Le président des États-Unis a affirmé qu'un accord n'a « jamais » été aussi « proche » afin de mettre fin à la guerre, ce lundi 15 décembre. Des propos prononcés depuis le Bureau ovale, à la suite d'un entretien avec son homologue ukrainien, Volodymyr Zelensky, et plusieurs dirigeants européens réunis à Berlin. Les États-Unis ont assuré avoir offert à Kiev des garanties de sécurité « très fortes », comparables à la protection permise par l'article 5 de l'Otan, tout en restant acceptables pour Moscou.De leur côté, les dirigeants des principaux pays européens, dont la France, l'Allemagne et la Grande-Bretagne, ont fait part d'une proposition de « force multinationale pour l'Ukraine ». Cette unité, formée par des pays « volontaires » et soutenue par les États-Unis, aurait pour objectif d'aider l'Ukraine à maintenir durablement une armée de 800 000 soldats. Un « mécanisme de surveillance et de vérification du cessez-le-feu », dirigé par Washington, est également prévu. Désormais, il appartient « à la Russie de montrer sa volonté d'œuvrer en faveur d'une paix durable », ont avancé les dirigeants européens.Ce mardi, le Kremlin a écarté la proposition de Volodymyr Zelensky d'une trêve de Noël. L'option d'un « prêt de réparation », gagé sur les avoirs russes immobilisés, provoque toujours des dissensions au sein des Vingt-Sept. Soutenu par de nombreux États membres de l'Union européenne, dont l'Allemagne, ce plan se heurte à l'opposition ferme de la Belgique, rejointe par trois pays (Bulgarie, Malte, Italie). De EU heeft al 19 sanctiepakketten tegen Rusland ingesteld, maar nog niet specifiek tegen deze bedrijven. Al hebben Europese landen wel afgesproken dat we helemaal gaan stoppen met olie en gas uit Rusland. Toch blijft Rusland manieren vinden om sancties te omzeilen. Het belangrijkste voorbeeld is de beruchte schaduwvloot: een verzameling oude, vaak anonieme olietankers die buiten officiële regels om varen. Via deze schepen exporteert Rusland alsnog enorme hoeveelheden olie. Dus werken deze sancties wel echt? Le Premier ministre indien Narendra Modi et le président russe se sont retrouvés ce vendredi 5 décembre à New Delhi pour des entretiens destinés à resserrer leurs liens, malgré la pression des États-Unis depuis des mois sur l'Inde pour qu'elle cesse ses achats de pétrole russe en pleine guerre en Ukraine.Une visite du maître du Kremlin qui en dit long sur les grandes manœuvres qui se déroulent actuellement et visent à redéfinir l'ordre mondial. À l'offensive sur les terrains militaire et diplomatique, Vladimir Poutine veut montrer au reste du monde que, malgré les sanctions et le mandat d'arrêt dont il fait l'objet, il n'est pas isolé. Para forzar a Putin, el Gobierno estadounidense acaba de imponer las primeras sanciones del segundo mandato de Trump. Van dirigidas contra Rosneft y Lukoil, las mayores petroleras rusas, y sus filiales, golpeando de este modo la principal fuente de ingresos del Gobierno ruso, que no es otra que las exportaciones de hidrocarburos. El secretario del Tesoro, Scott Bessent, justificó las medidas en la intransigencia rusa y exigió un alto el fuego inmediato. Trump se mostró optimista, convencido de que esto bastará para llevar a los rusos a la mesa de negociación. Después de nueve meses evitando presionar a Putin, esta decisión supone un notable cambio en el modo de abordar la cuestión ucraniana. Rusia cuadra su presupuesto con petróleo y gas; sancionar a su sector energético es un arma poderosa para obligarles a dialogar. Las sanciones entran en vigor dentro de un mes, pero ya se siente su impacto. China y la India, los dos principales compradores de crudo ruso, han reducido sus importaciones mientras sus refinerías recalibran futuras adquisiciones para evitar riesgos innecesarios. Si sumamos a eso la última ronda de sanciones europea, el sector energético ruso podría verse muy afectado. El mercado reaccionó rápido: el barril subió un 5% la semana pasada, regresó a los 60 dólares ante la expectativa de escasez. A diferencia de medidas previas EEUU ataca con sanciones a la fuente, es decir, a los productores. Cualquier entidad (banco, puerto, empresa) que negocie con Rosneft o Lukoil se expone al aislamiento financiero. Esto afecta a todo el petróleo de origen ruso que entre por vía marítima o por oleoducto. Hasta la fecha Rusia ha evadido las sanciones con una flota en la sombra de petroleros, una idea copiada de Irán, pero que mueve volúmenes mucho mayores. A cambio tiene que vender a descuento y ponerse en manos de intermediarios de dudosa reputación. Entretanto, el ejército ucraniano ha recrudecido sus ataques con drones contra refinerías y depósitos de combustible en el interior de Rusia. Como consecuencia, en septiembre los ingresos del Kremlin en concepto de hidrocarburos eran ya la mitad que hace tres años. Los temores de que el precio del barril se dispare están ahí, pero el mercado mundial se encuentra sobreabastecido porque se extrae más petróleo que nunca. Los inventarios, de hecho, están en máximos. ¿Bastará eso para obligar a Putin a negociar un alto el fuego? Lo desconocemos, pero su ejército no consigue realizar avances y el frente económico se le está complicando. A pesar de ello no parece tener intención de ceder. Para llegar a un armisticio ha exigido unas condiciones inaceptables tanto para los ucranianos como para los mediadores. Esto de Ucrania es para él una cuestión existencial y sólo entiende el lenguaje de la fuerza. Las sanciones por si solas no reblandecerán al Kremlin; la presión económica y en el campo de batalla podría hacerlo, pero no hay una solución rápida. Esta guerra es algo muy personal para Putin. " A chaque fois que je parle à Vladimir, nous avons de bonnes conversations, a souligné Donald Trump mercredi, et puis elles ne débouchent sur rien." Nearly 70% of Russian crude production and exports are now under sanctions, raising costs and slowing settlements even though only 5% of exports use US dollars. Russia has relied on offshore traders and new entities to maintain flows, but this is more challenging for major producers like Rosneft and Lukoil. Indian imports may fall by 400 kbd, while Chinese flows should remain steady. Over time, Russia can redirect up to 0.8 mbd to other markets and China could absorb an additional 1 mbd, but profit margins will narrow due to higher costs and deeper discounts. Trump is finally getting wise to the fact that all of his seemingly good conversations with Vladimir Putin never seem to results in Putin's policies. Next, President Trump doesn't see any way that anyone can beat Zohran Mamdani in the New York City mayor's race, and there's not a lot of evidence to counter the president's conclusion. In a year where a lot has gone right for the GOP, a major frustration is that no argument about Mamdani's extremism on everything from economics to policing to geopolitics has seemed to get traction. Finally, the Portland Trail Blazers face a tough lineup of opponents this year – the Warriors, the Lakers, and the FBI. The Bureau announced that it had arrested Blazers coach Chauncey Billups and Miami Heat guard Terry Rozier as  part of a pair of wide-ranging investigations related to illegal sports betting and rigged poker games backed by the Mafia. U.S. forces have carried out another lethal strike against a boat carrying alleged drug traffickers and their cargo—this time in the eastern Pacific Ocean. President Donald Trump said his administration may eventually go to Congress for authorization. Some lawmakers from both parties have expressed concern about the strikes. War Secretary Pete Hegseth said the vessel was known by U.S. intelligence to be involved in illicit narcotics smuggling.The government shutdown is at day 23 with no end in sight. After a 12th failed vote on reopening, Senate Republicans are planning to hold a vote on Thursday to pay federal workers still on the job. The ballot is scheduled for noon, and some Democrats are already lining up to oppose it. Democrats will offer a counterproposal to pay all federal workers instead. The new approach is likely to yield yet another stand-off without an obvious solution.Trump announced new sanctions on Russia on Wednesday targeting the country's two largest oil companies, Rosneft and Lukoil, after he put the summit with Russian President Vladimir Putin on hold. Trump is also calling on U.S. allies for help in enforcing the sanctions against Russia, and said that he hopes the measures will encourage Putin to “become more reasonable.” The European Union has also officially adopted its 19th sanctions package against Russia, which includes a ban on imports of Russian liquefied natural gas.
