On Saturday, Nenagh Ormond made history by earning promotion to AIL's Division 1A for the very first time. The North Tipp side beat UCC in New Ormond Park in the Division 1B promotion final on a final scoreline of 36-33. The visitors led by 11 points with five minutes to go but a penalty try and a last gasp Josh Rowland try took the victory for Nenagh, sending the home support wild in Lissatunny. After the game, Tipp FM's Paul Carroll caught up with some of the players and coaches involved in a special day for the club.

36 elective procedures were cancelled at Ennis General last year due to overcrowding at University Hospital Limerick. New HSE figures show that 75% of cancellations occurred last August, when some day surgeries and outpatient appointments were deferred at Ennis, Nenagh, Croom and St. Johns due to high presentations at UHL's Emergency Department. There was only one instance in Ennis last year where a service had to be cancelled due to a lack of available bed spaces. Clare Fine Gael TD Joe Cooney says improvements are needed.

After a busy weekend of Tipperary sport we have an equally busy Extra Time with Thurles CBS and Nenagh Ormond taking centre stage. A Croke Cup win for Thurles and a Munster Senior Cup win for Nenagh saw history made in a 24 hour period. We hear from both camps this evening as celebrations continue. Our under 20 and senior footballers had contrasting fortunes this weekend with the under 20's remaining unbeaten whilst our seniors pushed league leaders Wexford all the way. The schools themselves find the hot meal suppliers, but the scheme has received some criticism over the low quality of food provided in some school meals. A 29-year-old man has appeared in Killarney court charged with stealing a sheep in lamb and causing unnecessary suffering to an animal. Hungarian Richard Daroczi, previously of Ely O’Carroll Place, Nenagh, Co. Tipperary, and now of no fixed abode, was arrested by Killarney gardaí on Monday. Journalist Anne Lucey was in court.

This week on Organic Matters, we meet brothers Charlie and Dan Hogan, and Dan's wife Una Wycherley who all run Larkin's Hill Farm together on the outskirts of Nenagh in Co Tipperary. They sell salad and vegetables to local retailers, and in addition to managing a suckler herd, they have more recently started growing and selling combi crops as animal feed to meet growing demand from organic livestock farmers. They talk about their experiences with the different farm enterprises and their complementarity as well as plans for the future, which include finishing cattle, incorporating trees onto the farm and further developing market outlets for their horticulture.
The new commission-free Love Tipperary Gift Card has gone live in the county with over 190 businesses accepting the card, including national brands and independent businesses. Tipperary businesses say the new gift card will drive footfall in local towns, take 'shop local' to the next level and provide an easy way to reward staff. County Tipperary Chamber and Tipperary County Council are behind the newly launched county-wide gift card for the towns of Carrick-On-Suir, Clonmel, Cahir, Cashel, Tipperary Town, Thurles, Templemore, Nenagh and Roscrea. Available to buy online as physical gift cards or digital e-cards, a range of shops, restaurants, salons, attractions and services are participating. Edel Kennedy is the owner of ladieswear boutique Edel's Boutique in Nenagh and said the gift card is a positive move for the county: "Nenagh is a thriving market town with many wonderful restaurants, coffee shops and of course boutiques. It's a shopper's paradise, we have it all! Nenagh's success can definitely be attributed to the fact that so many of the businesses are managed and run by the owners. We really do care about our customers and our town. Edel's Boutique has been in Nenagh for 19 years and has seen so many changes in that time, including plenty of challenges for small business owners. "The gift card is a fantastic initiative because it keeps money in the community. Small businesses have to pay commission to accept the national gift cards which is tough when margins are already tight. But the Love Tipperary Gift Card is commission free. As we approach the Christmas trading period, we as business owners are very excited for the launch of the gift card. We feel positive that we can take 'shop local' to the next level and put Tipperary on the map. It's not the only late addition to Fine Gael's ticket, Dr Tom Nolan from Kilkee previously served as GP in the region from 1980 to 2015 and now specialised in musculoskeletal medicine. Dr Nolan was a prominent campaigner against the HSE's reconfiguration which closed Accident and Emergency Units in Ennis, Nenagh and St.John's in 2009 and claims there's still a case to be answered as to how it was handled. He says the Government of the time failed to provide the number of GPs required and recommended in Clare from the relevant report which downgraded the county hospital and says this must be urgently rectified.
25 step-down beds are to be put in place in Cahercalla Community Hospital in the coming weeks. Health Minister Stephen Donnelly announced during a visit to University Hospital Limerick in March that as part of an effort to ease pressure on the Dooradoyle facility, additional community rehabilitation unit beds would be put in place in Ennis, Nenagh and St. John's by the end of September. During the same visit, it was announced that the opening hours of Ennis's medical assessment unit would be extended to 8am to midnight by the end of this month but this measure has yet to be implemented. Responding to Inagh Green Party Senator Róisín Garvey in the Seanad, Minister of State at the Department of Health Mary Butler says the focus is now on operationalising the 25 beds at Cahercalla.
County Tipperary Chamber and Tipperary County Council are collaborating to introduce a county-wide gift card to champion 'shop local' and boost the local economy. The Tipperary Gift Card is set to launch pre-Christmas as part of efforts to drive footfall and spend across the county and in the towns of Carrick-On-Suir, Clonmel, Cahir, Cashel, Tipperary Town, Thurles, Templemore, Nenagh and Roscrea. Once launched, the Tipperary Gift Card will only be able to be spent with registered businesses, in person, locking spend into the county. There will be a 0% commission rate for the first 12 months for Tipperary businesses to accept the new gift card, keeping 100% of the transaction within the business. All types of businesses are eligible to accept the card, including retail, hospitality, leisure and tourism, health/beauty and services, with no additional equipment required. Businesses don't have to be a County Tipperary Chamber member to be a part of the new gift card. Michelle Aylward, Chief Executive at County Tipperary Chamber said: "Local businesses are the backbone of our Tipperary communities and now is the time for us to work together on a single shop local gift card for the whole county that will be transformative for our towns. "The Tipperary Gift Card is a phenomenal opportunity for Tipperary businesses to bring people through their doors with money to spend. With the zero commission to accept the card, there is no reason for a business not to be a part of this gift card. And as all types of consumer facing businesses can accept the card, it spreads out the benefit across Tipperary. It will provide tangible support for businesses and help to pull our communities together." Clare's Government TD claims the findings of the Clarke Report have copperfastened the need for the expedited delivery of a new Emergency Department in Ennis. It comes as the latest report into the death of Shannon Teenager Aoife Johnston at University Hospital Limerick has determined the circumstances in which she died were "almost certainly avoidable". The fundamental issue according to the former Justice Clarke's report was the delay in treatment provided to Aoife Johnston. The Shannon teenager presented at ED at 17:39pm on Friday, December 17th with a letter from an out of hours GP service querying sepsis, but would not receive the appropriate medication for another 12 hours. National Sepsis guidelines stipulate that treatment should take place within an hour, at this point Aoife had just been triaged and upon triage, Aoife was sent to Zone A of the Emergency Department, where sepsis forms were not kept. This was due to the "grossly overcrowded" nature of the Resus area, and according to Justice Clarke this "undoubtedly contributed to the fact that it appears that none of the nurses or doctors in Zone A were aware of Aoife's condition. Ennistymon-based MidWest Hospital Campaign Spokesperson, Marie McMahon, whose husband Tommy Wynne passed away after waiting 36 hours on a trolley at UHL in 2018, feels elected representatives have failed to learn lessons from consistently poor patient outcomes at Dooradoyle and says a new Emergency Department in Ennis is desperately needed. On the night of December 17th, there were 191 patients in attendance at the ED, who were looked after by just 19 staff nurses and one clinical nurse manager, with breaks covered by nurses not trained in emergency medicine. In Zone A, where Aoife was originally sent, there were 67 patients who were tended to by just 4 nurses. Justice Clarke concluded in his report that unless bed capacity is addressed at UHL, the ED will regularly be under pressure and the risk of re-occurrence will inevitably be present. The investigation also referenced the 2008 Horwath Report, which paved the way for the closure of the A&Es at Ennis, Nenagh and St.John's in favour of a centre of excellence with increased inpatient bed capacity at UHL. Justice Clarke noted these beds did not materialise and led to clear consequent pressure at UHL and although a HIQA review is underway to determine if another ED is needed in the region, the results are not expected until next summer. Clare Fianna Fáil TD Cathal Crowe, who's a member of the Oireachtas Health Committee believes the people of the MidWest will remain second class citizens until a new ED is provided in Ennis, and he says the findings of the Clarke report copperfasten the need for this process to be expedited. Meanwhile, the solicitor for the family of Aoife Johnston says they're still waiting for answers. Six people are facing a disciplinary process, but their identities have not been revealed. The Johnston's solicitor, Damien Tansey says there were flaws with the independent investigation.

A submission calling for Ennis General Hospital to be equipped with an Emergency Department has been lodged with the Health Information and Quality Authority. It comes as HIQA has commenced it's indpendent review to determine reforms to emergency and urgent care reform in the MidWest. Clare FM's Daragh Dolan Reports === The 30-page document compiled by the Friends of Ennis Hospital Campaign group claims "the fastest, most cost efficient and logical way to provide a second ED in the Midwest region is by upgrading Ennis from Model 2 to Model 3 status." The submission points to failures of the HSE's reconfiguration fifteen years ago, which resulted in the closure of A&Es at Ennis, Nenagh and St.Johns in favour of a centre of excellence at University Hospital Limerick. Overcrowding has grown exponentially at UHL since, rising from 2,422 patients being recorded on trolleys in 2009 to a record high of 21,445 last year. According to HIQA, UHL operated at 105% capacity in 2022 and last year the hospital was forced to implement it's overcrowding protocol every single day. The submission claims that existing healthcare studies show the longer a patient remains on a trolley the higher the risk of death or permanent lifelong health issues, while on February 7th this year, a new overcrowding record of 150 patients on trolleys was set at UHL. In 2023, a total of 239 patients died at the Emergency Department in UHL, which is 20% above that of any other hospital on the Western Seaboard. The document also shows that in the MidWest, there is just one ED to serve a population of over 431,059, while in the next most affected healthcare area of Cork and Kerry, theres one ED for every 246,871. The campaign group then goes on to outline why a new ED shoule be located in Ennis General specifically, rather than in Limerick, Tipperary or on a greenfield site. It points to the fact that Clare is the only county in Munster and the only county in the country with an Internantional Airport not to have an ED and that over 1million tourists visit local attractions annually. The presentation also shows the Community Healthcare Network of West Clare which is predominantly rural, has the greatest population of any CHN in the region at over 76,000 and that the majority of it's population are living beyond a 45-minute travel time to UHL, which it claims would be rectified with an ED in Ennis. Last year, Ennis also had by far the highest number of attendances at it's Medical Assessment Unit, with over 7,000 patients treated; which is more than the combined total of Nenagh and St.Johns. The Friends of Ennis Hospital Group also points to the cost efficiencies of upgrading the existing hospital to a model 3, outlining that since 2021, the HSE has invested €3.3m in its Local Injury Unit and Outpatient Department. Chairperson Angela Coll insists enhancing Ennis will solve legacy problems in the MidWest.

Healthcare campaigners are calling for a permanent end to uncertainty surrounding patient care in Clare and the MidWest. It follows the gradual restoration of outpatient appointments of elective and day surgeries at Ennis, Nenagh, St. Johns, University Hospital Limerick and Croom Orthopedic following three weeks of scheduled care deferrals. The measure was introduced as part of an "escalation plan" to alleviate overcrowding at UHL and the UL Hospitals Group says the resumption of care is being managed within available resources and is subject to daily review. Ennis MidWest Hospital Campaign Spokesperson Hillary Tonge has been telling Clare FM's Daragh Dolan it's unaccpetable that longstanding patient appointments could be cancelled at anytime due to pressure on the Emergency Department.
A Regional Health Forum West member says unacceptable overcrowding has become the norm at University Hospital Limerick. The HSE took the decision last Wednesday to defer scheduled care at University Hospital Limerick as well as Ennis, Nenagh, St. John's and Croom Hospitals due to spiralling overcrowding following the August Bank Holiday Weekend. Trolley numbers reached as high as 127 last week compared to 80 on the same day last year. Regional Health Forum Committee Chairperson and Shannon Sinn Féin Councillor Donna McGettigan says the facility is in crisis response mode day in day out.
The deferral of scheduled care at Ennis Hospital, UHL and other Midwest facilities this week has been described as "completely unacceptable". It's now two days since the HSE took the decision to cancel elective and day surgery as well as outpatient appointments for an indefinite period of time across UL Hospitals Group facilities. The Emergency Department in Dooradoyle remains open 24/7 while Injury Units and medical assessment units at Ennis, Nenagh and St. John's are all operating as normal. Irish Hospital Consultant Association President Gabrielle Colleran has been telling me the people of the Midwest have been abandoned "by virtue of what their postcode is".
The HSE claims procedures have been cancelled at Ennis Hospital to allow University Hospital Limerick to "reset" amid another overcrowding spike. Elective and day surgeries as well as outpatient appointments have been deferred at UHL, Ennis, Nenagh, St. John's and Croom Hospitals as 120 admitted patients were waiting for a bed at the Dooradoyle facility this morning. Among the exceptions to the scheduled care deferrals are time-critical surgery, cancer services, cardiology services and dialysis. Regional Executive Officer of HSE Mid West Sandra Broderick has been telling Clare FM's Seán Lyons appointments have been postponed at Ennis to free-up beds for patients who don't need to be at UHL.
The Health Minister says the HSE's recruitment embargo is not responsible for poor patient outcomes at University Hospital Limerick. The comments were made during a sitting of the Oireachtas Petitions Committee yesterday, which discussed the MidWest Hospital Campaign's request for the reopening of Accident & Emergency departments at Ennis, Nenagh and St.Johns. So far this week, the INMO has recorded 445 patients on trolleys at UHL, which is 78% higher than the next busiest facility over this period; Cork University Hospital. Responding to Sinn Féin Senator Paul Gavan, Minister Stephen Donnelly says that despite receiving "unprecedented additional resources" UHL is not seeing the results it should.
A Clare government Senator has accused the Health Minister of using delay tactics to postpone HIQA's review to determine the need for a second emergency department in the region. It's after the MidWest Hospital Campaign's request to reopen A&Es at Ennis, Nenagh and St.John's were heard at the Oireachtas Petitions Committee. 113 admitted patients were left waiting for beds at University Hospital Limerick this morning, according to the latest figures from the Irish Nurses and Midwives Organisation. This means the Dooradoyle facility is more overcrowded than the next six busiest hospitals in the country combined today. The Oireachtas Petitions Committee has this week heard the case put forward by the MidWest Hospital Campaign for the A&Es at Ennis, Nenagh and St.Johns to be re-opened. Appearing before the committee, the Health Minister has said though, that nursing staff at Ennis General are not in favour of opening the Local Injury Unit on a 24/7 basis. HSE figures have revealed that 239 patients died in the Emergency Department at UHL since 2019 and Minister Stephen Donnelly says every one of those should have been at home or in palliative care for their final hours. Responding to a question from Kilrush Independent Deputy Violet-Anne Wynne, the Minister says, however, that expanding the LIU in Ennis would be an inefficient drain on emergency care resources. A Clare Oireachtas Health Committee member, meanwhile, has accused the Minister of using "delay tactics" by not yet publishing the terms of reference for HIQA's pending review into the need for a second ED in the MidWest. Minister Donnelly reaffirmed that the terms would not be published until Former Chief Justice Frank Clarke's Independent investigation into the death of Aoife Johnston is completed in the coming weeks. Ennistymon Fine Gael Senator Martin Conway says HIQA's review of emergency capacity needs to get underway now, and that this government must make the decision on a new ED for the region.
There are 70 patients on trolleys at University Hospital Limerick today according to the Irish Nurses and Midwives Organisation. Although this is a 25% reduction on the number of people without a bed there yesterday, the level of overcrowding at UHL today is still above that of the next two busiest facilities combined. A Clare Oireachtas Health Committee Member believes the staff on the frontlines experiencing this situation on a near daily basis are best placed to advise on additional capacity in the region and must be consulted in the review. Meelick Fianna Fáil TD Cathal Crowe insists though that regardless of who's leading Leinster House next year, HIQA's recommendation must be included in the new programme for government. The Friends of Ennis Hospital is remaining firm in its view that any new emergency department must be located in this county Kilrush based Spokesperson Deirdre Culligan insists that even if it means constructing a brand-new facility, providing another ED in Tipperary or Limerick would offer no relief to patients in rural Clare. The MidWest Hospital Campaign has also been fighting for the reopening of Accident and Emergency Departments at Ennis, Nenagh and St.John's since their respective closures in 2009. Yesterday the group met with HSE MidWest Regional Executive Officer Sandra Broderick who is also conducting a review of emergency capacity here under the instruction of Health Minister Stephen Donnelly. Ballyvaughan based MidWest Hospital Campaign member Noeleen Moran says both reviews must be completed in a timely manner and take factors such as population age profile into account in order to be effective and ensure the construction of any new ED can happen quickly.
The Health Minister is to initiate a review to determine if a second Emergency Department is needed in the MidWest. HIQA has been asked to lead the review which will commence after the independent investigation by former Chief Justice Frank Clarke into the death of Shannon Teenager Aoife Johnston at UHL in December of 2022 has been published. Accident and Emergency Departments at Ennis, Nenagh and St.Johns were closed as part of a reconfiguration in 2009 which favoured a centre of excellence at University Hospital Limerick. The Health Minister says he's not ruling out upgrading Ennis, Nenagh and St. John's hospitals to Model 3 facilities in the future. It follows the publication of yesterday's HIQA report on University Hospital Limerick which found that "dignity and privacy" of patients at the Dooradoyle facility was negatively impacted by overcrowding. Last week's inquest into the death of Shannon teenager Aoife Johnston at the facility heard from Emergency Consultant Dr James Gray that 300 extra beds would be needed there to eliminate the overcrowding crisis. Responding to Sinn Féin Health Spokesperson David Cullinane in the Dáil, Health Minister Stephen Donnelly says a review of the healthcare needs of each region is in progress.
A Clare Government Senator is calling for a third new 96-bed block to be approved and delivered at University Hospital Limerick in order to tackle legacy capacity issues. It comes as the third HIQA Report in a row, published this week found patient privacy and dignity continues to be impacted by overcrowding. On it's latest unannounced visit the Health Inspection and Quality Authority found the level of overcrowding at Dooradoyle's Emergency Department was not consistent with a human-rights based approach to care. According to HIQA, University Hospital Limerick's Emergency Department has planned capacity for only 49 service users, but last year an average of 219 patients atended the ED every single day. Despite this, a Clare member of the Oireachtas Health Committee claims reopening a 24/7 Accident Emergency Department in Ennis goes against the wishes of the INMO and the Irish Medical Organisation. There are currently two-new 96 bed blocks planned for UHL which promise to increase bed capacity by 167 in real terms by 2027. But Ennistymon Fine Gael Senator Martin Conway believes until the clinical advice says otherwise, commitment to a third new 96 bed-block at UHL is the most practical solution for now. The Health Minister has commissioned a review though led by MidWest Regional Healthcare Executive Officer Sandra Broderick, that will analyse if another A&E is needed at either Ennis, Nenagh and St.Johns. HIQA's latest report found once again though that patient flow continues to be ineffectively managed at the region's main hospital. Speaking on the floor of the Dáil, Stephen Donnelly says the issue needs to be urgently resolved to improve patient outcomes at the hospital. A Clare Independent TD though believes the Minister must inject as much funding as possible into Ennis Hospital in order to maximise capacity there. Kilrush Deputy Violet Anne-Wynne claims that contrary to government predictions, the second 96-bed block currently planned for UHL is not due to come on stream until the third quarter of 2028. She insists that capital investment is needed in Ennis now as the reopening of the A&E is inevitable.
