An episode in two parts. The first is an adventure story, the extraordinary march across Africa of a small detachment of French troops led by Major Jean-Baptiste Marchand. He occupied the abandoned Egyptian fort on the Nile at Fashoda. There he was met not by the planned supporting columns of Frenchmen, but by General Kitchener with a massively bigger force. In fact, the two men didn't fight, but met and were perfectly courteous with each other. It was up to the politicians in London and Paris to sort out the Fashoda incident. Given how precarious the French position was, inevitably it was resolved in favour of the intransigent British Prime Minister, who emerged with a British monopoly on access to the Nile in Sudan. Poor Marchand had to march away again having achieved very little, except to establish himself as a model for little boys to admire. The second part is about the other side of the coin of imperial Britain. That was the unbearable, crushing poverty in which a huge proportion of the population lived. Charles Booth, arguably the first Social scientist, established in his remarkable research that 30% of the population of London were living below the poverty line, and that line was a lot lower than it is today. Grandeur was the outward-looking face of Empire; behind the scenes, things were a lot uglier. Fashoda was just one critical incident for Britain in Africa. The next would be in South Africa. And the Empire would be looking for the men to fill the ranks of its army among just those poor, crushed by their misery and undermined by disease. Die 1920er waren eine wilde Zeit - aber für die Rente nicht unbedingt golden. Hyperinflation, demografischer Wandel und am Ende die Weltwirtschaftskrise setzten das System unter Druck und prägen unsere Einstellungen zur Rente bis heute. Die könnte übrigens auch ganz anders aussehen: das agrarisch geprägte Dänemark gab sich beispielsweise ein steuerfinanziertes Rentensystem mit gleichen Auszahlungen für alle - um, wie alle Rentensysteme der damaligen Zeit - Armut zu verhindern. Diese war ganz offensichtlich Armut das Ergebnis moralischen Fehlverhaltens und von Charakterschwäche, nicht unglücklicher Umstände. Das dachte man zumindest in Großbritannien, bis ein Mann namens Charles Booth seine eigene Meinung und die der britischen Öffentlichkeit änderte. Jeb and Blake crawl through the cobbled streets of 1978 television to find out what was going on when IN SEARCH OF went looking for Jack the Ripper.  A lot of this episode is about "The Royal Conspiracy" - the idea that Prince Albert Victor (aka "Prince Eddy") was secretly Jack the Ripper.   This was largely derived from a book called Jack the Ripper: The Final Solution, an ironic title since it turned out to be neither final nor the solution.  This was written by Stephen Knight, who appears in the episode. Shortly after this he will develop brain cancer and pass away. The story also involves Prince Albert Victor's surgeon, Dr. William Gull.  We discuss the "modern plague" of Gin in London at the time. (That link is to the Pub Map.) Alert listener Dr. David Cockcroft sent us a link to the 1886 London Poverty Maps of Charles Booth. It's a treasure trove of information contemporary to the time of this case (and the upcoming Sherlock Holmes episode as well). Nimoy Fashion Alert! Did you notice that big book lying flat behind Nimoy's head? That's a book about Vincent Van Gogh. We'll hear more about him in Season 4.  In our bonus episode about pop-culture of JTR we talked about a weird 6-part BBC crime series which pitted two fictional modern TV police detectives against the case.  Wendy Sturgess was one of the writers.  We discuss some of the appalling poverty of the area of London where the murders took place. This included discussion of Jack London's book about London. "The People of the Abyss" - that was the name of a work by American fiction writer Jack London.  It's available online. A young Donald Rumbalow makes an appearance.  We briefly discuss the "wizard money" of England at the time.  The Police News vintage paper is shown several times in the episode. Booth (1840-1916), a Liverpudlian shipping line owner, surveyed every household in London to see if it was true, as claimed, that as many as a quarter lived in poverty. He found that it was closer to a third, and that many of these were either children with no means of support or older people no longer well enough to work. He went on to campaign for an old age pension, and broadened the impact of his findings by publishing enhanced Ordnance Survey maps with the streets coloured according to the wealth of those who lived there. Dr. Booth was born in Baltimore, MD on February 4, 1947, to Hazel Willis Booth and William W. Booth. He graduated from Baltimore City College high school in Baltimore, MD, and went on to earn a Bachelor of Arts degree from Howard University, and a Master of Divinity degree from Eastern Theological Seminary in Philadelphia, PA. Lecture summary: Like many other areas of work, international humanitarian practice and thinking are being transformed by digital technology and associated socio-technical practices. Institutional developments within the United Nations (UN) are telling. Just over ten years ago, the UN Secretary General announced the launch of the UN Global Pulse project, dedicating to enabling, showcasing and promoting the “scaled adoption of big data innovation for sustainable development and humanitarian action”. This project has since been advanced through Pulse Labs in Jakarta, Kampala and New York and one soon to be set up in Samoa. Other, cognate initiatives have been launched throughout the UN system. Prominent, international public-private collaborations aim to harness digital technology for humanitarian ends: initiatives such as the Global Partnership for Sustainable Development Data. And more or less every major technology company across the world is investing in the humanitarian field: Facebook’s Data for Good initiative; Google.org’s Crisis Response work; and Alibaba’s collaboration with the World Food Program to develop Hunger Map LIVE are indicative examples. International humanitarianism is taking on new imperatives, protagonists, investments, techniques and objects of inquiry in connection with the expanding reach of the digital. Given the centrality of humanitarianism to the way that the international plane has been imagined, regulated, materialized and militarized throughout the 20th and 21st centuries, these shifts are worthy of close attention. This talk will present one chapter of a book project investigating this domain of ‘digital humanitarianism’ – a chapter concerned with maps and mapping. It focuses on recent shifts from two-dimensional mapping for humanitarian ends towards multi-dimensional, real-time mapping for the same purposes, associated with geographic information systems (GIS) and the generation and deployment of map cubes (multi-dimensional arrays of data values presenting cartographic visualization of each dimension). It offers a brief recollection of humanitarian mapping through “snapshots” from the practice in the 18th, 19th, and 20th centuries (Valentine Seaman’s yellow fever maps; Charles Booth’s poverty maps; Bangladesh flood mapping; and the FAO’s Food Insecurity and Vulnerability Information and Mapping Systems). Against this background, we will consider the rise of crowd-sourcing as a digitally facilitated way of making cartographic knowledge for humanitarian governance purposes, as illustrated by the Missing Maps Project (a joint project of the Humanitarian OpenStreetMap Team – a U.S.-registered non-profit – and three other not-for-profit organizations: American Red Cross; British Red Cross; and Médecins Sans Frontières). We will explore how this affects how particular spaces are assembled, delimited, surveyed and readied for humanitarian intervention and with what implications for international legal relations and the jurisdiction of different actors on this terrain. Fleur Johns is Professor in the Faculty of Law, working in the areas of public international law, legal theory, law and development, law and society (or socio-legal studies), and law and technology. Fleur studies emergent patterns of governance on the global plane, and their social, political and economic implications, employing an interdisciplinary approach that draws on the social sciences and humanities and combines the study of public and private law. In 2021, Fleur will commence a four-year Australian Research Council Future Fellowship working on a project entitled 'Diplomatic Knowledge, Disasters and the Future of International Legal Order'. In 2021-2022, Fleur will be a Visiting Professor at the University of Gothenburg in Sweden. Fleur is a Fellow of the Academy of the Social Sciences in Australia.

For this insightful and evocative episode of Travels Through Time, Peter Moore heads to the historian Sarah Wise’s flat in central London, to talk about left wing politics, life and labour in the imperial capital in the year 1889. * London in 1889 lay at the heart of the most extensive empire the world had ever seen. But though there was fabulous wealth in many areas of the capital, it was unequally distributed. Many were worried that those who lived and worked in the East End and docklands were being pushed increasingly into chronic poverty and further towards revolution. Among those to be concerned were the businessman turned social reformer, Charles Booth. Following a series of breakdowns, in the 1880s Booth began his series of social investigations into the East End which would result in his pioneering series of colour-coded poverty maps. As Booth trod the East End streets, assigning each one a social status, other reformers were at work. In one of the most deprived parishes in the country, the Reverend Arthur Osborne Jay re-modelled his church so it included a boxing ring and a music hall platform, so there was a positive outlet for the energies of his congregation. For the last twenty five years the award-winning social historian Sarah Wise has been researching histories like these. Inspired by passionate, thoughtful leftish politicians like Henry Hyndman and William Morris, in this episode of Travels Through Time Sarah guides us into the turbulent East End streets in search of ‘moralised capitalism.’ The nineteenth-century, Wise says, ‘was an era in which there were lots of secrets and lots of mystery and lots of drama.’ Here she takes us to meet figures like Booth and Rev. Jay, who were trying to make sense of the riddles, as well as showing us how close the country came to complete social breakdown. Nearly one million workers in the UK are on zero-hour contracts. A further five million are nominally self-employed. In modern Britain, flexibility is often presented as a way of reconciling pressures between work and family life. Professor Noel Whiteside, Professor of Comparative Public Policy at the University of Warwick, will approach the subject from the historical perspective. What is now "flexibility" was once "casual labour", and social enquiry revealed the consequences of casual labour over a hundred years ago. The nineteenth century founding fathers of social statistics (Charles Booth, Seehbohm Rowntree, A.L. Bowley among others) argued that, to safeguard Britain’s commercial and imperial pre-eminence, casual employment must be abolished. Theresa May has recently set up a twenty-first century equivalent in the Taylor Review. It is likely to reach similar conclusions. She asks why the social reforms of the early twentieth century designed to tackle the problems of casual labour ultimately failed, and what mistakes we are at risk of making again.
