Le président des États-Unis a affirmé qu'un accord n'a « jamais » été aussi « proche » afin de mettre fin à la guerre, ce lundi 15 décembre. Des propos prononcés depuis le Bureau ovale, à la suite d'un entretien avec son homologue ukrainien, Volodymyr Zelensky, et plusieurs dirigeants européens réunis à Berlin. Les États-Unis ont assuré avoir offert à Kiev des garanties de sécurité « très fortes », comparables à la protection permise par l'article 5 de l'Otan, tout en restant acceptables pour Moscou.De leur côté, les dirigeants des principaux pays européens, dont la France, l'Allemagne et la Grande-Bretagne, ont fait part d'une proposition de « force multinationale pour l'Ukraine ». Cette unité, formée par des pays « volontaires » et soutenue par les États-Unis, aurait pour objectif d'aider l'Ukraine à maintenir durablement une armée de 800 000 soldats. Un « mécanisme de surveillance et de vérification du cessez-le-feu », dirigé par Washington, est également prévu. Désormais, il appartient « à la Russie de montrer sa volonté d'œuvrer en faveur d'une paix durable », ont avancé les dirigeants européens.Ce mardi, le Kremlin a écarté la proposition de Volodymyr Zelensky d'une trêve de Noël. Amerika heeft de aanval geopend op de Russische olie-industrie. Lukoil en Rosneft worden getroffen door harde sancties. De EU heeft al 19 sanctiepakketten tegen Rusland ingesteld, maar nog niet specifiek tegen deze bedrijven. Al hebben Europese landen wel afgesproken dat we helemaal gaan stoppen met olie en gas uit Rusland. Toch blijft Rusland manieren vinden om sancties te omzeilen. Het belangrijkste voorbeeld is de beruchte schaduwvloot: een verzameling oude, vaak anonieme olietankers die buiten officiële regels om varen. Via deze schepen exporteert Rusland alsnog enorme hoeveelheden olie. Dus werken deze sancties wel echt? Le Premier ministre indien Narendra Modi et le président russe se sont retrouvés ce vendredi 5 décembre à New Delhi pour des entretiens destinés à resserrer leurs liens, malgré la pression des États-Unis depuis des mois sur l'Inde pour qu'elle cesse ses achats de pétrole russe en pleine guerre en Ukraine.Une visite du maître du Kremlin qui en dit long sur les grandes manœuvres qui se déroulent actuellement et visent à redéfinir l'ordre mondial. Projekty Genesis i Stargate – współczesne odpowiedniki programu Apollo czy Projektu Manhattan – wymagają ogromnych nakładów, energii i surowców, szczególnie metali ziem rzadkich.Sztuczna inteligencja jest koszmarnie kosztochłonna. Do tego potrzebujemy pieniędzy, metali ziem rzadkich, surowców energetycznych. Nic dziwnego, że w rozmowach z Rosją pojawia się temat Norylska czy projektów energetycznych, bo AI po prostu pochłania gigantyczne ilości energii– zauważa.Ta logika ma jednak swoją cenę – i może ją zapłacić Ukraina. Doniesienia Der Spiegel, o które dopytywała prowadząca, wskazują na obawy europejskich liderów, że USA mogłyby zgodzić się na wymuszenie na Kijowie cesji terytorialnych.Ta próba dobicia interesu z Rosją może skutkować ogromną presją na Ukrainę, żeby oddała nieokupowane części Donbasu. A to nie jest zwykły teren – to twierdza Donbas, potężnie ufortyfikowana od lat. Oddanie jej oznacza odsłonięcie miękkiego ukraińskiego podbrzusza i przekazanie obywateli pod rządy zbrodniczego imperium– przestrzega Grzywaczewski.Podkreśla też, że logika „resetu” nie jest nowa. USA już od końcówki prezydentury Obamy przesuwają priorytety w stronę Chin, a Rosję próbują traktować jako zasób do wykorzystania – tyle że historia pokazuje, iż kolejne resety kończyły się agresją.Amerykanom może się wydawać, że można robić interesy z bandziorami. Ale to trochę jak z deweloperem, który przyjeżdża, żeby dogadać budowę apartamentowca, a trafia na kolesi z bejsbolami. Rosja już nie raz pokazała, jak kończą się resety– mówi.Konsekwencje ewentualnego „dealowego pokoju” sięgają daleko poza Ukrainę. Vicepremierul Vladimir Bolea, ministru al infrastructurii, a acordat un interviu în studioul RFI, în care a vorbit despre proiectele în derulare sau în pregătire cu România, care vor transforma în următorii ani frontiera moldo-română într-un șantier care să unească cele două maluri ale Prutului. Potrivit datelor BNM, rata anuală a inflației a scăzut de la 8,2%, cât era în luna iunie, la 6,9%, în luna septembrie 2025. Specialiştii băncii centrale anticipează că inflația va reveni în intervalul țintă, adică sub 6,5% pe an, începând cu primul trimestru al anului 2026. Prognozele BNM estimează o inflație medie anuală de 7,7% pentru acest an și de 4,3% pentru anul viitor. Autoritățile moldovene dau însă asigurări ca problema aeroportului va fi depășită odată cu preluarea de către stat a infrastructurii de aprovizionare cu kerosen a avioanelor. *** Un grup criminal organizat, din care fac parte și angajați ai Întreprinderii de Stat „Calea Ferată din Moldova”, a fost documentat de poliție pentru contrabandă cu țigarete, folosind ruta feroviară Chișinău–București, anunța un comunicat al Poliției. Au fost efectuate percheziții la domiciliile persoanelor vizate, în depoul de locomotive și vagoane din Chișinău, precum și în trenul de pe cursa Chișinău–București. „În urma acțiunilor a fost depistată o cantitate de peste 120 de mii de țigarete, ascunse și pregătite pentru a fi transportate prin contrabandă”, anunță Poliția. *** Republica Moldova va procura manuale de matematică din Estonia, care vor fi traduse și adaptate pentru elevii din clasele I–XII. Achiziția se va face cu suportul Uniunii Europene. Ministrul Educației, Dan Perciun, spune că până în 2027 va fi finalizat și noul curriculum școlar, inspirat din modelul estonian, transmite Radio Moldova. Oficialul recunoaște că sunt discipline la care Republica Moldova, citez, „nu știe încă să facă manuale”, motiv pentru care Ministerul a decis să renunțe la „experimentele locale”. Chișinăul este în proces de revizuire a curriculumului național, iar reforma are scopul „de a transforma educația într-un proces relevant pentru realitatea cotidiană, capabil să dezvolte gândirea critică și creativitatea elevilor”. Ministrul Educației a precizat că vor fi introduse mai multe discipline noi, precum educația financiară, educația pentru societate, educația media și pentru sănătate – domenii tot mai solicitate pe piața muncii și necesare pentru viața de zi cu zi, despre care, spune Dan Perciun, școala „a vorbit prea puțin până acum”. *** Republica Moldova va introduce peste un an, la început de 2027, sistemul de depozit pentru ambalaje, pentru a încuraja reciclarea. Sistemul presupune o garanție de 2 lei moldovenești, sumă echivalentă cu cei 50 de bani cât constituie garanția în România, la cumpărarea băuturilor în ambalaje de plastic, sticlă sau aluminiu, care va putea fi recuperată prin returnarea ulterioară. Autoritățile estimează că noul sistem, care funcționează deja în majoritatea statelor europene, va permite colectarea a 55% din ambalajele de sticlă și 60% din cele din plastic și metal. In doar trei ani, rata de colectare ar urma să atingă şi 80%.
Companiile rusești Lukoil și Rosneft ar trebui să își vândă activele pe care le au în diverse țări. Este condiția impusă la sfârșitul lunii octombrie a.c. de SUA, intenția sancțiunii fiind ca firmele din domeniul energetic, cele mai mari din Rusia, să nu mai poată finanța efortul de război. Timpul este scurt. Într-o săptămână ar trebui găsite soluțiile, dacă termenul sancțiunii nu va fi prelungit. Unii experți interpretează ofertele de vânzare ca niște chilipiruri, dar în cazul Lukoil, companie care este prezentă și în România și deci mai interesantă și pentru piața locală, situația este complicată. Cu această ocazie, putem vedea cât de extinsă este activitatea Lukoil în lume. Compania fondată în anul 1991, al doilea producător rusesc de petrol după Rosneft, este o companie integrată, care include întregul lanț de valoare, de la explorare și exploatare, până la rafinare și distribuție. În Africa, Lukoil este foarte prezentă în domeniul petrolului și gazelor naturale. În Camerun, compania rusească deține o treime dintr-un important perimetru de gaze din zona offshore. În Egipt, Lukoil operează două câmpuri de gaze. De asemenea, compania rusească are exploatații energetice în Nigeria și Ghana, iar din Congo obține gaz natural lichefiat. Se poate spune că Lukoil a fost bine primită în statele africane bogate în resurse energetice. De fapt, este o strategie a companiei rusești care după anul 2022 și-a extins operațiunile în Africa tocmai pentru a încerca să își diversifice zonele geografice în care este prezentă și sursele de obținere a veniturilor. Calculul a fost ca afacerile în scădere din Europa să fie compensate prin creșterea pe alte piețe. Retragerea Lukoil din Africa, dacă se va întâmpla, creează o oportunitate pentru companiile europene, în special de gaze naturale. Începând cu anul viitor, statelor europene li se interzice să încheie noi contracte de aprovizionare cu gaze din Rusia, iar contractele de lungă durată se mai pot derula până la 1 ianuarie 2028. Pentru europeni, retragerea Lukoil din Africa are o miză dublă: pe de o parte, se poate asigura o zonă de asigurare alternativă, importantă în contextul în care Uniunea Europeană vrea să reducă la minimum aprovizionarea cu materii prime energetice din Rusia. Pe de altă parte, companiile europene vor avea oportunitatea să achiziționeze participații la proiectele energetice din Africa și să exploateze unele resurse alături de parteneri locali. Că firmele europene vor folosi sau nu această șansă rămâne de văzut. Deocamdată, de activele deținute de Lukoil în Africa sunt interesați mulți investitori. Să ajungem în România. Lukoil are o rafinărie cu o cotă de piață de 20%, un număr de 320 de benzinării, care dețin o cotă de piață de 10% și o participație de 87% din perimetrul offshore Trident, restul aparținând Romgaz. Într-o analiză publicată în revista NewMoney, avocata Oana Ijdelea, specializată în domeniul energetic, arată că Lukoil România este doar o verigă într-un lanț complex, cu structuri de proprietate încrucișate, vehiculate prin firme din Elveția, Cipru și Olanda. Concluzia: este greu de spus ce ar cumpăra un eventual investitor, cu atât mai mult statul român existând riscul ca operațiunile comerciale să continue nestingherite, dar sub altă formă. Fără îndoială, miza cea mai mare a activelor Lukoil în România este participația la perimetrul Trident, un zăcământ estimat la 30 miliarde de metri cubi de gaze. Marea întrebare este la ce preț s-ar putea răscumpăra investiția de până acum a Lukoil știind că plata efectuată de Romgaz către Exxon a stârnit multe controverse. Statul român ar putea să se implice în cazul Lukoil printr-o preluare a companiei, fie prin administrare temporară, fie printr-o „naționalizare tehnică”, după cum explică Oana Ijdelea. În concluzie, sunt multe variante de luat în calcul și multe neclarități.

Nearly 70% of Russian crude production and exports are now under sanctions, raising costs and slowing settlements even though only 5% of exports use US dollars. Russia has relied on offshore traders and new entities to maintain flows, but this is more challenging for major producers like Rosneft and Lukoil. Indian imports may fall by 400 kbd, while Chinese flows should remain steady. Over time, Russia can redirect up to 0.8 mbd to other markets and China could absorb an additional 1 mbd, but profit margins will narrow due to higher costs and deeper discounts. Next, President Trump doesn't see any way that anyone can beat Zohran Mamdani in the New York City mayor's race, and there's not a lot of evidence to counter the president's conclusion. In a year where a lot has gone right for the GOP, a major frustration is that no argument about Mamdani's extremism on everything from economics to policing to geopolitics has seemed to get traction. Finally, the Portland Trail Blazers face a tough lineup of opponents this year – the Warriors, the Lakers, and the FBI. The Bureau announced that it had arrested Blazers coach Chauncey Billups and Miami Heat guard Terry Rozier as part of a pair of wide-ranging investigations related to illegal sports betting and rigged poker games backed by the Mafia.
