이슈파다 ▶ 수능 앞두고 폭발물 협박글 난무 수능을 불과 한 달여 앞둔 시점, 학부모와 학생들이 공포에 휩싸였다. 지난 13일, 인천의 한 고등학교에 폭발물을 설치했다는 협박글이 119 신고센터에 게시됐다. 경찰과 소방이 즉시 출동해 수색을 벌였으나, 3일째 협박글 작성자는 아직 특정되지 않고 있는데. 이 사건 외에도 전국의 학교들을 대상으로 폭발물, 칼부림 협박글이 잇따라 게시되는 상황, 일부 학교들은 학생들의 안전을 위해 임시 휴업하기도 했다. 온라인에서는 사제 폭탄 제작법을 다룬 유튜브 영상이 쉽게 검색될 만큼 불법 정보가 난무하는데. 자세한 상황 이슈파다에서 살펴본다. ▶ 국적은 선택이 아니다? 미국에 실제 체류 기간은 단 19일. 한국 국적을 포기하겠다며 법무부를 상대로 소송을 냈지만, 법원은 그의 손을 들어주지 않았다. 선천적 복수국적자라면 만 18세 이전에만 선택하면 되는 줄 알았는데, 알고 보니 그 안에는 우리가 몰랐던 법의 함정이 있는데. 그 복잡한 진실을 이슈파다에서 알아본다. 모르면 호구 되는 경제 이야기 ▶ 10·15 부동산 대책, 집값 잡을까? 정부가 10·15 부동산 대책을 통해 초강력 주택 시장 규제를 발표했다. 조정대상지역은 서울 전역과 경기 남부까지 확대됐고, 담보인정비율(LTV)은 70%에서 40%로 축소됐다. 유주택자는 추가 주택담보대출이 전면 금지됐으며, 전세대출을 보유한 경우 3억 원 초과 아파트 매입이 제한된다. 여기에 서울과 경기 12곳은 토지거래허가구역으로 묶이며, 전세 끼고 매입하는 갭투자는 사실상 차단됐다. 해당 지역에서 주택을 취득하려면 2년 실거주 의무도 따라붙는다. 정부는 이번 조치를 투기 수요 차단이라고 설명하지만 시장 반응은 차갑다. 규제가 강화되면서 현금 여력이 없는 중산층은 사실상 내 집 마련이 불가능해졌기 때문이다. 서울의 416만 가구 중 60만 7천 가구가 15억 이상의 아파트에서 거주하고 있는 만큼, 정부의 고가주택 기준이 현실과 동떨어져 있다는 것. 투기 수요 차단 효과보다 실수요자 피해가 더 크다는 논쟁을 불러일으키고 있는 10·15 부동산 대책의 실효성을 점검한다. ▶ 외국인 체납 ‘역대 최대' 올해 상반기 외국인 체납액이 통계 생성 이후 최대치였던 작년 체납액을 이미 넘어선 것으로 파악됐다.
