Ep 511 - Drug Free Kids Guest: Chantal Vallerand   By Stuart McNish   On Dec 8th, 2022, Jennifer Whiteside was appointed Minister for Mental Health and Addictions. At the time she said, “The Premier has asked me to prioritize accelerating BC's response to the illicit drug toxicity crisis. The Premier has also asked me to expand new complex care, treatment, recovery, detox and after-care facilities across the province.”   Months later, the BC Centre for Disease Control released its report showing that in 2022, overdoses from opioids and illicit drugs were now the leading cause of death for youth 10 to 18 years old.  The Minister issued a statement saying, “The toxic drug crisis continues to have a devastating impact on families and communities in B.C., and the impact on children, youth is heartbreaking,”   These are hollow words to Garth Mullins, an organizer with the Vancouver Area Network of Drug Users, who said, “It seems to me that the Minister's job is to be the official mourner – someone who is there to cry publicly about the mass deaths but isn't empowered.”   So where does a family turn when they need help? Chantal Vallerand, the Executive Director at Drug Free Kids Canada, says, “We know how difficult it is for families. Most don't know the boundaries of what they can and cannot say or do. The Jill Bennett Show on CKNW also had a segment on this topic as well as the Canucks on Columbia event proposal. New Westminster's record on planting new trees and our overall tree canopy are also discussed this week. How have we been doing when compared to other Metro Vancouver cities when it comes to our tree canopy? You might be surprised to find out! The Mayor also held his annual State of the City address at a private adults only venue. Anyone under 19 was not permitted, nor were individuals who couldn't afford the ticket price or had no identification. Was this the right place to deliver this critical public address?Councillor Paul Minhas makes an appearance for our regular 'Council Roundup" as we review some of the major topics discussed in the chamber this week. The focus of "The Way I See It" opinion piece is Metro Vancouver Chair Greg Harvie. He is also the Mayor of Delta and this week he was provided with termination notice from his council. They are revoking his appointment to Metro Vancouver which means that effective July 1st he will no longer be the chair. During that local debate he indicated he needed to stay on a few more weeks to fulfill his duties which included an all expense paid trip to Amsterdam. Will Metro Vancouver still allow him to take that trip given that he'll be stepping down as chair soon?It's a packed podcast with lots of great information. Researchers with the best of intentions still get things wrong. “Who made you the expert” is a valid question that research subjects might ask… and frankly, they're right to ask that. If you're, say, a drug user in Vancouver's downtown east side you probably don't want some guy from Harvard telling you what paternalistic research he's doing on you. You want to be a partner in research done with you. So what does it look like when the old paternalistic ways are dispensed of? Garth Mullins hosts Crackdown, a podcast about the drug war in Vancouver covered by the drug users themselves. Gordon talks to him about being the researcher and the researched in the downtown east side, a place where activists and academics have come together to develop better methods. We also talk to Michelle Fine of City University of New York. She's a leading proponent of “critical participatory action research“. That's a way of researching that de-centres the academic. We find out the theory, and what that means for expertise more broadly. Garth Mullins has been part of the drug scene in Vancouver for many years: as a former heroin consumer who now takes a daily dose of methadone; as a journalist who joined with other drug user activists in launching an award winning podcast, Crackdown, about the overdose crisis; and as a forceful advocate for allowing illicit drug users to obtain the drugs they want from legal sources outside the medical system. Garth Mullins is a journalist and radio documentary producer who focuses on the decriminalization of drugs, issues of race, class, environment, capitalism, colonialism, and oppression. Garth has written for the Vancouver Sun, Georgia Straight, and Vice. His documentaries have appeared on CBC Radio One, he has spoken publicly at countless schools, protests, conferences, and media outlets, and holds multiple awards for his work. Garth is a drug use activist who has worked with organizers to campaign for a safe and legal drug supply, which in turn could completely eliminate the overdose crisis as we know it."You know, I scored and used drugs on the downtown east side, when there was really strong, dope, and there was lots of overdoses and people were dying. And they, even the health board here declared it an emergency in the city, like, so I've lived through an overdose emergency before, and I saw these posts and I heard these two guys that I kind of knew of who used to hang around there and both died off the same batch."And there was a siren somewhere and I got this feeling like in my stomach and in my feet, like this really deep sense of déjà vu, you know, it's like in the matrix where the black cat walks past you and you know the program's glitching and I'm like, “This is going to happen again. This is happening again.There's an overdose crisis. There's a, this whole thing is going to happen again.” And I, and then I thought I can't sit out.You know, I want to be with the people who are pushing back, the people at the Vancouver area network of drug users. This is a union for drug users that people organized in the late 90s or starting then anyway.And there's the people there that I've learned so much from and work with, like Laura Shaver, she's a, you know, a methadone activist, but also a really, for decriminalization and a safe supply of drugs and all that. And me and her have worked on a bunch of campaigns now, and lost friends together.But then, back then I went to VANDU and just met her and, Laura is the person who taught me really how to talk about being a drug user. How to say this stuff and not be ashamed, you know, to look people in the eye and just say, this is who I am and just deal with it. I really learned a lot of that from her and, yeah, I felt like I couldn't sit out of this one, you know, because it's not right. Chapter 2: Over a hundred new cases of COVID here in BC announced yesterday, and this is the trend across Canada right now as well.  Why are the numbers going up? And, The border closure agreement between Canada and the U.S. is set to expire next Monday...but will the border actually reopen then?
