Companiile rusești Lukoil și Rosneft ar trebui să își vândă activele pe care le au în diverse țări. Este condiția impusă la sfârșitul lunii octombrie a.c. de SUA, intenția sancțiunii fiind ca firmele din domeniul energetic, cele mai mari din Rusia, să nu mai poată finanța efortul de război. Timpul este scurt. Într-o săptămână ar trebui găsite soluțiile, dacă termenul sancțiunii nu va fi prelungit. Unii experți interpretează ofertele de vânzare ca niște chilipiruri, dar în cazul Lukoil, companie care este prezentă și în România și deci mai interesantă și pentru piața locală, situația este complicată. Cu această ocazie, putem vedea cât de extinsă este activitatea Lukoil în lume. Compania fondată în anul 1991, al doilea producător rusesc de petrol după Rosneft, este o companie integrată, care include întregul lanț de valoare, de la explorare și exploatare, până la rafinare și distribuție. În Africa, Lukoil este foarte prezentă în domeniul petrolului și gazelor naturale. În Camerun, compania rusească deține o treime dintr-un important perimetru de gaze din zona offshore. În Egipt, Lukoil operează două câmpuri de gaze. De asemenea, compania rusească are exploatații energetice în Nigeria și Ghana, iar din Congo obține gaz natural lichefiat. Se poate spune că Lukoil a fost bine primită în statele africane bogate în resurse energetice. De fapt, este o strategie a companiei rusești care după anul 2022 și-a extins operațiunile în Africa tocmai pentru a încerca să își diversifice zonele geografice în care este prezentă și sursele de obținere a veniturilor. Calculul a fost ca afacerile în scădere din Europa să fie compensate prin creșterea pe alte piețe. Retragerea Lukoil din Africa, dacă se va întâmpla, creează o oportunitate pentru companiile europene, în special de gaze naturale. Începând cu anul viitor, statelor europene li se interzice să încheie noi contracte de aprovizionare cu gaze din Rusia, iar contractele de lungă durată se mai pot derula până la 1 ianuarie 2028. Pentru europeni, retragerea Lukoil din Africa are o miză dublă: pe de o parte, se poate asigura o zonă de asigurare alternativă, importantă în contextul în care Uniunea Europeană vrea să reducă la minimum aprovizionarea cu materii prime energetice din Rusia. Pe de altă parte, companiile europene vor avea oportunitatea să achiziționeze participații la proiectele energetice din Africa și să exploateze unele resurse alături de parteneri locali. Că firmele europene vor folosi sau nu această șansă rămâne de văzut. Deocamdată, de activele deținute de Lukoil în Africa sunt interesați mulți investitori. Să ajungem în România. Lukoil are o rafinărie cu o cotă de piață de 20%, un număr de 320 de benzinării, care dețin o cotă de piață de 10% și o participație de 87% din perimetrul offshore Trident, restul aparținând Romgaz. Într-o analiză publicată în revista NewMoney, avocata Oana Ijdelea, specializată în domeniul energetic, arată că Lukoil România este doar o verigă într-un lanț complex, cu structuri de proprietate încrucișate, vehiculate prin firme din Elveția, Cipru și Olanda. Concluzia: este greu de spus ce ar cumpăra un eventual investitor, cu atât mai mult statul român existând riscul ca operațiunile comerciale să continue nestingherite, dar sub altă formă. Fără îndoială, miza cea mai mare a activelor Lukoil în România este participația la perimetrul Trident, un zăcământ estimat la 30 miliarde de metri cubi de gaze. Marea întrebare este la ce preț s-ar putea răscumpăra investiția de până acum a Lukoil știind că plata efectuată de Romgaz către Exxon a stârnit multe controverse. Statul român ar putea să se implice în cazul Lukoil printr-o preluare a companiei, fie prin administrare temporară, fie printr-o „naționalizare tehnică”, după cum explică Oana Ijdelea. În concluzie, sunt multe variante de luat în calcul și multe neclarități.

În cadrul primei sale vizite externe, noul prim-ministrul moldovean Alexandru Munteanu a transmis joi la București un mesaj de recunoștință pentru sprijinul României în integrarea europeană a Republicii Moldova. Vicepremierul Vladimir Bolea, ministru al infrastructurii, a acordat un interviu în studioul RFI, în care a vorbit despre proiectele în derulare sau în pregătire cu România, care vor transforma în următorii ani frontiera moldo-română într-un șantier care să unească cele două maluri ale Prutului. Temele ediției: - Cum a fost văzută de la București vizita prim-ministrului moldovean, ne spune analistul Radu Magdin, într-un interviu acordat Larisei Bernaschi. - Republica Moldova și România au o relație istorică și culturală deosebit de importantă. Acest lucru este repetat insistent de politicienii de la Chișinău și de la București. Dar există riscul ca relația de frăție să fie distrusă? De ce anume? Știrile zilei: Noul prim-ministru moldovean Alexandru Munteanu a făcut joi o primă vizită externă, alegând ca destinație Bucureștiul. Săptămâna viitoare, marți, 18 noiembrie, Alexandru Munteanu merge la Bruxelles. Vizitele reflectă prioritățile pe care le are Republica Moldova – relațiile frățești cu România și integrarea în Uniunea Europeană. *** În septembrie, rata anuală a inflaţiei în Republica Moldova a coborât la 6,9%, ceea ce reprezintă un semnal pozitiv pentru economie şi investiţii, potrivit șefei BNM, Anca Dragu. Potrivit datelor BNM, rata anuală a inflației a scăzut de la 8,2%, cât era în luna iunie, la 6,9%, în luna septembrie 2025. Specialiştii băncii centrale anticipează că inflația va reveni în intervalul țintă, adică sub 6,5% pe an, începând cu primul trimestru al anului 2026. Prognozele BNM estimează o inflație medie anuală de 7,7% pentru acest an și de 4,3% pentru anul viitor. Şefa BNM a atras atenția și asupra faptului că economia începe să revină pe un trend pozitiv, după câțiva ani de declin din cauza impactului războiului din Ucraina asupra economiei Republicii Moldova. Produsul intern brut a înregistrat o creștere de 1,1% în trimestrul al doilea al acestui an. *** Președintele Parlamentului, Igor Grosu, a anunțat joi că Aeroportul Internațional Chișinău va cumpăra infrastructura pentru depozitarea carburanților de la aeroport, care aparține filialei locale a companiei ruse Lukoil. Termenul limită pentru ca Lukoil să accepte oferta statului este luni, 17 noiembrie, având în vedere că sancțiunile americane intră în vigoare pe 21 noiembrie. Republica Moldova a fost pusă în fața unor dificultăți majore odată cu anunțarea sancțiunilor americane, din cauza cotei mari de piață pe care o deține Lukoil și a faptului că multe instituții ale statului se alimentează cu combustibil de la furnizorul rus. Cea mai dificilă situație este la Aeroportul Chișinău, unde Lukoil este singurul furnizor. Autoritățile moldovene dau însă asigurări ca problema aeroportului va fi depășită odată cu preluarea de către stat a infrastructurii de aprovizionare cu kerosen a avioanelor. *** Un grup criminal organizat, din care fac parte și angajați ai Întreprinderii de Stat „Calea Ferată din Moldova”, a fost documentat de poliție pentru contrabandă cu țigarete, folosind ruta feroviară Chișinău–București, anunța un comunicat al Poliției. Au fost efectuate percheziții la domiciliile persoanelor vizate, în depoul de locomotive și vagoane din Chișinău, precum și în trenul de pe cursa Chișinău–București. „În urma acțiunilor a fost depistată o cantitate de peste 120 de mii de țigarete, ascunse și pregătite pentru a fi transportate prin contrabandă”, anunță Poliția. *** Republica Moldova va procura manuale de matematică din Estonia, care vor fi traduse și adaptate pentru elevii din clasele I–XII. Achiziția se va face cu suportul Uniunii Europene. Ministrul Educației, Dan Perciun, spune că până în 2027 va fi finalizat și noul curriculum școlar, inspirat din modelul estonian, transmite Radio Moldova. Oficialul recunoaște că sunt discipline la care Republica Moldova, citez, „nu știe încă să facă manuale”, motiv pentru care Ministerul a decis să renunțe la „experimentele locale”. Chișinăul este în proces de revizuire a curriculumului național, iar reforma are scopul „de a transforma educația într-un proces relevant pentru realitatea cotidiană, capabil să dezvolte gândirea critică și creativitatea elevilor”. Ministrul Educației a precizat că vor fi introduse mai multe discipline noi, precum educația financiară, educația pentru societate, educația media și pentru sănătate – domenii tot mai solicitate pe piața muncii și necesare pentru viața de zi cu zi, despre care, spune Dan Perciun, școala „a vorbit prea puțin până acum”. *** Republica Moldova va introduce peste un an, la început de 2027, sistemul de depozit pentru ambalaje, pentru a încuraja reciclarea. Sistemul presupune o garanție de 2 lei moldovenești, sumă echivalentă cu cei 50 de bani cât constituie garanția în România, la cumpărarea băuturilor în ambalaje de plastic, sticlă sau aluminiu, care va putea fi recuperată prin returnarea ulterioară. Autoritățile estimează că noul sistem, care funcționează deja în majoritatea statelor europene, va permite colectarea a 55% din ambalajele de sticlă și 60% din cele din plastic și metal. In doar trei ani, rata de colectare ar urma să atingă şi 80%.

Pentru observatorii de la Chișinău, prezența lui Rutte vine să contracareze interpretările propagandistice ale Federației Ruse legate de decizia Washingtonului de a reduce formal efectivele americane din România. Roberta Metsola efectuează o vizită de două zile în Republica Moldova în cadrul căreia are întâlniri cu oficialii moldoveni, dar și ci tinerii de la Liceul „Spiru Haret” din Chișinău. *** Secretarul general al NATO, Mark Rutte, a declarat că împărtășește „sentimentul de urgență” exprimat de președintele României, Nicușor Dan, cu privire la amenințările hibride din partea Rusiei și la faptul că România sprijină R. Moldova în acest sens. Declarațiile au fost făcute în cadrul unui interviu oferit portalului Calea Europeană. „Vă pot asigura că întreaga NATO, inclusiv România, suntem cu toții foarte conștienți de amenințarea hibridă. Nu putem vorbi întotdeauna public despre ceea ce facem pentru a o contracara, pentru a ne asigura că alții nu vor încerca din nou. Dar este o parte integrantă a apărării noastre”, a continuat secretarul general al Alianței. Președintele Nicușor Dan a prezentat în octombrie liderilor europeni, la summitul Comunității Politice Europene de la Copenhaga, un document privind ingerințele Rusiei care au condus la anularea alegerilor prezidențiale din noiembrie 2024. Mark Rutte a precizat că a văzut același mod de operare și la alegerile parlamentare din R. Moldova. „Mulțumiri României pentru tot ceea ce faceți în acest sens pentru Moldova. Este crucial. Este extrem de important ca alegerile să fie cât mai libere posibil”, a spus Mark Rutte. *** Ucraina a reluat importurile de gaze prin ruta sudică Transbalcanică, care trece prin Republica Moldova, România și Bulgaria, așa-numitul Coridor Vertical, ca răspuns la intensificarea atacurilor rusești asupra infrastructurii de gaze și energie, care au redus producția internă cu cel puțin jumătate. Folosirea traseului de către Ucraina a devenit posibilă după ce recent România și Republica Moldova au redus cu 50 la sută tarifele de tranzit prin Coridorului vertical. *** Comerciantul global de mărfuri Gunvor a renunțat la achiziția activelor externe ale „Lukoil”. Decizia vine după ce Ministerul de Finanțe al SUA a numit compania de trading petrolier „o marionetă a Kremlinului”, scrie Ziarul de Gardă. În Republica Moldova Lukoil are o cotă de piață importantă și este furnizor unic pentru aeroportul internațional Chișinău. Autoritățile moldovene sunt în căutarea de soluții pentru a preveni o eventuală criză. „Lukoil” anunțase vânzarea activelor sale din străinătate, evaluate la aproximativ 20 de miliarde de euro, la patru zile după ce a fost supus sancțiunilor americane, iar trei zile mai târziu ajunsese la un acord cu traderul de petrol Gunvor. Pentru încheierea tranzacției era necesară aprobarea autorităților americane responsabile de sancțiuni. Autoritățile moldovene au suspiciuni rezonabilă că formațiunile din Blocul Patriotic ar fi primit finanțări netransparente din Federația Rusă, ceea ce a influențat campania electorală și rezultatul alegerilor. *** Comisia pentru politică externă din noul parlament de la Chișinău suspendă activitatea grupurilor parlamentare de prietenie cu Rusia și Belarus, pe durata războiului de agresiune al Federației Ruse împotriva Ucrainei, transmite IPN. Anunțul a fost făcut de președinta comisiei, Doina Gherman, care a subliniat că decizia reflectă angajamentul Republicii Moldova față de valorile democrației și respectarea suveranității statelor. „Credem cu tărie în necesitatea menținerii grupurilor de prietenie cu statele care respectă suveranitatea, independența și integritatea teritorială a țării, precum și demnitatea umană și libertatea”, a declarat Doina Gherman. *** Poliția anunțat despre o captură record de arme și muniții, în timpul unei operațiuni ce viza un caz de șantaj. Potrivit anchetei, în timpul perchezițiilor au fost descoperite și ridicate 16 arme de foc, inclusiv mitraliere și puști, dar și arme cu lunetă, aproximativ zece mii de cartușe, 5 grenade și 2 aruncătoare, camuflate și ascunse în perete. De asemenea, au fost ridicate 3 pașapoarte cu aceeași fotografie, dar identități diferite, și alte obiecte interzise. Urmare a probelor acumulate patru persoane au fost reținute pentru a stabili circumstanțele și proveniența armamentului. Armele și munițiile capturate la Chișinău urmau să fie folosite pentru destabilizări în Republica Moldova, declară ministra Afacerilor Interne, Daniela Misail-Nichitin. Nu este clar în acest moment cum a ajuns arsenalul la Chișinău. „Mecanismele pot fi diferite. Ele pot intra în țară și din Ucraina, dar avem și situații când ele ajung din țări ale Uniunii Europene. Totodată, avem și situații când și regiunea din stânga Nistrului este folosită în acest sens”, a subliniat ministra Afacerilor Interne, Daniela Misail-Nichitin. *** Cetățenii Republicii Moldova vor putea solicita online toate serviciile de stare civilă, la prețuri mai mici decât la ghișeu. Noul sistem „Acte de stare civilă” al Agenției Servicii Publice (ASP) va permite înregistrarea nașterilor, căsătoriilor, divorțurilor sau schimbarea numelui direct de pe calculator sau telefon, cu semnătură electronică. Potrivit unui comunicat al ASP, actele eliberate în format digital vor avea aceeași valoare juridică precum documentele tipărite și vor putea fi recepționate în MCabinetul personal al cetățeanului sau livrate prin sistemul MDelivery. Modernizarea sistemului va aduce mai multă comoditate și transparență, reducând timpul de așteptare și eliminând necesitatea prezentării documentelor pe suport de hârtie, notează instituția.

Den 22 oktober besökte Ukrainas president Volodymyr Zelenskyj Sverige, och undertecknade en avsiktsförklaring mellan Sverige och Ukraina om att Ukraina på sikt ska få köpa stridsflygplanet JAS Gripen. Ambassadör Svitlana Zalisjtjuk menar att affären skulle vara en investering i europeisk säkerhet, inte enbart ukrainsk, med tanke på exempelvis ryska sabotage i EU-området.”Gripenavtalet handlar det om hur vi ska skapa en luftsköld, inte bara för Ukraina, utan också för EU, och för Sverige. Det handlar om att stärka vår förmåga så att vi kan skydda vårt luftrum, vilket också innebär att ni kan skydda ert”, säger Svitlana Zalisjtjuk, som tillträdde som Ukrainas ambassadör i Sverige i september.När och hur JAS Gripen eventuellt skulle kunna börja levereras till Ukraina är oklart i nuläget, och enligt ambassadören diskuteras när en första leverans kan äga rum.Enligt Ulf Kristersson skulle det första JAS-planet kunna levereras tidigast om tre år, är det tillräckligt snabbt för Ukraina?”Vi skulle vilja att det sker tidigare, och vi förhandlar om att andra JAS-plan skulle kunna levereras snabbare”, säger Svitlana Zalisjtjuk.Även hur ett eventuellt köp av JAS-plan ska finansieras är oklart. Svitlana Zalisjtjuk vill att det ska finansieras genom lån med säkerhet i ryska frysta tillgångar i EU.Vi har hört rapporter om att Saab, som tillverkar JAS Gripen, planerar att bygga en fabrik i Ukraina där delar av JAS Gripen skulle kunna monteras. ”Jag kan bara säga att det har diskuterats av min president, er statsminister och Saabs vd”...”Men det är för tidigt att offentliggöra något av innehållet i dessa förhandlingar”, säger Svitlana Zalisjtjuk.Det är många detaljer som är oklara. Är du säker på att Ukraina faktiskt kommer att få JAS-stridsflygplanen? ”Jag är säker. På samma sätt som jag är säker på många andra saker som inte kunde hända men som ändå har hänt”, säger Svitlana Zalisjtjuk.Situationen i UkrainaNyligen har Ryssland intensifierat attackerna från luften och siktar in sig på att skada Ukrainas infrastruktur och energisystem. Svitlana Zalisjtjuk anser att Ryssland har lagt om sin strategi för att de inte når framgångar vid fronten.”De är maktlösa på frontlinjen, och därför bombar de våra städer för att skrämma civila. De har faktiskt”...”ökat sina attacker mot den civila infrastrukturen för att beröva människor dessa nödvändiga tjänster.” säger hon.”Vi arbetar just nu tillsammans med internationella partners för att få den utrustning vi behöver för att ta oss igenom vintern”, fortsätter Svitlana Zalisjtjuk. För att försvara sig i nuläget behöver Ukraina först och främst luftvärnssystem, enligt Svitlana Zalisjtjuk. Men även gas, sedan ryska attacker förstört delar av den ukrainska gasproduktionen, och reservdieselgeneratorer.”Vi behöver dieselgeneratorer för att driva skolor, förskolor och så vidare. Och vi ber människor, de som kan, att hjälpa oss med detta”, säger Svitlana Zalisjtjuk.USA:s och EU:s stödAmbassadör Svitlana Zalisjtjuk säger att USA:s stöd förblir avgörande för Ukraina, och hon medger att samarbetet inte varit helt enkelt.Skulle du säga att USA är en pålitlig allierad? ”Jag tycker att det går i rätt riktning”...”Kommunikationen mellan min president och president Trump har blivit mycket bättre” säger hon.De nyligen utfärdade amerikanska sanktionerna mot de ryska oljebolagen Rosneft och Lukoil anser Svitlana Zalisjtjuk är det bästa Donald Trump gjort. Enligt henne kommer sanktionerna kosta Ryssland fem miljarder dollar per månad.De pågående förhandlingarna inom EU om att använda de frysta ryska tillgångarna för att säkra Ukrainas finansieringsbehov sätter ytterligare press på Putin, anser Svitlana Zalisjtjuk.”Jag tror att Putin försöker matta ut Ukraina finansiellt. Om ryska frysta tillgångar – och kanske borde jag säga när ryska frysta tillgångar – kommer till Ukraina, får Putin ett tydligt budskap att Ukraina är finansierat för de tre kommande åren, att väst stöder dess kamp, och att Putin därför inte kommer att få det han vill”, säger hon.Ukrainas framtidPresident Zelenskyjs femåriga mandatperiod löpte ut 2024, men i enlighet med Ukrainas konstitution hålls inga val i krigstider. Svitlana Zalisjtjuk menar att det också skulle vara omöjligt rent praktiskt att hålla val under krig.”För att kunna hålla rättvisa val måste man dra tillbaka trupper, och ge även armén rätt att delta. Och se till att väljarna har säkerhet när de röstar. Tyvärr har vi inte den lyxen just nu”, säger hon.Behöver president Zelenskyj på något sätt förnya sin legitimitet som Ukrainas politiska ledare? ”Jag tycker att vi måste följa mitt lands konstitution, och vår lag säger mycket tydligt att val inte kan genomföras under krig. Eftersom kriget pågår kan landet inte säkerställa rättvisa och rättfärdiga val”, säger Svitlana Zalisjtjuk. Hur Ryssland och Ukrainas relation kommer se ut när kriget är över har Svitlana Zalisjtjuk svårt att föreställa sig.”Det kommer att ta hundra år innan vi kan titta åt det hållet med någon annan känsla än hat”, säger honInnan Ryssland blir en demokrati ser inte Svitlana Zalisjtjuk hur relationen mellan Ryssland och Ukraina skulle kunna förändras.Hur förbereder sig Ukraina för en möjlig tid när Vladimir Putin inte längre är vid makten i Ryssland? ”Efter Vladimir Putin kommer det en ny Vladimir Putin. Det är åtminstone så jag ser den samhälleliga utvecklingen i Ryssland. Jag är inte säker på att Ryssland kommer att bli demokratiskt inom överskådlig framtid”, säger Svitlana Zalisjtjuk. ¡Vótame en los Premios iVoox 2025! La Casa Blanca quiere poner punto y final cuanto antes a la guerra de Ucrania, pero se trata de una empresa difícil ya que el Kremlin prioriza sus objetivos territoriales sobre cualquier acuerdo de paz. Para forzar a Putin, el Gobierno estadounidense acaba de imponer las primeras sanciones del segundo mandato de Trump. Van dirigidas contra Rosneft y Lukoil, las mayores petroleras rusas, y sus filiales, golpeando de este modo la principal fuente de ingresos del Gobierno ruso, que no es otra que las exportaciones de hidrocarburos. El secretario del Tesoro, Scott Bessent, justificó las medidas en la intransigencia rusa y exigió un alto el fuego inmediato. Trump se mostró optimista, convencido de que esto bastará para llevar a los rusos a la mesa de negociación. Después de nueve meses evitando presionar a Putin, esta decisión supone un notable cambio en el modo de abordar la cuestión ucraniana. Rusia cuadra su presupuesto con petróleo y gas; sancionar a su sector energético es un arma poderosa para obligarles a dialogar. Las sanciones entran en vigor dentro de un mes, pero ya se siente su impacto. China y la India, los dos principales compradores de crudo ruso, han reducido sus importaciones mientras sus refinerías recalibran futuras adquisiciones para evitar riesgos innecesarios. Si sumamos a eso la última ronda de sanciones europea, el sector energético ruso podría verse muy afectado. El mercado reaccionó rápido: el barril subió un 5% la semana pasada, regresó a los 60 dólares ante la expectativa de escasez. A diferencia de medidas previas EEUU ataca con sanciones a la fuente, es decir, a los productores. Cualquier entidad (banco, puerto, empresa) que negocie con Rosneft o Lukoil se expone al aislamiento financiero. Esto afecta a todo el petróleo de origen ruso que entre por vía marítima o por oleoducto. Hasta la fecha Rusia ha evadido las sanciones con una flota en la sombra de petroleros, una idea copiada de Irán, pero que mueve volúmenes mucho mayores. A cambio tiene que vender a descuento y ponerse en manos de intermediarios de dudosa reputación. Entretanto, el ejército ucraniano ha recrudecido sus ataques con drones contra refinerías y depósitos de combustible en el interior de Rusia. Como consecuencia, en septiembre los ingresos del Kremlin en concepto de hidrocarburos eran ya la mitad que hace tres años. Los temores de que el precio del barril se dispare están ahí, pero el mercado mundial se encuentra sobreabastecido porque se extrae más petróleo que nunca. Los inventarios, de hecho, están en máximos. ¿Bastará eso para obligar a Putin a negociar un alto el fuego? Lo desconocemos, pero su ejército no consigue realizar avances y el frente económico se le está complicando. A pesar de ello no parece tener intención de ceder. Para llegar a un armisticio ha exigido unas condiciones inaceptables tanto para los ucranianos como para los mediadores. Esto de Ucrania es para él una cuestión existencial y sólo entiende el lenguaje de la fuerza. Las sanciones por si solas no reblandecerán al Kremlin; la presión económica y en el campo de batalla podría hacerlo, pero no hay una solución rápida. Esta guerra es algo muy personal para Putin. Savienotās Valstis ieviesušas pirmās nopietnās sankcijas pret Krieviju kopš Trampa stāšanās amatā. Savukārt krievi paspēja izmēģināt jaunu spārnoto kodolraķeti. Tramps izteicies, ka viņu kodolzemūdene nav tālu no Krievijas krastiem. Retorikā spriedze ir atkal pieaugusi. Tikmēr Savienoto Valstu prezidents devies turnejā pa virkni Āzijas valstu, slēdzot jaunas tirdzniecības un sadarbības vienošanās. Svarīgākā tikšanās vēl priekšā - visvairāk tiek gaidīta Donalda Trampa un Ķīnas līdera Sji Dzjiņpina saruna. Tā notiks rīt, 30. oktobrī. Argentīnā nedēļas nogalē notika tā saucamās vidustermiņa vēlēšanas. Kaut arī ir īstenotas itin drakoniskas reformas ar solījumiem tās turpināt, prezidenta Havjera Mileja partija ir izcīnījusi pārliecinošu uzvaru. Aktualitātes komentē Austrumeiropas politikas pētījumu centra pētnieks Armands Astukevičs un portāla "LSM.lv" žurnālists Ģirts Kasparāns. Trampam vienreiz pietiek, Putinam nav gana Vēl pagājušajā trešdienā Divu pusložu studijā spriedām, ka Donalds Tramps pret agresorvalsts vadoni Putinu ir skarbs tikai vārdos. Tomēr jau nākamā diena atnesa ziņu, ka Vašingtona pakļāvusi sankcijām divas lielākās Krievijas naftas kompānijas – „Rosņeftj” un „Lukoil”. Un lai arī ekspertu viedokļos dominēja atziņa, ka reālais posts Krievijas ekonomikai nebūšot nekāds lielais, tomēr gluži pēkšņais pavērsiens Baltā nama saimnieka politikā Kremlī acīmredzami radīja zināmu šoku. Līdz šim Tramps bija paudis, ka neķersies pie sankcijām pret Krievijas naftas ieguves nozari, iekams Eiropas Savienības valstis nepārtraukšot pirkt krievu naftu. Tomēr Putina taktika, ko grūti raksturot citādi, kā Amerikas līdera vazāšanu aiz deguna, acīmredzot ir pārsniegusi „sarkano līniju”, pārāk uzkrītoši bojājot ne vien Donalda Trampa garastāvokli, bet arī viņa prestižu. No Maskavas izskanējušais, ka Krievijas kompānijām noteiktās sankcijas izraisīšot strauju naftas cenu kāpumu pasaules tirgū, neapstiprinās, ciktāl Persijas līča valstis ir gatavas kompensēt deficītu. Tiek ziņots, ka kompānija „Lukoil” sākusi izpārdot savus ārvalstu aktīvus. Var piebilst, ka nule arī Eiropa ieviesusi kārtējo sankciju paketi, kuras nozīmīgākā daļa ir sašķidrinātās dabasgāzes iepirkumu pārtraukšana līdz nākamā gada beigām. Kā Krievijas atbilde Rietumu ekonomiskajam spiedienam acīmredzot jāuztver pirmdienas paziņojums par jaunas raķetes sekmīgu izmēģinājumu, kuru vērojis pats Kremļa saimnieks. Jau 2018. gadā Putins ar pompu izziņoja šī ieroča izstrādi. Spārnotā raķete „Burevestņik”( „Vētrasputns”) esot unikāla, jo aprīkota ar kodoldzinēju, kas padarot tās lidojuma ilgumu un, attiecīgi, sniedzamību praktiski neierobežotu. Eksperti gan apšauba „Vētrasputna” spēju pārvarēt nopietnu pretgaisa aizsardzības sistēmu. Kā telekanālam NBC News izteicies Apvienoto Nāciju Organizācijas Atbruņošanās pētījumu institūta vecākais pētnieks Pāvels Podvigs, „galvenais iemesls, kāpēc neviens cits nav mēģinājis uzbūvēt kaut ko līdzīgu, ir tas, ka tam īsti nav nekāda pielietojuma”. Tikām ar daudz ordinārākām raķetēm un lidrobotiem Krievija turpinājusi graut Ukrainas civilo infrastruktūru. Tiek ziņots arī par vadāmo kaujas lidrobotu uzbrukumiem civiliedzīvotājiem piefrontes zonā, kas ir klajš kara noziegums. Ukraina, savukārt, turpina sekmīgi graut Krievijas militārās rūpniecības objektus. Īpaši tiek atzīmēts raķešu trieciens Brjanskas Ķīmiskajai rūpnīcai, kas ražoja sprāgstvielas un raķešu komponentus. Triecienā izmantotas britu ražojuma raķetes „Storm Shadow”, kas liecina, ka Ukraina saņēmusi sabiedroto atvēli lietot šos ieročus triecieniem dziļi Krievijas teritorijā. Donalda Trampa Austrumāzijas tūre Svētdien, 26. oktobrī, Donalds Tramps uzsāka savas otrās kadences laikā nepieredzēti plašu tūri pa Austrumāzijas valstīm. Vispirms viņš ieradās Malaizijas galvaspilsētā Kualalumpurā, kur risinājās Dienvidaustrumāzijas valstu asociācijas jeb ASEAN samits. Aukstā kara laikā šī organizācija tika radīta ar ASV atbalstu kā pretsvars padomju ietekmei reģionā, tagad tā pārtapusi diplomātiska dialoga un tirdzniecisku sarunu platformā. Kā tiek atzīmēts, Trampa klātbūtne nozīmīgi paaugstinājusi notikuma prestižu, savukārt viņš pats paspodrinājis savu miera nesēja tēlu, piedaloties nolīguma parakstīšanā starp Taizemi un Kambodžu. Jāteic, ka šajā gadījumā, kad jūlijā robežstrīds starp abām kaimiņvalstīm pārauga bruņotā konfliktā, Trampa piedraudējums vērst pret konfliktējošajiem ekonomiskās sankcijas patiešām veicināja karadarbības noplakšanu. Kualalumpurā noslēdzis dažas tirdzniecības vienošanās, Baltā nama saimnieks pirmdien, 27. oktobrī, ieradās Japānā, kur tikās vispirms ar imperatoru, bet pēc tam ar pagājušonedēļ amatā stājušos premjerministri Sanaji Takaiči, pirmo sievieti šai amatā. Mediji uzsver tikšanās izteikti laipno atmosfēru; tās laikā tika līgumiski apstiprinātas jau agrāk panāktās vienošanās – Japānas eksports uz ASV tiek aplikts ar 15% tarifu, un Tokija veido fondu 550 miljardu dolāru apjomā investīcijām Savienotajās Valstīs. Tāpat noslēgta vienošanās par stratēģiski svarīgu minerālu un retzemju metālu piegāžu kārtību. Visbeidzot šodien, 29. oktobrī, Baltā nama saimnieks ieradās savas tūres pēdējā un svarīgākajā pieturpunktā Dienvidkorejā, kur viņu uzņēma prezidents Lī Džejs Mjans. Sarunu centrā, protams, ir joprojām nenoslēgtā Savienoto Valstu un Dienvidkorejas tirdzniecības vienošanās. Tomēr tūres galvenais notikums ir ceturtdien plānotā Donalda Trampa tikšanās ar Ķīnas līderi Sji Dziņpinu, kuras gaidās jau manāmi atdzīvojušies pasaules akciju tirgi. Savienoto Valstu valsts sekretārs Marko Rubio kategoriski noraidījis spekulācijas, ka Vašingtona savu ekonomisko interešu vārdā varētu upurēt Taivānas neatkarību. Nav skaidrs, vai un kas šais sarunās varētu tikt spriests par Ķīnas īpašajām attiecībām ar Krieviju un iespējamo šīs ietekmes izmantošanu karadarbības pārtraukšanai Ukrainā. Visdrīzāk jāpiekrīt tiem, kuri spriež, ka šai aspektā rītdiena nekādus būtiskus jaunumus nenesīs. Var piebilst, ka tikmēr, kamēr prezidents Tramps uzturas Austrumāzijā, kontinenta otrā malā sākusi ļodzīties viņa pirms trīs nedēļām sastutētā pamiera konstrukcija. Vakar vakarā Izraēlas premjerministrs Bejamins Netanjahu devis pavēli bruņotajiem spēkiem vērst aktīvus aviācijas triecienus pret Gazas joslas teritoriju. Vīrs ar motorzāģi Ar striktiem taupības pasākumiem valdībai maz cerību izpelnīties sabiedrības atsaucību, tomēr šķiet, ka Argentīnas prezidentam Havjeram Milejam tas izdodas. Pēc pirmajiem diviem valdīšanas gadiem, kuru laikā īstenota radikāla valsts tēriņu mazināšana, svētdien, 26. oktobrī, notikušajās starpvēlēšanās Mileja vadītā partija „Brīvība virzās uz priekšu” guvusi pārliecinošu uzvaru. Kopumā šais vēlēšanās mandātus saņēma divdesmit četri no septiņdesmit diviem parlamenta augšpalātas – Senāta – deputātiem un sešdesmit četri no 257 apakšpalātas deputātiem, attiecīgi 13 senatoru un 64 apakšpalātas vietas tika prezidenta partijai. Šāds parlamenta sastāvs atvieglos viņam uzsāktā kursa īstenošanu – jaunus taupības pasākumus un ekonomikas regulējuma mazināšanu. Līdz šim prezidents samazinājis budžeta finansējumu izglītībai, pensijām, veselības aprūpei, infrastruktūrai un subsīdijām, kā arī atlaidis desmitiem tūkstošu valsts sektora darbinieku, taču opozīcijai izdevies, pretēji prezidenta gribai, palielināt tēriņus valsts augstskolām, atbalstam cilvēkiem ar invaliditāti un bērnu veselības aprūpei. Līdzšinējā Mileja politika ļāvusi būtiski mazināt inflāciju, kas līdz tam sasniedza trīsciparu skaitļus, samazināt budžeta deficītu un atjaunot investoru uzticēšanos. Tomēr ir skaidrs, ka radikālās taupības politikas sekas ir bezdarba pieaugums, ražošanas sašaurināšanās un iedzīvotāju pirktspējas kritums. Tas viss liek runāt par recesijas risku. Šajā situācijā atbalstu Milejam sniedzis viņam simpatizējošais Donalds Tramps. Savienotās Valstis piesolījušas četrdesmit miljardus dolāru lielu kredītlīniju, taču tikai tādā gadījumā, ja esošais prezidents paliek pie varas. Visdrīzāk arī šim faktoram bijusi nozīme prezidenta partijas panākumos. Var piebilst, ka vēlēšanās piedalījušies nepilni 68% balsstiesīgo argentīniešu, kas ir zemākais rādītājs vairāku desmitgažu laikā un tiek uzlūkots kā apliecinājums sabiedrības politiskai apātijai. " A chaque fois que je parle à Vladimir, nous avons de bonnes conversations, a souligné Donald Trump mercredi, et puis elles ne débouchent sur rien." De quoi pousser l'administration américaine à prendre "des sanctions énormes" comme les qualifie le président américain. C'est d'ailleurs une première depuis son arrivée au pouvoir. "J'ai juste senti qu'il était temps" a-t-il précisé, espérant que cela affectera suffisamment l'économie russe pour forcer Vladimir Poutine à "devenir raisonnable". Les sanctions américaines impliquent un gel de tous les actifs de Rosneft et Lukoil aux États-Unis, ainsi qu'une interdiction à toutes les entreprises américaines de faire des affaires avec les deux compagnies pétrolières russes. Volodymyr Zelenzky a salué le "message fort" envoyé par Washington. Il peut également se réjouir du vote par l'Union européenne d'un 19e train de sanctions visant à interdire les importations de gaz naturel liquéfié russe à partir de 2027 et de nouveaux navires de sa flotte fantôme.L'impact sur les cours du pétrole ne s'est pas fait attendre : ils ont bondi de 5% ce matin. Nearly 70% of Russian crude production and exports are now under sanctions, raising costs and slowing settlements even though only 5% of exports use US dollars. Russia has relied on offshore traders and new entities to maintain flows, but this is more challenging for major producers like Rosneft and Lukoil. Indian imports may fall by 400 kbd, while Chinese flows should remain steady. Over time, Russia can redirect up to 0.8 mbd to other markets and China could absorb an additional 1 mbd, but profit margins will narrow due to higher costs and deeper discounts. Craig and Jim applaud some new Trump administration decisions on Ukraine, lament the fact that Zohran Mamdani looks like a shoo in to be the next mayor of New York City, and marvel at a big sports gambling scandal that led to the arrest of an NBA player and coach. First, Craig and Jim note that while it's been a long time coming, the Trump administration is hitting Russian oil giants Rosneft and Lukoil with new sanctions, cutting off the Russian firms from American banking systems and financial institutions, essentially barring them from operating in U.S. dollars. Trump is finally getting wise to the fact that all of his seemingly good conversations with Vladimir Putin never seem to results in Putin's policies. Next, President Trump doesn't see any way that anyone can beat Zohran Mamdani in the New York City mayor's race, and there's not a lot of evidence to counter the president's conclusion. In a year where a lot has gone right for the GOP, a major frustration is that no argument about Mamdani's extremism on everything from economics to policing to geopolitics has seemed to get traction. Finally, the Portland Trail Blazers face a tough lineup of opponents this year – the Warriors, the Lakers, and the FBI. The Bureau announced that it had arrested Blazers coach Chauncey Billups and Miami Heat guard Terry Rozier as  part of a pair of wide-ranging investigations related to illegal sports betting and rigged poker games backed by the Mafia. U.S. forces have carried out another lethal strike against a boat carrying alleged drug traffickers and their cargo—this time in the eastern Pacific Ocean. President Donald Trump said his administration may eventually go to Congress for authorization. Some lawmakers from both parties have expressed concern about the strikes. War Secretary Pete Hegseth said the vessel was known by U.S. intelligence to be involved in illicit narcotics smuggling.The government shutdown is at day 23 with no end in sight. After a 12th failed vote on reopening, Senate Republicans are planning to hold a vote on Thursday to pay federal workers still on the job. The ballot is scheduled for noon, and some Democrats are already lining up to oppose it. Democrats will offer a counterproposal to pay all federal workers instead. The new approach is likely to yield yet another stand-off without an obvious solution.Trump announced new sanctions on Russia on Wednesday targeting the country's two largest oil companies, Rosneft and Lukoil, after he put the summit with Russian President Vladimir Putin on hold. Trump is also calling on U.S. allies for help in enforcing the sanctions against Russia, and said that he hopes the measures will encourage Putin to “become more reasonable.” The European Union has also officially adopted its 19th sanctions package against Russia, which includes a ban on imports of Russian liquefied natural gas.
