Today, we cover the system we use for determining the winner of an election. It has as much impact on our current political dysfunction -- including lack of trust in elections -- as any other factor. Many scholars contend that if we could get the system right, we could fundamentally improve faith in our democracy and lower the chances of a complete meltdown (which are uncomfortably high). One of those experts is Aaron Hamlin, the Executive Director of the Center for Election Science. He's been featured as an electoral systems expert on MSNBC, NPR, and many other outlets, and he not only believes that better election systems using alternative voting methods would be better for America, but he also has a particular favorite to suggest. Approval voting" is a system that fewer people have heard about than Ranked Choice Voting, but it may deliver many of the same benefits while being simpler, easier to understand, and better for restoring trust in the system.

Aaron Hamlin, Executive Director and Co-Founder of The Center for Election Science, joins T.J. O'Hara, host of Deconstructed, to discuss Approval Voting as an alternative to traditional Plurality Voting and the emerging Ranked Choice Voting system. Mr. Hamlin is a strong proponent of Approval Voting and offers research conducted by the Center along with examples of how it has fared in real world applications. Mr. Hamlin is an attorney with two additional graduate degrees in the social sciences. He became interested in electoral systems in college when he recognized that his peers were voting on a basis of a candidate's probability of winning rather than for the candidate whom they truly preferred. He has become an expert in the field and has appeared on national shows and written for major publications while seeking to improve our electoral process. Mr. Hamlin compares and contrasts Plurality Voting and Ranked Choice Voting with Approval Voting, which expands choices over Plurality Voting while not requiring the diligence of assigning a specific ranking to each candidate as is essential to the Ranked Choice approach. Aaron Hamlin is the executive director and co-founder of The Center for Election Science. He has been featured as an electoral systems expert, given talks on different voting methods across the country, and written for publications such as Deadspin, USA Today Magazine, Independent Voter Network. We will be discussing the pros and cons of approval voting and how it compares to ranked choice voting. We will also take a look into the recent approval voting election in St. Louis and how approval voting impacted the results there.

Aaron Hamlin is the Executive Director of the Center For Election Science, which is promoting an election concept called “approval voting”. That is where all voters “approve” of as many candidates as they want on the ballot instead of just choosing one to vote for. Hanlin describes the concept, answers questions about it, and explains where it's being used in the US now.

Third party candidates have an uphill battle. It's a fact. And on top of the traditional struggles third party candidates face, our "pick-one" voting systems have only entrenched the "lesser of two evils" in our government, by giving us the same, tired, "red team vs. blue team" battle. The way we typically vote is that you select only one candidate for a position, but there are many flaws with this methodology. Aaron Hamlin from The Center for Election Science discusses an alternative called Approval voting. Under approval voting, voters can select as many candidates as they like for a position. This makes third party candidates far more viable and does a better job representing voter preference. Approval voting is also simpler than other voting alternatives like ranked choice. In 1991 Edwin Edwards won the Louisiana gubernatorial election. In 2001, he was found guilty of racketeering and received a 10 year invitation to Federal prison. The strange thing about that election? By 1991 Edwards was already notorious for his corruption. Actually, that’s not it. The truly strange thing is that Edwards was clearly the good guy in the race. How is that possible? His opponent was former Ku Klux Klan Grand Wizard David Duke. How could Louisiana end up having to choose between a criminal and a Nazi sympathiser? It’s not like they lacked other options: the state’s moderate incumbent governor Buddy Roemer ran for re-election. Polling showed that Roemer was massively preferred to both the career criminal and the career bigot, and would easily win a head-to-head election against either. Unfortunately, in Louisiana every candidate from every party competes in the first round, and the top two then go on to a second - a so-called ‘jungle primary’. Vote splitting squeezed out the middle, and meant that Roemer was eliminated in the first round. Louisiana voters were left with only terrible options, in a run-off election mostly remembered for the proliferation of bumper stickers reading “Vote for the Crook. It’s Important.” We could look at this as a cultural problem, exposing widespread enthusiasm for bribery and racism that will take generations to overcome. But according to Aaron Hamlin, Executive Director of The Center for Election Science (CES), there’s a simple way to make sure we never have to elect someone hated by more than half the electorate: change how we vote. He advocates an alternative voting method called approval voting, in which you can vote for as many candidates as you want, not just one. That means that you can always support your honest favorite candidate, even when an election seems like a choice between the lesser of two evils.
