Do you think AI will have an impact on science? You are wrong. It will not–it already does. The annual International Conference on Information Systems received over 1,000 more paper submissions this year. Our main journals report a 20%, 40%, or even 100% increase in submission numbers. This could be great if these papers were good, if we simply saw more and better research being produced. Problem is: We don't. What we see is an AI slop tsunami of less readable papers, hastily produced, with marginal insights if any. How should we handle this situation? In this episode Divya speaks with Rachel Carmenta, Associate Professor of Climate Change and International Development at the University of East Anglia. They discuss Rachel's recent work on the poverty–biodiversity loss association (PBLA) and the idea of connected conservation. In this scholarship, Rachel and her colleagues critically examine how mainstream conservation narratives have often framed poor and rural communities as drivers of biodiversity decline, while overlooking the larger structural forces, such as extractive industries, unsustainable patterns of consumption, and unequal political and economic systems, that are central to environmental degradation and biodiversity loss. They also discuss how poverty is often reduced to income deprivation and how that framing has made conservation and development programs to focus heavily on cash-based incentives and payment schemes. Rachel argues that poverty is way more than income deprivation; instead, it must be understood as multidimensional, encompassing wellbeing, dignity, health, education, security, and access to social services. This broader understanding challenges narrow approaches to both poverty alleviation and conservation governance. Another important theme in their discussion is connected conservation, which emphasizes the interconnected relationships between people, ecosystems, livelihoods, cultural practices, and local knowledge systems, rather than viewing conservation and human wellbeing as separate or competing goals. In this context, Rachel reflects on biocultural conservation and the importance of recognizing the ways communities live with, care for, and understand their environments and what these relationships can teach us about more just and meaningful approaches to conservation in a rapidly changing world. On Tuesday, the ‘Change of Mind' period of the CAO opened for Leaving Cert Students.This year marks the 50 year anniversary since the creation of the Central Applications Office, the system in which applications are processed for undergraduate college courses in Ireland.But, what have we actually learned in 5 decades of the CAO?Joining Shane to discuss is Paul Crone, the Director of the National Association of Principals and Deputies.

The subject of whether you should top your pepper plants can bring on a pretty strong debate among gardeners. That's because this is one of those topics where the answer genuinely is: it depends. And I mean that in a very specific, evidence-based way that comes down to two things: your climate and your pepper type. I'll be straight with you, I do not top my peppers. We are in a zone 6b in west central Missouri and our season is just short enough that for our large sweet peppers, by the time a topped plant recovered and loaded up with new fruit, I'd be in a race with the first frost, so I don't love my odds of winning. And for our smaller peppers, both hot and sweet, they branch naturally. They've never needed my help getting bushy and they generally end up so loaded with fruit there's no need for me to create new growing points. But that does NOT mean topping is wrong. In fact, if your growing season is long enough and you are growing the right type of pepper, there is a solid, research-grounded argument for it and I want to make that argument fairly today. Thay đổi duy nhất là trật tự thương mại quốc tế đã rẽ sang một khúc quanh mới.     Chuyển biến trong một năm, từ Ngày Giải Phóng nước Mỹ 02/04/2025. Đúng hai tháng sau phán quyết ngày 20/02/2026 của Tối Cao Pháp Viện, các công ty nhập khẩu của Mỹ bắt đầu có thể đòi Sở Quan Thuế và Biên Phòng (CBP) hoàn trả 166 tỷ đô la mà họ đã phải nộp từ khi ông Donald Trump ban hành biện pháp thuế đối ứng 02/04/2025. Hiện tại, hơn 330.000 công ty nhập khẩu của Mỹ, đã có 56.500 đòi CBP bồi hoàn. Thủ tục đòi lại tiền thuế cho các doanh nghiệp Mỹ sẽ không đơn giản. Nhìn từ góc độ của người tiêu dùng, câu hỏi quan trọng nhất là liệu các công ty nhập khẩu của Mỹ có hoàn trả lại cho các khách hàng khoản thuế hải quan « không hợp pháp » mà họ đã thu vào từ một năm nay hay không. Trong Vườn Hồng của Nhà Trắng cách nay hơn một năm tổng thống Donald Trump tuyên bố : « Mồng 2 tháng Tư năm 2025 sẽ mãi mãi được khắc khi trong ký ức như một ngày công nghiệp của Hoa Kỳ hồi sinh, ngày để chinh phục lại vận mệnh của nước Mỹ và là ngày đòi lại tài sản cho Hoa Kỳ ». Lập tức thuế hải quan đánh vào hàng nhập khẩu vào Mỹ tăng 10 rồi 50 %. Trong đợt đầu tiên này, Việt Nam bị lãnh mức thuế 46 %. Cam Bốt và Lào là 49 và 47 %. Cả thế giới, từ Liên Hiệp Châu Âu, Anh Quốc, Thụy Sĩ … đến Nhật Bản, Hàn Quốc hối hả đến Washington đàm phán với hy vọng thuyết phục được chính quyền Trump về thiện chí thu hẹp thặng dư mậu dịch với Mỹ. Các nền kinh tế Đông Nam Á không là một ngoại lệ. Sau nhiều vòng đàm phán, tháng 7/2025 Việt Nam cuối cùng đạt được thỏa thuận để hàng xuất khẩu sang Mỹ chịu mức thuế 20 % (thuế 40 % nếu là hàng hóa trung chuyển). Liên Hiệp Châu Âu, Nhật Bản và Hàn Quốc bằng lòng với mức thuế hải quan 15 %. Ấn Độ, Brazil, là những nhà đàm phán không dễ vâng lời. Riêng Trung Quốc là một ngoại lệ : Chẳng những Bắc Kinh không vội vàng thương lượng với Nhà Trắng mà còn tung đòn đáp trả, chuyển từ thế thủ sang thế tấn công đúng nghĩa « ăn miếng trả miếng » để rồi đôi bên tuyên bố « tạm ngừng ». Tháng 10/2025 tổng thống Donald Trump và chủ tịch Tập Cận Bình gặp nhau tại Hàn Quốc và trên nguyên tắc trong hai tuần nữa (tháng 5/2026) nguyên thủ Mỹ công du Bắc Kinh. Thương mại vẫn là trọng tâm thượng đỉnh Mỹ-Trung Cuộc chiến còn dài Tháng 2/2026, gần một năm « Giải Phóng nước Mỹ » với đòn thuế đối ứng, tổng thống Trump phẫn nộ trước phán quyết của Tối Cao Pháp Viện. Ông cho rằng phán quyết này cho phép các đối tác nước ngoài tiếp tục « bòn rút » tài nguyên của Hoa Kỳ. Vào lúc mà các công ty nhập khẩu Mỹ bắt đầu đòi « hoàn trả » 166 tỷ đô la đã nộp « oan uổng » cho chính phủ, thì cũng ông Trump cảnh báo, ông sẽ « để bụng » những doanh nghiệp nào dám đòi được hoàn trả thuế hải quan. Những công ty đó, không « thông minh » và không « yêu nước ». Nhà kinh tế Denis Ferrand giám đốc công ty tư vấn Rexecode-Paris, trên đài phát thanh France Info hôm 21/02/2026 ghi nhận : « Đối với Donald Trump phán quyết của Tối Cao Pháp Viện là một vố đau, bởi vì ông luôn coi thuế quan là cột trụ trong chính sách của mình. Ngay nhiệm kỳ đầu tổng thống Mỹ đã sử dụng lá bài này, nhưng chỉ là để đối đầu với Trung Quốc. Rồi Washington và Bắc Kinh đã liên tục đàm phán … Trong nhiệm kỳ 2 Trump lại đem chiêu bài này ra nhưng là để áp đặt với toàn thế giới. Ông coi đây là một công cụ để đạt được những mục tiêu đã đề ra, thậm chí là công cụ để gây áp lực, để đòi các đối tác thương mại của Hoa Kỳ đầu tư trên đất Mỹ, làm sống lại nền công nghiệp của Hoa Kỳ, để rồi Mỹ lại đóng vai trò đầu tàu dẫn dắt thế giới ». Nhưng tổng thống Mỹ không chịu buông tay. Ngay sau phán quyết của Tối Cao Pháp Viện, Donald Trump lập tức ban thêm một đợt thuế mới 15 % (ban đầu là 10 %) có hiệu lực trong vòng 150 ngày. Cho đến tuần này, lãnh đạo Nhà Trắng vẫn dùng đòn thuế quan, công cụ ông yêu thích nhất, để đòi phạt các đối tác không ủng hộ Mỹ trong cuộc chiến chống Iran, không giúp Hoa Kỳ mở cửa eo biển Hormuz đang bị Iran phong tỏa. Cần lưu ý rằng phán quyết hôm 20/02/2026 của Tối Cao Pháp Viện Mỹ không liên quan đến một số trường hợp như thuế đánh vào nhôm, thép (vẫn là 50 %) và xe hơi (vẫn là 25 %) của nước ngoài bán sang thị trường Mỹ. Nói cách khác, cuộc chiến thuế quan Donald Trump khởi xướng chưa tới hồi kết. Thuế đối ứng, gánh nặng đối với Hoa Kỳ Trong 12 tháng qua, các nạn nhân đầu tiên từ chính sách này là người tiêu dùng ở Mỹ. Isabelle Méjean chuyên gia về thương mại quốc tế trường Khoa Học Chính Trị Paris giải thích trên kênh truyền hình Pháp Public Sénat :  « Người tiêu dùng Mỹ trả giá cho các đòn thuế quan đó. Hơn nữa chính sách này đã không cho phép khởi động lại đầu tư vào các nhà máy công nghiệp ở Hoa Kỳ như từng hứa hẹn, và cũng không đem lại việc làm cho người lao động. Trong năm qua kinh tế và chứng khoán phát triển nhờ những khoản đầu tư rất lớn vào công nghệ trí tạo thông minh (…) Cả thế giới lập tức lao vào một cuộc chạy đua với thời gian để đàm phán với Washington, mong được giảm mức thuế khi xuất khẩu hàng sang Hoa Kỳ, để tránh phải trực diện lao vào một cuộc đối với chính quyền Trump. Do vậy có thể nói về phương diện ngoại giao, Donald Trump đã ghi được một bàn thắng khi củng cố vị trí của nước Mỹ ». Bộ Tài Chính Mỹ thu tiền của dân Mỹ Kinh tế trưởng của ngân hàng Pháp BNP, Nathalie Benatia phân tích thêm :   « Rất rõ ràng là người tiêu dùng Mỹ gánh chịu các khoản chi phí phụ trội. Thành công duy nhất là khi tăng thuế hải quan, bởi đây là một hình thức thu thuế, nên tiền mà chính quyền liên bang thu vào được nhiều hơn, ước tính là đã thu thêm được khoảng 264 tỷ đô la trong năm 2025. Để so sánh, hồi 2024 khoản thu vào từ thuế hải quan này chỉ là 80 tỷ đô la. Nhưng chỉ cần đặt câu hỏi, ai đã chuyển số tiền 264 tỷ đó vào công quỹ Nhà nước thì câu trả lời hiển nhiên là người dân Mỹ, là người tiêu dùng ở Mỹ. Có điều với quyết định của Tòa Án Tối Cao hôm 20/02/2026 thì 2 phần ba khoản bội thu 264 tỷ vừa nói, có thể sẽ phải hoàn trả lại cho các công ty nhập khẩu của Hoa Kỳ, nếu có yêu cầu, để rồi số này phải trả lại cho khách hàng … » Theo nghiên cứu của viện nghiên cứu của Đức, Kiel Institute, 96 % thuế hải quan mà tổng thống Trump ban hành là do các công ty và người tiêu dùng ở Mỹ gánh chịu, 4 % còn lại đè nặng lên các nhà sản xuất và xuất khẩu muốn chen chân vào thị trường Hoa Kỳ. Báo cáo của đại học Yale chỉ ra rằng trong năm 2025, trung bình mỗi hộ gia đình ở Mỹ phải chi thêm 1.751 đô la vì các biện pháp thuế quan nói trên. Điều đó cũng có nghĩa là vì loại thuế này mà lạm phát ở Mỹ tăng lên thêm trong năm qua. Giá tiền ga tăng 11 % (trước khi nổ ra chiến tranh Trung Đông), tiền điện tăng thêm 6,7 %. Thất bại 3 KHÔNG  Về câu hỏi thuế đối ứng của Mỹ có cho phép Hoa Kỳ thu hẹp nhập siêu với các bạn hàng hay không thì câu trả lời là không. Báo cáo Brookings Papers on Economic Activity công bố tháng 3/2026 kết luận « chính sách thuế quan của ông Trump khiến 2025 trở thành một năm đặc biệt có nhiều biến động về kinh tế ». Trung Quốc cũng như châu Âu không phải là những bên gánh chịu nặng nhất thuế hải quan của ông Trump. Theo Cục Dự Trữ Liên Bang Hoa Kỳ, thâm hụt mậu dịch của Mỹ trong năm 2025 tăng thêm 2 % so với hồi 2024 và đạt ngưỡng kỷ lục 1.240 tỷ đô la. Trong khi đó ngành xuất khẩu của Trung Quốc vẫn an toàn : xuất khẩu sang Mỹ giảm 20 % năm ngoái nhưng lại tăng mạnh tại châu Âu (+28 %)  và nhất là sang các nước Đông Nam Á (+29 %). Thuế hải quan có thôi thúc các nhà sản xuất quốc tế ồ ạt đầu tư vào Mỹ để phát triển mạng lưới công nghiệp của Hoa Kỳ hay không, câu trả lời là không. Trong năm 2025 công nghiệp Mỹ sa thải 100.000 nhân viên. 15 hiệp định tự do mậu dịch, Mỹ đứng ngoài  Tuần báo kinh tế Anh The Economist ghi nhận, chính sách thương mại của Hoa Kỳ mang nặng màu sắc bảo hộ nói trên là động lực thúc đẩy cộng đồng quốc tế ký kết 15 thỏa thuận thương mại quan trọng trong năm vừa qua. Từ tháng 5 đến tháng 12/2025 tổng trao đổi mậu dịch giữa Anh, Canada Liên Âu, Nhật Bản, Hàn Quốc và Thụy Sĩ tăng thêm 5 %. Theo thống kê của hải quan Trung Quốc công bố tháng 1/2026, trong năm 2025, thặng dư mậu dịch nước này lên tới 1.189 tỷ đô la - tương đương với GDP của quốc vương dầu hỏa Ả Rập Xê Út, tăng thêm 20 % so với tài khóa 2024. Ông Trump thất bại trong việc kiềm tỏa các nhà xuất khẩu của đối thủ thương mại lớn nhất và nguy hiểm nhất trong mắt Hoa Kỳ.  Có điều trong một năm qua tổng thống Hoa Kỳ đã làm đảo lộn trật tự thế giới trên bàn cờ thương mại, như Erwan Benazet của báo Le Parisien ghi nhận : « Chúng ta đang đứng trước một chuyển biến, thay đổi cục diện thương mại toàn cầu, một bước ngoặt trong giao thương quốc tế từ hơn 50 năm qua. Trong thời gian gần đây, cụm từ thường được nhắc đến nhiều nhất là ‘chủ quyền', là ‘tự chủ'. Theo hiệp hội du lịch USA Travel Association, ngành lịch Mỹ thất thu 4 tỷ đô la năm ngoái do lượng du khách Canada giảm 20 %.

Báo động trước tình trạng ngược đãi những người lao động bị cưỡng bức, trong đó có không ít nạn nhân là người Việt Nam, tại các trung tâm lừa đảo trực tuyến ở các nước Đông Nam Á, Văn phòng Cao ủy Nhân quyền Liên Hiệp Quốc ngày 20/02/2026 đã kêu gọi cộng đồng quốc tế hành động chống lại tệ nạn này. Riêng Việt Nam đang phối hợp với Cam Bốt và những đối tác khác ở Đông Nam Á để triệt hạ các đường dây lừa đảo xuyên quốc gia. Trong một báo cáo được công bố vào năm 2023, Liên Hiệp Quốc ước tính hàng trăm ngàn người đã bị cưỡng bức tuyển dụng để thực hiện các vụ lừa đảo trực tuyến. Báo cáo mới, dựa trên lời khai của các nạn nhân và các cuộc phỏng vấn với các cảnh sát và đại diện của xã hội dân sự, mô tả các vi phạm nhân quyền nghiêm trọng mà những người bị buộc phải làm việc trong các trung tâm này phải gánh chịu.  Báo cáo ghi nhận các trường hợp tra tấn, ngược đãi, bóc lột, lạm dụng tình dục, cưỡng bức phá thai, bỏ đói và biệt giam. Một nạn nhân từ Sri Lanka khai rằng những người không đạt chỉ tiêu hàng tháng về lừa đảo đã bị dìm xuống nước hàng giờ trong các bể nước (gọi là 'nhà tù nước'). Các nạn nhân cũng kể lại việc bị ép buộc chứng kiến, thậm chí tham gia vào những hành vi vi phạm nhân quyền nghiêm trọng này. Một nạn nhân người Bangladesh cho biết anh ta được lệnh đánh đập những người lao động cưỡng bức khác, và một nạn nhân người Ghana mô tả việc bị ép buộc phải chứng kiến ​​bạn mình bị đánh đập. Một nạn nhân người Việt Nam kể lại việc em gái mình bị đánh đập, bị chích điện, bị nhốt trong phòng và bị bỏ đói trong bảy ngày vì đã toan đào thoát. Liên Hiệp Quốc lên án tình trạng những nạn nhân này bị xác định sai là tội phạm và bị truy tố hình sự, hoặc bị trừng phạt thay vì được bảo vệ. Từ nhiều năm qua, Cam Bốt đã trở thành “thiên đường” cho các tổ chức tội phạm điều hành ngành công nghiệp lừa đảo trị giá hàng tỷ đô la. Một báo cáo năm 2024 của Viện Hòa bình Hoa Kỳ ước tính doanh thu từ các vụ lừa đảo mạng ở Cam Bốt vượt quá 12,5 tỷ đô la mỗi năm, tương đương một nửa tổng sản phẩm nội địa (GDP) của nước này. Viện tư vấn Stimson Center, trụ sở chính tại thủ đô Washington của Mỹ, có một dự án về chống lừa đảo trên mạng, tập hợp các nhà khoa học cũng như các nhà hoạch định chính sách và cả đại diện các tập đoàn công nghệ như Google hoặc Meta. Sau ba năm thực hiện, vừa rồi họ đã tổ chức hội thảo tại Bangkok để tổng kết và đánh giá về những chiến dịch triệt hạ các trung tâm lừa đảo ở Cam Bốt. Tham gia dự án này có tiến sĩ Lương Thanh Hải, một nhà tội phạm học, hiện là giảng viên Trường Tư pháp hình sự và tội phạm học Griffith, Úc. Trả lời phỏng vấn RFI Việt ngữ ngày 05/03/2026, ông Lương Thanh Hải cho biết:  "Hơn nửa năm trở lại đây, từ giữa năm 2025 cho đến đầu năm 2026, dưới áp lực mạnh mẽ từ cộng đồng quốc tế, từ Mỹ, Trung Quốc, Hàn Quốc và một số nước Đông Nam Á, chính quyền Cam Bốt đã mở một chiến dịch quy mô rất lớn nhằm triệt phá các khu phức hợp lừa đảo trực tuyến ( scams compound ). Tất nhiên để đánh giá một kết quả tổng thể đòi hỏi những số liệu cụ thể và hiện nay thì chúng tôi vẫn đang cập nhật để có số liệu cụ thể chính xác. Nhưng sơ bộ thì trong vòng nửa năm trở lại đây, chính quyền Cam Bốt đã đánh sập được gần 200 trung tâm lừa đảo. Có thể nói là đây là một con số khá ấn tượng. Trong cuộc tọa đàm vừa rồi, chúng tôi cũng đã tổng kết sơ bộ ít nhất có hơn 173 nhân vật cầm đầu đã bị bắt và khoảng trên dưới 11.000 người tham gia đã bị trục xuất khỏi Cam Bốt. Hàng ngàn người là nạn nhân bị ép lừa đảo đã thoát khỏi các trung tâm đó. Đầu tháng 2 vừa rồi, chúng tôi cũng ghi nhận, đặc biệt là sau khi quân đội Thái Lan tiến hành công kích và triệt phá các khu phức hợp, các sòng bài lớn ở Cam Bốt, người ta đã phát hiện các đối tượng sử dụng trang phục cảnh sát của ít nhất là 7 nước như Úc, Brazil, Việt Nam, Indonesia, Singapore v.v... Đây có thể nói là những bằng chứng rõ nhất cho thấy các ổ lừa đảo này hoạt động hết sức  tinh vi, sử dụng các trang phục của lực lượng thực thi pháp luật nhằm tạo ra những kịch bản y như một cuộc thẩm vấn của cảnh sát liên bang Úc, hay của cảnh sát Việt Nam, cảnh sát Singapore..., để lừa đảo, thậm chí là đưa ra các kịch bản bắt bớ, khởi tố..., khiến các nạn nhân dễ bị đánh gục. Chính quyền Cam Bốt đầu năm vừa rồi đã đưa ra được một con số khá ấn tượng là đã giảm được khoảng 50% hoạt động lừa đảo trực tuyến sau các chiến dịch mạnh như vậy. Tất nhiên con số đó cũng cần phải được thẩm định.  Ngoài ra một số trùm mạng lưới, đặc biệt là Trần Chí ( Chen Zhi ), một đối tượng cầm đầu đã bị chính quyền Hoa Kỳ phong tỏa các tài sản và dưới áp lực của Mỹ, Cam Bốt cuối cùng cũng đã triển khai các chiến dịch và bắt được trùm lừa đảo này. Đầu năm vừa rồi, Trần Chí bị dẫn độ theo yêu cầu của chính quyền Trung Quốc đưa về Trung Quốc xét xử. Giới nghiên cứu chúng tôi tiếp tục cập nhật và hy vọng chính phủ Trung Quốc sẽ công bố những thông tin minh bạch, cũng như các bản án cụ thể, để chúng tôi từ góc độ tội phạm học có thể phân tích sâu hơn tại sao và như thế nào mà một trùm lừa đảo như Trần Chí lại có thể đi sâu và điều hành cả một tập đoàn lớn như vậy ở Cam Bốt trong rất nhiều năm. Sau khi phá được nhiều chuyên án lớn như vậy, nhiều tổ chức quốc tế cho rằng các đường dây này chỉ tạm thời giải tán thôi và rồi sẽ lại di chuyển sang địa phận khác. Các hoạt động tuyển dụng lao động của những trung tâm lừa đảo vẫn tiếp tục trên mạng xã hội. Bởi vì xét đến cùng, công nghiệp lừa đảo này ở Cam Bốt vẫn có quy mô cực lớn, có thể kiếm siêu lợi nhuận hàng chục tỷ đồng mỗi năm. Nói cách khác, chiến dịch này đã gây xáo trộn lớn, nhưng chưa thực sự triệt tiêu được hệ sinh thái đối với loại tội phạm lừa đảo qua mạng này." Hơn nữa, không chỉ có người Trung Quốc hay người Cam Bốt, mà có cả người Việt Nam điều hành đường dây lừa đảo ở xứ Chùa Tháp. Theo báo chí Việt Nam, ngày 13/02, Công an Đồng Nai phối hợp Cục An ninh mạng và phòng, chống tội phạm sử dụng công nghệ cao (Bộ Công an) đã tạm giữ Nguyễn Thị Vân, 30 tuổi, cùng 13 người khác để điều tra hành vi Lừa đảo chiếm đoạt tài sản. Nguyễn Thị Vân được xác đinh là cầm đầu đường dây lừa đảo 2.500 tỷ đồng của hàng ngàn nạn nhân, hoạt động tại Cam Bốt. Các nhà điều tra cho biết đây là một trong những vụ án đầu tiên bắt giữ được chủ mưu là người Việt Nam, tự đầu tư cơ sở hạ tầng quy mô lớn và vận hành hệ thống lừa đảo tại nhiều địa điểm ở Cam Bốt. Ngày 25/02, đến lượt Cơ quan Cảnh sát Điều tra Công an tỉnh Tây Ninh ra thông báo tìm những ai là nạn nhân của Huỳnh Nguyễn Ngọc Huy trong vụ án lừa đảo qua mạng xã hội để mua bán người. Cụ thể, Huy dùng tài khoản Facebook "Huy Trần" đăng tin tuyển dụng giả giới thiệu các “việc nhẹ lương cao” để lừa gạt nạn nhân đưa sang Cam Bốt. Tại đây, các nạn nhân bị ép buộc làm việc, nếu muốn về nước phải trả tiền chuộc rất cao, hoặc bị bán tiếp sang các công ty lừa đảo khác. Nhà tội phạm học Lương Thanh Hải giải thích:  "Qua nghiên cứu từ thực tiễn, cũng như về lý thuyết, chúng tôi gọi đó là sự trùng lặp, sự lặp lại giữa nạn nhân và thủ phạm. Chúng tôi hay dùng thuật ngữ offender - victim overlap. Họ là những nạn nhân đã bị dụ dỗ để sang làm, bị ép buộc, được đào tạo từng bước một, từng kịch bản một và thậm chí đóng các kịch bản lực lượng thực thi pháp luật của nước A, nước B, nước C để lừa ngược lại. Thậm chí khi bị nhốt vào các trung tâm lừa đảo này, họ bị ép buộc phải đạt được chỉ số KPI ( chỉ số đo lường và đánh giá hiệu quả hoạt động ), hàng ngày hàng giờ phải thực hiện bao nhiêu cuộc lừa đảo. Thành thử họ không còn lựa chọn nào khác, buộc phải làm ngày làm đêm, thậm chí phải lừa cả người thân trong gia đình, bạn bè của họ ở Việt Nam, lôi kéo sang để lại trở thành nạn nhân của các vụ lừa đảo qua mạng tiếp theo. Trong khoảng hai năm trở lại đây, công an Việt Nam cũng đã phối hợp khá chặt chẽ với các lực lượng thực thi pháp luật của khu vực Đông Nam Á, thông qua các kênh chính thống, ví dụ như ASEANAPOL, tức là Hiệp hội cảnh sát trưởng của các nước ASEAN, hoặc là thông qua các đối tác song phương giữa cảnh sát và bộ Nội Vụ của Vương Quốc Cam Bốt hoặc Thái Lan. Đã có nhiều cuộc giải cứu thành công, ví dụ mới đây công an tỉnh Tuyên Quang đã giải cứu và đưa được khoảng 74 nghi phạm từ Cam Bốt và Việt Nam trong một vụ lừa đảo lên đến hàng nghìn tỷ đồng. Hiện nay, Việt Nam được đánh giá là một những nước đầu tiên của khu vực Đông Nam Á đang hướng tới áp dụng nguyên tắc "không hình phạt" đối với nạn nhân, nếu như chứng minh được họ là nạn nhân của các vụ ép buộc lừa đảo trực tuyến. Điều này cũng đã được cụ thể hóa trong luật về phòng chống buôn bán người của Việt Nam được sửa đổi năm 2024 và có hiệu lực từ tháng 7/2025. Về góc độ chính sách và pháp luật, chúng tôi cho đấy là một trong những bước tiến rất đáng ghi nhận từ chính quyền Việt Nam." Một cơ sơ pháp lý khác để Việt Nam có thể tăng cường hợp tác với các nước để diệt trừ các trung tâm lừa đảo, theo ông Lương Thanh Hải, chính là Công ước Hà Nội:  "Công ước Hà Nội, tức là Công ước của Liên Hiệp Quốc về phòng chống tội phạm mạng, đã được ký từ tháng 10/2025. Bản thân Việt Nam và Cam Bốt, cùng một số nước khác trong Đông Nam Á, có tham gia. Theo thống kê của chúng tôi, tổng số nước ký kết đã lên đến 73 hoặc là 75 nước. Đây là một bước tiến lớn về cơ sở pháp lý để tăng cường hợp tác quốc tế trong phòng chống các tội phạm mạng, bao gồm cả lừa đảo trực tuyến như các trung tâm ở Cam Bốt. Tuy nhiên, phần lớn những người Việt được phát hiện tham gia, thậm chí trực tiếp đi sang và cầm đầu các nhóm đối tượng ở Cam Bốt trong các trung tâm lừa đảo trực tuyến không phải là những "big boss", không phải là trùm của những ông trùm. Phần lớn những ông trùm đó vẫn là "behind the scene", vẫn đang tiếp tục lẫn trốn. Như trường hợp của Trần Chí chẳng hạn, phải mất rất nhiều thời gian mới bị phá vỡ và bị bắt. Thành thử  những người Việt này thì chúng tôi đánh giá chủ yếu là đứng đằng sau điều hành các trung tâm lừa đảo Cam Bốt. Công an Việt Nam cũng đang tiếp tục khởi tố theo các nhóm tội lừa đảo, chiếm đoạt tài sản, hoặc tổ chức đưa người ra nước ngoài trái phép, tham gia trực tiếp vào các trung tâm lừa đảo đó. Các số liệu cũng như các bằng chứng cho thấy các đường dây này thường là dụ người Việt Nam bằng cái chiêu là "việc nhẹ lương cao", sau đó bán sang trung tâm lừa đảo. Các cơ quan công an Việt Nam trực tiếp cũng như phối hợp với lượng thực thi pháp luật các nước, trong đó Cam Bốt và Thái Lan, đã triệt phá các nhóm môi giới này trên các nền tảng xã hội, như Zalo hoặc Facebook và có nhiều trường hợp đã xử lý về tội mua bán người, hoặc tổ chức xuất cảnh trái phép. Chúng tôi cũng kỳ vọng Công ước Hà Nội, cũng như các cơ sở pháp lý khác trong khu vực ASEAN, đặc biệt là giữa các nước Việt Nam, Lào, Cam Bốt và thậm chí cả Thái Lan nữa, sẽ tăng cường hợp tác về thực thi pháp luật, trao đổi dữ liệu về tội phạm mạng, tiếp tục phối hợp giải cứu các nạn nhân và cũng có thể tiến hành dẫn độ, hoặc trao đổi các loại tài liệu liên quan đến điều tra, truy tố và xét xử trong quá trình triệt phá các băng nhóm từ nay cho đến cuối năm và trong thời gian tới."

"We need an answer by the end of the day." Ten words. And the moment you hear them, something shifts inside your chest. Your pulse ticks up. Your focus narrows. Careful thinking stops. The clock starts. You probably haven't even asked the most important question yet. Is that deadline real? Most of the urgency you feel every day is fake. Manufactured by someone who benefits from you deciding fast instead of deciding well. Most people can't tell a real deadline from a manufactured one. By the end of this, you will. Let's get into it. What Time Pressure Actually Does to Your Brain Last episode, we talked about decision fatigue. How your brain degrades over a long day. Time pressure is different. Fatigue is a slow drain. Time pressure is a switch. When the clock is ticking, your brain stops analyzing and starts reacting. Normally, the front of your brain runs the show: careful analysis, weighing trade-offs, long-term thinking. Under time pressure, a faster, older, more emotional region takes over. You don't feel less accurate. You feel more confident. Decades of decision science research have found that under time pressure, people's confidence in their decisions goes up while their actual accuracy goes down. You're not just thinking worse. You're thinking worse while being more sure you're right. That false confidence makes you predictably worse at three specific things. Evaluating trade-offs. You lock onto whichever side your gut grabs first. Considering consequences beyond the immediate. Second-order thinking goes offline. Recognizing what you don't know. Because you feel certain, you stop looking for what you're missing. And that's exactly what manufactured urgency is designed to exploit. This is mindjacking in its purest form. Someone engineers the pressure, your brain switches modes, and you make their decision instead of yours. The Urgency Trap: Real vs. Manufactured Not all time pressure is the same. Some deadlines are real. Your tax filing date is real. The board meeting on Thursday is real. The patient who needs a decision in the next ten minutes? That's real. These deadlines exist because of actual constraints in the world, not because someone manufactured them. A huge portion of the urgency you experience? It's engineered. "This offer expires at midnight." Really? Will the company stop wanting your money tomorrow? "We need your decision today." Why today? What actually changes between today and Wednesday? Manufactured urgency is one of the most effective persuasion tools ever invented. Countdown timers on websites that reset when you refresh the page. "Limited time" sales that somehow run every month. Negotiators who invent deadlines because pressure extracts concessions. Manufactured urgency is everywhere. And it works because of what we just covered. Time pressure flips you into fast-decision mode. When someone engineers urgency, they're not just rushing you. They're changing which part of your mind makes the call. The decisions that actually shape your career almost never show up with a countdown timer. The urgency trap pulls your attention to whatever is loudest, while the ones that matter sit quietly in the background. Until it's too late. Five Tests for Manufactured Urgency How do you tell the difference? I use five tests. Test One: The Source Test. Ask yourself: who benefits from me deciding quickly? If the answer is "the person creating the deadline," that's a red flag. Real deadlines serve the situation. Fake deadlines serve the person imposing them. The car salesperson who says "this price is only good today"? That deadline serves the dealership, not you. The surgeon who says "we need to operate within the hour"? That deadline serves the patient. Test Two: The Consequence Test. Ask: what actually happens if I wait? Not what I'm told will happen. What actually happens. "The offer expires." Does it? What would happen if you called back next week? In most cases, the offer magically reappears. Real deadlines have real, verifiable consequences. Manufactured ones have threats that evaporate on contact. Test Three: The History Test. Has this "urgent" situation happened before? If the company has run "ending soon" promotions every month for a year, that's not urgency. That's a business model. If a colleague marks everything "urgent" in their emails, that's not urgency. That's a habit. Test Four: The Reversibility Test. This one builds on our earlier work in the series. How reversible is this decision? If you can cancel, return, or renegotiate, urgency matters less. But if the decision is hard to reverse, like a long-term contract or a major hire, artificial urgency is especially dangerous. The less reversible the decision, the more suspicious you should be of anyone rushing you. Test Five: The Separation Test. Remove yourself from the pressure source and check if the urgency survives. Step out of the room. Sleep on it. Call back tomorrow. Real urgency persists when you leave. Manufactured urgency dissolves. You don't need all five to spot fake urgency. Two or three is usually enough. And once you start applying these tests, something shifts. You realize how much of the urgency in your life was never yours to begin with. I've watched this happen with more than one friend. A cancer diagnosis. Doctors giving them a timeline. And in every case, the same thing happened. Not panic. Clarity. Every manufactured urgency in their lives just fell away. The stuff that didn't matter stopped getting their attention. The stuff that did got all of it. They're well past the timelines their doctors gave them. The outlook is good. But the clarity never went away. They don't need the five tests. They already know which pressure is real. Most of us won't get that kind of forced clarity. So we need tools to create it for ourselves. When "I Need More Time" Is the Problem Everything I just said could become a very sophisticated excuse to never decide anything. "I need more time to think about it" is sometimes wisdom. And sometimes it's avoidance wearing wisdom's clothes. They feel identical from the inside. And that's what makes this so difficult. Recognizing avoidance in yourself is one of the hardest skills in this entire series. We spent all of Episode 10 on it because there's no quick trick for telling the two apart. If you haven't watched that one, I'd recommend going back to it. For this episode, the key connection is this: manufactured urgency and avoidance are opposite problems that feed each other. The more you've been burned by fake deadlines, the more justified "I need more time" feels. And the more you default to delay, the more vulnerable you become when real urgency hits. But watch for this: if you're using the Five Tests to justify delay rather than to evaluate urgency, that's avoidance borrowing the language of skepticism. The tests are meant to help you evaluate the deadline, not to give you another reason to avoid the decision. Calibrating Speed to Stakes So how do you calibrate between moving too fast and waiting too long? Jeff Bezos talks about one-way and two-way door decisions. I've expanded that into what I call the Stakes-Reversibility Grid. Two questions: How much does this matter? And how hard is it to undo? Low stakes, easy to reverse. Which project management tool to try. Where to hold the offsite. What to order for lunch. Decide immediately. These are the decisions people waste hours on that deserve minutes. High stakes, easy to reverse. A new marketing campaign. A pilot program. A hire with a 90-day probation period. Decide quickly, but build in a review date. You can course-correct, so speed matters more than perfection. Low stakes, hard to reverse. The subscription you never cancel. The small clause in a contract nobody reads. These are sneaky. They don't feel important, so you rush. But they're hard to undo, so they accumulate. High stakes, hard to reverse. A merger. A long-term contract. Shutting down a product line. This is where you slow down. This is where you deploy every test for manufactured urgency. This is where anyone rushing you should make you suspicious. Most people get this backwards. They spend weeks picking a laptop and fifteen minutes reviewing an employment contract. The grid fixes that. Be fast on what doesn't matter so you have the bandwidth to be slow on what does. From Knowing to Doing Early in my career, I watched all of this play out in a single conversation. I was negotiating a major technology partnership. The other side's lead negotiator dropped this line: "We need a signed term sheet by Friday or we're moving to the next candidate." Friday was two days away. I felt the shift. That tightening in my chest, that narrowing of focus. My brain immediately started racing toward "how do we make this work by Friday?" Not "should we?" Not "are these the right terms?" Just speed. Then I caught it. Source Test: who benefits from this Friday deadline? They did. We were their preferred partner and they knew it. Consequence Test: what actually happens if we miss Friday? They go to a backup they'd already passed over once. So I said: "We're serious about this partnership and we want to get the terms right. We'll have our response by next Wednesday." Pause. Then: "Okay." The deadline was never real. That's what this skill gives you. Not the ability to stall. Not the excuse to avoid commitment. The judgment to know which pressure deserves your speed and which deserves your skepticism. Next time you feel that tightening in your chest, that rush to decide, run two tests before you respond. The Source Test: who benefits from me deciding fast? The Consequence Test: what actually happens if I wait? You don't need all five every time. Those two alone will catch most manufactured urgency before it catches you. That's not indecisiveness. That's intelligence. Closing In Episode 10, we tackled uncertainty. In Episode 11, depletion. Now you can spot manufactured urgency. But there's a pressure harder to resist than any deadline. A room full of people who've already made up their minds, and they all disagree with you.
