Hello, and welcome to episode 160 of the Financial Crime Weekly Podcast, I'm Chris Kirkbride. In this week's episode, we look at fresh developments in sanctions enforcement, money laundering crackdowns, and fraud investigations. The UK government is pressuring Roman Abramovich over £2.5 billion in frozen funds from Chelsea FC's sale, while OFAC targets Guyanese and Colombian drug traffickers using narco-subs and secret airstrips. We explore how Suspicious Activity Reports (SARs) are strengthening financial crime investigations and discuss the European Commission's push to grey-list Monaco over lingering AML deficiencies. Plus, AUSTRAC warns of AI-driven money laundering risks, and the EPPO takes down a €100 million VAT fraud network.A transcript of this podcast, with links to the stories, will be available by Monday at www.crimes.financial.
The government is threatening to take former Chelsea FC owner Roman Abramovich to court over the proceeds of the sale of the club. Three years after being sanctioned for the oligarch's links to the Russian president, £2.5bn remains frozen in a bank account. The funds are earmarked for Ukrainian aid, but where will they end up? In today's episode, Niall Paterson talks to the financier and author Bill Bowder and Sky's sports correspondent Rob Harris about how Abramovich went from orphan to oligarch and where sanctions leave him today. Lawyers for Abramovich did not immediately respond to requests for comment. Producer: Gabriel Radus and Emily Hulme Editor: Philly Beaumont
Zak Mir talks to Howard White, Chairman of Hydrogen Utopia, a company specialising in turning non-recyclable mixed waste plastic into hydrogen. This interview with Howard White, Chairman of Hydrogen Utopia, sheds light on the company's groundbreaking partnership with InEnTec Inc., a firm renowned for its advanced waste-to-hydrogen plasma technology. Together, they aim to revolutionise the Middle East and North Africa (MENA) region's approach to sustainable energy and waste management. Breaking New Ground: Hydrogen Utopia's Vision and Recent Developments Howard White begins by expressing his heartfelt condolences over the loss of Simon Mann, a former chairman and a close friend, acknowledging the impact this has had on the company. Yet, amidst this sombre note, there is a palpable sense of optimism as Hydrogen Utopia announces a significant breakthrough. The company has signed heads of terms with InEnTec Inc. for exclusive access to ten licences of InEnTec's TRL9 (Technology Readiness Level 9) plasma technology, marking a pivotal moment in their mission to convert waste into clean hydrogen. This development is the culmination of relentless effort, particularly by the company's CEO Alexandra, whose tireless work helped rekindle the connection with InEnTec, a technology that Howard first encountered back in 2008 during his tenure at AFC Energy. This plasma technology, initially designed for hazardous waste disposal, has evolved into an efficient method for producing clean syngas and subsequently hydrogen, providing a robust foundation for Hydrogen Utopia's ambitious plans. Understanding the Plasma Technology Behind Waste-to-Hydrogen Conversion Plasma technology, often referred to as the fourth state of matter alongside solids, liquids, and gases, is essentially a controlled, continuous lightning bolt generated between two electrodes. This process breaks down waste materials at a molecular level, converting them into syngas—a mixture rich in hydrogen and carbon monoxide. Howard's extensive experience with plasma projects, including collaborations in Thailand and with notable figures like Roman Abramovich, lends deep credibility to the technology's potential. What makes InEnTec's plasma system particularly compelling is its ability to handle virtually any form of waste, including mixed plastics, tyres, and even turbine blades, transforming these materials into valuable outputs with minimal environmental impact. Initially, the technology operated on high gate fees for waste destruction, but advancements such as integrating a gas water shift process have doubled hydrogen production and generated food-grade CO2 as a byproduct. https://www.share-talk.com/zak-mir-talks-to-howard-white-non-executive-chairman-of-hydrogen-utopia-intl/
Ever wonder how waste management and professional soccer intersect? Andy McNeil, a successful Arkansas entrepreneur who built multi-million dollar environmental service companies, takes us on an unexpected journey through both worlds in this captivating conversation.McNeil's business savvy shines as he explains how he transformed small waste management operations into industry leaders, including Denali—the largest food waste recycler in America with over a billion dollars in invested capital. But it's when the conversation shifts to soccer that his eyes truly light up. From coaching youth teams for 18 years to attending multiple World Cups and once finding himself in Roman Abramovich's owner's box at Chelsea, McNeil's soccer stories reveal why the beautiful game creates such powerful connections. What makes this episode particularly valuable is McNeil's unique perspective on why professional sports—and specifically Ozark United FC—matter for Northwest Arkansas's future. "If we could leap forward 20 years and reflect back on today, what would set up Arkansas to be one of the best states? I think one of those things would be pro sports," he explains. This isn't just about entertainment; it's about economic development, talent attraction, and community identity. The discussion also explores the remarkable investment opportunity soccer represents, with franchise valuations skyrocketing and the sport showing tremendous growth across all metrics in America. McNeil provides fascinating insights into why business fundamentals remain crucial even while building community-focused sports organizations, and why Ozark United FC's mixed-use development approach represents forward-thinking planning for the region.Whether you're a soccer fan, business enthusiast, or simply care about Northwest Arkansas's future, this conversation offers valuable perspective from someone who understands both the boardroom and the beautiful game. Jonathan Sumption, Lord Sumption, isn't afraid of hard work or an intellectual challenge. He's combined a high-profile legal career with a passion for medieval history, and his books include a five volume, 4000 page account of the Hundred Years War, widely described as ‘monumental.' For much of his career he was a very successful barrister working on commercial law, constitutional law and human rights cases, with clients ranging from the British government to Roman Abramovich. Then in 2012 he made history when he was appointed to the Supreme Court, the highest court in the land, without ever having served as a full time judge. In 2019, he gave the Reith Lectures, under the title Law and the Decline of Politics, examining how the courts are taking on more of the role of making law. It's a topic he follows up in his most recent book, The Challenges of Democracy and the Rule of Law. Jonathan's musical choices includes Berlioz, Schumann, Britten and Mozart.

On the 10th of March, Chelsea Football Club celebrated its 120th anniversary. It's fair to say from 1905 to 2025 there's been chaos, controversy, jubilation, heartache, success, failure and everything in between. On this episode, we go back to July 1st, 2003 - and the day the course of the club's history changed forever when Roman Abramovich became owner. Matt Davies-Adams has got The Athletic's Dom Fifield and Simon Johnson alongside him to reminisce about the glory days, the José years - and the experience of covering the club during that period. And what was it like to be a fan growing up in that era? Younger fans are often tarred with a glory hunter brush, but Luke Bosher explains what it was like to be introduced to the club when they were serial winners and at the height of their powers. Today we welcome one of football's most iconic CEOs. When Peter Kenyon moved from Manchester United to Chelsea in 2003 after Roman Abramovich bought the club, it was the first time a move in the boardroom was treated like a player transfer. Sir Alex Ferguson was said to be ‘intensely disappointed', not least because he recognised the role Peter played in the success of United at the time. Having built Man Utd into both a performance and commercial powerhouse, Peter took on the task of executing Abramovich's vision; to build the best club in Europe. From working with Ferguson to hiring Mourinho, from creating culture to delivering trophies, we get an answer to the question we have asked for a long time: How to build success off the pitch AND win on it? It doesn't get much bigger than this. On today's show we discuss: Manchester United: Building a Global Brand Sir Alex Ferguson was key to the success of Manchester United on and off the pitch; why you couldn't detach winning from the commercial achievements of the club. “Why are some businesses successful and others not? It's down to people”. The importance of building the best team for the job at hand. It wasn't necessarily about signing the best players; it was about signing the personalities that fit the culture. Why United were able to capitalise on their success from a business standpoint where Liverpool didn't. The story behind Rupert Murdoch's failed acquisition of the club in 1998. The Move to Chelsea: Why did Peter leave the biggest club in the country to take over at newly owned Chelsea in 2003? “Abramovich was an unbelievable owner”. What made Chelsea's owner so great for his 20 years of stewardship and what makes the best owners in football? The story (and theory) behind firing Claudio Ranieri and signing Jose Mourinho, and why it just may be the best money Chelsea spent. Conversations with Abramovich before he bought the club included a very clear set of ambitions and a definition of what success looks like; what were the targets? What was the hardest deal to get done while Peter was in charge of Chelsea? The Industry Today: “The downfall of United was the success of United”. Why it is so important to have a succession plan in sport. Are we seeing a break in the relationship of a necessity to win to drive strong commercial performance? It may pain Peter to admit it, but why does he think Liverpool have done an exceptional job in recent years where others have struggled? In a nod to his current board seat at Williams F1, why the Williams comeback will be the greatest in sporting history! With the billions he made at the expense of Russian taxpayers, Roman Abramovich bought six luxury superyachts over the years. Among them were the 162-metre-long Eclipse, with swimming pools, helipads and a missile defence system - and the Pelorus - sometimes lent to Chelsea footballers. They could each cost up to one and a half million dollars just to re-fuel. If they'd been declared as being for his own personal use, VAT would have been payable on costs like that. Instead, for more than a decade, tax authorities were led to believe the superyachts were being rented out to commercial customers. Financial investigations correspondent Andy Verity working with The Bureau of Investigative Journalism and The Guardian discovers that the firms renting the boats ultimately belonged to a trust held by - Roman Abramovich. Under the scheme devised for him, the sanctioned oligarch was hiring out his superyachts - to himself. Mr Abramovich has denied either directing or knowing of any deception.Reporter: Andy Verity Producer: Paul Grant Editor: Richard Vadon

We discuss what sportswashing actually means, and how in this book we come to understand it's a very broad term to quickly describe how football, money and politics have become inextricably linked. We chat about the impact it has had on competitiveness in the game, why Roman Abramovich's arrival at Chelsea in 2003 opened a Pandora's Box, the Premier League's culpability, how FIFA and UEFA have failed to safeguard the game and instead jumped on the gravy train, and lots more. Roman Abramovich was known as the "stealth oligarch" before he stepped into the limelight as Chelsea football club's sugar daddy owner. The man loves a yacht: his largest cost $427m, and has bullet-proof windows and an escape submarine. Abramovich made his fortune from post-Soviet privatisation, aided by a man known as the “Godfather of the Kremlin”, Boris Berezovsky, and close ties to Vladimir Putin in the early years of his presidency. But with recent reports of a suspected poisoning and sanctions against him in the wake of the Russia-Ukraine war, Abramovich's luck might be changing. BBC business editor Simon Jack and journalist Zing Tsjeng track Abramovich's meteoric rise from being a hard-up orphan to making billions from oil and aluminium. Then they decide if they think he's good, bad, or just another billionaire.
LIVERPOOL vs CHELSEA is a modern classic, a rivalry born when Roman Abramovich bought the Blues into prominence and kicked off 20 years of tumultuous encounters: The Slip, the Ghost Goal, the feud between José Mourinho and Rafa Benitez, Steven Gerrard and Frank Lampard, Jamie Carragher and John Terry, Fernando Torres and Didier Drogba. There were transfer sagas, wars of words, Champions League semifinals. But most of all, this one is an argument about what's important in football. For years, Liverpool fans would sing, "You've got no history," at their Chelsea counterparts, an ode to their many decades of trophy-stacking when the West Londoners were irrelevant. But now Chelsea have two Champions Leagues—some history, that—and have won enough to wonder whether it matters how they got there at all.Joining us to preview this one is Beth Lindop, football writer for Reach PLC and a bona fide Merseysider. We got into all of the above and how Liverpool have changed in this young season under a new manager, Arne Slot. Plus: Jürgen Klopp's legacy, the Cole Palmer problem, and did you hear England have a new manager? If you're enjoying The Football Weekend, please give us a rating and leave a review! It will help spread the good word. Hosted on Acast. See acast.com/privacy for more information.

In this episode, Rachel Wolcott senior editor in the UK speaks to Natalia Kubesch, a lawyer for Redress.org a non-governmental organization in London. This episode is about the victims of war crimes and crimes against humanity and why the current approach to sanctions and asset confiscation does not do enough to help them. Natalia specializes in using Magnitsky Sanctions to provide accountability for serious human rights violations. Redress represents victims of torture and helps them seek accountability and justice. Part of Natalia's work is advocating for the use of sanctions and asset confiscation to respond to serious human rights abuses and corruption.Natalia talks about work to confiscate assets related to Bashar al-Assad's uncle, the former Syrian vice president Rifaat al-Assad to be used to support the Syrian people. The Swiss Federal Prosecutor's office filed charges (https://www.srf.ch/news/schweiz/graeueltaten-in-syrien-bundesanwaltschaft-klagt-gegen-onkel-von-baschar-al-assad) against Rifaat al-Assad in March this year. He is accused of crimes against humanity and war crimes. The UK has frozen an estimated £161 million in assets related to the Assad regime since 2011 when the Syrian civil war began. These assets could be used to help victims of the al-Assad regime, Natalia says.Redress is also working with civil society groups in Myanmar to expose the use of shell companies domiciled in UK overseas territories to avoid sanctions and provide funding for its military junta. Redress and its partners have reported these possible sanctions breaches by to UK law enforcement. Lastly, Natalia calls on the UK government to improve its approach to sanctions implementation and enforcement as well as to break the two-year impasse with Roman Abramovich, the former owner of Chelsea Football Club. He pledged £2.5 billion from Chelsea FC's sale to help Ukrainians, but that help has not materialized. Natalia explains why.Links:UK should legislate to confiscate Russian state assets, accelerate financial crime enforcement, MPs hear (paywall) go-ri.tr.com/s2pP2aNew U.S. sanctions target Russian financial system, blacklist its operations in China and India and bolster 'secondary sanctions' risk (free) https://regintel-content.thomsonreuters.com/document/IC3FF985028EE11EFA4C58DA52BBFD8DA/New-U.S.-sanctions-target-Russian-financial-system,-blacklist-its-operations-in-China-and-India-and-bolster-'secondary-sanctions'-risk-13-06-2024FATF standards used by authoritarian regimes to justify suppression -RUSI report (free) https://regintel-content.thomsonreuters.com/document/I5D740E40271811EFA4C58DA52BBFD8DA/FATF-standards-used-by-authoritarian-regimes-to-justify-suppression--RUSI-report-11-06-2024Redress.org's evidence to the UK parliament's Treasury Committee https://committees.parliament.uk/writtenevidence/129074/html/Charities criticize delay to release £2.5 billion Chelsea FCA sale funds https://www.civilsociety.co.uk/news/charities-criticise-delay-to-release-2-5bn-chelsea-fc-sale-funds-two-years-since-pledge.html Compliance Clarified is a podcast from Thomson Reuters Regulatory Intelligence.Listen to wide-ranging, insightful discussions on all things compliance for financial services firms.
