NIST recently released the initial draft of a major update to its cybersecurity guidelines for protecting sensitive unclassified information. The update is intended to help federal agencies and government contractors implement cybersecurity requirements more consistently. The revised draft guidelines, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations (NIST Special Publication [SP] 800-171 Revision 3), will be of particular interest to the many thousands of businesses that contract with the federal government. Federal rules that govern the protection of controlled unclassified information (CUI), which includes such sensitive data as health information, critical energy infrastructure information and intellectual property, reference the SP 800-171 security requirements. Systems that store CUI often support government programs containing critical assets, such as design specifications for weapons systems, communications systems, and space systems. The changes are intended in part to help these businesses better understand how to implement the specific cybersecurity safeguards provided in a closely related NIST publication, SP 800-53 Rev. 5. The authors have aligned the language of the two publications, so that businesses can more readily apply SP 800-53's catalog of technical tools, or “controls,” to achieve SP 800-171's cybersecurity outcomes. The update is designed to help maintain consistent defenses against high-level threats to information security. Many of the newly added requirements specifically address threats to CUI, which recently has been a target of state-level espionage. NIST wants to implement and maintain state-of-the-practice defenses because the threat space of hostile adversaries is changing constantly. He currently leads the NIST System Security Engineering Project (SSE) The jumping off point for this episode are two of his special publications-- SP 810-160 Volume 1 (updated Nov 22) , ‘Engineering Trustworthy Systems' which describes a basis for establishing principles, concepts, activities & tasks for engineering trustworthy secure systems.- SP 810-160 Volume 2 – ‘Developing Cyber-Resilient Systems: A Systems Security Engineering Approach' which focuses on cyber resiliency engineeringKey quotes:"We live and die by information technology, whether that's a classic I.T. system, whether it's an operational technology like a power plant, SCADA system, part of the power grid, whether it's an I.O.T. device. The common denominator on all of these systems is that they're driven by software and firmware, and a lot of that code is not as trustworthy as it needs to be. So given that that's the deck that we've been dealt, how do we deal with that on a day-to-day basis? And that was really the driving force behind the two volumes of 800-160.""The more information you have about the susceptibility of your system to these specific threats or vulnerabilities, and you can take those off the table, then that's always a good thing to do. Things like cyber-hygiene, I call it the basic blocking and tackling. And you know, if you can take 80% of the attacks off the table, you don't ever stop the attacks but that then still leaves the other 20%, and that's where cyber resiliency has to step up. But definitely with AI and machine learning our ability to understand threats and what they can do and how we can stop them is going to increase by orders of magnitude. But in complex systems, even that order of magnitude improvement is never going to be enough. And that leads us to the rest of our discussion today." "We've kind of come to the conclusion that sophisticated adversaries - I'm not talking about the ones that we can stop with cyber hygiene, the 80%, but I'm talking about the 10-20% on the upper end - what happens when they get through your initial lines of defences, which are characterized by penetration resistance? Well now the bad guys are inside the house. Well, what if they came in the front door and then every room in your house there was a vault or a safe? That would be analogous to a security domain for each room in your house. And if you have the ability to add whatever safeguards and countermeasures you think are needed for that particular domain, assuming some of your valuables are more important than others, then you can tailor those controls and those safeguards to the specific criticality of the data or the valuables that you would like to and we're seeing those kinds of approaches now." "It's not just about one aspect or one safeguard or one strategy. This is a multi-dimensional strategy with lots of different moving parts that are discussed in our cyber resiliency guideline, and are actually executed in a good engineering process that gives consumers a lot better hope of being able to operate those systems under attack and having a system that they have a confidence that they can recover and restore that system, even if it's in a degraded, debilitated state, they can get back to some sense of normal operations and not have the entire business or mission go under. Nikki: I have to start with an article you wrote a couple of years ago, about how we explain and provide context around vulnerabilities. I love the analogy of a 'vulnerability recipe' and how we can step through an explanation of vulnerabilities. Can you talk a little bit about the process and what compelled you to explore this topic? Nikki: I saw you spoke to Ron Ross recently, we had him on the show last year talking about cyber resiliency and of course software supply chain. Can you talk a little bit about security assurance and what that means to both developers and security practitioners? Chris: You've been a leader in the AppSec space for some time, particularly focusing on capabilities and tooling such as IAST. For folks not familiar with IAST, can you explain what it is and the value it adds over say SAST and DAST?Chris: I know you and I have exchanged messages and comments about Software Supply Chain Security and SBOM. What are your thoughts about where were headed on this front as an industry?Chris: With the release of the National Cyber Strategy yesterday I of course have to ask your initial thoughts. First more broadly, about the overall sentiment of the strategy and also about specific areas, such as increased requirements on software vendors and technology providers to produce secure products and the potential for increased liability.Nikki: It looks like you had a pretty lengthy time with OWASP - can you talk about some of the work you did there and the work that OWASP does? I think people typically equate OWASP with the OWASP top ten, but there are so many free resources and tools available for developers and security professionals. Chris: Given your past involvement of a decade with OWASP in its early growth, any thoughts on the recent open letter we saw sent to the OWASP leadership?Nikki: Can you talk a little bit more about Contrast security and the type of work you all do? Would like to hear more about what the company has going on and anything else you may have coming up.Chris: Continuing on with Contrast, I am interested in the founders journey a bit.
