The U.N. General Assembly's committee on disarmament on Friday adopted a draft resolution calling for countries not to deploy nuclear weapons and weapons of mass destruction into outer space.
Newport is the first city on the Oregon Coast to adopt a new estuary management plan in more than 40 years. The city jointly manages the Yaquina Bay Estuary with Lincoln County and the city of Toledo. The three entities use the plan to determine what kind of development can happen in what parts of the estuary. The updated version requires developers to perform climate vulnerability assessments for all projects in the estuary. It also includes a commitment from Newport city leaders to revisit the plan and update it periodically as the estuary faces new climate impacts, such as rising sea levels and warming ocean temperatures. Annie Merrill is the estuaries and ocean manager for the Oregon Shores Conservation Coalition. She joins us to talk more about estuaries and the risks they face in a changing climate.

Coimisiún na Meán has published the finalised Online Safety Code. The Code sets binding rules applying to video-sharing platforms who have their EU headquarters in Ireland. The general obligations contained in the Code will apply from next month and platforms will have an implementation period for certain detailed provisions, which require IT build, to come into compliance. Coimisiún na Meán will take a supervisory approach to enforcing the Code, ensuring that platforms implement appropriate systems to comply with the provisions of the Code The Code introduces obligations on video-sharing platforms to protect people, especially children, from harmful video and associated content, including: Prohibiting the uploading or sharing of harmful content on their services including cyberbullying, promoting self-harm or suicide and promoting eating or feeding disorders as well as incitement to hatred or violence, terrorism, child sex abuse material, racism and xenophobia. Using age assurance to prevent children from encountering pornography or gratuitous violence online and having age verification measures in place as appropriate. Providing parental controls for content which may impair the physical, mental, or moral development of children under 16. These platforms will also have to ensure that they have ways for people to report content that breaks the rules, and act on those reports in line with their Terms and Conditions. The development of the Code was informed by an initial call for inputs in summer 2023, followed by a full public consultation from December 2023 to February 2024, which received nearly 1400 responses. Coimisiún na Meán's Youth Advisory Committee was also consulted on the development of the Code. The Code was then notified to the European Commission under the Technical Regulations Information System (TRIS) Directive process to ensure alignment with the EU Digital Services Act. The Code is part of Coimisiún na Meán's overall Online Safety Framework. This Framework makes digital services accountable for how they protect users from harm online. The updated Code, combined with the other parts of the Online Safety Framework, will deliver on the objectives of the Online Safety and Media Regulation Act, leading to safer online experiences for people across Ireland. The overall Online Safety Framework gives Coimisiún na Meán the tools to address the root causes of harm online, including the availability of illegal content, the harmful impacts of recommender systems, and inadequate protections for children on social media services. The Online Safety Commissioner, Niamh Hodnett, said: "The adoption of the Online Safety Code brings an end to the era of social media self-regulation. The Code sets binding rules for video-sharing platforms to follow in order to reduce the harm they can cause to users. We will work to make sure that people know their rights when they go online and we will hold the platforms to account and take action when platforms don't live up to their obligations." Executive Chairperson of Coimisiún na Meán, Jeremy Godfrey said: "With the adoption of the Online Safety Code, all the elements of our Online Safety Framework are now in place. Our focus now is on fully implementing the Framework and driving positive changes in peoples' lives online. Our message to people is clear: if you come across something you think is illegal or against a platform's own rules for what they allow, you should report it directly to the platform. Our Contact Centre is available to provide advice and guidance to people if they need help." In 1963, Shawn was placed for adoption because his white mother's family didn't want a biracial grandson. As an infant, he passed for white, so he was adopted by a racist, rural Indiana family who didn't realize that he was Black. Ashamed of his ethnicity, his mom concocted lies to hide his race from everyone, including Shawn. This lack of racial identity caused depressing confusion and conflict with his education, relationships, and career, but his mom insisted that he was not to search for his birth family until after she died. Around age 40, Shawn and his wife decided that they were well-suited to adopt other biracial babies. Through the adoption process, Shawn discovered clues that helped him locate and reunite with his biological family. Although Shawn's author name for his book "Born Without A Race" is Dr Michael Bauer, he wishes to be addressed as Shawn during this interview for personal reasons. The Summit of the Future has opened at the United Nations headquarters in New York, with the adoption of the Pact for the Future.
The annual Congressional Hackathon is Thursday, and ahead of it, FedScoop is reporting that two of the five top recommendations from last year's event have been implemented and others are on their way to being realized. Steve Dwyer, senior director for innovation at the House Office of the Chief Administrative Officer, told FedScoop that the two completed and now implemented projects are an internal unified House calendar that was launched in July and an internal social media tracking tool that was announced in recent weeks by the CAO to compare lawmakers' social media statistics. A bipartisan House bill aimed at improving customer service interactions with government technology breezed through a key Senate panel Wednesday, putting it one step closer to becoming law. The Government Service Delivery Improvement Act passed the Senate Homeland Security and Governmental Affairs Committee by an 11-0 tally, setting it up for a vote before the full chamber. The bill, first introduced by Reps. Ro Khanna, D-Calif., Byron Donalds, R-Fla., Barry Loudermilk, R-Ga., and William Timmons, R-S.C. in the House last October, passed that chamber in May. The legislation tasks agency heads with designating a senior official to oversee service delivery improvements and charges the Office of Management and Budget with choosing a senior official to coordinate governmentwide efforts on the issue.
