Sixty-three years had passed since Seattle pioneer Thomas Mercer first proposed the idea of connecting the saltwater of Puget Sound to the freshwater of Lake Washington via Lake Union, when the Lake Washington Ship Canal was officially dedicated on the 4th of July, 1917. In the five decades that followed Mercer's offer, local citizens, business leaders, government officials, military personnel, and entrepreneurs debated where to establish the connection and how to pay for it. After Hiram M. Chittenden was appointed District Engineer of the Army Corps of Engineers for the Seattle District in 1906, plans were drawn up and federal financing was obtained to complete the project. In addition to a series of locks at the west end of Salmon Bay, the ship canal Chittenden built included two cuttings, the Fremont Cut between Salmon Bay and Lake Union and the Montlake Cut between Lake Union and Lake Washington.
