Senator Rex Patrick is currently challenging the secrecy around Scott Morrison's national cabinet. He's brought legal action – the outcome is pending – to attempt to have the minutes of this body, which includes federal, state and territory leaders, made public. The government claims the documents are protected by an exemption for cabinet documents in the freedom of information act, while Patrick claims national cabinet lacks some of the essential features that would afford it that cover.   Patrick's also pressing for improvements in the freedom information law, which has become increasingly obstacle-ridden, to allow applicants more rights. It's perhaps no wonder former senator Nick Xenophon, for whom Patrick once worked, labelled him "Inspector Rex".   On a very different front, as a former submariner Patrick has been highly critical of the government's Future Submarine Program, which has contracted a French company to build 12 submarines for the Royal Australian Navy. Patrick says the company is taking too long, and charging too much, to make submarines which may fail to achieve the necessary sovereign capability.   In this podcast, Patrick says Scott Morrison should take the opportunity during his coming meeting with French President Macron to issue an ultimatum that changes must be made.   "You know, despite the good relationship we may have with France, this is a matter of national security, and it's also a matter of a huge amount of public expenditure. And the prime minister must put the Australian public before that relationship. And I think it would be wise for him to be just very frank and honest with the French president."

As leader of a senate crossbench party, Nick Xenophon's position on contentious legislation, currently media reform, is crucial for the government. He says it's “not for lack of trying” that the Nick Xenophon Team has not yet reached an agreement with the government on media ownership rules. He is pushing for tax breaks for smaller organisations to promote media diversity. He also opposes concessions that the government has made to Pauline Hanson that would clip the wings of the ABC, saying the NXT would vote against them. Meanwhile discovery of his dual citizenship means that he is among the politicians now before the high court over their eligibility to be in parliament. He's been advised he has “the best case of the high court seven”. He holds serious concerns about another sort of citizenship issue - the government's proposed tightening of laws for people to become Australians. “I think parts of this legislation simply go too far”.

On March 30, a  late-night debate  in the Senate saw the  Government's attempt to change section 18C of the  Racial Discrimination Act reach defeat, after an alliance by Labor, Greens, Nick Xenophon’s team and Jacqui Lambie, voted down the proposed changes - 31 to 28.This means that the plan to remove ‘offend, insult or humiliate” from section 18C and replace it with the term “harass” will no longer go ahead. As the curtain falls on the year, one of the most powerful players in the new parliament looks back on his successes. Nick Xenophon nominates whistleblower protections and procurement law changes negotiated alongside the government's industrial legislation as major achievements. “The government has agreed to sweeping changes to whistleblower protections in this country. Compensation for whistleblowers will be built into the registered organisations legislation that will apply to unions and employer organisations but most importantly it will also apply to corporations and to the public sector in the next 18 months and we've already begun the process on that. "The other big achievement, just a few days ago was with the ABCC legislation. The government has agreed to procurement law changes which will mean for the first time we're more in line with some of our major trading partners,” Xenophon says. Xenophon tells Michelle Grattan that his team will have hard negotiations with the government “but we like to think that if we reach a consensus, a compromise, we do so in good faith which I think is mutually beneficial to both parties”. “I think the government can expect more of the same and I think the government is prepared to sit down and talk to us about areas of common ground.” Reflecting on One Nation, Xenophon describes the relationship between his and Pauline Hanson's teams as “courteous”. “Even though I made it clear that I don't agree with them on their views on immigration, on race, on religion. Attacking Islam is not what we do. We think we are a multicultural society and tolerance is the key and obviously we have very different views on climate change. But where there's common ground - such as issues on procurement, on Australian jobs, on food labelling, on farmers getting a fair go - obviously where there's common ground we'll work together.

Nick Xenophon's two new Senate colleagues, Stirling Griff and Skye Kakoschke-Moore, are no strangers to the political process, having both worked with Xenophon behind the scenes. In a joint interview, they tell Michelle Grattan about their contrasting experiences in becoming politicians. Kakoschke-Moore says she has had the benefit of being around Xenophon for nearly six years. “So I understand the way he operates,” she says. Working as a Xenophon adviser, she learnt the ropes of the Senate. “It is so rule-driven and so procedure-driven that I have a great deal of sympathy for people coming into this who have had no exposure at all to the inner workings of Senate procedure.” Stirling Griff, on the other hand, has had a “huge learning curve”. “I'm following behind Skye like she's the mother hen and I imagine I'll be doing that really for another few more weeks,” he says. With the government's industrial relations legislation before the parliament, the Nick Xenophon Team is looking for some amendments. “Particularly in relation to the building code and requiring building projects, to the greatest extent possible, to use Australian goods and services. So we'll be looking at the bills closely but we'll also be keeping an open mind to amendments,” Kakoschke-Moore says. The pair are dismissive of any move by senator David Leyonhjelm to push for concessions on gun laws in exchange for passage of the industrial relations bills. “They're not related and we don't want to play those games,” Griff says.

Picking up seats are Pauline Hanson from One Nation and Nick Xenophon and his team (NXT), but it’s also a strong result for the Nationals. If the Coalition forms government, the Nationals might ask for the trade portfolio and lend their support to national procurement (a focus on locally produced goods and services), also supported by the NXT, says Geoff Cockfield, professor of government and economics at the University of Southern Queensland. Senators such as Hanson will still have to form alliances to have any influence on certain business and economic policies. But not all the crossbenchers see eye to eye, Cockfield says. Senator Nick Xenophon is the South Australian “vote magnet” making both the Coalition and Labor nervous, as he spreads his brand at this election. His probable success promises not just more Senate seats for the nascent party but a powerful role in the new Senate for its leader. Xenophon tells Michelle Grattan he believes that while governments have a mandate to introduce legislation, the Senate has a mandate to scrutinise. “I say that in the context that there are many hundreds of thousands of Australians that vote differently between the lower house and the upper house because under our Constitution, under our system of government, the Senate is there to represent the states. “It's also there under its proportional representation system to be a bulwark against excesses of executive power,” he says.

At the start of a frenetic year for independent Nick Xenophon, the South Australian senator tells Michelle Grattan his new national political party, the Nick Xenophon Team (NXT), will fill a vacuum. “People want a genuine choice from the political centre. I think they're sick of the left and right skirmishes we see in politics - the red team, blue team approach where even if one side acknowledges that the other side has a good idea, it needs to tear it down,” he says. Xenophon talks about the preselection process for his candidates, the difficulty of operating on a “dental floss budget”, and his views on how to create a fairer senate voting system.

Annabel Crabb once put a laptop in the oven and it wasn't even the worst thing she's ever cooked. Rare culinary slip-ups aside, the host of Kitchen Cabinet is brilliant at mastering recipes (she's just released an excellent cookbook, after all). And her food-transporting game is pretty strong, too – for her ABC TV show, she once carried a honey fig semifreddo cake to Senator Nick Xenophon's place, with zero melting tragedies. Getting serving implements through airport security is another matter, though. “You try and take a cake fork anywhere – you're in massive trouble,” she says. Despite this obstacle, it's impressive what Annabel is able to achieve on her cooking show, despite not having a traditional studio kitchen set-up. She's so savvy that she once managed to make ice cream in a hotel room. Taking dessert to someone – the premise of her show – can act as a great Trojan horse for getting into sought-after places (such as Joe Hockey's “notorious” share house, where former opposition leader Brendan Nelson lived in a shed for $80 a week; “it's the funniest, weirdest story,” she says). Food to make and take is the focus of her great new cookbook, Special Delivery (Murdoch Books), which she's co-written with her Kitchen Cabinet recipe consultant and life-long friend, Wendy Sharpe. Food offerings can be a not-so-secret code, a direct message that conveys a lot – as Annabel explains in the book, sometimes it can mean ‘Congratulations' or ‘I come in peace' (to politicians) or ‘Lord, this meeting might be grim – let's have some cake while we're at it'. In the podcast, she says: “Often when you're in situations where you can't think of anything else to say to somebody – like when maybe they've had a death in the family or they're very sad about something and you've run out of the constructive things to say – sometimes you take something that shows, in a wordless way, that you're thinking about them.” It can also be fun, too. And her cookbook includes a recipe for a soufflé you can travel with and advice on how to present haloumi without the ‘am I eating a cold thong?' feeling. During this podcast, Annabel also covers the extreme lengths she endured in making a relevant dessert for Motoring Enthusiast Party Senator Ricky Muir for this season of “Kitchen Cabinet” (donuts, as it turned out, were impossible to pull off). She also shares a funny behind-the-scenes revelation about serving Clive Palmer a cake that would have been served on the Titanic. It was delightful to chat to Annabel – and I love that a Canberra journalist who landed a “accidental second career as the host of a political cooking show” would end up being the person who talks most extensively about food out of everyone I've interviewed on this podcast.
