Local authorities are boosting their cyber-security systems with the official launch of Ireland's first tailored IT apprenticeship programme for county and city councils. Ten local authorities across Ireland have joined the initiative, which aims to equip staff with the skills and expertise to protect local government networks and data from cyber-attacks. The Cybersecurity Apprenticeship Programme, which allows employees to train while they work, was officially launched by Minister of State at the Department of Further and Higher Education, Research, Innovation and Science, Marian Harkin and Minister of State at the Department of Housing, Local Government and Heritage, John Cummins in Dundalk, Co Louth. Representatives from the Local Government Management Agency (LGMA), which has collaborated with FIT (Fastrack into Information Technology) to deliver the programme, also attended the launch. The scheme features a 70:30 split between workplace learning and off-the-job training. This means the participants are applying the most up-to-date theoretical knowledge to IT practice in local authorities. When completed, the programme will equip participants with the skills and knowledge to work in cybersecurity roles within the local government sector, and they will receive an Advanced Certificate in Cybersecurity (NFQ Level 6). The first cohort of 14 participants began in June, serving their apprenticeships in 10 local authorities and the LGMA. Minister Harkin said the programme opens doors for new talent but also empowers local government's existing workforce. "This apprenticeship is a powerful example of how targeted education and training can support the evolving needs of our public sector, "By investing in both new talent and upskilling existing staff, we are not only strengthening cyber resilience within local government, but also building a future-ready workforce equipped to meet the challenges of a digital society. In addition, this programme supports a number of Government priorities, including growing the number of apprentices within the Public Service." Minister Cummins added: "The Government is committed to expanding apprenticeship and traineeship numbers on a sectoral basis alongside established primary recruitment processes. Today marks an important step in building cyber resilience within local government. "As global vulnerabilities continue to rise in threatening the security of our IT systems, this pioneering programme showcases the dedication of public servants in safeguarding our communities through stronger cyber resilience. This programme demonstrates the commitment of the local government sector to achieve the targets set out in the Public Service Apprenticeship Plan to provide programmes that offer a route to qualifications and careers in a range of diverse areas and to establish the sector as an employer of choice by attracting, retaining and developing its staff." Training takes place online and in person in the Advanced Manufacturing Training Centre of Excellence in Dundalk, where the launch took place. This initiative supports key goals outlined in the Local Government Digital and ICT Strategy 2030 and the Action Plan for Apprenticeship 2021-2025, contributing to the development of a skilled digital workforce in the local government sector. The training programme is being delivered by FIT. CEO Peter Davitt said: "We are proud to launch Ireland's first workforce development apprenticeship for local government. "By embracing tech apprenticeships, this model proactively addresses the challenge of skills obsolescence in today's fast-evolving digital landscape, ensuring that public sector digital services remain robust, secure, and future-ready for the benefit of communities nationwide." Ask yourself critical questions: "Is this worth my peace?" and "Is this worth me getting upset about?" Recognize the difference between intention and action: Many issues are due to thoughtlessness, not malicious intent. Choose your response: By pausing, you prevent your ego from taking control, allowing you to choose a peaceful, measured response rather than reacting automatically, especially in trivial matters like traffic or minor arguments. 3. Schedule Unscheduled Time This is a time management technique to create vital "margin" in your day, preventing you from constantly rushing. Build buffer time into your schedule: If a task or commute takes 15 minutes, schedule 30 minutes. Actively block out time: Use your calendar to schedule these buffers as "run over time," "catch up time," or "flex time." Use the time wisely: If the time isn't needed for recovery, plan to use it for constructive, peaceful activities like reading a book, listening to educational content, or tackling a task for the next day. Today, we sat down with Bob Stevens from GitLab to put this development into perspective, examine some use cases, and suggest methods that federal agencies can use to prepare for this technological shift. What precipitated the initiative is the recognition that change is occurring so rapidly in the world of software development that the federal government must adapt more quickly than in the past, or it will be vulnerable to cyberattacks. Stevens notes that the federal government has been targeting modernization, producing software faster, and being more efficient, for a decade. AI will help them get there, with some possible cost reduction. For example, in the past, a vulnerability may have taken weeks to discover. Utilizing AI allows federal software developers to reduce that discovery to minutes. That ties in with one essential element in the White House initiative: security. In fact, one of the pillars of the Action Plan is titled “Promoting Secure-by-Design AI Technologies and Applications.” Stevens has been involved in federal software development for decades and thinks that a platform approach best serves the essential objectives of this Action Plan. The conversation concludes with the potential for AI to streamline government processes and improve operational efficiency. We wanted to do exit interviews with civil servants, who were newly free to speak about their experiences and their learnings. The project has expanded: we talk to political scientists, economists, DC wonks, elected officials and people currently in government. But the core value of this project is in that original idea of getting a hold of people as they're leaving the government, pinning them to the wall, and making them reveal their secrets.Today's guest is in that mold. His name is Dean Ball. If you follow AI policy, you already know who he is. Until a couple of weeks ago, Dean was a senior policy advisor for artificial intelligence and emerging technology at the White House Office of Science and Technology Policy (OSTP).Dean and I go back a little while. Most notably, we've serve together on one of the most dominant trivia teams DC has seen. But that's not why Dean's important. Dean's had a whirlwind tour over the past few months in the federal government. During that time, he was the organizing author of the Administration's AI Action Plan, a comprehensive roadmap from the White House on federal AI policy.Today, we caught up to talk about that Action Plan, what it takes to write a strategy document for the federal government, and the challenges of implementing that strategy in the face of political, personal, and bureaucratic opposition.I've said in the past that Dean thinks more clearly about the near-term future than most people. I still think that's true, though I don't agree with him on everything here. We'll finalise with implications and synthesis. Bertrand, is this a watershed moment for the industry? Is this the moment we were all waiting for in terms of clarity for AI in the US?Bertrand SchmittYeah, that's a great question. I must say I'm quite excited. I'm not sure I can remember anything like it since basically John F. Kennedy announcing the race to go to the moon in the early '60s. It feels, as you say, a watershed moment because suddenly you can see that there is a grand vision, a grand plan, that AI is not just important, but critical to the future success of America. It looks like the White House is putting all the ducks in order in order to make it happen. There is, like in the '60s with JFK, a realisation that there is an adversary, there is a competitor, and you want to beat them to that race. Except this time it's not Russia, it's China. A lot of similarities, I would say.Nuno G. PedroYeah. It seems relatively comprehensive. Obviously, we'll deep dive into it today across a variety of elements like regulation, investments, view in relation to exports and imports and the rest of the world. So, relatively comprehensive from what we can see. Obviously, we don't know all the details. We know from the announcement that the plan has identified 90 federal policy actions across the three pillars. Obviously, we'll see how these come into practice over the next few months, few years.To your point, it is a defining moment. It feels a little bit like the space race of '60s, et cetera. It's probably warranted. We know that, obviously, AI platforms, AI services and products are changing the world as we speak. It's pretty important to figure out what is the US response to it.Also interesting to know that we normally don't talk about the US too much in terms of industrial policy. The US seems to have a private sector that, in and of itself, actually stands up to the game, and in particular in tech and high-tech, normally fulfils or fills the gaps that are introduced by big generational shifts in terms of technology. But in this case, there seems to be an industrial policy. This seems to set the stage for that industrial policy and how it moves forward,

In July, the Trump administration released what it calls an AI action plan. In it, along with several executive orders, the White House lays out its vision for building and expanding the country's AI infrastructure.  Key tenets of that vision include removing regulatory hurdles and accelerating US dominance in the industry. It also has broad energy and security implications. So how could the administration's high-risk, high-reward approach increase US market share in AI? Will it create tensions with major AI companies while potentially democratizing access to AI capabilities? And how does the plan diverge from Biden-era AI support, especially around environmental and energy considerations? To discuss the action plan, we convened some of the leading AI experts at the Center for Global Energy Policy in early August, and this week on Columbia Energy Exchange we are sharing an audio recording of their discussion.  David Sandalow, CGEP's inaugural fellow and the host of the AI, Energy and Climate podcast, moderated the panel. David also co-directs the Energy and Environment Concentration at the School of International and Public Affairs at Columbia University and was the lead author of the “Artificial Intelligence for Climate Change Mitigation Roadmap” report for the Innovation for Cool Earth Forum. Aaron Bartnick, Jared Dunnmon, and Ashley Finan joined David on the webinar. Aaron Bartnick is a global fellow at CGEP, where he focuses on technology and economic security. He also serves as chief of staff at the neural engineering company Science Corporation and as a fellow at Carnegie Mellon University's Critical Technology Initiative. Jared Dunnmon is a non-resident CGEP fellow and the co-founder and chief scientist of a maritime logistics startup. He previously served in the Department of Defense as technical director for artificial intelligence at the Defense Innovation Unit, was vice president of future technologies at battery firm Our Next Energy, and was an early team member at Snorkel AI.
