She was elected mayor in 2018. Woodards has called the “City of Destiny” her home for almost her entire life. She is a proud graduate of Tacoma's Lincoln High School and has served as a soldier in the United States Army. Before becoming mayor, she served for seven years as an at-large member of the City Council. During that time, she launched the city's Equity and Empowerment initiative which led to the establishment of its Office of Equity and Human Rights. She also brought partner organizations together for then-President Barack Obama's My Brother's Keeper initiative and spearheaded the city's Project PEACE initiative which bridged community members with the Tacoma Police Department. As mayor, she continues to be a champion of these important issues while expanding her involvement in regional and national conversations on affordable housing, transportation, strengthening youth and families, public safety, growing local business, and the creation of family wage jobs. She has also worked to more fully engage the city's youth in community decisions that impact them every day, by expanding Student Government Day and establishing the city's first Youth Commission. Woodards has been selected to serve in a number of national leadership roles that allow her to share information with other cities across the country and bring best practices back to Tacoma. In addition to her role as President, she has served as co-chair of both NLC's Council on Youth, Education, and Families and its Race, Equity and Leadership program. At the United States Conference of Mayors, she serves on the advisory board; as vice-chair of the Committee on Jobs, Education, and the Workforce; and as cochair of the Women Mayors Leadership Alliance. Some of her other leadership roles as Tacoma's mayor include positions on the Puget Sound Regional Council Executive Board, Sound Transit Board, Tacoma-Pierce County Economic Development Board, Pierce Transit Board, Foundation for Tacoma Students Board, and the Workforce Central Board. In partnership with County Executive Bruce Dammeier and County Council Member Connie Ladenburg, she also convened elected leaders from across Pierce County for Mayoral Roundtable to explore opportunities for regional collaboration on the issue of housing attainability in the region, an initiative that formally came to be known as the ‘South Sound Housing Affordability Partners.' Woodards has consistently reaffirmed her support for immigrant and refugee families, and Tacoma remains a welcoming city committed to providing immigrant and refugee communities with equitable access to City services. Alongside her peers on the City Council, she advocates for policies that provide safety and stability for all members of the community, and she uses her national leadership roles to join with mayors across the county in calling for federal reforms. Under her leadership, the city appointed members to its first Commission on Immigrant and Refugee Affairs. This commission was established to better engage with immigrant and refugee communities, and to work with local organizations to identify and advance positive outcomes for community members in need. Demonstrating a lifelong track record of public service, Woodards has served as president of the Tacoma Urban League and as director of community development for the Tacoma Rainiers. Her past civic engagement work has also included leadership positions with the Tacoma Metropolitan Parks Board, the Washington State History Museum, and the Washington State Commission of African American Affairs. Ordered by the British Military to never speak of how she was taken hostage while negotiating the release of captured Special Forces soldiers, Rabia developed Post Traumatic Stress Disorder. Her brave action for suing the British Government for sexism and racism, against public ridicule, became a catalyst for policy change to ensure a fairer workplace for women and cultural minorities in the military.Today, she is an Australian ambassador for the United States based Support Veterans Now, Project Peace on Earth as well as several Australian charities. Rabia is a director of the International Foundation for Non Violence and The Museum of Freedom and Tolerance Western Australia.A recipient of a Queen’s commendation for her work in Iraq, Rabia has received numerous awards for her human rights and community aid work in the Middle East, South Africa, the United Kingdom and Australia. She was the runner up for Australian Woman of the Year UK in 2009, Australian Business Woman of the Year Finalist, a finalist in the Australian of the Year Awards, and named as Australia’s Top 100 Women of Influence. As Co-President of Project Peace, Vilma is a strong advocate for change. She wants everyone to see the City of Reading as she sees it, a place of opportunity and hope. “We try to get to the underlying cause of violence in hopes of overcoming it.” Vilma says she gets tired of hearing about the negativity charged against the school district and the city and desires to show the positive aspects of change. Vilma works alongside her peers to plan, strategize, and implement projects and activities that demonstrate positivity within the community. Vilma states, “I want Reading to be a place people want to visit and love and be proud of where you come from.” Project Peace has gained recognition by Caron Treatment Centers as an Unsung Hero for its role in prevention. Members of Project Peace participate in Anti-Drug Marches, speaking engagements at elementary school and national leadership trainings. This summer, several members representative of Project Peace will attend the Community Anti-Drug Coalitions of America National Leadership Institute to participate in a national training geared toward educating communities about the dangers of prescription drugs and the importance of proper disposal of unused medications.

Project Peace was founded in 2010 by students at Reading High School, reacting to the gun murders of four of their classmates in one school year. The student lead organization works within the schools and the city to promote peace and non-violence among young people and adults. “There are Project Peace groups in the both high schools and the middles schools says, Tyzehna, a senior attending Reading High. “When we first started Project Peace it was just at the high school.” Project Peace members meet monthly to formulate ideas and strategies about ways to help foster a safer community. Tyzehna says the group tries to get involved with everything in the community to make it a better place. Through activities such as Peace Marches, mentoring to kids in elementary schools, and presentations to city council and board members regarding efforts and suggestions to make our communities better, Project Peace are “Young People taking Charge.”

On Valentine's Day, more than 400 students and parents from across Pennsylvania held a rally for public education at the State Capitol. This action came a week after Gov. Corbett announced his plan for the next state budget -- a proposal that would carry over last year's $1 billion cuts to education funding. Students demanded that Gov. Corbett restores the cuts and makes equitable school funding be a top priority in the next state budget. The action was organized by Philadelphia Student Union, Project Peace, Chester student leaders, and A+ Schools' TeenBloc. It was co-sponsored by Juntos and the Campaign for Nonviolent Schools. This radio piece features highlights from the action. It was edited by Ericka Johnson.
