Een tweet van mij over de Amerikaanse inflatie ontaarde deze week in een felle Box3 discussie. Hoe zo iets kan escaleren, blijft mij verbazen. En zoals gebruikelijk op het voormalige Twitter ging het gepaard met de nodige grofheden. Gelukkig is daar een blokknop voor. Sommige zolderkamerfoeteraars vonden het een probleem dat ik een lid van de VVD ben. Alsof dat automatisch betekent dat ik een voorstander ben van de nieuwe Box 3 heffing. Dat is bijzonder, want ze weten helemaal niet hoe ik over de vermogensaanwasbelasting denk. Voor veel mensen is het gebrek aan kennis blijkbaar geen enkel obstakel om toch conclusies te trekken en daar een sterke mening op na te houden Nu we het toch over Box3 hebben. Ik verbaas me dat de meeste kritiek over het stelsel gaat. Het betalen van belasting over nog niet gerealiseerd rendement. Dat is altijd al zo geweest. Sterker nog, toen je een negatieve rente kreeg op je spaartegoed moest je je daar bovenop ook nog eens belasting betalen. Dat was pas onrechtvaardig. Ik heb vooral problemen met de hoogte van het tarief. Die 36% is met stip het hoogste tarief in Europa. En alsof dat nog niet genoeg is, is er alleen maar voorwaartse verliesverrekening mogelijk. Je kan je winsten niet verrekenen met verliezen uit het verleden. Dat is oneerlijk. Gaat het goed dan incasseert de overheid maximaal, gaat het fout dan heb je pech gehad, en moet je maar weer wachten tot je weer een keer winst maakt. Kop jij wint, munt ik verlies. En als je echt vermogend bent, zijn er genoeg uitwijkmogelijkheden met belegging bv’s. De voorstanders van deze Box-3 heffing wijzen erop dat inkomen uit vermogen en inkomen uit loon gelijkwaardiger belast moet worden. Alleen bij loon word je onder een goede CAO gecompenseerd voor inflatie. Als je belegt moet je maar hopen dat je rendement goed genoeg is om die inflatie voor te blijven. Het basisprincipe dat werken moet lonen is een goed principe. Je wilt voorkomen dat we een renteniersnatie worden. Maar om dan maar de belasting op vermogen zo extreem te verhogen, dat is niet de goede weg. We staan als Nederland al op plek 11 van de 163 landen op de lijst van meest gelijke landen volgens de Wereldbank. Dat neigt al naar een socialistische heilstaat. Nog meer gelijkheid drukt alle prikkels weg om met hard werken en slim investeren beter te worden. Het is verstandiger om mensen te stimuleren de totale koek te vergroten, in plaats van de koek nog verder te verdelen in armzalige kruimels. En tegelijkertijd is er de oproep om meer te gaan beleggen. Deze belasting gaat daarbij niet helpen. Ik snap dat je de staatsbegroting in evenwicht wilt houden. Maar waarom focus je niet eens op het verlagen van de uitgaven? Zo werkt dat bij de gemiddelde Nederlander ook, als je geld tekortkomt moet je minder uitgeven. Met veel interesse zal ik de discussie en de stemming over de vermogensaanwasbelasting in de Eerste Kamer de komende weken volgen. Dan pak ik een bak popcorn, leun ik lekker achterover en geniet ik van alle berichten op Twitter. Heerlijk. Maar ik hoop natuurlijk wel op een goede afloop . VOV1 - Trong nỗ lực giảm phụ thuộc vào dầu thô nhập khẩu và thúc đẩy chuyển đổi năng lượng, Ấn Độ đang thúc đẩy sản xuất các dòng xe sử dụng nhiên liệu linh hoạt (flex-fuel), có khả năng vận hành với hỗn hợp xăng sinh học pha trộn ethanol với tỷ lệ lên tới 85%.Phát biểu tại lễ ra mắt các mẫu xe máy nhiên liệu linh hoạt (flex-fuel) đầu tiên của Hero MotoCorp ở thủ đô New Delhi, Bộ trưởng Dầu khí Ấn Độ Hardeep Singh Puri cho rằng xe nhiên liệu linh hoạt là giải pháp thiết thực để giảm nhập khẩu dầu thô, thúc đẩy giao thông phát thải thấp và tăng cường sức sống cho kinh tế nông thôn.Ông Puri mô tả sự kiện ra mắt 2 mẫu xe máy nhiên liệu linh hoạt (Splendor+ và HF Deluxe Flex Fuel) là “một chương mới trong lịch sử năng lượng của Ấn Độ”, đánh dấu bước tiến của nước này vào thị trường xe nhiên liệu linh hoạt đại chúng. Các mẫu xe mới này có thể sử dụng mọi loại hỗn hợp xăng - ethanol từ E20 đến E85.Theo Bộ trưởng, Ấn Độ hiện sở hữu hơn 300 triệu xe hai bánh đang lưu hành, một trong những hệ sinh thái xe máy lớn nhất thế giới. Điều này tạo điều kiện để công nghệ nhiên liệu linh hoạt được triển khai trên quy mô lớn.“Bây giờ, tôi xin đưa ra một vài con số tính toán cơ bản. Về chiếc xe chạy bằng nhiên liệu E85 vừa ra mắt hôm nay và nếu xăng E85 được đưa vào sử dụng và được cung cấp tại các trạm bơm xăng được chỉ định, tôi có thể chia sẻ với qu‎ vị xăng E85 sẽ rẻ hơn đáng kể so với nhiên liệu thông thường. Và nếu 1% doanh số bán xe xăng hàng năm ở Ấn Độ được thay thế bằng E85, thì điều này tạo ra nhu cầu hơn 40 triệu lít ethanol. Ước tính sẽ có gần 2,6 tỷ Rupee – khoảng 30 triệu USD, được thanh toán cho các nhà máy chưng cất ethanol. Chúng ta sẽ tiết kiệm được khoảng 1,95 tỷ Rupee tiền ngoại tệ; giảm được khoảng 28.000 tấn dầu thô nhập khẩu. Lượng giảm phát thải CO2 ròng lên tới gần 86.000 tấn và gần 1,6 tỷ Rupee sẽ chảy trực tiếp vào túi người nông dân.”Ông Puri cho rằng nhiên liệu E85 có nhiều lợi thế so với các giải pháp thay thế khác, bao gồm chi phí sản xuất phương tiện thấp hơn, yêu cầu đầu tư hạ tầng thấp và tốc độ triển khai nhanh hơn đáng kể so với mạng lưới xe điện. Trong khi đó, xe điện vẫn phụ thuộc đáng kể vào chuỗi cung ứng pin và linh kiện nhập khẩu.Theo Bộ trưởng Dầu khí Ấn Độ, phương tiện sử dụng nhiên liệu sinh học linh hoạt sản xuất trong nước giúp giảm phụ thuộc vào năng lượng nhập khẩu và tạo đầu ra ổn định cho nông sản dùng làm nguyên liệu sản xuất ethanol. Ông cũng cho biết Chính phủ đang xem xét các chính sách hỗ trợ, bao gồm trợ giá nhiên liệu E85 và các ưu đãi có mục tiêu nhằm đẩy nhanh việc phổ cập công nghệ này. E85 dự kiến sẽ có giá thấp hơn đáng kể so với xăng thông thường để tạo động lực cho người tiêu dùng chuyển đổi sang phương tiện nhiên liệu linh hoạt.Cùng tham dự sự kiện, Bộ trưởng Giao thông Đường bộ và Cao tốc Nitin Gadkari nhận định Ấn Độ, với vị thế là thị trường xe hai bánh lớn nhất thế giới, có nhiều điều kiện để trở thành quốc gia đi đầu trong lĩnh vực giao thông sử dụng nhiên liệu linh hoạt. Trong khuôn khổ các hoạt động của Thư viện Quốc gia Pháp BnF (Thư viện François Mitterrand), chương trình hội thảo "Pháp-Việt Nam: Cánh cửa giao thoa văn hóa" đã được khởi xướng từ năm 2017 nhằm giới thiệu các nghiên cứu mới về giao lưu văn hóa giữa Pháp và Việt Nam, với nhiều chủ đề đa dạng, đặc biệt là liên quan đến lịch sử văn hóa và khoa học nhân văn, khoa học xã hội.   Các phiên hội thảo, nay là dưới hình thức trực tuyến qua nền tảng Zoom, được tổ chức vào một ngày thứ Năm mỗi tháng. Trong niên khóa 2025-2026, các buổi hội thảo đã đề cập đến những chủ đề rất đa dạng, như "Lịch sử của các nhân viên người Việt Nam và Đông Dương tại Thư viện Quốc gia Pháp qua các tài liệu lưu trữ (1942-1965)", "Sự phát triển của văn hóa phản kháng thực dân công khai ở Sài Gòn thông qua báo chí độc lập (1900-1930)" hay "Các vấn đề và thách thức của cộng đồng Pháp ngữ tại Việt Nam"...  Chương trình "Pháp - Việt Nam: Cánh cửa giao thoa văn hóa" niên khóa 2025-2026 đã khép lại vào ngày 21/05/2026, với cuộc hội thảo về chủ đề “Từ điển nhập môn để hiểu về Việt Nam: Một cách tiếp cận văn hóa xã hội” với diễn giả là ông Yves Duchère, một chuyên gia về Đông Nam Á và về Việt Nam, hiện làm việc tại Đại học Trung văn Hồng Kông (Chinese University of Hong Kong), Thâm Quyến, Trung Quốc. Chương trình hội thảo sẽ được mở lại vào tháng 11/2026 cho đến tháng 5/2027. Người khởi xướng và thực hiện chương trình này từ năm 2017 chính là tiến sĩ Nguyễn Giáng Hương, hiện đang phụ trách kho sách Đông Dương tại Thư viện Quốc gia Pháp. Đến niên khóa 2025-2026, cô mời nhà sử học François Guillemot, Viện Khảo cổ học Phương Đông (IAO), đồng tham gia tổ chức. Trả lời RFI Việt ngữ ngày 26/05/2026 tại Thư viện Quốc gia Pháp, cô Nguyễn Giáng Hương cho biết: "Chương trình hội thảo "Pháp - Việt Nam: Cánh cửa giao thoa văn hóa" trong thời gian đầu là nằm trong chương trình hợp tác quốc tế giữa Thư viện Quốc gia Việt Nam, Thư viện Quốc gia Pháp và trường Đại học Sư phạm Cao cấp - ENS Paris. Trong những năm đầu, chương trình này được tổ chức ngay tại trường ENS, với hình thức là mời một diễn giả tham gia thuyết trình mỗi tháng một lần và chương trình kéo dài từ tháng 10 đến tháng 5 hoặc tháng 6. Lý do đầu tiên mà chúng tôi có ý tưởng làm chương trình séminaire (hội thảo) này là khi mà chúng tôi bắt đầu triển khai dự án số hóa kho sách Đông Dương. Vì vậy tên gọi của chuỗi hội thảo này bắt đầu bằng France - Việt Nam. Cổng thông tin của Thư viện Quốc gia Việt Nam và Thư viện Quốc gia Pháp cũng bắt đầu bằng chữ France - Việt Nam. Trong những buổi đầu tiên, nhất là chương trình của năm đầu, chúng tôi tập trung vào các mảng khác nhau về kho sách Đông Dương, nhằm tạo được hiệu ứng về về truyền thông, cũng như gây sự chú ý cho cộng đồng khoa học. Sau đó chương trình được tiếp nối bằng các bài thuyết trình khác và ngày càng được mở rộng, đầu tiên là chương trình được sự quan tâm của cộng đồng nghiên cứu quốc tế, sau đó có những tác giả hay những nhà nghiên cứu cũng tự đề xuất những ý tưởng cũng như những bài thuyết trình mới. Chúng tôi cố gắng duy trì cho đến ngày hôm nay. Kết quả vượt qua cả sự mong đợi là chương trình đã được sự đón nhận rất rộng rãi của các học giả cũng như những người quan tâm về giao lưu văn hóa Việt - Pháp. Chương trình của chúng tôi luôn duy trì một lượng khán thính giả nhất định. Từ khủng hoảng Covid, chúng tôi đã mở rộng chương trình theo hình thức trực tuyến online, thì cũng có một điều hay là mình có thể đón nhận được các thính giả từ nước ngoài, ở Việt Nam, ở Mỹ, hay ở các nước khác của châu Âu. Thứ hai là chúng tôi cũng cố gắng mời các diễn giả ở những nước khác nhau và từ nhiều lĩnh vực khác nhau về khoa học xã hội và nhân văn, qua đó giúp chúng tôi có những góc nhìn khác nhau của các tác giả. Có thể là về cùng một lĩnh vực nhưng góc nhìn của một diễn giả ở châu Á sẽ khác với một diễn giả ở Pháp hay một diễn giả ở Mỹ. Chương trình này đã tạo nên một diễn đàn để các nhà nghiên cứu có thể đối thoại với nhau và chúng tôi cũng rất là cởi mở khi có những người không phải trong ngành nhưng quan tâm, hoặc thậm chí những nhân chứng có thể tham gia và có thể kể câu chuyện của riêng mình." Theo lời Nguyễn Giáng Hương, những bài thuyết trình trong khuôn khổ chương trình hội thảo "Pháp -Việt Nam: Cánh cửa giao thoa văn hóa" hiện đã được đưa lên một trang web để mọi người có tham khảo dễ dàng: "Thời gian trước thì tôi có xin một số diễn giả cho dùng lại hoặc là công bố bài thuyết trình của họ. Tôi cũng đã lập ra một website riêng của chương trình này, cũng có tên là "France Vietnam: Le portail entre les cultures", (Pháp - Việt Nam: Cánh cửa giao thoa văn hóa). Dĩ nhiên hiện nay nó vẫn ở dạng như một blog còn hơi thô sơ. Dự định trong tương lai thì có thể sẽ tuyển lựa những bài hay nhất để chúng ta làm một công trình. Thực ra là trước đây, trong một số năm chúng tôi có điều kiện về mặt tài chính cũng như nhân lực để làm hội thảo tổng kết lại một năm thuyết trình. Từ những hội thảo đó thì chúng tôi cũng đã ra được hai ấn bản đúc kết lại những bài thuyết trình của các các diễn giả trong năm." Thư viện số Pháp-Việt : 2.000 tài liệu đặc sắc làm cầu nối giữa di sản Pháp-Việt Thư viện Quốc gia Pháp còn có một thư viện số song ngữ Pháp-Việt, quy tụ những tài liệu phản ánh những tương tác văn hóa, lịch sử, thuộc địa và khoa học giữa hai nước từ thế kỷ 17 đến năm 1954. Ra đời từ sự hợp tác giữa Thư viện Quốc gia Pháp và Thư viện Quốc gia Việt Nam (nay có sự tham gia của Trung tâm Hợp tác Quốc tế Nghiên cứu Nông nghiệp vì Phát triển - CIRAD), thư viện này là một phần của bộ sưu tập Di sản Chung, minh chứng cho mối quan hệ giữa Pháp và thế giới qua nhiều thế kỷ. Thư viện số Pháp-Việt đóng vai trò là cầu nối giữa di sản Pháp và Việt Nam, quy tụ hơn 2.000 tài liệu đặc sắc, tất cả đều có thể được truy cập toàn bộ. Thư viện bao gồm một bộ sưu tập đa dạng các tài liệu in ấn, bản thảo, bản đồ, tranh vẽ và ảnh chụp, được lấy từ các bộ sưu tập của Pháp và Việt Nam. Ngoài ra, khoảng hai mươi văn bản gốc do các chuyên gia, nhà nghiên cứu và người phụ trách bảo tàng người Pháp và Việt Nam giúp người đọc hiểu biết hiểu biết sâu sắc hơn nội dung và bối cảnh của các tài liệu đó. Đối với Nguyễn Giáng Hương, thư viện số Pháp-Việt có vai trò rất quan trọng giúp hiểu được toàn cảnh về xã hội, đời sống văn hóa, nghệ thuật và tri thức của Việt Nam thời kỳ Đông Dương: "Thư viện quốc gia tức là thư viện lưu trữ tất cả những di sản của một quốc gia, nhưng thực ra Thư viện Quốc gia Pháp còn lưu trữ những di sản của nhân loại, trong đó lịch sử của Việt Nam cũng nằm trong dòng chảy của nhân loại. Cụ thể, trong trường hợp Việt Nam với Pháp thì lịch sử chung đã có từ nhiều thế kỷ nay. Vì vậy mà cuốn sách đầu tiên có thể đánh dấu sự tồn tại của tiếng Việt ở thư viện này có lẽ là quyển từ điển Việt - Bồ - La. Cuốn từ điển này từ thế kỷ thứ 16 đã được coi như là cuốn sách đầu tiên. Sau đó Thư viện Quốc gia Pháp cũng thu nhận qua nhiều nguồn khác nhau những sách không chỉ là song ngữ mà có cả sách bằng tiếng Việt, thậm chí là bằng chữ Hán, chữ Nôm của một số nhà viễn du Pháp ngày xưa khi trở về họ mang lại một số văn bản mà họ có được và họ tặng lại cho thư viện. Nói chung có rất nhiều tổ chức nghiên cứu về Việt Nam cho sách và sau đấy thì số lượng sách về Việt Nam mà bằng tiếng Việt tới ngày càng nhiều, nhất là kể từ năm 1922, khi có luật về nộp lưu chiểu ở Đông Dương. Thế là hiện nay, kho sách Đông Dương bằng tiếng Việt là có trên 12.000 ấn bản. Đó là  tính riêng về sách thôi. Còn số lượng về báo chí thì cũng độ khoảng vài chục ngàn đầu báo. Chúng ta phải biết mỗi đầu báo là có thể là có nhiều số báo. Số lượng báo rất nhiều. Ấy là chưa kể các bưu ảnh và tất cả nhiều nhiều loại khác nữa. Thậm chí ngày nay, những tư liệu về âm thanh, về hình ảnh liên quan đến Việt Nam cũng có ở Thư viện Quốc gia Pháp. Tức là liên quan đến Việt Nam hoặc  Đông Dương thì mình có những tư liệu bằng tiếng Việt, bằng tiếng Pháp và bằng những ngôn ngữ khác nữa. Nó có vai trò rất quan trọng trong việc nghiên cứu và tìm hiểu Việt Nam nói chung và mối quan hệ Việt - Pháp nói riêng. Kho sách, đặc biệt là kho sách Đông Dương, mang lại cho chúng ta một cái nhìn toàn cảnh về xã hội Việt Nam ở thời kỳ Đông Dương, về đời sống văn hóa, nghệ thuật và tri thức của Việt Nam thời kỳ đó. Đấy là một mảng sách vô cùng quan trọng."

Trong khuôn khổ các hoạt động của Thư viện Quốc gia Pháp BnF (Thư viện François Mitterrand), chương trình hội thảo "Pháp-Việt Nam: Cánh cửa giao thoa văn hóa" đã được khởi xướng từ năm 2017 nhằm giới thiệu các nghiên cứu mới về giao lưu văn hóa giữa Pháp và Việt Nam, với nhiều chủ đề đa dạng, đặc biệt là liên quan đến lịch sử văn hóa và khoa học nhân văn, khoa học xã hội.   Các phiên hội thảo, nay là dưới hình thức trực tuyến qua nền tảng Zoom, được tổ chức vào một ngày thứ Năm mỗi tháng. Trong niên khóa 2025-2026, các buổi hội thảo đã đề cập đến những chủ đề rất đa dạng, như "Lịch sử của các nhân viên người Việt Nam và Đông Dương tại Thư viện Quốc gia Pháp qua các tài liệu lưu trữ (1942-1965)", "Sự phát triển của văn hóa phản kháng thực dân công khai ở Sài Gòn thông qua báo chí độc lập (1900-1930)" hay "Các vấn đề và thách thức của cộng đồng Pháp ngữ tại Việt Nam"...  Chương trình "Pháp - Việt Nam: Cánh cửa giao thoa văn hóa" niên khóa 2025-2026 đã khép lại vào ngày 21/05/2026, với cuộc hội thảo về chủ đề “Từ điển nhập môn để hiểu về Việt Nam: Một cách tiếp cận văn hóa xã hội” với diễn giả là ông Yves Duchère, một chuyên gia về Đông Nam Á và về Việt Nam, hiện làm việc tại Đại học Trung văn Hồng Kông (Chinese University of Hong Kong), Thâm Quyến, Trung Quốc. Chương trình hội thảo sẽ được mở lại vào tháng 11/2026 cho đến tháng 5/2027. Người khởi xướng và thực hiện chương trình này từ năm 2017 chính là tiến sĩ Nguyễn Giáng Hương, hiện đang phụ trách kho sách Đông Dương tại Thư viện Quốc gia Pháp. Đến niên khóa 2025-2026, cô mời nhà sử học François Guillemot, Viện Khảo cổ học Phương Đông (IAO), đồng tham gia tổ chức. Trả lời RFI Việt ngữ ngày 26/05/2026 tại Thư viện Quốc gia Pháp, cô Nguyễn Giáng Hương cho biết: "Chương trình hội thảo "Pháp - Việt Nam: Cánh cửa giao thoa văn hóa" trong thời gian đầu là nằm trong chương trình hợp tác quốc tế giữa Thư viện Quốc gia Việt Nam, Thư viện Quốc gia Pháp và trường Đại học Sư phạm Cao cấp - ENS Paris. Trong những năm đầu, chương trình này được tổ chức ngay tại trường ENS, với hình thức là mời một diễn giả tham gia thuyết trình mỗi tháng một lần và chương trình kéo dài từ tháng 10 đến tháng 5 hoặc tháng 6. Lý do đầu tiên mà chúng tôi có ý tưởng làm chương trình séminaire (hội thảo) này là khi mà chúng tôi bắt đầu triển khai dự án số hóa kho sách Đông Dương. Vì vậy tên gọi của chuỗi hội thảo này bắt đầu bằng France - Việt Nam. Cổng thông tin của Thư viện Quốc gia Việt Nam và Thư viện Quốc gia Pháp cũng bắt đầu bằng chữ France - Việt Nam. Trong những buổi đầu tiên, nhất là chương trình của năm đầu, chúng tôi tập trung vào các mảng khác nhau về kho sách Đông Dương, nhằm tạo được hiệu ứng về về truyền thông, cũng như gây sự chú ý cho cộng đồng khoa học. Sau đó chương trình được tiếp nối bằng các bài thuyết trình khác và ngày càng được mở rộng, đầu tiên là chương trình được sự quan tâm của cộng đồng nghiên cứu quốc tế, sau đó có những tác giả hay những nhà nghiên cứu cũng tự đề xuất những ý tưởng cũng như những bài thuyết trình mới. Chúng tôi cố gắng duy trì cho đến ngày hôm nay. Kết quả vượt qua cả sự mong đợi là chương trình đã được sự đón nhận rất rộng rãi của các học giả cũng như những người quan tâm về giao lưu văn hóa Việt - Pháp. Chương trình của chúng tôi luôn duy trì một lượng khán thính giả nhất định. Từ khủng hoảng Covid, chúng tôi đã mở rộng chương trình theo hình thức trực tuyến online, thì cũng có một điều hay là mình có thể đón nhận được các thính giả từ nước ngoài, ở Việt Nam, ở Mỹ, hay ở các nước khác của châu Âu. Thứ hai là chúng tôi cũng cố gắng mời các diễn giả ở những nước khác nhau và từ nhiều lĩnh vực khác nhau về khoa học xã hội và nhân văn, qua đó giúp chúng tôi có những góc nhìn khác nhau của các tác giả. Có thể là về cùng một lĩnh vực nhưng góc nhìn của một diễn giả ở châu Á sẽ khác với một diễn giả ở Pháp hay một diễn giả ở Mỹ. Chương trình này đã tạo nên một diễn đàn để các nhà nghiên cứu có thể đối thoại với nhau và chúng tôi cũng rất là cởi mở khi có những người không phải trong ngành nhưng quan tâm, hoặc thậm chí những nhân chứng có thể tham gia và có thể kể câu chuyện của riêng mình." Theo lời Nguyễn Giáng Hương, những bài thuyết trình trong khuôn khổ chương trình hội thảo "Pháp -Việt Nam: Cánh cửa giao thoa văn hóa" hiện đã được đưa lên một trang web để mọi người có tham khảo dễ dàng: "Thời gian trước thì tôi có xin một số diễn giả cho dùng lại hoặc là công bố bài thuyết trình của họ. Tôi cũng đã lập ra một website riêng của chương trình này, cũng có tên là "France Vietnam: Le portail entre les cultures", (Pháp - Việt Nam: Cánh cửa giao thoa văn hóa). Dĩ nhiên hiện nay nó vẫn ở dạng như một blog còn hơi thô sơ. Dự định trong tương lai thì có thể sẽ tuyển lựa những bài hay nhất để chúng ta làm một công trình. Thực ra là trước đây, trong một số năm chúng tôi có điều kiện về mặt tài chính cũng như nhân lực để làm hội thảo tổng kết lại một năm thuyết trình. Từ những hội thảo đó thì chúng tôi cũng đã ra được hai ấn bản đúc kết lại những bài thuyết trình của các các diễn giả trong năm." Thư viện số Pháp-Việt : 2.000 tài liệu đặc sắc làm cầu nối giữa di sản Pháp-Việt Thư viện Quốc gia Pháp còn có một thư viện số song ngữ Pháp-Việt, quy tụ những tài liệu phản ánh những tương tác văn hóa, lịch sử, thuộc địa và khoa học giữa hai nước từ thế kỷ 17 đến năm 1954. Do you think AI will have an impact on science? You are wrong. It will not–it already does. The annual International Conference on Information Systems received over 1,000 more paper submissions this year. Our main journals report a 20%, 40%, or even 100% increase in submission numbers. This could be great if these papers were good, if we simply saw more and better research being produced. Problem is: We don't. What we see is an AI slop tsunami of less readable papers, hastily produced, with marginal insights if any. How should we handle this situation? Ngoại trưởng Mỹ hôm 20/05/2026 tuyên bố Washington « quyết tâm » áp đặt một sự thay đổi cho Cuba ». Marco Rubio ngụ ý nói đến một sự thay đổi chế độ ở La Habana ? Chính quyền Trump siết chặt gọng kềm, bóp ngạt kinh tế Cuba. Bên cạnh yếu tố lịch sử lâu đời, gắn liền Washington với La Habana, Nhà Trắng có nhiều lý do để quan tâm đến Cuba.  Với kinh nghiệm hơn 65 năm gần như liên tục bị trừng phạt, không thể xem nhẹ sức kháng cự của La Habana và nhất là khi hòn đảo này được cả Trung Quốc lẫn Nga hậu thuẫn. Ngay từ nhiệm kỳ đầu, (2016-2020), tổng thống Mỹ Donald Trump đã khép lại giai đoạn tan băng giữa Washington với La Habana mà người tiền nhiệm Barack Obama đã mở ra khi chính thức nối lại bang giao với Cuba ngày 17/12/2014. Một năm sau khi trở lại Nhà Trắng, từ đầu 2026 bằng nhiều cách, ông Trump tiếp tục gia tăng sức ép với hòn đảo chỉ cách bang Florida, khoảng 150 km : Cắt các nguồn cung cấp dầu hỏa cho Cuba, đứng đầu là Venezuela và Mêhicô; huy động các công cụ pháp lý và quân sự để làm suy yếu chế độ liên tục cầm quyền tại hòn đảo này từ sau cuộc cách mạng năm 1959. Ngoại trưởng Hoa Kỳ, Marco Rubio một người Mỹ gốc Cuba trong một thông điệp bằng tiếng Tây Ban Nha trực tiếp lên án chế độ ở La Habana « tham ô », « cướp bóc » và « đàn áp » nhân dân, đồng thời hứa hẹn tổng thống Trump đề xuất cho gần 12 triệu dân Cuba một « con đường mới ». 66 năm liên tục phong tỏa Cuba Cách nay gần 12 năm, thông báo tái lập quan hệ ngoại giao với Hoa Kỳ, chủ tịch Cuba khi đó là ông Raul Castro đã nhấn mạnh, « Điều đó không có nghĩa là đôi bên đã giải quyết được vấn đề cốt lõi » : Kinh tế Cuba vẫn bị phong tỏa. Từ năm 1960 Hoa Kỳ đã đưa ra nhiều lý do khác nhau để trừng phạt La Habana. Tổng thống Dwight D. Eisenhower của bên đảng Cộng Hòa viện cớ chế độ Fidel Castro tịch thu các tài sản của Hoa Kỳ tại Cuba, để hạn chế nhập khẩu đường từ hòn đảo này vào Mỹ. Hai năm sau đó, cáo buộc La Habana thân thiện với Liên Xô cộng sản, tổng thống phe Dân Chủ J.F Kennedy đã mở rộng các biện pháp trừng phạt và ban hành lệnh « cấm vận ». Cuba trải qua cuộc khủng hoảng kinh tế đầu tiên vào thời điểm ¾ xuất khẩu của Cuba là để hướng tới thị trường Hoa Kỳ và 70 % nhập khẩu phụ thuộc vào đối tác thương mại Bắc Mỹ này. Năm 1991 khi Liên Bang Xô Viết sụp đổ, mở ra viễn cảnh Mỹ bình thường hóa quan hệ với Cuba, thì Washington lại chủ trương gia tăng áp lực để thúc đẩy tiến trình dân chủ hóa tại quốc gia trong tay nhà cách mạng Fidel Castro. 1991-1994 là một thời kỳ « đen tối » đối với Cuba : GDP của nước này sụt giảm 35 %. Năm 1992 lấy cớ đòi Cuba tôn trọng nhân quyền, dưới thời tổng thống G.H Bush, Hạ Viện Mỹ thông qua đạo luật Torricelli mở rộng thêm nữa các biện pháp trừng phạt Cuba. Hai điểm đáng chú ý trong văn bản này. Thứ nhất là Washington cấm các hãng vận tải đường biển nước ngoài làm ăn với Mỹ giao thương với Cuba. Đây là tai họa đối với một quốc đảo như Cuba. Thứ hai là Hoa Kỳ trừng phạt mọi quốc gia « liên đới » với La Habana. Năm 1996 sau vụ hai máy bay của một tổ chức người Cuba lưu vong xuất phát từ bang Florida bị Cuba bắn hạ - Raul Castro khi đó là bộ trưởng Quốc Phòng, tổng thống Bill Clinton bên đảng Dân Chủ còn mạnh tay hơn với La Habana khi đặt bút phê chuẩn đạo luật Helms-Burton. Nhưng chính những đòn trừng phạt mạnh tay đó cũng đã đè nặng lên một phần các quyền lợi của Hoa Kỳ. Đầu những năm 2000 hiệp hội các nông gia Mỹ có nhu cầu xuất khẩu nhiều hơn sang Cuba. Chính quyền G.W Bush tỏ dấu hiệu nhượng bộ nhưng đó chỉ là một « bàn tay sắt trong vỏ bọc nhung ».  Một chuyên gia về Cuba được nguyệt san Le Monde Diplomatique năm 2015 trích dẫn ghi nhận « chính sách trừng phạt của Mỹ đã dẫn tới những hậu quả tai hại về phương diện y tế cho Cuba » : Gần 80 % các bằng sáng chế trong lĩnh vực này đều thuộc chủ quyền của các tập đoàn của Mỹ hay các chi nhánh của họ, cho nên người dân Cuba trong một nhiều thập niên hoàn toàn không được tiếp cận với bất kỳ một tiến bộ nào về mặt khoa học, y tế, thuốc men. Phải đợi đến sự kiện tổng thống Mỹ Barack Obama bắt tay lãnh đạo Cuba Raul Castro nhân một buổi lễ tưởng niệm cố tổng thống Nam Phi, Nelson Mandela cuối 2013, bang giao giữa Hoa Kỳ với một thuộc địa cũ là Cuba mới rẽ sang một khúc quanh mới. Hai cựu tổng thống Mỹ Jimmy Carter, Bill Clinton khi đã rút lui khỏi chính trường, lên tiếng chống đối chính sách trừng phạt của Mỹ nhắm vào Cuba. Họ nhìn nhận Washington « hoàn toàn thất bại » trên phương diện này. Tổng thống Trump ở nhiệm kỳ đầu đã chấm dứt chính sách tan băng của người tiền nhiệm Obama và còn mạnh tay hơn nữa từ đầu năm nay. Trên đài truyền hình tư nhân BFM TV chuyên gia về châu Mỹ Latinh, Gaspard Estrada Viện Nghiên Cứu Paris Montaigne, khoa Global South trường London School of Economics phân tích việc chính quyền Trump đang bóp ngạt kinh tế Cuba :   « Chính quyền Trump đang làm tất cả để cắt đứt mọi nguồn cung cấp dầu hỏa cho Cuba, từ Venezuela đến Mêhicô. Hậu quả kèm theo rất tai hại đối với người dân Cuba : họ bị mất điện triền miên, không có xăng dầu để di chuyển. Cuba càng lúc càng bị cô lập với thế giới bên ngoài. Washington bóp ngạt kinh tế Cuba để bắt buộc hòn đảo này phải thay đổi chế độ, nhưng dường như chính quyền Trump quên mất rằng, khủng hoảng kinh tế tại hòn đảo này sẽ đẩy người dân Cuba ra biển, tìm đường định cư tại Hoa Kỳ. Như thông lệ Cuba vẫn hô hào phải vùng lên chống đế quốc Mỹ, nhưng lần này, La Habana chủ động đàm phán với Hoa Kỳ. Đây là dấu hiệu rõ rệt nhất cho thấy chế độ đang bị suy yếu. Dù vậy chúng ta không biết đôi bên đang thương lượng về những gì và Mỹ đàm phán với ai ». Yếu tố Nga và Trung Quốc Nhưng lật đổ chế độ Cộng Sản Cuba hay đem lại một sự thay đổi thật sự cho quốc đảo này không là nhiệm vụ dễ hoàn thành. Theo nhà nghiên cứu Jérome Leleu thuộc Trường Cao Đẳng Khoa Học Xã Hội EHESS -Paris, bất chấp những căng thẳng và các biện pháp phong tỏa càng lúc càng cứng rắn mà Mỹ kiên trì áp đặt, liên hệ giữa Washington với La Habana từ năm 1960 đến nay chưa bao giờ « đứt quãng ». Cuba luôn đòi hỏi hai điều : Chấm dứt trừng phạt và trả lại căn cứ quân sự Guantanamo được đặt dưới quyền kiểm soát của Hoa Kỳ từ khi Cuba giành được độc lập năm 1902. Về phía Washington, dưới danh nghĩa Nhà Trắng dù trong tay đảng Dân Chủ hay Cộng Hòa cũng đều đòi La Habana trả lại tài sản cho các doanh nghiệp và tư nhân Mỹ đã bị chế độ Castro tịch thu từ sau cuộc Cách Mạng năm 1959. Vậy thì tổng thống Donald Trump với những áp lực trên nhiều phương diện nhắm vào Cuba từ đầu 2026 liệu có đạt được các mục tiêu mong muốn hay không ? Theo giới phân tích, câu trả lời là không vì Cuba dù mất đi nguồn cung cấp dầu hỏa quan trọng là Venezuela từ đầu năm đến nay, nhưng vẫn có thể trông cậy vào Nga và nhất là Trung Quốc. Trước hết là đối với Nga, trả lời đài RFI Pháp ngữ, Emmanuel Pietrobon, chuyên gia độc lập người Ý về châu Mỹ Latinh nhấn mạnh : Cuba là « vùng ảnh hưởng duy nhất của Nga trong vùng biển Caribe, cho nên Matxcơva dưới chế độ Cộng Sản Liên Xô trước kia hay của tổng thống Putin hiện tại đều phải bằng mọi giá yểm trợ La Habana ». « Nga cần hòn đảo nhỏ này để gây sức ép với Mỹ. Nói một cách ví von, chỉ cần bước ra ngoài ban công là người Mỹ có thể nhìn thấy sự hiện diện của Nga. Do đó, đối với Matxcơva, Cuba chiếm một lợi thế địa chiến lược, tương tự như là vị thế của Đài Loan đối với Washington trong vùng châu Á-Thái Bình Dương. Có thể nói, Cuba là một phiên bản của Đài Loan trong vùng biển Caribê. Ngoài khía cạnh địa chính trị, hòn đảo này còn có nhiều lợi thế về kinh tế. Cuba có dầu hỏa, nhưng vì bị cấm vận triền miên nên chưa từng được thăm dò, và đương nhiên là cũng chưa từng được khai thác. Rồi Cuba cũng có những nguồn dự trữ về cobalt, nickel và cũng có tiềm năng về đất hiếm… Tất cả những yếu tố đó cho thấy, Cuba chiếm một vị trí cực kỳ quan trọng về địa chính trị đối với Nga (...) Cuba chỉ cách bang Florida một giờ bay. Hòn đảo này cũng làm một căn cứ không thể thiếu, với một vị trí then chốt và duy nhất để tiến hành các hoạt động dọ thám. Không phải tình cờ mà trong những năm gần đây, có lẽ và từ nửa sau thập niên 2010, tổng thống Nga, Vladimir Putin đã quyết định mở lại trung tâm thu thập thông tin tình báo bằng tín hiệu lớn nhất mà Liên Xô từng sở hữu trong giai đọan Chiến Tranh Lạnh: Đó là căn cứ Lourdes ».  Một quân bài để thương lượng về Ukraina  Nhất là vào thời điểm mà Nga cần đàm phán với Mỹ về Ukraina thì Cuba có thể là một lá chủ bài trong mắt điện Kremlin Emmanuel Pietrobon giải thích tiếp :  « Matxcơva nhất quyết gửi đến Washington một thông điệp chính trị. Giờ đây theo logic tương tự, Matxcơva dùng Cuba để mặc cả với Mỹ về Ukraina ». 22 % nhập khẩu của Cuba phụ thuộc vào Trung Quốc Nhìn từ Bắc Kinh, Cuba là một đồng minh truyền thống lâu đời : Chính quyền Fidel Castro là quốc gia ở Tây bán cầu đầu tiên thiết lập bang giao với chế độ Mao Trạch Đông. Năm 2025,  chủ tịch Diaz Canel đến Bắc Kinh nhân kỷ niệm 65 năm bang giao hai nước. Về thương mại, từ đầu những năm 2000 Trung Quốc đã trở thành một trong những đối tác quan trọng nhất của Cuba, đứng trước cả Nga hay Venezuela. Cuba là « một trong những thị trường tiềm năng nhất của các nhà sản xuất pin mặt trời Trung Quốc ». Trung Quốc chiếm 22 % nhập khẩu của Cuba Ngoài ra, đối với ông Tập Cận Bình cũng như Vladimir Putin, giá trị chiến lược của Cuba chính là nhờ có vị trí sát cạnh Hoa Kỳ, một cửa ngõ quan trọng trong vùng biển Caribe. Do vậy giới quan sát cho rằng, không chắc Donald Trump đạt được mục đích đưa Cuba trở thành một « quốc gia thân thiện » với Hoa Kỳ. Không có gì bảo đảm ông sẽ được sử sách nhớ đến như một vị tổng thống vượt trội hơn tất cả những người tiền nhiệm, từ tướng Dwight David Eisenhower, tổng thống John Fitzgerald Kennedy, đến Bill Clinton, Barack Obama. Điều chắc chắn duy nhất là những tham vọng về địa chính trị của Washington trong vùng biển Caribe đã, đang và tiếp tục vấp phải những quyền lợi của Nga và Trung Quốc. Lịch sử cũng đã chứng minh rằng từ năm 1960 đến nay Cuba đã trải qua nhiều cuộc khủng hoảng kinh tế. Mỗi lần « thoát chết trong đường tơ kẽ tóc » La Habana luôn được một « quý nhân phù trợ ». Trong giai đoạn chiến tranh lạnh điểm tựa chính là Liên Xô. In this episode Divya speaks with Rachel Carmenta, Associate Professor of Climate Change and International Development at the University of East Anglia. They discuss Rachel's recent work on the poverty–biodiversity loss association (PBLA) and the idea of connected conservation. In this scholarship, Rachel and her colleagues critically examine how mainstream conservation narratives have often framed poor and rural communities as drivers of biodiversity decline, while overlooking the larger structural forces, such as extractive industries, unsustainable patterns of consumption, and unequal political and economic systems, that are central to environmental degradation and biodiversity loss. They also discuss how poverty is often reduced to income deprivation and how that framing has made conservation and development programs to focus heavily on cash-based incentives and payment schemes. Rachel argues that poverty is way more than income deprivation; instead, it must be understood as multidimensional, encompassing wellbeing, dignity, health, education, security, and access to social services. This broader understanding challenges narrow approaches to both poverty alleviation and conservation governance. Another important theme in their discussion is connected conservation, which emphasizes the interconnected relationships between people, ecosystems, livelihoods, cultural practices, and local knowledge systems, rather than viewing conservation and human wellbeing as separate or competing goals. In this context, Rachel reflects on biocultural conservation and the importance of recognizing the ways communities live with, care for, and understand their environments and what these relationships can teach us about more just and meaningful approaches to conservation in a rapidly changing world. VOV1 - Viện Nghiên cứu Cao nguyên Thanh Tạng, Trung Quốc, ngày 21/5 công bố một nghiên cứu cho thấy hiện tượng nóng lên toàn cầu có thể làm gia tăng đáng kể phát thải methane từ các vùng đất ngập nước tự nhiên, qua đó tạo thêm sức ép đối với nỗ lực kiểm soát biến đổi khí hậu trên phạm vi toàn cầu.Theo thông tin được phía Trung Quốc công bố, nhóm nghiên cứu do các nhà khoa học Trương Trăn và Lý Tân phối hợp với các cộng sự quốc tế thực hiện đã lần đầu xây dựng được một khung đánh giá xác suất đối với mức gia tăng phát thải methane từ đất ngập nước trong tương lai. Trên cơ sở sử dụng mô hình hệ sinh thái trên cạn tiên tiến cùng dữ liệu quan trắc đất ngập nước toàn cầu, nghiên cứu đã định lượng khả năng xảy ra phản hồi methane từ đất ngập nước trong bối cảnh nhiệt độ Trái Đất tiếp tục tăng.Kết quả cho thấy, trong kịch bản phát thải cao, đến những năm 2030, lượng methane phát sinh thêm từ các vùng đất ngập nước tự nhiên có 90% khả năng sẽ làm giảm hiệu quả từ 8% đến 10% mục tiêu cắt giảm methane do con người đặt ra hiện nay trên toàn cầu. Xa hơn, đến cuối thế kỷ 21, lượng phát thải methane từ đất ngập nước có thể tăng thêm từ 50% đến 60% so với mức hiện tại.Methane là một trong những khí nhà kính quan trọng nhất, chỉ đứng sau CO2 về vai trò đối với biến đổi khí hậu. Tuy nhiên, trong khung thời gian 20 năm, tác động làm nóng của methane được đánh giá mạnh hơn hơn 80 lần so với CO2. Đây cũng là lý do khiến việc kiểm soát phát thải methane ngày càng trở thành một nội dung quan trọng trong các chính sách khí hậu quốc tế.Để đưa ra kết luận trên, nhóm nghiên cứu đã triển khai chương trình so sánh các mô hình methane đất ngập nước trong tương lai, tập hợp 7 mô hình chủ đạo trên thế giới. Kết quả mô phỏng cho thấy cứ mỗi khi nhiệt độ trung bình trên đất liền toàn cầu tăng thêm 1 độ C, lượng methane phát thải từ đất ngập nước có thể tăng trung bình từ 14 triệu đến 34 triệu tấn mỗi năm. Đáng chú ý, khoảng 68% lượng phát thải bổ sung trong tương lai được xác định sẽ đến từ các khu vực nhiệt đới.Các nhà khoa học cho rằng kết quả nghiên cứu cung cấp thêm cơ sở khoa học quan trọng cho việc hoạch định chính sách giảm phát thải methane và ứng phó với biến đổi khí hậu. The subject of whether you should top your pepper plants can bring on a pretty strong debate among gardeners. That's because this is one of those topics where the answer genuinely is: it depends. And I mean that in a very specific, evidence-based way that comes down to two things: your climate and your pepper type. I'll be straight with you, I do not top my peppers. We are in a zone 6b in west central Missouri and our season is just short enough that for our large sweet peppers, by the time a topped plant recovered and loaded up with new fruit, I'd be in a race with the first frost, so I don't love my odds of winning. And for our smaller peppers, both hot and sweet, they branch naturally. They've never needed my help getting bushy and they generally end up so loaded with fruit there's no need for me to create new growing points. But that does NOT mean topping is wrong. In fact, if your growing season is long enough and you are growing the right type of pepper, there is a solid, research-grounded argument for it and I want to make that argument fairly today. "We need an answer by the end of the day." Ten words. And the moment you hear them, something shifts inside your chest. Your pulse ticks up. Your focus narrows. Careful thinking stops. The clock starts. You probably haven't even asked the most important question yet. Is that deadline real? Most of the urgency you feel every day is fake. Manufactured by someone who benefits from you deciding fast instead of deciding well. Most people can't tell a real deadline from a manufactured one. By the end of this, you will. Let's get into it. What Time Pressure Actually Does to Your Brain Last episode, we talked about decision fatigue. How your brain degrades over a long day. Time pressure is different. Fatigue is a slow drain. Time pressure is a switch. When the clock is ticking, your brain stops analyzing and starts reacting. Normally, the front of your brain runs the show: careful analysis, weighing trade-offs, long-term thinking. Under time pressure, a faster, older, more emotional region takes over. You don't feel less accurate. You feel more confident. Decades of decision science research have found that under time pressure, people's confidence in their decisions goes up while their actual accuracy goes down. You're not just thinking worse. You're thinking worse while being more sure you're right. That false confidence makes you predictably worse at three specific things. Evaluating trade-offs. You lock onto whichever side your gut grabs first. Considering consequences beyond the immediate. Second-order thinking goes offline. Recognizing what you don't know. Because you feel certain, you stop looking for what you're missing. And that's exactly what manufactured urgency is designed to exploit. This is mindjacking in its purest form. Someone engineers the pressure, your brain switches modes, and you make their decision instead of yours. The Urgency Trap: Real vs. Manufactured Not all time pressure is the same. Some deadlines are real. Your tax filing date is real. The board meeting on Thursday is real. The patient who needs a decision in the next ten minutes? That's real. These deadlines exist because of actual constraints in the world, not because someone manufactured them. A huge portion of the urgency you experience? It's engineered. "This offer expires at midnight." Really? Will the company stop wanting your money tomorrow? "We need your decision today." Why today? What actually changes between today and Wednesday? Manufactured urgency is one of the most effective persuasion tools ever invented. Countdown timers on websites that reset when you refresh the page. "Limited time" sales that somehow run every month. Negotiators who invent deadlines because pressure extracts concessions. Manufactured urgency is everywhere. And it works because of what we just covered. Time pressure flips you into fast-decision mode. When someone engineers urgency, they're not just rushing you. They're changing which part of your mind makes the call. The decisions that actually shape your career almost never show up with a countdown timer. The urgency trap pulls your attention to whatever is loudest, while the ones that matter sit quietly in the background. Until it's too late. Five Tests for Manufactured Urgency How do you tell the difference? I use five tests. Test One: The Source Test. Ask yourself: who benefits from me deciding quickly? If the answer is "the person creating the deadline," that's a red flag. Real deadlines serve the situation. Fake deadlines serve the person imposing them. The car salesperson who says "this price is only good today"? That deadline serves the dealership, not you. The surgeon who says "we need to operate within the hour"? That deadline serves the patient. Test Two: The Consequence Test. Ask: what actually happens if I wait? Not what I'm told will happen. What actually happens. "The offer expires." Does it? What would happen if you called back next week? In most cases, the offer magically reappears. Real deadlines have real, verifiable consequences. Manufactured ones have threats that evaporate on contact. Test Three: The History Test. Has this "urgent" situation happened before? If the company has run "ending soon" promotions every month for a year, that's not urgency. That's a business model. If a colleague marks everything "urgent" in their emails, that's not urgency. That's a habit. Test Four: The Reversibility Test. This one builds on our earlier work in the series. How reversible is this decision? If you can cancel, return, or renegotiate, urgency matters less. But if the decision is hard to reverse, like a long-term contract or a major hire, artificial urgency is especially dangerous. The less reversible the decision, the more suspicious you should be of anyone rushing you. Test Five: The Separation Test. Remove yourself from the pressure source and check if the urgency survives. Step out of the room. Sleep on it. Call back tomorrow. Real urgency persists when you leave. Manufactured urgency dissolves. You don't need all five to spot fake urgency. Two or three is usually enough. And once you start applying these tests, something shifts. You realize how much of the urgency in your life was never yours to begin with. I've watched this happen with more than one friend. A cancer diagnosis. Doctors giving them a timeline. And in every case, the same thing happened. Not panic. Clarity. Every manufactured urgency in their lives just fell away. The stuff that didn't matter stopped getting their attention. The stuff that did got all of it. They're well past the timelines their doctors gave them. The outlook is good. But the clarity never went away. They don't need the five tests. They already know which pressure is real. Most of us won't get that kind of forced clarity. So we need tools to create it for ourselves. When "I Need More Time" Is the Problem Everything I just said could become a very sophisticated excuse to never decide anything. "I need more time to think about it" is sometimes wisdom. And sometimes it's avoidance wearing wisdom's clothes. They feel identical from the inside. And that's what makes this so difficult. Recognizing avoidance in yourself is one of the hardest skills in this entire series. We spent all of Episode 10 on it because there's no quick trick for telling the two apart. If you haven't watched that one, I'd recommend going back to it. For this episode, the key connection is this: manufactured urgency and avoidance are opposite problems that feed each other. The more you've been burned by fake deadlines, the more justified "I need more time" feels. And the more you default to delay, the more vulnerable you become when real urgency hits. But watch for this: if you're using the Five Tests to justify delay rather than to evaluate urgency, that's avoidance borrowing the language of skepticism. The tests are meant to help you evaluate the deadline, not to give you another reason to avoid the decision. Calibrating Speed to Stakes So how do you calibrate between moving too fast and waiting too long? Jeff Bezos talks about one-way and two-way door decisions. I've expanded that into what I call the Stakes-Reversibility Grid. Two questions: How much does this matter? And how hard is it to undo? Low stakes, easy to reverse. Which project management tool to try. Where to hold the offsite. What to order for lunch. Decide immediately. These are the decisions people waste hours on that deserve minutes. High stakes, easy to reverse. A new marketing campaign. A pilot program. A hire with a 90-day probation period. Decide quickly, but build in a review date. You can course-correct, so speed matters more than perfection. Low stakes, hard to reverse. The subscription you never cancel. The small clause in a contract nobody reads. These are sneaky. They don't feel important, so you rush. But they're hard to undo, so they accumulate. High stakes, hard to reverse. A merger. A long-term contract. Shutting down a product line. This is where you slow down. This is where you deploy every test for manufactured urgency. This is where anyone rushing you should make you suspicious. Most people get this backwards. They spend weeks picking a laptop and fifteen minutes reviewing an employment contract. The grid fixes that. Be fast on what doesn't matter so you have the bandwidth to be slow on what does. From Knowing to Doing Early in my career, I watched all of this play out in a single conversation. I was negotiating a major technology partnership. The other side's lead negotiator dropped this line: "We need a signed term sheet by Friday or we're moving to the next candidate." Friday was two days away. I felt the shift. That tightening in my chest, that narrowing of focus. My brain immediately started racing toward "how do we make this work by Friday?" Not "should we?" Not "are these the right terms?" Just speed. Then I caught it. Source Test: who benefits from this Friday deadline? They did. We were their preferred partner and they knew it. Consequence Test: what actually happens if we miss Friday? They go to a backup they'd already passed over once. So I said: "We're serious about this partnership and we want to get the terms right. We'll have our response by next Wednesday." Pause. Then: "Okay." The deadline was never real. That's what this skill gives you. Not the ability to stall. Not the excuse to avoid commitment. The judgment to know which pressure deserves your speed and which deserves your skepticism. Next time you feel that tightening in your chest, that rush to decide, run two tests before you respond. The Source Test: who benefits from me deciding fast? The Consequence Test: what actually happens if I wait? You don't need all five every time. Those two alone will catch most manufactured urgency before it catches you. That's not indecisiveness. That's intelligence. Closing In Episode 10, we tackled uncertainty. In Episode 11, depletion. Now you can spot manufactured urgency. But there's a pressure harder to resist than any deadline. A room full of people who've already made up their minds, and they all disagree with you.
