum paradigm—the idea that progress for some of us must come at the expense of others. She details how public goods in this country—from parks and pools to functioning schools—have become private luxuries; of how unions collapsed, wages stagnated, and inequality increased; and of how this country, unique among the world's advanced economies, has thwarted universal healthcare. Finally, she offers examples of how this paradigm is changing in communities across the country when people work across differences to achieve a shared goal. At the beginning of the episode, we reference our conversation with Rhiana Gunn-Wright, one of the architects of the Green New Deal.

Few have done more to change the climate paradigm than Rhiana Gunn-Wright. As an architect of the Green New Deal, Rhiana was instrumental in expanding the limits of climate policy, and telling a story far larger—and more inspiring—than curbing carbon emissions by taxing them.  The Green New Deal's vision: affirmative investment in green industries, decarbonization as an engine of economic growth, and racial equity and job creation at the center of the national project. “They wanted a World War II style economic mobilization that would cut emissions in 10 years, create millions of jobs, and…reduce the racial wealth gap. And so my job was basically to figure out how you could do that,” Rhiana tells Felicia and Michael. Now director of climate policy at the Roosevelt Institute, Rhiana sees the legacy of that vision in today's politics. Environmental justice is now an essential part of the narrative; and industrial policy, which she has championed for years, is becoming mainstream. “Back in 2019 when I was doing all these interviews, not a day went by where people didn't ask me, ‘Well, why should equity be part of this? Why should racial justice be part of discussions about climate or decarbonization?'” Rhiana recalls. “And now you can't actually have a conversation about climate without mentioning equity and justice and environmental justice.” Rhiana also talks with Felicia and Michael about why she thinks the Inflation Reduction Act is a mixed bag, why industrial policy must include transforming our approach to child care and elder care, and how to change people's understanding of where wealth comes from by telling a story of public investment and inclusion. Last week, Congress passed a $2 trillion stimulus package amid the economic fallout of COVID-19. It didn’t include many of the green measures that environmental groups had been pushing for. If you’re asked to picture an environmentalist or climate activist, what do you see? Is it a white guy with a beard who wears a Patagonia fleece and rides his bike to work? Whether you agree with the policy or not, one of the benefits of the Green New Deal lies in the fact that it ‘builds a bigger tent.’ By addressing the twin pressures of climate change and income inequality, the proposed legislation opens the conversation about climate to a wider audience—one that includes everyone from the rural population in traditionally red states to people living on the south side of Chicago. Rhiana Gunn-Wright is the Policy Director at New Consensus and one of the architects behind the Green New Deal. Before New Consensus, Rhiana was the Policy Director for Dr. Abdul El-Sayed’s 2018 gubernatorial campaign in Michigan. She has also worked as the policy analyst for the Detroit Health Department and served as a policy intern for former First Lady Michelle Obama. Rhiana earned her BA in African American and Women’s Studies at Yale and her master’s in Comparative Social Policy from Oxford. Today, Rhiana joins Ross, Christophe, and Ramez to share a high-level overview of the Green New Deal, explaining how it leverages an economic mobilization framework to tackle climate change and income inequality. I recently listened to 2 podcasts on The Ezra Klein Show, one with David Wallace-Wells who laid out what our climate reality looks like, with a base case of global warming somewhere in between 2 degrees and 4 degrees by 2100, and the other with Rhiana Gunn-Wright, lead policy director for the Green New Deal. Both episodes left me feeling emotional, but with Gunn-Wright in charge of building a Green New Deal I feel a bit more positive about our capacity to at least try and address the crisis. Last month, Rep. Alexandria Ocasio-Cortez and Sen. Ed Markey introduced a Green New Deal resolution, outlining a bold effort to decarbonize the US economy and forestall the worst effects of climate change. Ever since, it has been the talk of the town in Washington, drawing praise and criticism from all quarters. But most critics completely misunderstood the resolution. It is not a policy document. It is a set of goals and principles meant to guide the development of policy. The work of fleshing out the policy details is largely in the hands of Rhiana Gunn-Wright, working out of a think tank called New Consensus. Gunn-Wright is busy consulting a broad slate of experts, with the goal of assembling a policy framework that will be ready to go when/if Democrats take power in 2021.
