Giữa tháng 7/2025, xuất hiện một thông tin gây nhiều chú ý về cuộc đối đầu thương mại Mỹ - Trung: chip H20 của tập đoàn Nvidia, chuyên được sử dụng trong lĩnh vực trí tuệ nhân tạo, đã được Mỹ cho phép xuất khẩu trở lại sang thị trường Trung Quốc, sau lệnh đình chỉ được ban hành giữa tháng 4/2025. Thông tin được đưa ra khoảng một tháng sau khi Washington và Bắc Kinh thông báo đạt được một thỏa thuận sơ bộ đổi chip bán dẫn tân tiến lấy đất hiếm, nhưng không nêu chi tiết. Trong lúc gần như không có thông tin gì về việc xuất khẩu các loại đất hiếm, tức các kim loại chiến lược, mà Trung Quốc nới lỏng trở lại với Mỹ, tin tức về chip H20 được quảng bá rầm rộ trên truyền thông Hoa Kỳ. Vì sao chip H20 trở thành trung tâm của cuộc đọ sức công nghệ, địa - chiến lược Mỹ - Trung ? RFI đặt câu hỏi với nhà báo Lê Ngọc, từ Washington DC. Chip H20, tâm điểm truyền thông của thoả thuận sơ bộ Mỹ - Trung Về thỏa thuận sơ bộ Mỹ - Trung liên quan đến chip H20, nhà báo Lê Ngọc trước hết cho biết một số nét : « Trong một thông báo chí cách đây hơn một tuần, hôm 15/7, Nvidia hãng sản xuất chip cho trí tuệ nhân tạo lớn nhất thế giới thông báo chính quyền Mỹ cấp phép cho họ nối lại việc cung cấp chip H20 cho Trung Quốc và họ hy vọng sẽ sớm giao những lô hàng đầu tiên trở lại. Chip H20 đóng vai trò quan trọng trong việc phát triển các ứng dụng trí tuệ nhân tạo và hiện tại chỉ có Nvdia mới có khả năng sản xuất loại chip tân tiến này. Động thái này diễn ra trong lúc Bắc Kinh và Washington đang cạnh tranh quyết liệt để giành ưu thế về trí tuệ nhân tạo. Hồi cuối tháng trước, sau một cái thời gian đàm phán căng thẳng ở Luân Đôn và Geneva, Washington và Bắc Kinh đã đồng ý một khuôn khổ thương mại sơ bộ mà theo đó Trung Quốc sẽ nối lỏng việc hạn chế xuất khẩu đất hiếm sang Mỹ và đổi lại, Mỹ dỡ bỏ hạn chế xuất khẩu các sản phẩm công nghệ sang Trung Quốc. Dù đây chỉ là một thỏa thuận sơ bộ, nhưng các nhà quan sát cho rằng đó là dấu hiệu cho thấy hai siêu cường này đang muốn giảm căng thẳng thương mại, hướng tới một đại thỏa thuận để cuối cùng giải quyết rốt ráo những tranh chấp giữa hai nước. Trong đó quan trọng nhất là các lệnh kiểm soát xuất khẩu các mặt hàng nhạy cảm của Mỹ sang Trung Quốc và Trung Quốc cuối cùng sẽ mở rộng quyền tiếp cận thị trường cho hàng hóa Mỹ. Theo lời trần tình của ông bộ trưởng Thương Mại Mỹ ông Howard Lutnick với Reuters hôm 15/07, quyết định này đã kích hoạt một làn sóng các công ty Trung Quốc tranh nhau mua chip H20 của Nvdia. » Chip H20 là một loại GPU, hay bộ vi xử lý đồ họa, là trụ cột của công nghệ trí tuệ nhân tạo. Tập đoàn Nvidia hiện độc quyền thị trường này : GPU do Nvidia sản xuất chiếm 90% thị phần toàn cầu. Kể từ năm 2022, dưới thời tổng thống Joe Biden, với chính sách « giảm thiểu nguy cơ » (derisking), chính quyền Mỹ đã đưa ra nhiều biện pháp ngăn chặn việc bán các bộ vi xử lý GPU tiên tiến nhất cho Trung Quốc, nhằm làm giảm tốc độ phát triển công nghệ của Trung Quốc. Chip H20 vốn là loại GPU được thiết kế riêng để xuất khẩu sang thị trường Trung Quốc từ năm ngoái, với các tính năng được coi là nằm dưới mức nguy hiểm cho an ninh của nước Mỹ, khiến Trung Quốc không thể tiếp cận các công nghệ trọng yếu. Tuy nhiên, chính quyền Donald Trump hồi giữa tháng 4/2025 vừa qua đã áp đặt đòi hỏi cấp phép riêng đối với chip H20, trong bối cảnh cuộc chiến thuế quan vừa mở màn, với đối thủ số một là Trung Quốc. Cấp phép cho chip H20 đe dọa an ninh quốc gia của Mỹ Việc ngăn chặn xuất khẩu chip H20 sang Trung Quốc khiến Nvidia thiệt hại khoảng 5,5 tỉ đô trong ba tháng vừa qua, theo tập đoàn Mỹ. Việc chính quyền Trump bật đèn xanh cho việc xuất khẩu trở lại chip H20 gây nhiều phản ứng trái ngược tại Mỹ. Nhà báo Lê Ngọc cho biết trước hết về các phản ứng chỉ trích: « Hiện tại thì có hai luồng quan điểm đối lập nhau. Chúng ta đã biết hạn chế xuất khẩu để đảm bảo an ninh quốc gia của Mỹ là một vấn đề hết sức quan trọng đối với các nhà lập pháp tại đồi Capitol. Việc cả chính quyền Trump và chính quyền Biden trước đây đều ban hành những lệnh hạn chế xuất khẩu những công nghệ trọng yếu với Trung Quốc được sự ủng hộ của lưỡng đảng trong Quốc hội. Bây giờ thì ông Trump rút lại một phần lệnh cấm đó, đương nhiên sẽ gây ra phản ứng rất mạnh mẽ từ phía cả hai đảng. Dân biểu John Moolenaar, chủ tịch ủy ban đặc trách về Trung Quốc tại Hạ Viện, thuộc Đảng Cộng hòa, trong tuyên cáo báo chí, cho rằng chip H20 rất là lợi hại, theo cuộc điều tra lưỡng đảng và có vai trò quan trọng trong sự vươn mình của các công ty AI Trung Quốc, ví dụ như DeepSeek, một tên tuổi rất đình đám hồi đầu năm nay. Ông cũng cho rằng điều quan trọng là Mỹ phải duy trì thế dẫn đầu và không thể để cho Đảng Cộng sản Trung Quốc nắm được các công nghệ AI tân tiến. Dân biểu này cũng cho biết sẽ yêu cầu bộ Thương Mại giải thích rõ. Về phía đối lập, Đảng Dân chủ cũng đã có phản ứng rất mạnh mẽ về quyết định của chính quyền Trump. Dân biểu Raja Krishnamoorthi, thành viên cấp cao của Ủy ban đặc trách về Trung Quốc, mà tôi vừa đề cập, cũng ra tuyên bố nói rằng quyết định này của chính quyền Trump đã đặt vào tay đối thủ các công nghệ tân tiến nhất của chúng ta. Điều này còn nguy hiểm ở chỗ nó bất nhất với lập trường mà chính quyền từng tuyên bố trước đây về việc kiểm soát xuất khẩu đối với Trung Quốc. Nếu các công ty Trung Quốc mua được số lượng lớn chip H20 này, với số lượng 1 triệu, Bắc Kinh có thể sẽ thu hẹp đáng kể ưu thế dẫn đầu của Mỹ trong lĩnh vực trí tuệ nhân tạo. Đây là nhận định của ông Divyansh Kaushik, một chuyên gia về AI thuộc hãng tư vấn Beacon Global Strategies có trụ sở ở Washington D.C. » Cấp phép cho chip H20: « Lá bài đàm phán » của chính quyền Trump ? Việc cấp phép cho chip H20 tuy nhiên được nhiều người ủng hộ, coi đây là một « lá bài đàm phán » của chính quyền Trump. Nhà báo Lê Ngọc giải thích : « Đương nhiên chính quyền Mỹ sẽ biện hộ về quyết định này. Họ cho rằng điều này là cần thiết để mở cửa cánh cửa đối với đất hiếm của Trung Quốc và là một cái thủ thuật đàm phán mà thôi. Giáo sư Khương Hữu Lộc, giảng dạy về Quản trị Kinh doanh tại trường Cao học Keller về Quản trị thuộc Đại học Devry, cũng đồng ý với nhận định này của chính quyền Trump. Theo ông, tổng thống Trump biết đất hiếm là điểm yếu của Mỹ, nên tất nhiên Mỹ phải có cái gì đó để nhượng bộ Trung Quốc, nên việc dùng đến chip của Nvdia chỉ là một lá bài thương lượng. Và ông cho rằng đây là một điều bất khả kháng trong lúc Mỹ phụ thuộc từ 70 đến 75% đất hiếm từ Trung Quốc. Nếu mà không có đất hiếm, Mỹ sẽ gặp rất nhiều khó khăn trong việc sản xuất chip và Trí tuệ nhân tạo. Giáo sư Khương Hữu Lộc cũng cho rằng việc cấm đoán chip này theo yêu cầu của Quốc hội cũng không có tác dụng gì hết, tại vì cuối cùng cũng chỉ làm cho Trung Quốc phải tự lực cánh sinh mà thôi. Việc cấm đoán này chỉ làm cho kỹ nghệ AI của Trung Quốc bị chậm lại chừng 1, 2 năm thôi. Nếu Mỹ tiếp tục giữ lệnh cấm này thì sẽ đem lại lợi thế cho các tập đoàn công nghệ của Trung Quốc, như Huawei, hay tập đoàn Hàn Quốc Samsung. Tôi dẫn lời của ông Lộc nói với tôi là chính xác như thế này : Thay vì như thế thì nên để Trung Quốc lệ thuộc vào chip của Nvidia để Nvidia dẫn đầu thế giới về chip trí tuệ nhân tạo. Ông cũng lưu ý rằng : chip H20 chỉ có năng lực bằng khoảng 40% năng lực của một con chip tân tiến hơn của Nvdia là H100, mà chip này không được bán cho Trung Quốc. Và do đó, nếu như Trung Quốc có sử dụng con chip H20 này trong quốc phòng thì cũng không gây nguy hại gì cho lắm đối với an ninh của Mỹ. Bộ trưởng Thương Mại Howard Lutnick khi biện hộ cho quyết định này, giải thích Nvdia sẽ có thể áp đặt một cái ưu thế gọi là ‘‘không thể đảo ngược'', khi mà các hãng Trung Quốc chưa chế tạo được chip mà Nvdia làm ra, họ sẽ buộc ngày càng phải gắn bó, như lời ông nói là ‘‘nghiện công nghệ của Nvdia''. » Chiến thắng của Nvidia Sự kiện chip H20 được cấp phép trở lại đi liền với việc chủ nhân tập đoàn Nvidia Jensen Huang (Hoàng Nhân Huân), công dân Mỹ gốc Đài Loan, trở thành nhân vật trung tâm của cuộc chơi. Nhà báo Lê Ngọc giải thích : « Trước khi Mỹ đưa ra cái quyết định này, chúng ta thấy vai trò cá nhân của ông Hoàng rất là lớn. Quyết định này được ra chỉ sau có vài ngày sau cuộc gặp của ông Hoàng với tổng thống Trump tại Nhà Trắng. Trong những tháng trước, ông Hoàng cũng tăng cường vận động hành lang rất quyết liệt để chính quyền Mỹ dỡ bỏ hạn chế này. Cho nên sau khi quy định này được tung ra đó thì nhiều nhà quan sát cho rằng đây là một thắng lợi của Nvdia và thắng lợi của cá nhân ông Hoàng. Tại vì như chúng ta đã biết, nếu tập đoàn Nvdia mà bị áp lệnh cấm này thì họ sẽ chịu thiệt hại rất, rất là lớn. Thị trường Trung Quốc, theo cái báo cáo tài chính thường niên mới nhất của công ty này, được Reuters dẫn lại, chiếm đến 17 tỷ đô la doanh thu cho Nvdia trong năm tài chính kết thúc vào ngày 26/1/2025, chiếm 13% tổng doanh số. Cái lệnh cấm bán chip H20 cho Trung Quốc đã khiến thị phần của Nvdia ở Trung Quốc bị giảm đi một nửa, và quan trọng hơn nó ngăn trở ưu thế dẫn đầu toàn cầu về công nghệ của Nvdia. Đó là lập luận của ông Hoàng Nhân Huân nói với CNBC. Rõ ràng quyết định này của chính quyền Trump mặc dù được xem là cái một công cụ để mà giúp Mỹ kiểm soát lại đất hiếm từ Trung Quốc, nhưng cái người thắng lợi lớn nhất sau hậu trường chính là Nnvida và ông Hoàng Nhân Huân. » Trang mạng thân Bắc Kinh Asia Times dẫn lời một chuyên gia ở Quảng Đông, nhận định : « Sức mạnh tính toán FP16 của H20 chỉ bằng 15% so với H100, trong khi băng thông NVLink bị giảm từ 900GB/giây xuống còn 400GB/giây. Bộ chuyển đổi (TE) của chip đã bị loại bỏ hoàn toàn », « thiết kế như vậy đảm bảo giảm khả năng suy luận (inference ability) của AI  và khả năng đào tạo AI giảm, thực hiện hoàn hảo chiến lược của Hoa Kỳ là ngăn chặn các chip cao cấp, nhưng không chặn các chip tầm trung, đối với Trung Quốc » và « bằng cách hạn chế hiệu năng cốt lõi của H20, Mỹ có thể duy trì sức mạnh phong tỏa chip tân tiến khi trao cho các công ty Trung Quốc một ly ‘‘rượu độc'' ». Ngược lại, theo trang mạng Pháp ngữ Le MagIT, của công ty thông tin về công nghệ số Informa TechTarget, có trụ sở tại Massachusetts, Mỹ, tập đoàn Nvidia của ông Hoàng Nhân Huân, khi thiết kế H20, đã để ngỏ nhiều lợi thế cho các doanh nghiệp AI Trung Quốc, ví dụ như « với giá rẻ hơn từ 3 cho đến 4 lần so với H100 », việc phối hợp nhiều GPU H20 cho phép có được một số tính năng tương tự như H100. Với chip H20, doanh nghiệp Trung Quốc cũng có thể dễ dàng có được nguồn cung, hơn hẳn các doanh nghiệp phương Tây thường trong tình trạng thiếu hàng. Tập đoàn Nvidia thời đối đầu địa-chính trị Mỹ-Trung: « Cầu nối » hay « người chơi hai mặt » ? Nvidia trong thời gian gần đây nổi lên trên thế giới như tập đoàn đứng đầu thế giới về thu hút vốn đầu tư trên thị trường, qua mặt tập đoàn Appel hồi cuối năm ngoái, và trở thành công ty đầu tiên trên thế giới trị giá hơn 4.000 tỉ đô la. Ngay từ đầu năm nay, chủ nhân Nvidia thể hiện rõ quan điểm cực lực chống lại các biện pháp siết chặt xuất khẩu chip sang Trung Quốc của chính quyền tiền nhiệm Mỹ, với quy định « AI diffusion rule », ban hành ngày 13/01/2025, ít ngày trước khi Biden mãn nhiệm (bài « Hoàng Nhân Huân tại Trung Quốc: hoạt động ngoại giao phối hợp của Nvidia giữa Bắc Kinh và Washington », trang mạng Pháp ngữ Le Grand Continent, 17/07/2025), đã bị chính quyền Trump hủy bỏ sau đó. Ngay sau khi Washington bật đèn xanh trở lại cho chip H20, ông Hoàng Nhân Huân bay sang tham dự Triển lãm về chuỗi cung ứng quốc tế của Trung Quốc/ China International Supply Chain Expo (CISCE) lần thứ ba, tại Bắc Kinh. Tại đây, lãnh đạo Nvidia, với bộ trang phục truyền thống Trung Hoa, đã được chào đón như một ngôi sao. Tại cuộc triển lãm này, chủ nhân Nvidia đã nồng nhiệt ca ngợi sự phát triển của lĩnh vực Trí tuệ nhân tạo tại Trung Quốc.   Phe cầm quyền của tổng thống Trump có nhiều động thái giảm nhẹ chính sách « derisking » (giảm thiểu rủi ro), ngăn chặn công nghệ bán dẫn tân tiến xuất sang Trung Quốc của chính quyền tiền nhiệm. Nhà báo Lê Ngọc dẫn lại ý kiến của giáo sư Khương Hữu Lộc, đại diện cho luồng quan điểm cho rằng « chính quyền Trump vẫn nên giữ lại những hạn chế xuất khẩu, những công nghệ trọng yếu cho Trung Quốc, nhất là những công nghệ chế tạo chip mà chính quyền Biden trước đây đã siết rất chặt, để bảo đảm Mỹ duy trì ưu thế nhiều nhất có thể trước các đối thủ Trung Quốc ». Chúng ta hãy chờ xem trong thỏa thuận tổng thể sắp tới, Trung Quốc sẽ mở cửa thị trường cho Mỹ đến đâu và Mỹ sẽ nới lỏng đến đâu việc xuất khẩu những công nghệ nhạy cảm sang Trung Quốc.

On June 13, Chinese national Tingjun Cao was jailed for life for the murder of Christchurch real estate agent and mother Yanfei Bao. Bao, 44, was stabbed to death in July 2023 and buried in a shallow grave on a farm outside Christchurch. She was not found for more than a year. In Part 2, we start off talking about the significance of opening a Latinx-owned bookstore in the heart of the Mission, on 24th Street.   The folks who run Medicine for Nightmares call the entire space at 3036 24th Street—the bookstore in front and gallery in back—"The Portal." Josiah talks about the intention to utilize that gallery space to highlight art and artists in the Mission. The gallery is also often home to community group meetings, further solidifying its importance. That's my kind of mixed-use. In the three years that MfN has been open, they've hosted more than 800 events in the gallery.   To couch our discussion of how they choose which books to sell at Medicine for Nightmares, Josiah points out that the last time he checked, something like 75 or 80 percent of bookstores in the US are white-owned. He shares stories of sneaking out of his home in Marin when he was a teenager, driving to The City, and going to City Lights, which was open until midnight in those days. It was there, though, that Josiah discovered Latinx poets, writers who spoke his language, literally.   For him and his business partner, Tân Khánh Cao, it was always about wanting to see themselves reflected on the shelves. Josiah mentions a long-held, racist belief by publishers that Black and brown folks don't read. That, of course, is nonsense, and the bookstore stands with others in direct defiance and opposition to that mindset.   On their first day of business, Josiah says that a young mom came in with her kid and went to the children's books section of the store. He and Tân noticed that she was crying, so they went over to see if everything was OK. "I've never been in a bookstore before and seen a kids' book that looks like my kid," she told them. That was the first day.   We then turn to the story of how they came up with the name of the store. Joshia and Tân were throwing out potential names to each other out front on the sidewalk one day before they opened. "Each one of us was coming up with a worse name than the other," he says, half-jokingly. One of them suggested looking at titles from Sun-Ra, a musician they both like. One of his songs is called "Medicine for a Nightmare." It clicked for them instantly.   Then we talk about the growing call to ban books in the US. In my opinion, simply opening for business and turning the lights on is an act of defiance for Josiah and Tân. He goes on to state that they're well aware that they could be shut down and/or arrested every day. In this work, art historian Dr. Cao crafts a nuanced portrait of nineteenth-century US painters' complicity with and resistance to ascendant US imperialism, offering eye-opening readings of canonical works, landscapes of polar expeditions and tropical tourism, still lifes of imported goods, genre paintings, and ethnographic portraiture. Revealing how the US empire was “hidden in plain sight” in the art of this period, Dr. Cao examines artists including Frederic Edwin Church and Winslow Homer who championed and expressed ambivalence toward the colonial project. She also tackles the legacy of US imperialism, examining Euro-American painters of the past alongside global artists of the present.
