Năm 2026, chiến tranh Ukraina bước sang năm thứ năm. Bất chấp các trừng phạt của phương Tây, kinh tế Nga vẫn chưa sụp đổ như phát biểu của nhiều nhà lãnh đạo châu Âu trước đây. Dù vậy, tổng thống Nga Vladimir Putin hôm 04/02/2026, trong một cuộc họp về các vấn đề kinh tế, thừa nhận tăng trưởng kinh tế năm 2025 chỉ ở mức 1%, thấp hơn nhiều so với những năm đầu cuộc chiến. Phải chăng các lệnh trừng phạt của phương Tây giờ bắt đầu có hiệu quả ? Nga hiện là quốc gia bị phương Tây trừng phạt nặng nề nhất, hơn cả Iran và Bắc Triều Tiên. Riêng Liên Hiệp Châu Âu đã ban hành 19 gói trừng phạt nhắm vào Nga. Có hai loại đối tượng bị trừng phạt: Thứ nhất là các cá nhân như tổng thống Nga, các chỉ huy nhóm Wagner hay nhà tỷ phú Roman Abramovic ; thứ hai là các thực thể như ngân hàng, các chính đảng, hãng truyền thông và nhất là các doanh nghiệp. Để hiểu được hiệu quả của trừng phạt của phương Tây, các nhà phân tích tập trung vào nhóm đối tượng thứ hai do vai trò vĩ mô kinh tế của chúng, ở ba khía cạnh của các lệnh trừng phạt : Tài chính, Công nghệ - thương mại và Năng lượng. Trừng phạt tài chính Vào thời điểm Nga phát động "chiến dịch quân sự đặc biệt" xâm lược Ukraina tháng 02/2022, các hoạt động kinh tế Nga có một giai đoạn bị đóng băng. Trả lời Les Echos, nhà kinh tế học Julien Vercueil, chuyên gia về Nga, Viện Ngôn ngữ và Văn minh phương Đông Quốc gia (INALCO), nhận định hiện tượng này không hẳn là do các lệnh trừng phạt mà là do cú sốc và sự bất ổn đi kèm với biến cố địa chính trị quy mô lớn : « Trong tình huống này, phản xạ đầu tiên của các tác nhân kinh tế, doanh nghiệp, hộ gia đình, các nhà đầu tư nước ngoài hay trong nước, … là bảo vệ tiền tiết kiệm của mình. Và do vậy, chúng phải được đưa ra ngoài lãnh thổ Nga. Đây là những gì họ làm ngay từ tháng 01/2022, trước khi có chiến tranh. Người ta đã chứng kiến trong quý I/2022 hiện tượng rút vốn ồ ạt lớn chưa từng có ở Nga trước đây. » Quá trình tháo chạy vốn tăng nhanh sau khi những trừng phạt tài chính đầu tiên được thực thi : Hạn chế khả năng tiếp cận thị trường vốn quốc tế của Nga, loại các ngân hàng Nga khỏi hệ thống SWIFT (Hiệp hội Viễn thông Tài chính Liên ngân hàng Toàn cầu) và phong tỏa 210 tỷ đô la tài sản Nga ở châu Âu. Tuy nhiên, chính quyền Nga cũng đã có những phản ứng nhanh chóng, ngăn chặn sự sụp đổ của hệ thống tài chính, chẳng hạn như ra lệnh đóng cửa sàn chứng khoán Matxcơva và áp đặt kiểm soát ngoại hối nghiêm ngặt, có nghĩa là người dân Nga không thể đổi rúp sang đô la. Kết quả là Nga đã nhanh chóng hồi hương vốn, giúp cân bằng và giảm bớt sự dịch chuyển, « tháo chạy vốn tự phát », theo như nhận định của Julien Vercueil. Phản ứng cứng rắn này của chính quyền Nga đã giảm tác động các trừng phạt, cứu hệ thống tài chính Nga khỏi sự sụp đổ. Giai đoạn bất ổn và trừng phạt ban đầu này, tất nhiên, đã làm chậm lại nền kinh tế Nga vào năm 2022. Nhưng ngay từ năm 2023, tăng trưởng phục hồi nhờ hiệu ứng kết hợp giá dầu thế giới tăng và sự chuyển đổi sang nền kinh tế chiến tranh, thúc đẩy chi tiêu công đặc biệt là trong lĩnh vực quốc phòng. Trừng phạt thương mại Loại trừng phạt thứ hai là cấm xuất khẩu sang Nga các sản phẩm trong những lĩnh vực trọng yếu như vận tải, hàng không, hàng xa xỉ hay công nghiệp quốc phòng. Mục đích là kềm chế năng lực công nghiệp và làm suy yếu Nga nhiều hơn. Theo Ủy Ban Châu Âu, kể từ tháng 02/2022, Liên Hiệp Châu Âu đã cấm xuất khẩu hàng hóa và công nghệ sang Nga với tổng giá trị ước tính là hơn 48 tỷ euro, tức chiếm khoảng hơn một nửa tổng kim ngạch xuất khẩu của Liên Âu trước chiến tranh. Qua phân tích các dữ liệu của Global Trade Tracker liên quan đến các hoạt động xuất – nhập khẩu của Nga, hai nhà kinh tế học Kevin Lefèvre và Charlotte Emlinger tại Trung tâm Nghiên cứu Triển vọng và Thông tin Quốc tế (CEPII) cùng kết luận là « khoảng một phần ba các sản phẩm bị trừng phạt đã được bù đắp từ các quốc gia không áp dụng trừng phạt ». Đặc biệt, các nhà nghiên cứu còn nhận thấy « khoảng 2/3 trong số 50 sản phẩm bị trừng phạt bởi một liên minh lớn các nước, bao gồm cả Liên Hiệp Châu Âu và Hoa Kỳ, đã được bù đắp từ nhiều nước khác. » Để có được những mặt hàng bị cấm đó, Nga thực hiện hai phương pháp : Hoặc tìm nhà cung cấp ở các quốc gia không áp dụng lệnh trừng phạt như Trung Quốc, đã trở thành đối tác thương mại hàng đầu của Nga từ đầu cuộc chiến. Hoặc những hàng hóa này được xuất khẩu từ những nước thực thi lệnh trừng phạt sang các quốc gia trung gian, gần với Nga như Thổ Nhĩ Kỳ hay Armenia, những nước không áp đặt lệnh trừng phạt, và sau đó chúng được tái xuất khẩu sang Nga. Sự lách luật này của Nga không có nghĩa là các đòn trừng phạt không có hiệu quả. Trên thực tế, Matxcơva không nhất thiết tìm được những sản phẩm có chất lượng tương đương ở các nhà cung cấp mới. Và nhất là họ phải mua đắt hơn những sản phẩm nhập khẩu đó, kể cả những mặt hàng không bị trừng phạt. Theo khảo sát, kể từ khi nổ ra chiến tranh, giá nhập khẩu của Nga tăng trung bình 13% so với giá nhập khẩu của phần còn lại của thế giới, và tăng 22% đối với hàng nhập khẩu từ các nước không trừng phạt Nga. Mức tăng này có thể lên đến hơn 120% đối với những mặt hàng chiến lược được dùng trên chiến trường Ukraina. Như vậy, các trừng phạt này có tác động trực tiếp đến chi phí chiến tranh của Nga, và chúng còn có một chi phí tiềm ẩn : Sự phụ thuộc của Nga vào một số đối tác mới khi Nga muốn bán hàng hóa của mình ra thế giới. Đây chính là những gì diễn ra đối với dầu hỏa của Nga. Trừng phạt năng lượng Trước chiến tranh, năm 2021, dầu khí của Nga chiếm gần một nửa tổng kim ngạch xuất khẩu của Nga (46%). Chiến tranh bùng nổ, Liên Hiệp Châu Âu ban hành một số biện pháp cứng rắn : Cấm nhập khẩu dầu thô và các sản phẩm chế biến từ dầu Nga qua đường hàng hải, cấm nhập khẩu khí đốt hóa lỏng kể từ năm 2027, và áp đặt mức giá trần đối với các doanh nghiệp bán dầu hỏa Nga là 44,10 đô la/thùng, có hiệu lực từ ngày 01/02/2026. Hệ quả là, theo chuyên gia kinh tế Kevin Lefèvre, « Nga không còn có thể xuất khẩu tất cả các mặt hàng của mình, nhất là các sản phẩm năng lượng sang Liên Hiệp Châu Âu và Hoa Kỳ, và do vậy nước này, phải chuyển hướng xuất khẩu sang các nước khác, vốn yêu cầu một mức giá thấp hơn nhiều để có thể mua tất cả các sản phẩm tái xuất khẩu này. Điều này có nghĩa là nguồn thu cho nền kinh tế Nga ít hơn trước. Hơn nữa, tác động này còn trầm trọng hơn do các lệnh trừng phạt của châu Âu, yêu cầu các công ty vận tải dầu hỏa phải giữ giá dầu ở mức thấp hơn khoảng 15% so với giá thị trường, làm giảm thêm doanh thu cho nền kinh tế Nga ». Chỉ có điều tuy những trừng phạt này ảnh hưởng trực tiếp đến cốt lõi mô hình kinh tế Nga, nhưng trong hai năm 2023 và 2024, giá dầu thế giới cao đã bù đắp cho mức sụt giảm xuất khẩu vì các lệnh trừng phạt. Chuyên gia về Nga, ông Julien Vercueil cho rằng, « tác động của giá cả chiếm ưu thế hơn so với tác động về số lượng. Và do vậy, Nga được hưởng lợi rất nhiều từ thặng dư thương mại và thặng dư tài khoản vãng lai, giúp nước này phục hồi khá nhanh chóng với tốc độ tăng trưởng trên 4% ». Ngoài ra, Nga còn thực hiện nhiều chiến thuật để né tránh các lệnh trừng phạt và bán dầu hỏa của mình thông qua các công ty ảo và đội tầu ma nổi tiếng. Nhưng tình hình đã trên nên khó khăn hơn vào năm 2025 khi giá dầu thế giới giảm, đồng rúp tăng giá, và nhất là Mỹ ban hành trừng phạt nhắm vào hãng dầu chính của Nga là Rosneft và Lukoil, khiến nguồn thu từ dầu khí của Nga sụt giảm mất 25% so với năm 2024. Theo nhận xét của Julien Vercueil, « đặc điểm chính của các lệnh trừng phạt Mỹ là được thực thi khá nhanh chóng. Và đó là điểm khiến những biện pháp này trở nên khó khăn hơn nhiều cho những bên muốn né tránh chúng. Vì vậy, đây là một mối đe dọa có thể nói là đáng lo hơn một chút so với một số mối đe dọa hoặc tuyên bố được nhiều quốc gia khác đưa ra ». Ấn Độ là một ví dụ điển hình. Từ lâu là một khách hàng lớn nhất của Nga, sau Trung Quốc, nhưng quốc gia Nam Á này đang dần chuyển hướng khỏi Nga để tránh các mức thuế cao của Mỹ. Nhìn vào tầm mức quan trọng doanh thu từ dầu khí của Nga, các lệnh trừng phạt gần đây cuối cùng dường như đã có tác động lớn hơn so với những năm đầu do giá cả thị trường thế giới giảm. Theo Financial Times, những đòn trừng phạt mới đã làm giảm tỷ trọng thu nhập năng lượng trong ngân sách Nga từ 50% xuống còn 24%, mức thấp nhất trong 10 năm. Để bù đắp, điện Kremlin đã phải tăng thuế TVA và các loại thuế khác đối với các doanh nghiệp nhỏ. Kinh tế Nga trì trệ Dù vậy, nhiều nhà quan sát cũng nhìn nhận là khó có thể khẳng định các biện pháp trừng phạt kinh tế có hiệu quả đối với Nga hay không. Giới chuyên gia cho rằng các lệnh trừng phạt đã bị luồn lách, nhưng điều đó cũng đang gây thiệt hại nặng nề cho Nga. Sau bốn năm chiến tranh, kinh tế Nga đang bị suy giảm đáng kể. Tăng trưởng rớt xuống chỉ còn 1% trong năm 2025, trong khi lạm phát tăng vọt và ngân sách Nhà nước bị thâm hụt. Tại Nga, ngày càng có nhiều nhà kinh tế bắt đầu thảo luận về vai trò của các lệnh trừng phạt trong những khó khăn kinh tế hiện nay. Một điều chắc chắn là tổng chi phí của các biện pháp trừng phạt và chiến tranh ngày càng thể hiện rõ đối với nền kinh tế Nga. Có thể nói, « chiến tranh cộng với các lệnh trừng phạt đã khiến Nga mất đi hai năm tăng trưởng ». Đúng là nền kinh tế Nga đang dần bị xói mòn, nhưng người ta chỉ có thể đánh giá hiệu quả của các trừng phạt trong dài hạn. Do vậy, chuyên gia kinh tế Kevin Lefèvre đưa ra kết luận : « Nếu mục tiêu là chấm dứt chiến tranh, thì đúng là những biện pháp trừng phạt đó không hiệu quả. Nếu mục tiêu là làm sụp đổ nền kinh tế Nga, thì chúng cũng không vận hành. Nhưng nếu mục tiêu là làm tăng chi phí chiến tranh cho Nga, thì đúng là chúng ta có bằng chứng cho thấy giá cả hàng nhập khẩu sẽ tăng, chất lượng hàng nhập khẩu sẽ giảm, và đặc biệt là sự phụ thuộc lớn hơn vào các đối tác khác. Vì vậy, tôi nghĩ rằng các biện pháp trừng phạt đối với Nga không hẳn là một thất bại thảm hại, nhưng cũng không phải là phương thuốc thần kỳ. » Vàng : 300 ngàn ounce được bán ra với giá kỷ lục Theo trang La Tribune, Ngân hàng Trung ương Nga vào tháng 01/2026 đã bán một phần vàng dự trữ, tận dụng giá vàng cao kỷ lục trên thị trường thế giới để giải quyết thâm hụt ngân sách ngày càng lớn do doanh thủ dầu khí sụt giảm. Dữ liệu do Ngân hàng Trung ương Nga công bố gần đây cho thấy, vàng dự trữ của Nga đã giảm mất 300 ngàn ounce, xuống còn 74,5 triệu ounce, đánh dấu lần giảm dự trữ vàng thật đầu tiên kể từ tháng 10/2025. Với giá vàng trung bình khoảng 4.700 đô la một ounce trong tháng Một, việc bán vàng sẽ mang lại khoảng 1,4 tỷ đô la cho ngân sách liên bang theo giá thị trường. Mặc dù Nga đã giảm lượng dự trữ vàng khối, giá trị tiền tệ của dự trữ vàng của nước này đã tăng 23%, lên mức kỷ lục 402,7 tỷ đô la - lần đầu tiên vượt quá 400 tỷ đô la - do vậy, việc bán vàng trở nên sinh lợi.
