What is social licence a licence for? What are the public signing up to? How do other nations restructure the national security discussion to involve people, rather than just informing them? As a diverse and multicultural nation, how can we use technology to broaden public consultation?    In this episode, James Brown, Dai Le, Christian Fjäder, Lisa Singh, and James Mortensen join Duncan Lewis to discuss the role of social licence, how it is generated, and how much licence is enough. They explore lessons from comparable liberal democracies and Australia's own history in achieving lasting policy support.   James Brown is the Chairman of Invictus Australia.   Dai Le MP is the independent Federal Member for Fowler. Dr Christian Fjäder is the CEO of Geostrategic Intelligence Group. The Hon Lisa Singh is the CEO of the Australia India Institute. Dr James Mortensen is a Lecturer and the HDR Program Coordinator at the ANU National Security College (NSC). It is the native forest logging that is criminal in a climate emergency and extinction crisis,” said Dr Lisa Searle, Campaign Organiser with BBF.“This logging of ancient forests in southern Tasmania is absolutely disgraceful. The government should be ashamed for sanctioning this devastation. We will continue to take action and defend these precious forests until we see a commitment from our leaders to end native forest logging. It's the toughest, most complicated policy issue so far faced by Anthony Albanese, and it's involved some head-butting with the NSW and Queensland governments. In this podcast, we talk with Professor Bruce Mountain, Director of the Victoria Energy Policy Centre at Victoria University, about this energy policy conundrum, and the attempt to deal with it by price caps. Mountain says: “One of the great difficulties in capping wholesale coal or gas prices is there's no guarantee that that will impact the price of electricity. There's a long chain to be followed between a wholesale cap on coal or gas and the price that the customer pays.”

The freight industry is critical to the Australian and New Zealand economies. It comprises road, rail, sea and air transportation including supporting services such as warehousing, storage, freight forwarding and customs brokerage for both domestic and international trade. As the freight task grows and perceptions of its impact increases, governments face increased community pressure that can lead to restrictions on freight operations. This creates the need for communication campaigns towards the community on the significance and value of freight whilst understanding and addressing possible community concerns. Austroads commissioned research on ‘Best-Practice Approaches to Road Freight and Communities' to develop guidelines for best-practice strategies and supporting materials for national, state/territory and local road managers to communicate the importance of freight to the community. In this webinar, held on 26 November 2020, Drew Gaynor, Anthony Fisk, Christina Chin and Jack Doyle present the key findings of the review, focusing on: - The importance of the Social Licence to Operate concept. - The development of the communications strategy encompassing the three levels of campaigns. - The ‘toolkits' developed to guide road managers on the necessary steps required to undertake a campaign and the communication tools to inform and engage with the community.

First it was Rio Tinto, and the destruction of rock shelters of Indigenous and global significance. Then, Fortescue Metals Group, happy with the $280 billion it will make over 40 years, but planning to destroy three more rock shelters, including one stretching back 60,000 years ago. Next: BHP, with the legal right to demolish 40 more Aboriginal heritage sites, temporarily paused. Three mining giants: Rio Tinto, FMG, and BHP, all lined up in the Pilbara with their Ministerial consent orders, not needing to consult any further, with Western Australians asking questions about how this legislation came about. Companies can appeal Ministerial decisions, and yet the same "Aboriginal Heritage Act" denies appeals to Aboriginal people themselves. A Minister: unable to rescind his own decision. Significant sites: back in Premier Barnett's days, redefined out of existence. Companies may operate within the law, says Greens Senator Rachel Siewert, but she says the mining companies have no social licence to destroy culture, deny Aboriginal people appeal rights, gag them with agreements, or ignore public opinion. While Aboriginal Heritage law needs changing in Western Australia, similar underwhelming legislation also exists at the federal level, the senator says. According to Siewert, it's time for mining companies to hand back their approvals, offer their support for better heritage legislation (including strengthening whistleblowers inside companies), and create agreements with local Aboriginal groups which don't gag them.
