Quatro dias depois de Donald Trump, Vladimir Putin chega esta terça-feira a Pequim, onde vai ser recebido, quarta-feira, pelo Presidente chinês Xi Jinping.  Os líderes chinês e russo já se trataram publicamente como “velhos amigos”, mas a Rússia está altamente dependente, a nível económico, da China, o primeiro comprador do petróleo russo sob sanções internacionais. Simbolicamente, as duas visitas com poucos dias de intervalo confirmam Pequim como estando num “patamar superior”, a quem “todos batem à porta”, considera José Palmeira, especialista em Relações Internacionais e com quem conversámos sobre o tema. Menos de uma semana depois de Donald Trump ter sido recebido com pompa e circunstância em Pequim, Vladimir Putin chega esta terça-feira à China para se encontrar com Xi Jinping, descrito como um “bom amigo de longa data”, e para reafirmar a robustez das relações sino-russas. Trump foi o primeiro Presidente americano a deslocar-se à China desde 2017, Vladimir Putin vai cumprir a 25.ª visita, de acordo com a diplomacia chinesa. No espaço de um ano, todos os líderes das grandes potências do planeta foram a Pequim, como os do Brasil, da Índia, do Canadá, da União Europeia, de França, da Alemanha, de Itália, do Reino Unido e de Espanha. Agora, a visita de Trump e de Putin, intercalada de apenas quatro dias, confirma o estatuto de Pequim como estando num “patamar superior”, a quem “todos batem à porta”, resume José Palmeira, director da licenciatura em Relações Internacionais da Universidade do Minho, em Portugal. No fundo, “a China considera-se a potência em ascensão e os Estados Unidos são vistos como uma potência em declínio”. Do outro lado, a China “tem beneficiado das importações de gás natural e de petróleo, num contexto em que a Federação Russa está a ser objecto de sanções”, deixando Moscovo altamente dependente, a nível económico deste que é o primeiro comprador das energias russas sob sanções internacionais. Por outro lado, Vladimir Putin leva na bagagem o dossier do gasoduto “Força da Sibéria 2” que, se for fechado, pode ligar a Rússia à China via Mongólia. Também em cima da mesa, de acordo com a presidência russa, está “a troca de opiniões sobre as grandes questões internacionais e regionais”. Pode a Rússia usar a sua influência para tentar travar a guerra na Ucrânia e desbloquear a situação no Estreito de Ormuz? Estas são algumas das questões sobre as quais falámos com o nosso convidado José Palmeira. RFI: O que está em jogo nesta visita de Vladimir Putin à China, apenas quatro dias depois de Xi Jinping ter recebido Donald Trump? José Palmeira, Director da Licenciatura em Relações Internacionais da Universidade do Minho: “Eu diria que em causa estão questões bilaterais, mas também globais. A China cada vez se assume mais como uma superpotência. A visita recente de Donald Trump evidenciou isso mesmo. A China e os Estados Unidos colocam-se no mesmo patamar em termos de poder global, com uma diferença: é que a China considera-se a potência em ascensão e os Estados Unidos são vistos como uma potência em declínio. A referência que XI Jinping fez a Tucídides simboliza isso mesmo. Relativamente à Federação Russa, é verdade que, nos últimos anos, houve uma aproximação muito significativa. Essa relação é nomeada como sendo uma parceria especial e, no ponto de vista bilateral, a China tem beneficiado sobretudo das importações de gás natural e de petróleo, num contexto em que a Federação Russa está a ser objecto de sanções e, portanto, precisa de ter alternativas para exportar hidrocarbonetos. Isso tem sido útil quer à Federação Russa quer à China, que está a fazer uma compra a preço muito mais reduzido do que aquele que seria o preço de mercado. Por outro lado, a China lida, neste momento, com uma Rússia debilitada em função da guerra que a Rússia está a desenvolver na Ucrânia, onde está a empregar muitos meios militares e onde está a ter muitas baixas. A situação económica da Federação Russa também é bastante difícil neste momento e a China pode ser um aliado importante para Moscovo, na medida em que, de um plano económico, lhe permite sair desse tal bloqueio.” De certa forma, Moscovo quer ter garantias quanto ao facto de que a Rússia ocupa ainda um lugar privilegiado com a China? “O que é que nós tínhamos até há pouco tempo? Tínhamos uma Rússia que é uma potência militar, mas que no plano económico tem ficado debilitada, e tínhamos uma China que era o contrário, que era uma potência económica, mas ainda não tinha capacidade militar, sobretudo no plano nuclear equiparado à Rússia (tem armas nucleares, é verdade, mas o número de ogivas da Federação Russa é muito superior). E o que é que estamos a assistir? Estamos a assistir que a China está também no plano militar a assumir-se como uma potência cada vez mais completa, enquanto a Federação Russa, no plano militar, está a ficar bastante debilitada com o conflito e como já não era uma potência económica no mesmo patamar, acaba por ficar numa situação de inferioridade. A China é conhecida como Império do Meio e, no fundo, está-se a assumir também como uma potência acima da Federação Russa e num patamar equivalente aos Estados Unidos. E, portanto, isto quer no plano interno para XI Jinping, quer no plano externo, coloca a China, de facto, como uma potência que nunca teve este esplendor. Isto para Pequim não deixa de ser uma excelente notícia.” Por que é que a China não usa da sua influência para tentar travar a guerra na Ucrânia? “Essa é uma dúvida de que não temos propriamente uma resposta objectiva. Podemos criar cenários. Será que à China lhe interessa uma Rússia debilitada para poder continuar a tirar partido, por exemplo, dos hidrocarbonetos russos a um preço muito inferior ao de mercado? Será que a Rússia, por seu turno, continuando este conflito desta forma, vai tentar junto da China alguma reabilitação via não só da China, mas também dos BRICS (porque são, no fundo, a única alternativa que Rússia tem)? É isto que é o isolamento que o Ocidente lhe tem vetado. É verdade que este isolamento é muitas vezes, de certa forma, diluído, porque Donald Trump quer ter uma relação com Putin e quer criar aqui um certo equilíbrio com o intuito de mediar o conflito na Ucrânia, mas não tem conseguido até agora alcançar esse objectivo. Pode ser que mais tarde seja a China a aparecer com uma chave para a solução do conflito. Aliás, esta ambiguidade da China mantém-se também em relação ao Médio Oriente. Embora tenha uma boa relação com o Irão, não tem tido um papel activo no Médio Oriente, mas já teve no passado: a China reatou as relações entre o Irão e a Arábia Saudita, por exemplo. Será que vai emergir também como um desbloqueador do conflito, até porque também está a ser afectada pelo bloqueio do estreito de Ormuz? Portanto, há aqui várias questões onde a China não tem sido assertiva. Eu diria que a única matéria onde a China foi assertiva foi em relação a Taiwan, onde na recente visita [de Donald Trump] vincou bem que é um assunto interno e que não admite que os Estados Unidos ou qualquer país interfira.” Fala-se na construção de um gasoduto que ligue a Rússia e a China, através da Mongólia. Seria uma alternativa à via marítima oriunda do Médio Oriente, da qual a China acaba por também estar dependente. O conflito no Irão poderá fazer com que as possibilidades deste gasoduto se concretizar sejam ainda maiores? “Eu diria que, apesar de tudo, a China é muito prudente, isto é, a China não quer ficar dependente da Federação Russa também em termos desse tipo de abastecimentos. Agora, pode ser que o gasoduto seja interessante porque, sobretudo em situações de crise, uma boa relação com a Rússia garante sempre essa alternativa. Mas, apesar de tudo, a política chinesa é uma política de diversificação. Isto é, a China tem várias alternativas em termos de abastecimento e, nesse sentido, para a China é muito positivo ter essa possibilidade. Em caso de crise no Médio Oriente, a Federação Russa dará garantias, mas a China nunca quererá, penso eu, ficar muito dependente do Kremlin. A China quer ter uma política autónoma em matéria de política económica, tecnológica e a diversificação é a sua principal estratégia. Agora, poderá haver avanços nessa iniciativa relativamente ao gasoduto porque pode ser uma alternativa positiva para Pequim.” Tanto a China como a Rússia acabariam por, de certa forma, ganhar com a guerra no Médio Oriente? “Eu diria que o enfraquecimento dos Estados Unidos interessa a Pequim e a Moscovo. Agora, há aqui um problema que afecta mais a China do que a Rússia. É que a China, apesar de tudo, depende bastante do preço de mercado dos combustíveis e, estando esses preços em alta, isso é uma má notícia para Pequim. Agora, é verdade também que a China é um actor global e, nesse sentido, se os outros países da economia global estiverem mal, isso vai afectar também as exportações chinesas e a China não quer isto. Portanto, no curto prazo, o conflito pode não afectar a China, mas no médio e longo prazo afecta também a China que vai querer que o conflito no Médio Oriente termine e que o Estreito de Ormuz deixe de estar bloqueado. Portanto, também fará alguma pressão no sentido de o Irão não prolongar este braço-de-ferro muito tempo. Interessa também à China que o Irão saia desta guerra não derrotado, na medida em que é um aliado importante. Aliás, a China tem um número de aliados cada vez maior na região, lá está, no âmbito da sua política de diversificar. A China quer ter compradores em todo o lado e, na sua perspectiva de importador de energia, quer também ter países que lhe vendam essa energia e de uma forma o mais diversificada possível.” Para terminarmos, ligando estas duas visitas em menos de uma semana de líderes de potências mundiais a uma outra potência mundial, qual é a principal conclusão que se tira da visita de Trump à China e qual é a principal expectativa desta visita de Putin? “A China coloca-se aqui num patamar superior em que é objecto do interesse das duas potências. Uma maior, é verdade, uma super que são os Estados Unidos e outra que é uma superpotência militar, mas não tanto económica, que é a Rússia. E com isso vê-se como o líder desejado, o líder ao qual todos batem à porta. No caso concreto da Rússia, aquilo que certamente Vladimir Putin pretenderá é receber apoio da China daqueles equipamentos que são de duplo uso, que são vendidos alegadamente com objectivos civis, mas podem ter utilização militar. No plano económico, naturalmente, interessa à Rússia continuar a escoar o seu petróleo e gás natural para a China e também alargar as relações em todos os domínios que poderão ser úteis. Por exemplo, neste momento não é só o bloqueio económico, também há um bloqueio cultural e um bloqueio desportivo e é muito interessante para toda a cultura russa, que é muito vasta, e para os grupos desportivos russos poderem desenvolver a sua as suas práticas no território chinês ou no espaço mais amplo dos BRICS. E nesse sentido, a China funciona como um pivô.” Em relação ao aos Estados Unidos, qual é que foi a conquista desta visita de Trump? Conseguiu o que queria? “Ainda não estamos muito esclarecidos sobre aquilo que Trump terá conseguido. A priori, não conseguiu grande coisa, isto é, conseguiu levar uma comitiva, sobretudo constituída por líderes de empresas tecnológicas, e ainda não está muito claro em que é que isso resultou, porque foram anunciadas a compra por Pequim de alguns Boeings, mas, de qualquer forma, esse número não é confirmado por ambas as partes, os tais 200. E é verdade que Donald Trump especulou que a visita correu muito bem e foi um sucesso, mas isso não está dado como garantido. Vamos ver se é possível ou não que a China exerça alguma influência relativamente ao conflito no Médio Oriente porque Donald Trump já mostrou que não quer voltar a atacar o Irão, quer é um acordo diplomático. Mas para isso é preciso cedências e até agora estas cedências ainda não foram alcançadas. Vamos ver se Pequim exerce alguma influência nesse sentido ou não.”

Pois foi o que fez o presidente da China, Xi Jinping, olho no olho de Donald Trump lá em Pequim, no encontro que tiveram. O homem forte da China falou a Trump da Armadilha de Tucídides. Sección en el programa El Remate de la Diez Capital radio con nuestro abogado particular, Juan Inurria. ¿El culo de Europa o colonialismo de gestión? Elijan ustedes. No sabía qué título ponerle a esta columna. Les dejo que elijan ustedes, porque los dos dicen lo mismo con distinta ropa. Uno es más académico, el otro más real. Pero los dos apuntan al mismo sitio y es el lugar que ocupa Canarias en esta geografía del poder, en ese extremo, en ese sitio donde va a parar lo que no quieren los otros. No es una metáfora nueva, esto me ha hecho pensar un poquito -solo un poquito- de lo que ha sido una constante histórica que, de vez en cuando, un hecho concreto – como el del Domingo- ilumina con la crudeza de una realidad que se pretende ocultar. Esta semana ha sido el barco. Ya saben a qué me refiero. El Gobierno central ha hecho lo que ha tenido a bien, pasando por encima del Gobierno autonómico y pese a los intentos de los locales de que no fuese así, pues nos lo tragamos. Como siempre. Escuche a unos y a otros, entre ellos al presidente de Canarias, con una claridad que merece ser escuchada despacio: no se puede autorizar el fondeo de un buque de estas características sin información clara, sin coordinación suficiente y sin garantías técnicas y sanitarias transparentes. Canarias, añadió, planteó alternativas desde el primer momento. Pero el Gobierno de España siguió cambiando de criterio sin dar explicaciones. Y el buque, que no debía permanecer más de 24 horas, permaneció lo que permaneció. El presidente de esta Canarias, tiene que recordarle al Gobierno central que la seguridad sanitaria de Tenerife y la protección de su ciudadanía deben estar por encima de cualquier improvisación. Que tiene que recordárselo. Que no es algo que venga dado, garantizado, asumido. Que hace falta decirlo expresamente. Eso, en sí mismo, es el diagnóstico completo de la relación entre Canarias y el Gobierno Central. No necesitamos añadir más. Y que nadie malinterprete lo que aquí escribo – o si que para eso somos libres-. No se trata de que el pueblo canario, y en concreto los tinerfeños, carezcan de empatía. Todo lo contrario: la han demostrado sobradamente, una vez más, ante los ojos de todos aquellos que quieren mirar como lo hacen, con un par. Se trata de algo mucho más simple y mucho más legítimo. Se trata de sentido común. Ese que hace que nos preguntemos por qué tiene que asumir, sin información, sin coordinación y sin garantías, lo que otros no están dispuestos a hacerlo. Y no confundir, señores y señoras, que la empatía no está reñida con exigir que las cosas se hagan bien. Al contrario: es precisamente porque se es generoso por lo que duele tanto que se abuse de esa generosidad. La del pueblo canario. Y de nuevo, no lo digo yo. Lo dice Clavijo, y esta vez con una precisión quirúrgica a la que no estoy acostumbrado, quienes hablan de insolidaridad están confundiendo la exigencia de seguridad, protocolos, información, coordinación y lealtad institucional -que es lo que pide Canarias- con la actuación que ha tenido el Gobierno de España y que consideramos incorrecta. Dicho queda. Él lo dijo. Quien quiera entenderlo, que lo entienda. Quien prefiera seguir hablando de insolidaridad, que explique primero qué entiende él o ella por lealtad institucional, Permítanme un pequeño ejercicio histórico, que lo suelo hacer en mis reflexiones. En tiempos de Napoleón, se llamó “afrancesados” a aquellos españoles que colaboraban con el invasor, que encontraban en el poder extranjero -o en el poder lejano- virtudes que no reconocían en lo propio. No eran necesariamente traidores por convicción; eran, muchos de ellos, personas razonables que habían decidido que lo más inteligente era ponerse del lado del que mandaba. Cada época tiene sus afrancesados. Los de ahora se llaman de otra manera -digamos, genéricamente, los sancheados, término que el lector sabrá completar sin necesidad de que yo lo precise- y también encuentran virtudes en el poder lejano que no reconocen en lo cercano. Son los que explican, con paciencia pedagógica, por qué lo que acaba de hacernos el Gobierno central es, en realidad, lo mejor que podía pasarnos. Son los que descubren, en cada imposición, una oportunidad. En cada silencio autonómico, una prueba de madurez institucional y aprovechan para llamarnos insolidarios. Tienen respuesta para todo. Menos para la pregunta que importa. La pregunta es esta: ¿para qué nos sirven los lazos con el imperio? No lo digo en sentido retórico. Lo digo en sentido estrictamente práctico, que es el único que debería importar a quienes habitamos estas islas. Si el vínculo con el Estado central se traduce, sistemáticamente, en que aquí llega lo que no quieren allá, en que nuestro territorio se usa como variable de ajuste, en que nuestro Gobierno autonómico es informado -cuando se le informa- y cuando les apetece. Donde está el respeto institucional. El barco, mientras escribo esta repostando. Todavía no sabemos exactamente qué va a pasar, de esta nueva serie de eso que llamo Lo que el archipiélago se tragó está por ver. No hay que ser alarmista, que seguramente no pase nada. Y se ha movilizado todo y a todos y mientras tanto, la sanidad. Permítanme un ejemplo concreto, de los que no salen en los discursos inaugurales pero que cualquier canario reconoce de inmediato. Un residente de toda la vida en estas islas espera dos años para que le hagan las pruebas que su médico lleva meses reclamando. No para saber si tiene algo grave: para empezar a descartarlo. Para que el sistema le diga, al menos, por dónde seguir buscando. Ahora bien: cuando llega alguien de fuera -da igual el origen, da igual la situación, porque no se trata de eso- la respuesta del sistema es otra. Es inmediata. Es eficaz. Es, curiosamente, la sanidad que debería existir para todos y que existe, en la práctica, solo para algunos. No lo digo para enfrentar a nadie. Lo digo porque alguien tendrá que explicarle a la población canaria cómo se sostiene esa paradoja. Cómo se le vende a una persona que lleva décadas cotizando en estas islas que el sistema no llega para él, pero sí llega para otros. Con qué argumento. Con qué cara. Hasta ahora, nadie ha encontrado la respuesta. Lo que han encontrado es silencio administrativo. Valga decir también, y no es un detalle menor, que todo esto ocurre mientras una parte de esta sociedad canaria da lo mejor de sí misma. El equipo civil y militar que ha atendido ese desembarco -porque desembarco es, llámese como se llame- ha demostrado una profesionalidad, un coraje y una disposición que merecen reconocimiento explícito. No el reconocimiento tibio de un político de redes. A ellos, mi respeto sin reservas. En cualquier caso, todos los que estaban en ese barco ya están en España, en Europa, ya están en sus casas, en sus países de origen. Bienvenidos. Y dicho esto, estoy convencido de que este episodio quedará, como tantos otros, en un dato más. Otro dato de cómo se gestiona un problema en esta comunidad que tiende la mano sin miramientos. Canarias. Siempre Canarias. A ver si la memoria, con el tiempo, funciona. Que hasta ahora no ha dado muchas señales de ello. Lo que sí podemos decir, sin esperar a ningún dato adicional, es que el método tiene nombre. Se llama colonialismo de gestión. Basta con que en este territorio periférico aprendamos que las decisiones que nos afectan se toman en otro sitio, por otras personas, con otros intereses, y que nuestra función es aceptar y aplaudir al emperador. Y es que en Canarias llevamos demasiado tiempo en esa función. Y lo preocupante no es que el Gobierno central actúe como actúa -los imperios hacen lo que hacen, eso no es ninguna novedad desde Tucídides hasta hoy- sino que haya aquí, entre nosotros, quienes se afanan en justificarlo. Esos son los que me preocupan. Los de fuera son predecibles. Los de dentro, no.

6-9 May 1926, in a week that changed the BBC forever... this is part 2 of our 3-part special on the BBC and the General Strike 100 years ago this week (at time of podcast release), two million strikers were out in solidarity with the miners. It brought unique challenges to the BBC - with Winston Churchill trying to take it over, a tightrope of independence and impartiality, and broadcast requests from the Archbishop of Canterbury (no), the Leader of the Opposition (no), the TUC (no) and the Prime Minister (come on in sir!). John Reith welcomes the PM to his own home, even rewriting his speech for him while he's on air. It's all part of what we're calling The BBC and the General Strike in 5 (Over-)Steps. This episode, we'll discover over-reaching editorialising of the news, Reith the rewriter and those notably absent voices of opposition. Hmm. But then again, what would you do differently... and would that hand to Churchill the BBC on a plate? All will become clear, in our day-to-day guide through the middle of the General Strike during those nine days in May 1926. This episode looks at 6-9 May. Last episode we looked at 3-5 May. #117 The BBC's First Homosexual: a new play - with Dr Stephen Hornby and Professor Marcus Collins A special episode about a new play about on the true tale of Britain's first broadcast debate on homosexuality. We're outside of our moment-by-moment timeline (currently anchored in November 1923 - we return there soon) to highlight this under-appreciated moment at the 1950s BBC. After much deliberation, BBC producers planned and recorded an experimental discussion programme, but it wasn't broadcast until three years later, as an edited version called 'The Homosexual Condition'. The content may be rather shocking to today's ears, but progressive as far as its producers were concerned. The recordings are long lost, but the transcript survives and was discovered by Professor Marcus Collins (Professor of British History at Loughborough University) at the BBC Written Archives Centre. Marcus brought it to Dr Stephen Hornby (Lecturer in Drama and Theatre Practice at the University of Salford) who put pen to paper. They both join us this episode tell us how history met drama in this new play: The BBC's First Homosexual. He was in direct physical conflict with law enforcement while armed. According to reporting, he had allegedly been “on duty” the week before, tracking ICE, and had been taken to the ground by agents, injuring his ribs. This time, when he went back “on duty,” he brought a gun. I understand why people instinctively hesitate to side with federal law enforcement. I really do. But if we're being honest, this situation demands a clear-eyed assessment—not emotional reflexes or ideological posturing. If the political alignment were reversed—if this were someone at a protest you agreed with—would you still argue the outcome was justified? In this case, my answer is still yes, the individual was at fault, regardless of ideology. As gun owners, we talk constantly about personal responsibility. That responsibility includes knowing what situations you do not escalate, especially when armed. A fight you cannot win is a fight against law enforcement officers when you are carrying a firearm. The moment you insert yourself into a physical confrontation with LEOs while armed, you are the one escalating the situation. Everyone knows this. This is not new.
