Tony Pipa is a senior fellow in the Center for Sustainable Development at the Brookings Institution. Tony launched and leads the Reimagining Federal Rural Policy initative, which seeks to modernize and transform U.S. federal policy to enable community and economic development in underserved rural places across the U.S. He hosts the Reimagine Rural podcast, which profiles rural towns across America that are making progress on their efforts to thrive amid social and economic change. Tony serves as the vice-chair of the board of directors of StriveTogether; as a senior associate research fellow in the Global Cities program at the Italian Institute for International Political Studies; and as a member of several task forces and advisory committees. He grew up in rural Elysburg, Pennsylvania, in the heart of anthracite coal country and attended Stanford University, graduated from Duke University, and earned a Master of Public Administration at the Harvard Kennedy School.

After numerous trips on the river, Breuer launched Mountain River Tours in 1973. It was one of the first companies to offer rafting trips on the New and Gauley rivers.    As whitewater rafting increased in popularity, more outfitters popped up in the region and waged a friendly competition as they courted guests with lodging, dining, and additional outdoor adventures.    In 2007, a group of investors with a passion for whitewater rafting and a vision for expanding tourism in the New River region brought together three of the region's top outfitters—Class VI, The Rivermen, and Mountain River Tours. In this first of a three-part series, Michelle talks with Tony Pipa of the Brookings Institution and Janet Topolsky of the Aspen Institute about the opportunity for the Biden-Harris administration to modernize and improve U.S. policy to support equitable rural development. Drawing upon the landmark report recently published by Brookings, Reimagining rural policy: Organizing federal assistance to maximize rural prosperity, Pipa describes the lack of a coherent federal vision regarding community and economic development in rural areas, with over 400 federal rural programs spanning 13 departments and more than 50 offices and sub-agencies. Topolsky describes  the challenges that any rural community faces trying to navigate the myriad of programs by themselves; rather, she says strengthening “rural development hub” intermediaries can catalyze regional efforts that help communities grow and thrive – as outlined in Rural Development Hubs: Strengthening America’s Rural Innovation Infrastructure. Pipa suggests that the U.S. needs to create a national rural strategy to help rural communities develop and thrive. He emphasizes the importance of locally led development that takes advantage of real-world, on-the-ground knowledge, builds on local assets, and improves equitable outcomes. Topolsky urges lawmakers to make rural a priority and keep in mind the diverse racial and economic contexts that exist in rural.
