According to the National Weather Service it will be sunny with a high near 79 degrees in the Cedar Rapids area. The wind will remain calm at 5 to 10 mph On Thursday night it will be partly cloudy, with a low of around 51 degrees.Iowa lawmakers gave final passage to a bill that will open more jobs to teenagers in the state, sending the bill to Gov. Kim Reynolds' desk to be signed into law.Senate File 542 would allow minors to stock shelves with items up to 30 pounds and load equipment into motor vehicles at 15, while 16- and 17-year-olds could serve alcohol in restaurants with parents' permission. Fourteen- and 15-year-olds could work later hours, and people over 16 could work the same hours as adults. The Senate voted 29-18 to pass the bill, with Republicans Charlie McClintock of Alburnett and Jeff Taylor of Sioux Center joining all Democrats in opposing.Republican supporters have said the bill modernizes Iowa's labor laws and opens new opportunities to young people to earn money. The bill was amended in the House this week, and matched in the Senate, to remove what minority Democrats saw as some of the most egregious provisions. The amendment removed language that would have allowed state officials to give waivers to 14- and 15-year-olds to work in jobs currently banned for minors as part of a work-based learning program. It would also require employers to keep minors from being employed by registered sex offenders and require employers to report a workplace harassment incident to the employee's parents and the state civil rights commission. After its initial denial, the Iowa Utilities Board has preapproved the Duane Arnold Solar projects in Linn County — marking a first for solar projects in Iowa.Interstate Power and Light Co., an Alliant subsidiary, originally asked the IUB for preapproval of 400 megawatts of solar and 75 megawatts of battery storage, along with their associated lifetime costs and rates. The application included the Duane Arnold Solar projects, the two industrial-scale solar projects that NextEra plans to develop and build near Palo.In November, the IUB initially denied the application, known as an application for advance ratemaking principles. The board said Interstate Power and Light didn't adequately consider alternative energy generation options that could make projects cheaper for both the utility and its customers, as required by Iowa Code.In the meantime, Interstate Power and Light provided the board with more evidence, leading to the change of heart in their decision last week.According to reporting from the Sioux City Journal, Iowa landowners opposed to liquid carbon dioxide pipelines crossing their property won a legal victory Wednesday, when a judge ruled a state law giving surveyors the right to enter private property is unconstitutional.Ruling in a Clay County case, District Judge John Sandy said the law violated Iowa's constitution because it does not provide for just compensation for certain damages to landowners for their loss of the right to deny entry onto their land.In a statement, Navigator said it will appeal the ruling because it deviates from precedents established in surrounding states where...

In this conversation with Margaret Lion, Senior Lecturer in the School of Public Health at Indiana University Bloomington, we get down to the nitty gritty of the basic digital literacy skills students need to succeed in higher education today. In our headlong rush into the "postdigital" era, we sometimes forget that many students across the university lack what some might consider "baseline" skills of digital literacy: for example, file saving and sharing, version control, file naming, and the like. Margaret talks about a digital skills course she has been teaching at IUB since 2009, K200 Microcomputer Applications in Kinesiology, and discusses how this course prepares students for success in their college careers. Paul and Adam also talk with Margaret about the history of digital literacy, and the fact that Adam still boots Windows from DOS. Good times are had by all. It will be a little less windy Tuesday night, with the wind dropping to 5 to 10 mph. Lawyers for two Fairfield teens charged with killing a high school Spanish teacher argued Monday that a hearing Thursday regarding whether their cases should be moved to juvenile court could include confidential materials — medical or other reports – that could prejudice jurors against the teens. Lawyers for https://www.thegazette.com/crime-courts/fairfield-police-2-students-murdered-spanish-teacher-from-their-high-school/ (Jeremy Everett Goodale and Willard Noble Chaiden Miller, )both 16, argued during an in-person hearing that also was by video, that Thursday's https://www.thegazette.com/crime-courts/judge-resets-hearing-for-fairfield-teens-charged-with-slaying-teacher/ (reverse waiver hearing )could include information from a juvenile court officer, law enforcement investigation, psychological evaluations and search warrant applications, which each have portions that otherwise would be confidential. Jefferson County Attorney Chauncey Moulding argued both teens are accused as adults and the murder charges filed against them are in district — adult — court and should remain open. If the court grants transferring the cases to juvenile court, further proceedings would be closed. A motive for the killing has not been released. But according to court documents, the teens schemed over social media to kill Nohema Graber, who had taught at Fairfield High since 2012. They monitored her routine before ambushing her on her daily walk in the park, killing her and later hiding her body, according to court documents. The Iowa Utilities Board has accepted the filings of applications for the two Duane Arnold solar projects near Palo and has set a partial procedural schedule moving forward. The IUB announced Friday that it issued an order and accepted the applications for certificates of public convenience, use and necessity for the two projects, Duane Arnold Solar I and II, and has docketed the applications for further investigation. Duane Arnold I is a proposed 50 MW solar facility on 316 acres of agricultural land within an 857-acre project site in Linn County. Duane Arnold II, the larger of the projects, is a proposed 150 MW solar facility and 75 MW battery storage system on 815 acres within a 1,780-acre project site. U.S. Sen. Joni Ernst, R-Iowa, continues to call for the U.S. to step up the delivery of lethal aid to support Ukraine's battle against a Russian military invasion, including facilitation of the transfer of MiG-29 fighter jets from Poland. Ernst returned Sunday night from leading a bipartisan delegation of nine colleagues on a weekend visit to Poland and Germany. In eastern Poland, Ernst said, the delegation heard from Ukrainian leaders in exile, who “delivered a clear message to the United States: We need more lethal aid weapons, including air defense system, and we need it ASAP.” She's concerned the U.S. aid is not flowing fast enough, blaming “Washington bureaucracy.” Support for this news update was provided by New Pioneer Food Co-op. —The Rise of Music in the Ancient World. Strumento a corda, cetra, destatevi” (Salmo 57:8). --- Send in a voice message: https://anchor.fm/corgiov/message

“Mixed Messages: Mediating Native Belonging in Asian Russia” with Kathryn Graber, Assistant Professor of Anthropology at Indiana University Bloomington. Lecture co-sponsored by Indiana University. Description: Focusing on language and media in eastern Siberia, Mixed Messages (Cornell University Press, 2020) engages debates about the role of minority media in society, alternative visions of modernity, and the impact of media on everyday language use. The book demonstrates that language and the production, circulation, and consumption of media are practices by which residents of the region perform and negotiate competing possible identities. What languages should be used in newspapers, magazines, or radio and television broadcasts, and by whom? What kinds of publics are and are not possible through media? How exactly do discourses move into, out of, and through the media to affect everyday social practices? In this book talk, Kathryn Graber will address these questions through her ethnography of the Russian Federation’s Buryat territories, a multilingual and multiethnic region on the Mongolian border with a complex relationship to both Europe and Asia. Bio: Kathryn E. Graber is an assistant professor of Anthropology and Central Eurasian Studies at Indiana University Bloomington. A linguistic and sociocultural anthropologist, she researches minority language politics, multilingualism, mass media, materiality, and intellectual property in Russia and Mongolia. She is the author of Mixed Messages: Mediating Native Belonging in Asian Russia (Cornell University Press, 2020) and co-editor of Storytelling as Narrative Practice: Ethnographic Approaches to the Tales We Tell (Brill, 2019). Graber’s award-winning writing on Buryatia has appeared in journals such as Slavic Review, the Journal of Linguistic Anthropology, Language & Communication, and Inner Asia, as well as in Russian collections. Since 2014 she has been researching how value is negotiated in the Mongolian cashmere industry, based on fieldwork at sites along the commodity chain. Her research has been funded by agencies including the National Science Foundation, the US Department of Education/Fulbright-Hays, and the Social Science Research Council. Dr. Graber is also an award-winning teacher, teaching courses at IUB that bridge anthropology and area studies. She holds an A.B. in Anthropology and Linguistics (University of Chicago), M.A. in Russian and East European Studies (University of Michigan), and M.A. and Ph.D. in Anthropology (University of Michigan). She previously held postdoctoral fellowships at the Kennan Institute of the Woodrow Wilson International Center for Scholars and at IUB.

With Indiana's influx of young talent, will he maintain his prominent spot in Indiana's rotation this year?We trace Zach's unique career, discuss what made him such an unexpected key figure for two different IU coaches who value different things in players, and then dive deep in analyzing his strengths and weaknesses to assess where he has the most room for growth as a senior.Prior to that conversation, we deliver the results of last week's fun IU draft. "Trash Talk" Tonsoni fared pretty in the fan vote, as he predicted. Andy, fresh off vacation, took on the challenge of coming up with a team of the "leftovers" from last week's discussion. Find out who he picked. We also answer these questions:• If we could add one player to IU's roster for this season from the roster of a Big Ten rival who is not expected to be on Inside the Hall's upcoming Top 25 Players in the Big Ten list, who would it be? • How much "Crean" will we still see in this year's team?• Who are our early favorites for the the Hoosier Hysteria dunk content and 3-point contest? This week's episode of The Assembly Call is hosted by Jerod, Andy, and Coach Tonsoni.
