Il 36% dei consumatori nel mondo sono disposti a pagare di più per il cibo made in Italy, un valore che si avvicina a quello della moda made in Italy, desiderata dal 44% di consumatori. C'est une enquête du département américain du Commerce sur la concurrence déloyale qui aurait poussé l'administration Trump à frapper dur sur la pasta, une icône de l'art de vie des Italiens qui se raconte même en chansons. Des producteurs de grandes marques comme Barilla ou Garofalo auraient vendu leurs produits à un prix inférieur à celui du marché national. Les droits de douane sur les pâtes pourraient donc augmenter de 91,74% à partir de 2026, en plus des 15% déjà appliqués. Or les États-Unis sont le deuxième pays d'importation derrière l'Allemagne. Pour l'Italie, cela représente 281 000 tonnes de pâtes destinées aux USA et un chiffre d'affaires de 671 millions d'euros en 2024. À Rome, on oscille entre espoir et colère. De notre correspondante à Rome, Député du Parti démocrate, Andrea Rossi n'affiche pas le même optimisme. Il s'inquiète beaucoup pour sa région, l'Émilie-Romagne. Un temple historique de la filière des pâtes. À titre d'exemple, le groupe Barilla, qui destine un quart de ses produits au pays de l'Oncle Sam, est implanté à Parme depuis 1877. « Actuellement, l'Émilie-Romagne exporte la valeur d'un milliard d'euros de produits agroalimentaires aux États-Unis, soit 10% de ses exportations vers ce pays. Une augmentation de plus de 90% des droits de douane sur les pâtes serait évidemment délétère pour la filière dans notre région. Mais à ce jour, l'Italie n'a pas eu la capacité diplomatique nécessaire pour négocier cette taxe supplémentaire avec l'administration Trump. » La surtaxe ferait passer le prix de 500g de pâtes, exportées par un fabricant italien aux États-Unis, de 4 à 10 euros, environ. En Italie, 500g de rigatoni ou de spaghetti de bonne qualité sont vendus, en moyenne, à 1,60 euro. Mais nos cousins transalpins ne sont pas à l'abri d'une hausse sensible. Explications de Gabriele Melluso, président de l'association de protection des consommateurs Assoutenti. « Si les producteurs de pâtes ne parvenaient pas à compenser la majoration des droits de douane avec les exportations en dehors des États-Unis, cela provoquerait une flambée des prix dans nos rayons. On pourrait parler de crime ! ». Un différend qui doit être résolu La pimpante retraitée Alessandra Cardelli lui fait écho : pas question de toucher à un aliment aussi sacré ! « Pour les Italiens, une augmentation du prix de la pasta est inconcevable ! C'est la base de notre alimentation. Tout le monde, riche ou pauvre, mange des pâtes. Ce problème entre l'Italie et les États-Unis doit être résolu . » Filippo Schiavone est producteur de blé dur – la matière première des pâtes italiennes, mais aussi dirigeant de Confagricoltura, la principale organisation représentant les agriculteurs en Italie. Il considère que le gouvernement Meloni a tous les atouts pour obtenir un allègement des droits de douane : « Le blé dur est la première culture en Italie, plus de 1,3 million d'hectares. C'est peu ou prou comme Fiat à Turin dans ses belles années. Toutefois le secteur des pâtes traverse une crise, principalement à cause des changements climatiques. Mais nous avons totalement confiance dans notre gouvernement et espérons donc que les négociations au niveau international sur la surtaxe de pâtes donneront des résultats. »  Alors, attendons de voir si Donald Trump sera, pour une fois, une bonne pâte. Sottolinea il pieno sostegno della Commissione europea, che resta l’unico soggetto competente in materia di politica commerciale. Critico invece il presidente di Confindustria, Emanuele Orsini, che chiede maggiore certezza nei rapporti con i partner internazionali. Il Dipartimento del Commercio americano ha imposto un dazio del 91,74%, sommato al 15% già esistente, portando il totale al 107%. Il provvedimento, previsto da gennaio 2026, nasce da una revisione antidumping che coinvolge La Molisana e Garofalo, accusate di scarsa collaborazione. Lo stesso margine è stato applicato anche ad altre aziende, tra cui Barilla, Sgambaro e Rummo. L’ambasciata italiana e i ministeri competenti sono già intervenuti per chiedere una revisione della misura.
