When Congress passed the Inflation Reduction Act in 2022, researchers estimated it would cut U.S. carbon pollution by more than 40% by the mid-2030s. Then President Trump and a GOP majority partially repealed the law, and many of those emissions declines looked doubtful. What will U.S. carbon emissions look like after the One Big Beautiful Bill Act?We're starting to get a sense. On this week's episode of Shift Key, Rob talks with John Bistline and Ryna Cui about a new paper they coauthored modeling the Inflation Reduction Act and One Big Beautiful Bill Act's combined effects. Bistline is the head of science at Watershed and a former researcher at the Electric Power Research Institute. We have Daniel Schlagwein on the show, who is what Germans call a "Tausendsassa:" He is both a practitioner and researcher of digital nomadism, the editor-in-chief of the Journal of Information Technology, and president of the AIS special interest group on Grounded Theory Methodology. We touch upon all three of these aspects, but at the core we want to know from Daniel whether generative AI tools are automating grounded theory and thereby eliminate what used to be at the heart of a humanistic and constructionist approach to doing research – or are they merely leveling the playing field for qualitative field researchers by giving them computational support matching those tools that quantitative researchers have had for a long time. Și care au salariul (per membru de familie - n.red.) sub 5.000 lei”, a declarat Daniel Băluță. Anatomia unui eșec: Spitalele regionale la pământ. Iași și Cluj n-au turnat un metru de beton (Cotidianul) Aflate în mai toate programele politice din ultimele două decenii, construirea de la zero a cel puțin trei spitale regionale întârzie și noile termene-limită au fost mutate în decembrie 2028, în cel mai bun caz cu putință. 2020 și 2024 sunt doar două dintre termenele promise pentru terminarea spitalelor regionale de urgență. Am ajuns în martie 2026, iar până la finalizarea lor mai este drum lung, fiind puse doar primele cărămizi. Stadiul cel mai avansat este la SRU Craiova. Înghețul e de vină la Iași pentru blocarea lucrărilor. Dintre cele trei spitale regionale, cele mai mari probleme sunt la Cluj Napoca.  Pe larg în Cotidianul. Șase dintre cei opt membri AUR care au dat în judecată partidul ca să-și recupereze banii cheltuiți la europarlamentarele din 2024 au pierdut în primă instanță. Cinci dintre ei au luat bani împrumut de la Maricel Păcuraru, patronul Realitatea Plus (G4Media) Opt membri ai partidului AUR condus de George Simion au dat în judecată partidul, în 2025, pentru a-și recupera banii pe care i-au cheltuit în campania pentru europarlamentarele din 2024, potrivit documentelor din justiție. Ei nu au obținut mandatele de europarlamentari și nici n-au mai primit înapoi banii cu care au contribuit în campania electorală. Cinci dintre ei sunt datori câte 2,3 milioane de lei fiecare la Maricel Păcuraru, patronul de facto al postului Realitatea Plus. effrey Epstein und die Frage, die niemand stellt: Cui bono?Über Kompromat, Machtarchitekturen und die Kunst, ein Imperium parteiübergreifend auf Kurs zu halten.Ein Standpunkt von Anna Zollner.Bevor Jeffrey Epstein 2008 erstmals verurteilt wurde, hatte er bereits seit den frühen 1990er-Jahren über mehr als ein Jahrzehnt hinweg Zugang zu politischen, wirtschaftlichen und sicherheitsnahen Eliten aufgebaut – unbehelligt, dokumentiert, institutionell geduldet.Epstein „wirkte“ lange, bevor er juristisch auffällig wurde.In den 1990er-Jahren taucht er als Gastgeber, Vermittler und Fixpunkt gesellschaftlicher Events auf. In dieser Zeit entstehen stabile Routinen und belastbare Netzwerkstrukturen. Warnungen gab es zuhauf, wurden aber immer folgenlos zu den Akten gelegt. Als es in den 2000er-Jahren zu Hausdurchsuchungen in Epsteins Manhattan-Townhouse kommt, ist das kein Anfang, sondern nur ein Einschnitt in ein etabliertes System. Ein vorläufiger Einschnitt.Material wird beschlagnahmt, katalogisiert – und anschließend von den ermittelnden Behörden selbst entschärft. Keine Kettenreaktion, kein Flächenbrand. Stattdessen staatliche Vertuschung. Diese Vorgehensweise hält bis heute an.Jeffrey Epstein war nie der Kern der Geschichte. Er war das Fenster. Allerdings ein verspiegeltes Fenster. Wem es gelingt, hinter dieses Fenster zu blicken, erkennt eine Machtarchitektur, die sich selbst so diszipliniert hat, dass sie ohne sichtbare Befehle funktioniert. Wer Epstein daher als isolierten Sexualstraftäter liest, verpasst den eigentlichen Befund. Nicht, weil Epsteins Verbrechen zweitrangig wären, sondern weil sie in ihrer jahrelangen Straflosigkeit, ihrer institutionellen Duldung und ihrer auffälligen politischen Folgenlosigkeit erklärungsbedürftig sind.Diese Straflosigkeit war kein Fehler, sondern ein organisiertes Wegsehen. Anzeigen versandeten, Zuständigkeiten wechselten, Verfahren wurden verschleppt. Hier existierte offensichtlich eine schützende Hand im Hintergrund, was sich spätestens ab 2008 nicht mehr leugnen lässt.Der Deal von 2008 markierte nämlich einen Präzedenzfall: Epstein verbüßte seine Strafe wegen organisierter Prostitution von Minderjährigen nicht unter regulären Haftbedingungen, sondern erhielt Sonderkonditionen – eine Art Belohnung. Er durfte das Gefängnis tagsüber verlassen, außerhalb arbeiten und abends zurückkehren. Dieses sogenannte „Work-Release“-Regime war außergewöhnlich. Parallel blockierte ein Nichtverfolgungsabkommen die Bundesebene und schloss mögliche Mitbeschuldigte ausdrücklich ein. Ohne korrigierende Kraft im Hintergrund ist das nicht zu erklären.Offiziell verantwortlich war der damalige Bundesstaatsanwalt Alexander Acosta, der später in die US-Regierung aufstieg. Auf Nachfragen erklärte er Jahre später, man habe ihm signalisiert, Epstein gehöre zu „wichtigen Leuten“. Was genau damit gemeint war, blieb offen.Alexander Acosta verschwand nach dem Epstein-Deal nicht aus dem System. Im Gegenteil. În urma acestor atacuri, are de suferit și Republica Moldova, care fără suportul infrastructurii ucrainene resimte o presiune crescândă asupra rețelelor liniilor electric din care importă curent electric din România. *** Ministerul de Externe de la Chișinău avertizează cetățenii Republicii Moldova aflați în Federația Rusă asupra unor schimbări importante în legislația rusă care impun străinii care solicită permis de ședere sau cetățenie rusă să semneze un contract de serviciu militar. Ministerul de Externe subliniază că există riscul ca solicitanții să fie presați să accepte obligații militare și recomandă cetățenilor moldoveni să manifeste maximă prudență și să nu semneze niciun document cu caracter militar fără consultare juridică. În cazul presiunilor sau al situațiilor abuzive, aceștia sunt sfătuiți să solicite imediat asistență consulară. *** Încep plățile compensatorii pentru consumul de energie oferite populației vulnerabile de Guvernul de la Chișinău. Peste 600 de mii de gospodării în care locuiesc peste 1,2 milioane de persoane, vor beneficia de compensații la energie, valaorea cărora este între 25 și 50 de euro. Compensațiile vor fi acordate pe durata întregului sezon de încălzire. Programul „Ajutor la contor” oferă, pentru al patrulea an consecutiv, compensații la energie gospodăriilor vulnerabile.

Presedintele Nicuşor Dan sustine ca securitatea României şi a flancului estic nu va fi în niciun fel diminuată. Parteneriatul strategic rămâne în aceiaşi parametri. Daca e totusi o actiune care vulnerabilizeaza Romania si daca Rusia va specula acest moment, discutam imediat.   Cui îi e frică de Oana Gheorghiu? PSD ar trebui sa se retraga de la guvernare daca continua sa faca opozitie in interiorul Coalitiei. Este opinia politologului Cristian Preda, profesor de științe politice la Universitatea din București  dupa ce Sorin Grindeanu i-a cerut premierului sa retraga nominalizarea Oanei Gheorghiu pentru functia de vicepremier, mutare care in opinia liderului social-democrat ar dauna relatiei cu Statele Unite. Iar deputații din blocul ”Alternativa” se mai gândesc. Consultările vin după ce candidatul desemnat a prezentat echipa alaturi de care va merge vineri în Parlament pentru a cere votul de încredere.   Donald Trump a anunţat că nu se va întâlni cu liderul nord-coreean Kim Jong Un în timpul turneului său asiatic aflat în desfăşurare, întrucât nu au putut „conveni momentul”. Intre timp, Phenianul a efectuat un nou test cu rachete balistice chiar înaintea sosirii preşedintelui american în Coreea de Sud, unde are loc summitul Forumului de Cooperare Economică Asia-Pacific. Many small businesses are panicked because they didn't believe it would actually happen.A History Lesson in Compliance: The discussion traces the evolution from DFARS 7012 to DFARS 7019, which introduced NIST 800-171 controls and the PoAM (Program of Action and Milestones) system. CMMC was created to replace the unreliable self-attestation and perpetual PoAMs.CMMC 2.0 Levels and Requirements:Level 1 (FCI): For Federal Contract Information (FCI) only. Requires 15 controls and allows for self-assessment by a senior company representative.Level 2 (CUI): For Controlled Unclassified Information (CUI). Requires all 110 NIST 800-171 controls and 320 objectives. Self-attestation is allowed for the first 12 months, but prime contractors (like Lockheed or Boeing) can still demand 3CPAO certification immediately.Understanding CUI: CUI (Controlled Unclassified Information) is a major gray area often defined differently by each government customer. They stress that CUI is not a security classification but a marking, and contractors should only mark information as CUI if the government has explicitly designated it as such.The Insurance Factor: Cyber insurance companies are now increasingly requiring CMMC-Level certification before they will pay out on a ransomware or data breach claim, making compliance an essential part of risk management.The Assessment Process: Mike outlines the four phases of a CMMC assessment by a C3PAO (like Digital Beach Head):Pre-assessment: Initial review of your data and readiness.Interview & On-site Visit: A deep dive into paperwork, controls, and physical security.Certification: Receiving a final or conditional certification.EMAS Upload: Submitting the results to the government's official system.The typical process for a small business takes three to four weeks.Cost & Strategy for Small Businesses: The average cost for a Level 2 assessment for a small business is between $40K and $50K (a one-time payment for the three-year certification). Defense Secretary Pete Hegseth issued a new edict last week to reduce the time personnel spend on cybersecurity training, among other reforms. The directive came in a Sept. 30 memo to senior Pentagon leadership and DOD agency and field activity directors, ordering the military departments, in coordination with the Pentagon's chief information officer, to “Relax the mandatory frequency for Cybersecurity training.” Hegseth also called for narrowly tailoring records management training to service member roles and allowing flexibility in training delivery, as well as automating information management systems to eliminate training requirements. Additionally, Hegseth directed the military departments and other Pentagon leaders to “relax” the mandatory frequency for controlled unclassified information (CUI) training; remove Privacy Act Training from the Common Military Training (CMT) list; eliminate the mandatory frequency for “Combating Trafficking in Persons” refresher training after appropriate legislation is enacted; consolidate mandatory training topics, “as appropriate”; and develop an integrated CMT program plan. The changes are to be “implemented expeditiously,” per Hegseth's directive. Federal courts are upgrading their cybersecurity on a number of fronts, but multifactor authentication for the system that gives the public access to court data poses “unique challenges,” the Administrative Office of the United States Courts told Sen. Ron Wyden in a letter last week. Wyden, D-Ore., wrote a scathing August letter to the Supreme Court in response to the latest major breach of the federal judiciary's electronic case filing system. The director of the Administrative Office of the United States Courts responded on behalf of the Supreme Court. It is “simply not the case” that the courts have, in the words of Wyden, “ignored” advice from experts on securing the Case Management/Electronic Case Files (CM/ECF) system, wrote Robert Conrad Jr., director of the office. Conrad wrote in the Sept. 30 letter: “Substantial planning for the modernization effort began in 2022, and we are now approaching the development and implementation phase of the project. We expect implementation will begin in the next two years in a modular and iterative manner.” In recent years, the office has been testing technical components on its modernization effort, and is centralizing the operation of data standards to enable security, Conrad said. On September 10th, 2025 the "CMMC Final Rule" was published in CFR48. After about seven years of starts and stops, determining Level classifications, the number  of controls and compliance needed, CMMC certification is now set to be in certain DOD contracts starting November 10th.   Cost of compliance has varied greatly, but when dealing with FCI and CUI data, this certification will protect that data through the supply stream.  Listen as Eric Crusius, Partner from Hunton Andrews Kurth and Perry Keating, President of Protiviti Government Services discuss the rule and ramifications.

Die Meisterschaft entschieden, der FC Bayern schon uneinholbar weit weg. Da kann man jetzt schon mit dem Fernglas beobachten, wie sich Weihnachtsmann und Osterhase Gute Nacht sagen. Oder so ähnlich. Schließlich ist die Liga schon Ende August ein April-Scherz auf Kosten des Wettbewerbs. Ohne Stars und ohne Spannung. Mit Leasing in Giesing, und Landflucht in Leverkusen. Aber was bedeutet das für uns und den deutschen Fußball? Quo vadis, liebe DFL? Cui bono, Uli Hoeneß? Und, viel wichtiger noch: Hätten Sie Marco Friedl erkannt? Obwohl der ein Torwart-Trikot der Eintracht übergezogen hatte? Und obwohl er aussieht wie der Zweitplatzierte eines Robin-Koch-Doppelgänger-Wettbewerbs in einer Schlagerdisco in Aurich? Diese Fragen haben wir uns gestellt und vielleicht sogar beantwortet. Mit ordentlich Polemik, sehr viel Pomade und gerade genug Profilneurose, um uns selbst treu zu bleiben. Everybody knows the world of technology is changing on a massive scale; in the federal community, there is a similar seismic change, but it has to do with policy, not graphics chips. In 2020, the Department of Defense aimed to ensure its suppliers had a reasonable level of cyber protection and released the first version of the Cybersecurity Maturity Model Certification (CMMC). In subsequent years, CMMC became a “nice to have” rather than a mandate. COVID-19 drastically increased the number of remote users, federal technology was moving to the edge, and malicious actors continued to expand their attacks unremittingly. As a result of this “Perfect Storm,” regulators at the DoD have gotten serious about CMMC compliance. In today's interview, we sat down with two CMMC experts and discussed some of the challenges associated with completing the CMMC requirements. Fortreum's Ben Scudera mentions that as many as 300,000 companies may be looking at CMMC compliance. While individual companies can read the requirements, there can be misunderstandings. For example, if a company tries to define Controlled Unclassified Information, it may cast too wide a net or too narrow a net. If they are audited, the entire concept of scoping CUI can become a holdup for certification. Early versions of CMMC allowed companies to review their capabilities and report themselves. Well, here we are in 2025, and it sure looks like the early days of cloud computing.  Lots of dazzling, but few people know how to leverage efficiency, speed, and personalization of AI. Today, we sat down with Sri Iyer, CTO and Co-founder of a company called KOVR.AI.  Finally, he presents to listeners how AI can be applied to the tedious process of federal certification. We look at the complex process of CMMC. One aspect of CMMC is CUI.  It does sound simple, but if a company over scopes or under scoped CUI it can make for difficulty in completing the certification. Further, assets are changing all the time.  How can a company provide a detailed report of its assets at a specific moment in time?  Next, the employees in a typical federal contractor are billing 40 hours a week.  Is a business owner supposed to pull people off a revenue-generating position to complete CMMC tasks? Finally, what about the companies who supply the DIB?  In a normal supply chain, more than just the company seeking CMMC is part of the puzzle. Meanwhile …It's as though the whole tariff thing never happened, the way stock markets are rallying. I think it's seven green days in a row now.Everybody is getting very excited about a rare technical signal we got last Thursday - - there have only been 16 of them since the S&P500 was created in 1957, including the latest on April 24, 2025. But this signal has a 100% reliability record, and has been followed by average 6-month returns of 15% and a 12-month returns of 23%. That's a pretty stellar record. So I just wanted to offer my 2p.The indicator - the Zweig Breadth Thrust Indicator (ZBT) - was first observed in the 1986 Martin Zweig book, Winning on Wall Street (which I confess to not having read). It occurs when a market swings from an oversold to an overbought reading within 10 trading days.Eight of them have occurred since the book was published: in 2004, in 2009 (shortly after the March lows at 666), in 2011 after the taper tantrum, in 2013, 2015, 2018 and in 2023 twice. Now we have one coming off the “tariff tantrum”, as I've just dubbed it.However, before you go out and gamble your entire life savings, note that back in 2015 technical analyst Tom McClellan published a detailed study of ZBT signals, which went back much further than the 1957 formation of the S&P500 - all the way to 1928.During the bear market of the 1930s Great Depression, there were multiple occurrences of the signal - 14 of them - and it was horribly unreliable: 10 led to losses or negligible gains, 2 preceded strong rallies, and 2 were flat. It was useless, in other words.So, in short, it's been good since 1957, but was rubbish before. A bit like stereos.There are plenty of reasons to remain cautious. The high levels of volatility we are witnessing are consistent with a bear market not a bull market. There are also high levels of uncertainty: what is actually going to happen with tariffs? Nobody quite knows. I'm not sure even the President. Plus we are going into May, usually a weak time of year for the stock market. And it may be that the consequences of Trump's tariff talk have not yet been felt in the US on the ground. One argument is that there has been a huge drop off in container ships leaving China. A container would typically take 30 days to reach LA, and another 10-20 days to get to the major cities - Houston, Chicago, New York et al. So the drop-off in container ships leaving China after Liberation Day won't be felt until mid-May. If there is a pick up in shipments, that wouldn't be felt till another month after that. Some are saying supply shortages are coming to the US. Have a read of this and see what you think. Markets usually price this kind of stuff in, but you never know. Cui bono?Among the sectors that should benefit from Trump's America first policies are US domestic mining and manufacturing. Here the regulatory environment is changing fast. Trump signed an executive order on March 20 with the aim of accelerating production of critical minerals. Federal agencies have actually been mandated to look to the US for priority metals - copper, gold, nickel, uranium and so - when they previously looked abroad. We are already seeing faster permitting. I hear that formerly dormant projects are seeing activity for the first time in years. Emails are being answered promptly, applications are being processed, even in states like California. This new environment is positive for oil and gas producers, miners, explorers and developers in the US. The problem is that commodity prices have dropped off a cliff. There's always a catch.Even so, one company that should benefit from this new macro environment is this potential multi-bagger.On which, note I wanted to give you a related heads up.

If Newsom signed the bill, illegal aliens would be eligible for a new program that offers a loan worth 20% of the purchase price of the residential property. The borrower will have to pay back the original loan plus a 20% increase in the value of the property. After the California Senate advanced the bill allowing illegal aliens to apply for the state's first-time homebuyer's program, the California Department of Finance confirmed the program has no money to give.
